1.0 PURPOSE

This specification establishes the requirements for Shop Fabricated DM Water Storage
Tank which is to be Designed, Fabricated, Supplied, Tested, Cleaned and Handed Over by
the vendors/contractors, hereafter called ‘Seller’, for Siemens Energy Inc., (SEI), hereafter
called ‘Purchaser’. The materials shall be supplied for Santo Domingo De Los Olleros
Project.

This specification covers the general requirement of design, material, fabrication, shipping,
testing, inspection and cleaning of Shop Fabricated Tank, complete with all accessories for
the services specified hereafter in this specification and in the data sheets and drawings
forming part of this specification and as required for efficient, safe and trouble free
operation of above said power plant.

The contents of this document shall be considered to be minimum technical requirements


for the shop fabricated tank for said Power Plant. Individual parts which are not expressly
mentioned, but are necessary for a correct / orderly operation/maintenance of tank and
within the designated terminal points of supply, must be included within Seller’s scope.

The Seller shall comply with all of the requirements of this specification. Approval of any
drawings/calculations and/or tests by SEI shall in no way relieve the Seller from these
responsibilities.

2.0 PURCHASER’S SPECIFICATIONS, CODES AND STANDARDS

The following purchaser’s specifications, codes and standards shall be read in conjunction
with this specification. In the event any conflict between the codes and technical
specification, the seller shall bring this to attention of purchaser.

2.1 PURCHASER’S SPECIFICATIONS

It is the Seller’s responsibility to obtain copies of all referenced documents mentioned


below. Unless specific exception is taken, these documents shall be binding.

inspection and testing of the tank & components supplied and included within this

2.2 CODES AND STANDARDS

The following Codes and Standards, to the extent specified herein, form a part of this
specification. Where a specific edition date is not indicated for a code or standard, the latest
edition (including latest published addenda) in effect at the time of the Award of Contract,
shall apply.

Fabrication of the tank outlined herein shall conform to all federal, state and local codes
having jurisdiction. Nothing in this specification shall be construed to relieve the Seller of his
responsibility for compliance with all applicable local statues, regulations and safety codes.

3.0 SCOPE OF WORK

3.1 EQUIPMENT AND SERVICES PROVIDED BY SELLER

The Seller shall provide the equipments and services per the requirements of this
specification, including but not limited to the following:

3.1.1 Equipments

• One (1) shop fabricated DM Water Storage Tank.

• The Seller’s scope of supply for the Tank shall include, but shall not be limited to the
following:
• Complete material supply (including welding material).
• Complete anchoring of the tank, (if required).

• All tank accessories i.e. ladders, platforms, walkways, handrail, relief valve etc.
and as specified in Tank Data Sheet (Refer Section 15.0) and Appendix-1.
• All nozzles, bolts, nuts and gaskets at tank nozzle connections specified in Tank
Data Sheet (Refer Section 15.0).
• Consumables for fabrication and erection.
• Tools and tackle for fabrication and erection.
• Surface preparation for all internal and external surfaces as specified in the
referred codes.
• Blind flanges, gaskets, and bolting necessary for testing.
• A local level indicator mounted on top of the tank, vent with bird cage and
manhole with gaskets & covers.
• Suction elbow as required.

In addition, all plant items required for proper operation of the tank shall be supplied in full
accordance within the designated terminal points of supply.

3.1.2 Services
The Seller shall provide the following services, for each specified tank, as per the
requirements of this specification:

• Design of tank and components.

• Design of supporting structures including support legs or skirts, anchor plates and
anchor bolts used to install the tank to the foundation.

• Preparation of the relevant fabrication documents.

• Preparation of erection manuals (assembly and installation procedures).

• Preparation of maintenance manuals in English and Spanish.

• Preparation of authority approval documents, if applicable.

• Transportation to site.

• Manufacture and Fabrication.

• Quality Assurance.

• Handing over complete work.

3.2 EQUIPMENT, STRUCTURES AND SERVICES PROVIDED BY PURCHASER

The following related equipment and services do not constitute a part of this specification
and will be provided by Purchaser:

3.2.1 Equipment & Structures


1. Foundation and anchor bolts.
2. Purchaser’s piping to the tank nozzle connections unless otherwise specified.
3. Process instruments not included within Seller’s scope of supply.
4. Civil Solid Matt foundation for tank including sand filling and asphalt/bituminous layer on
top of the foundation.
5. Counter flanges with bolts, nuts and gaskets at tank nozzle connections specified in
Tank Nozzle Schedule (Refer Section 15.0)

3.2.2 Services
1. Unloading and storage at site.
2. Erection at site.

4.0 TERMINAL POINTS

Tank and accessories within the terminal points shall be supplied so as to ensure
completeness of the system supplied from the point of view of proper performance,
operation and maintenance. The terminal points for scope of supply are as follows:
1. Tank nozzle end connections up to the respective tank nozzle.
2. Grounding terminals at grounding pads stub.
3. Tank foundation interface.

5.0 DOCUMENT SUBMITTALS

5.1 WITH PROPOSAL

The Seller shall provide the following software deliverables with proposal.
1. Filled in Tank Data Sheet as per Appendix -2.
2. List of exceptions (if applicable) to this specification or its references and a detailed
description of those exceptions (Refer Section 14.0).
3. Quality Test Plans.
4. Tank general arrangement drawing showing overall dimensions, dimensions of major
part, nozzle connections (type, size, rating and location) and foundation interface details
including expected load on foundation.

5.2 AFTER AWARD OF CONTRACT

The Seller shall provide the software deliverables as specified in Appendix – 3 Master
Document List (MDL) for vendor after Award of Contract.

6.0 TECHNICAL REQUIREMENTS

6.1 SYSTEM DESCRIPTION

Demin. water from Owner supply is stored in Demin. water storage tank. 2 x 100% Demin.
water distribution pumps supply the Demin. water to compressor wash water skid.

6.2 DESIGN & FUNCTIONAL REQUIREMENTS

The storage capacity of the tank, as specified in the tank data sheet (Refer Section 15.0) is
the minimum specification requirements. Storage capacity shall be based on usable
capacity from the top of the outlet pipe to bottom of tank overflow.

Height and diameter of the tank are specified in the tank data sheet. Seller shall keep the
diameter as specified but height can be modified to suit the Sellers available coarse width
and fabrication procedure.

The functional design of the tank components shall satisfy the following general
requirements:

• Suitable for the loadings concerned.


• Suitable for welding and manufacturing.
• Suitable for function.
• Suitable for material.
• Suitable for non-destructive examination.
The each tank shall be designed for a twenty five (25) year minimum service life accounting
for corrosion and erosion.

The each tank shall be cylindrical, flat bottom design with a fixed self supporting domed roof
(without center column).

Common scope and design requirements for all tank accessories shall include but not be
limited to the followings:

• The list of nozzles, nominal diameters, and main dimensions for the tank(s) are
specified in the tank data sheet.
• Nozzle flanges shall be in accordance with ANSI B 16.5: “Steel Pipe Flanges &
Fittings”. Flanges larger than the scope of ANSI B 16.5 shall be in accordance with
ANSI B 16.47: “Large Diameter Steel Flanges”. All flanges shall be of the raised-face
type.
• Screwed shell connections are not permitted.
• Vent with non return valves (pressure-vacuum relief) on top of the tank.
• Two (2) grounding pads located symmetrically apart shall be mounted on the tank for
connection to Purchaser’s ground grid. Ground pads for tank shall have M12 stubs to
accept cable lugs.
• External cage ladder with landing platform, roof hand railing shall be provided as
specified in the tank data sheet and shall be in compliance with OSHA requirements.

• Ladder, hand railing, pipe supports and pipe guides shall be hot dip galvanized in
accordance with ASTM A123.
• Internal stand pipes shall be provided as specified in tank data sheet. These stand
pipes shall be adequately supported to the tank.
• Support pads on tank shell shall be provided to external vertical pipes. Location of
support pads shall be provided (after award of contract) by Purchaser.
• Tank shall be equipped with a local level indicator. The local level indicator shall be
ball float type equipped and having a graduated scale mounted on the tank with a
pointer to display the level of water inside the tank.
• All tank nozzles and nozzle flanges shall extend at least 6 inch (150 mm) from the
tank periphery.
• All manhole covers shall be hinged, gasketed and guaranteed to be leak-tight. The
Seller shall furnish gaskets for joints between manholes and manhole covers.
• Drains and Vents shall be installed in such a way that proper drainage and venting of
the tank is guaranteed. The sump for the drain shall be provided in centre of tank. It
the Seller’s responsibility to decide the dimension & location of the sump.
• The filling line nozzle shall be provided with a down pipe inside the tank to avoid
undue water splashing.
• Tank shall have lightning protection as per the requirement of section 4.4 of the
NFPA780.
• Local instruments shall read in both Metric and English units.

6.3 DESIGN CALCULATION

Seller shall perform all calculations necessary to ensure the integrity of the tank and shall
carefully check the design and provide plate thickness, reinforcement and supports as
required for the service for which the tank is intended.

The structural design of the entire tank shall conform to the design standard specified in
tank data sheet. Seller shall also take into account the requirements of the federal
regulation, as applicable. Calculations shall be in sufficient detail to ensure compliance with
code and Seller shall independently check all calculations.

The tank shell thickness shall be calculated for liquid level at the top of the tank shell.

The Seller shall add any additional design allowances e.g. manufacturing tolerances.

The minimum and the maximum allowable working pressures and the environmental loads
as per the site ambient conditions for design are specified in the tank data sheet. Minimum
live load for tank roof design shall be 25 lb/ft2.

The tank must be capable of absorbing the pipe reactions and support reactions of
connecting pipes. The acceptable nozzle loads (forces, moments and displacements) that
can be accommodated shall be calculated and supplied with the Seller’s general
arrangement drawing.

Vendors shall provide the following cover sheet as the first page of all seismic calculations
for tank. The format and required data is shown below. Vendor to select and check box for
component type.

6.4 MATERIAL OF CONSTRUCTION

6.4.1 DM water tank

Shell, bottom, roof and internals : Stainless Steel as per ASTM A240 Type 304.

Nameplate : Stainless Steel

Flanges : ASTM A182 TP304

Stand Pipes and Nozzles : ASTM A312 TP304L

Seller can offer alternative material but it shall conform to the requirements of API 650
Appendix S.

6.5 WELDING

All welding shall be performed in accordance with the requirements specified in API 650
Appendix S for DM water tank.

All welding procedures, welders and welding operators shall be qualified as per details
indicated in the relevant section of respective above mentioned standards.

All tank welds joint shall be continuous solid welded type. All shell plate joints shall be of the
double welded butt joint type with complete fusion and penetration. Joints of roof and
bottom plate shall be of lap welded type.

Galvanized components or components painted with zinc rich paint shall not be directly
welded to SS of DM water tank. Suitable bolted connection on welded pad shall be
provided for such fixing.

6.6 FABRICATION AND ERECTION REQUIREMENTS

6.6.1 FABRICATION RELEASE

Before fabrication of the tank is started, the Seller shall obtain from the Purchaser written
verification of the final design parameters.

6.6.2 ERECTION REQUIREMENTS

Prior to beginning of the tank erection the foundation has to be checked and approved for
levelness, diameter and composition by the Seller.

Prior to the installation of the next course and after complete installation of the roof
structure the tank have to be surveyed for circularity, plumbness and levelness.

After erection all welds shall be dressed to remove rough edges and burrs.

For erection tolerances of the tank, respective design codes shall be followed.

For erection tolerances of the nozzles, following tolerances shall be followed.

• Projection from outside of tank shell to extreme face of flange – Plus or minus 3/16 of
an inch.

• Elevation or radial location – Plus or minus ¼ of an inch.

6.7 POWER SUPPLY CONDITIONS

7.0 TOOLS AND TACKLE

7.1 TOOLS & TACKLE

Seller shall include all the tools and tackles required for fabrication and erection of tank as
part of his scope of supply.

8.0 INSPECTION AND TESTING

8.1 SHOP TESTS

The Seller shall conduct all tests and inspections to ensure that the equipment offered by
him conforms to the requirement of this specification. Seller shall furnish the inspection and
test plan, specifying various tests being carried out and their acceptance criteria, for review
and acceptance of Purchaser.

The Seller shall submit a detailed description of the performance test procedure for
approval at least four (4) weeks prior to the scheduled test date. The Purchaser shall retain
the right to inspect equipment and the right to representation at all pre-shipment testing at
the Seller’s facilities on a routine basis with the right to reject specific equipment or parts of
equipment based upon the inspection and observations of tests. The Seller shall notify the
Purchaser a minimum of two (2) week in advance of any testing and /or inspection points.

All the weld joints shall be visually inspected. Weld joint in shell shall be examined by
radiograph and liquid penetration test in accordance with respective design code of tank.

Upon completion of welding of the tank bottom, a vacuum test shall be applied to the weld
joints in accordance to the requirements of API 650.

After the tank is fabricated, the Seller shall conduct a water fill test as per API 650
and rectification of all defects shall be carried out by the Seller at no extra cost to the
Purchaser. The Seller shall be responsible for all rework, repairs, replacement and retesting
required in meeting the specified quality requirements.

After the water filled test, the vessel shall be drained and dried carefully. Precautions are to
be taken that the components remain dry.

Copies of certified mill test reports for steel plates and certificates of compliance for
structural members shall be maintained by Seller and shall be made available to Purchaser
if it has been asked for.

8.2 FIELD TESTS


After equipment is placed in service, the Purchaser will run a check test on the equipment
to confirm that it is performing properly in every respect.

9.0 SURFACE PREPARATION AND COATING

9.1 DEMIN. WATER TANK

Cleaning shall be done in accordance with ASTM 380. Flux residues and weld spatter shall
be removed mechanically using stainless steel tools. Removal of excess weld material shall
be done with grinding wheel that has been not previously used on other material.

Use of chemical cleaners shall be always followed by rinsing as per the requirement of
design code.

10.0 GUARANTEE

The seller shall guarantee that tank shall be free from defects in material, and workman-
ship for one year from the date of completion. Seller shall also guarantee design
requirements specified in the tank data sheet.

The Seller shall guarantee the design, construction, materials, and function of the specified
tank. The Seller shall also guarantees the correct choice of material and painting (if not
specified in this specification) that precludes corrosion and erosion attacks, which might
affect the function of the specified tank.

11.0 MARKING/IDENTIFICATION OF EQUIPMENTS & DOCUMENTS

All marking and identification shall be provided in English unit.

12.1 SHIPMENT

Each package, skid, box, and crate shall be marked on the outside with the following
information so that it is readily visible:

12.2 EQUIPMENTS

Name Plates (As applicable):A corrosion-resistant and rust free metal nameplate shall be
permanently attached to the tank. The nameplate shall be permanently stamped with at
least 3/16 inch high letters with the following information:
• Name of item.
• Name of Power Plant.
• Tag number as specified in tank data sheet.
• Manufacturer.
• Year of manufacturing.
• Plate Material
• Design Pressure.
• Design Temperature.
• Design Capacity.
• Nominal Diameter.
• Nominal Height.

12.3 DOCUMENTS

All documents shall contain the following information as a minimum:

All drawings shall carry revision boxes. Revisions shall be indicated on the documents and
the substance of each new revision shall be indicated in the revision box.

12.0 PACKAGING AND SHIPPING

• Materials and/or finished components shall be properly packed for all periods of trans-
portation and storage to prevent any quality impairment.

• All openings and machined surfaces shall be provided with protection to prevent dam-
age, corrosion and entrance of foreign matter during shipment and subsequent stor-
age.

• Items shall be adequately supported for shipment and storage. All loose parts shall be
crated or boxed for shipment and appropriately identified.

• Each package shall contain two complete detailed list of the Bill of Materials.

13.0 QUALITY ASSURANCE REQUIREMENTS

Suppliers of Materials and services in support of this specification shall meet the
requirements of the Siemens Energy, Inc., Supplier Quality Program as described in
Document Number 22T7352, titled “Supplier Quality Assurance Program Requirements.”
This document shall be reviewed concurrently with this specification.

The Seller’s quality assurance department shall adopt a systematic approach to all
organizational and technical activities which are essential for maintaining product quality
and which take place during the planning, design, fabrication, inspection and
commissioning of the tank.

The Seller is obliged to notify his subcontractors of the stipulated quality assurance
measures, and to ensure their proper implementation.

14.0 TECHNICAL DEVIATION SHEET

Seller’s Exceptions or Clarifications to the specification must be clearly identified in this


section of the Seller’s written proposal. If the Seller has no exceptions or clarifications, it
will be deemed that the Seller’s Proposal is strictly as per the requirement of this
specification and its references.
