801.1 Background
81
82 The problem that is facing now is poverty, poverty is everywhere in every
83 human civilization. Poverty is synonymous with slums, dirty, lazy, disorganized and
84 even evil. This poverty that makes people compete to seek a decent life by justifying
85 all means. Crime, corruption, theft, robbery is a human defense that he does not
86 want to enter the poverty line, the poor are seen as a social burden. Poverty has
87 actually been a world problem for centuries. However, the reality is that until now
88 poverty is still part of the toughest and most crucial problem in the world.
89 Technology may be more advanced, more and more independent countries, and rich
90 countries may be increasing. However, the number of poor people in the world has
91 not diminished. Poverty has even transformed into the face of terror that haunts the
92 world.
93 Poverty is a complex issue that needs to be addressed seriously. Poverty involves
94 various aspects such as the right to food, health, education, employment, and so
95 forth. In order for poverty in Indonesia to decline needed support and cooperation
96 from the community and the seriousness of the government in dealing with this issue.
97 Seeing the condition of the Indonesian state that still has a high poverty rate.
98 Indonesia today poverty problem is very urgent to be overcome. Especially in rural
99 areas that can not meet basic needs, income is not necessarily, do not have basic

1381.5 Literature Review

139
140 Poverty is a multidimensional structural and cultural problem, including
141 political, social, economic, asset, and natural resources, psychology and so on. The
142 poor themselves are a condition of society that is in a vulnerable, powerless, and
143 incapable situation. Poor can be interpreted as a person's inability to meet basic
144 needs, such as food, clothing and shelter. Poverty can also be interpreted as a
145 condition that causes a person to get poor sbutan. Because of its situational nature,
146 the poverty level varies with time. (Eriyanto, 2012)

150 DISCUSSION
151

1522.1 Definition of Poverty

153
154 Poverty is a classic problem faced by humans by involving all aspects of life.
155 Poverty is a condition of deprivation and powerlessness in various family and social
156 life. Poverty is the very thing people avoid, but in fact poverty is widespread
157 throughout Indonesia. Poverty is a complex issue to overcome, from the time before
158 poverty reform was still a major problem in Indonesia. Poverty is seen from various
159 aspects such as:
160 1. the poor in the coastal areas, on the coastal communities are basically many jobs as
161 fishermen, while the work is not fixed fisherman who depends only on the season,
162 so the income of a fisherman is uncertain. This has resulted in this poverty
163 condition.
164 2. Poor people in agricultural areas, in agricultural areas must be dominant
165 occupations are farmers, if farmers can not develop skills and utilize sophisticated
166 technology in the business of a farm, will make the results obtained are not
167 sufficient for everyday needs. So poverty happens because of unmet needs.
168 3. The poor around the forest, most communities around the forest rely on natural
169 resources to live, so when forests are exploited by a company, forest communities
170 can only become slash workers with barely income.
171 4. Rural poor, in rural areas, too, most of the people rely on agriculture, with skills
172 that no single farmer can do, sometimes to get his job just at any time so that the
173 spread of poverty is also widespread.
174 5. The urban poor, most of the people from the countryside to the city with the skills
175 and talents that are merely looking for work that can only to eat expand the existing
176 poverty in the city. (Kasim, 2006)

1832.2Causes of Poverty in Indonesian

184
185 Each problem arises because of certain factors that accompany the cause of a
186 problem, as well as the poverty problem faced by the state of Indonesia. Factors that
187 cause poverty include:
188 1. Limited employment
189 Employment is the main source of income to meet the needs of everyday
190 life. The availability of limited employment, unable to absorb the ever-increasing
191 job seekers every year with the addition of human population. Limitations of
192 employment result in unemployment. This makes the poverty level also increases.
193 A person should be able to create new workspace while in reality it is very unlikely
194 for the poor because of limited capital and skills.
195 2. Low education
196 Education is a process of developing ability and shaping to become a
197 knowledgeable person. Indonesia needs qualified human resources to reduce
198 poverty. Many people think that school is just useless. Poverty is always associated
199 with the inability to achieve higher education, this is related to the high cost of
200 education, the cost component is like book money and school uniforms although
201 now there are free school programs for the poor. Need encouragement to the public
202 that education is very important, maybe many people who work without having to
203 go to school, but if the provision of science in the can from schooling any work can
204 be achieved easily. In today's world of work need a person who is not a hard worker
205 but must have a qualified skill.
206 3. Low level of health
207 Health is an expensive thing, because if we are sick any form of activity can
208 not be done. Obtaining education and work it takes a strong physical and healthy
209 for the purpose can be met. The low level of health also affects the thinking power
210 of a person so that many children who have less ability to learn in the current
211 lesson because of their low level of health. If a child can not grasp a lesson, no
212 ability can arise and it will be difficult to find work so that many unemployment
213 can increase the poverty rate.

2162.3 How to Overcome Poverty in Indonesia

217
218 Poverty becomes a problem of life that has always been faced by humans. Poverty
219 as a weakness, helplessness that can degrade the dignity of human dignity to be
220 overcome. Poverty is a test, a test where we must be more active to try and put our trust
221 in. Those of us who simply think that poverty is hereditary is wrong, and those of us
222 who only expect government help are wrong. Between society and government it must
223 be in line to overcome poverty. Governments that must optimize education and work
224 extension programs, build awareness of the real issues, and provide briefings and
225 briefing or skills specific to the poor in order to have skills and skills. The community
226 must be independent and think far in order to help the government to be able to
227 implement the program.
228

2292.4Poverty According to Pancasila

230
231 Pancasila as the foundation of the Republic of Indonesia governing the government
232 and the administration of the state and as the nation's life view. Poverty happens
233 because the government does not implement the fifth principle of "social justice for all
234 the people of Indonesia". Many high-ranking officials take public money, and ignore
235 this rampant poverty in Indonesia. Poverty is a big problem for the country, we must be
236 able to create appropriate social justice in the five principles of pancasila for the
237 purpose of the Indonesian nation can be achieved. In a 1945 Constitution, Article 27
238 paragraph 2 reads "every citizen shall have the right to work and a decent living for
239 humanity". This poverty is really a big obstacle for the progress of a country, especially
240 Indonesia to be able to make the poverty-developed countries need to be completed to
241 the roots. Poverty alleviation has long been the first issue and priority in national
242 development. The monetary crisis in mid-1997 proved that poverty always existed long
243 ago, the crisis caused the increasing number of poor people in Indonesia.

254

2553.1 Conclusion
256
257 Poverty is a situation where there is an inability to meet basic needs, such as
258 clothing, food, shelter, education, health and others. Poverty in Indonesia every year
259 is always increasing, judging by its many scavengers, people who are begging along
260 the way. This is due to limited employment, low education and low health services.
261 So many unemployed yag resulted in increasing poverty rate. Poverty can also cause
262 other effects such as high crime, corruption and other social problems.
263
264 Poverty must be addressed by cooperating between the government and the
265 people, because the problem of poverty is not entirely the responsibility of the
266 government, the community has a role in creating and overcoming poverty. The
267 government should be able to fulfill its obligation to protect and protect its people,
268 just as in the 5th principle of "social justice for all Indonesian people", the
269 government must create justice as fair as possible for the community by providing
270 guidance and briefing skills for the poor in order to have the ability and skills to
271 create new jobs. For the community must also be able to run any regulations decided
272 by the government and also seriously improve the work ethic, so that the goal of
273 poverty alleviation program in Indonesia can be resolved.

274

275 3.2 Suggestion

276
277 With the poverty so much impact is gained by this country. Not just poverty that
278 never goes away, but crime, deviation and corruption occur that also disturbs the

14
279 community. In this paper it can be explained that cooperation between government
280 and society must be established so that this poverty can be overcome. The
281 government must be really serious in responding to this poverty so that no new
282 consequences could endanger the safety of the people and the destruction of this
283 beloved country.
