Foreword

The publication of Nigeria Education Indicators has come at a time when the need
to measure educational attainment of the country is crucial. This will give a clear
roadmap toward the march to Education 2030 for national sustainable
development.

This publication is another landmark in the education data revolution in Nigeria


which researchers and other education stakeholders will find invaluable as it
avoids tedious computations.

I, therefore, commend the Department of Educational Planning, Research and


Development for this initiative. I strongly recommend the publication for its
coherence, consistency, reliability and credibility.

Preface

Education data makes no meaning without computing the indicators which act as
pointers to the measure of various interventions in the education sector.
Indicators have become important evaluative tool for monitoring progress and
achievement in the education sector especially with the Education 2030 Agenda.

This maiden edition of computing and publishing the basic education indicators
has not only been another milestone in the education data industry, but it has
simplified the usual rigours which stakeholders go through in computing them. As
a ready-made system, the progress and attainment of the country and indeed the
states, in terms of the various development agenda can now be a plug and play
system.

The process of generating these indicators has been very cumbersome as some of
the calculations go beyond the current year down to other years so as to have a
trend and progression. We are convinced that researchers and education
stakeholders will find this publication invaluable.

We commend the staff of the Statistics and NEMIS Division of the Federal Ministry
of Education for setting this landmark in the history of education data in the
educational system in Nigeria.

The enormity of work in computing education indicators cannot be


overemphasized. This publication has come at a time when the quest for
indicators to measure and justify the huge sums being expended on education by
government, the private sector and other stakeholders, is very high.

Education Indicators

Education systems increasingly have to provide an education for life for the pupils
and students in schools. Education indicators measure the effectiveness or weakness
of the process of teaching and learning. They provide guides to proper planning and
decision making in education system. The essence of this publication is to provide
some indicators that could be relevant in policy dialogue and decision making
process.

Some of the indicators include:

The decrease in enrolment could be attributed to insurgency in the North East and
inability of some States to submit data on private schools, among other reasons. In
2015 enrolment in basic education dropped by (-8.24) percent but increased in 2016
by (6.74) percent. At the senior secondary level, there was an increase from 2013 to
2015, while in 2016 it dropped (-8.87 percent).

DATA GLOSSARY

GROSS INTAKE RATE (GIR) IN THE FIRST GRADE

Definition: Total number of new entrants in the first grade of primary education,
regardless of age, expressed as a percentage of the population at the official primary
school-entrance age.

Purpose: To indicate the general level of access to primary education. It also indicates the
capacity of the education system to provide access to grade 1 for the official school-
entrance age population.

Calculation method: Divide the number of new entrants in grade 1, irrespective of age, by
the population of official school-entrance age, and multiply the result by 100. Gross Intake
Rate in school year (t)

GENDER PARITY INDEX (GPI)

Definition: The Percentage of Female to Male value of a given indicator. A GPI of 1


indicates parity between sexes. In the case of pupils/students we calculate GPI in terms of
GER. Therefore GPI=GER female/GER Male

TRANSITION RATE (TR)

Definition: The number of pupils (or students) admitted to the first grade of a higher level
of education in a given year, expressed as a percentage of the number of pupils (or
students) enrolled in the final grade of the lower level of education in the previous year.

Purpose: To convey information on the degree of access or transition from one cycle or
level of education to a higher one. Viewed from the lower cycle or level of education, it is
considered as an output indicator, viewed from the higher educational cycle or level, it
constitutes an indicator of access. It can also help in assessing the relative selectivity of an
education system, which can be due to pedagogical or financial requirements.

Calculation method: Divide the number of new entrants in the first grade of the specified
higher cycle or level of education by the number of pupils who were enrolled in the final
grade of the preceding cycle or level of education in the previous school year, and multiply
by 100.

GROSS ENROLMENT RATIO (GER)

Definition: Total enrolment in a specific level of education, regardless of age, expressed as


a percentage of the eligible official school-age population corresponding to the same level
of education in a given school year.

Purpose: To show the general level of participation in a given level of education. It


indicates the capacity of the education system to enrol students of a particular age group.

It can also be a complementary indicator to net enrolment rate (NER) by indicating the
extent of over-aged and under-aged enrolment.

SURVIVAL RATE BY GRADE (SR)

Definition: Percentage of a cohort of pupils/students enroled in the first grade of a given


level or cycle of education in a given school year who are expected to reach successive
grades.

Purpose: To measure the retention capacity and internal efficiency of an education system.
It illustrates the situation regarding retention of pupils/students from grade to grade in
schools, and conversely the magnitude of dropout by grade.

Calculation method: Divide the total number of pupils belonging to a school-cohort who
reached each successive grade of the specified level of education by the number of pupils
in the school-cohort i.e. those originally enroled in the first grade of primary education,
and multiply the result by 100.

PUPIL-TEACHER RATIO (PTR)

Definition: Average number of pupils/students per teacher at a specific level of education


in a given school year.

Purpose: To measure the level of human resources input in terms of the number of
teachers in relation to the size of the pupil population. The results can be compared with
established national norms on the number of pupils per teacher for each level or type of
education.

Calculation method: Divide the total number of pupils enroled at the specified level of
education by the number of teachers at the same level.

PERCENTAGE OF FEMALE TEACHERS

Definition: The number of female teachers at a given level of education expressed as a


percentage of the total number of teachers (male and female) at the same level in a given
school year.

Purpose: To show the gender composition of the teaching force. It helps also in assessing
the need for opportunities and/or incentives to encourage women to participate in
teaching activities at a given level of education.

Calculation method: Divide the total number of female teachers at a given level of
education by the total number of teachers (male and female) at the same level in a given
school year, and multiply by 100.

PERCENTAGE OF FEMALE STUDENTS IN EACH INTERNATIONAL STANDARD


CLASSIFICATION OF EDUCATION (ISCED) LEVEL

Definition: Female enrolment in each ISCED level as a percentage of total enrolment (male
plus female) in the same ISCED level.

Purpose: To assess gender disparity with regard to participation in different levels of


tertiary education.

Calculation method: Divide the number of female student’s enroled in a specified ISCED
level by the total number of students (male plus female) in that level in a given academic-
year, and multiply the result by 100 or after a similar number of years of schooling.

PERCENTAGE OF QUALIFIED TEACHERS

Definition: The number of qualified teachers at a given level of education expressed as a


percentage of total number of teachers (male and female) at the same level in a given
school year. Teachers are defined as persons whose professional activity involves the
transmitting of knowledge, attitudes and skills that are stipulated in a formal curriculum
programme to students enrolled in a formal educational institution. Qualified means having
at least NCE qualification.

Calculation method: Divide the total number of qualified teachers at a given level of
education by the total number of teachers (male and Female) at the same level in a given
school year and multiply by 100.
