1 GENERAL
1.1 Project Description

The overall objective of this project is to build petroleum product storage and loading
depot at the Portside Industrial Estate, Calabar, Cross-River state, Nigeria for OIL
STORAGE . The design shall consist of Petroleum Product storage tanks, product pumps,
Loading arms, Gantry and Allied facility with associated metering, controls, safety and
utilities facilities and other accessories to fully automate the Plant for storage and loading
White Oils, Black Oils and Bitumen.
1.2 Scope

The purpose of this specification is to define the minimum technical requirements for the
design, material specification, fabrication, assembly, inspection, testing and preparation
for shipment of Petroleum product Loading Arms to be supplied and installed for the
Petroleum Products storing and loading Depot, Calabar for OIL STORAGE .
1.3 Definitions

Company Throughout this specification and attached documents,


the term “Company” means “OIL STORAGE
Petroleum”.
Company Representative “Company Representative” means any authority or
person appointed in writing by the Company
Contractor Is the party which carries out part of the design and
engineering of the project.
Manufacturer/Supplier Is the party whom the order is referred to and which
manufactures and/or supplies materials and equipment to
perform the duties specified by the Contractor.
Shall Indicates a requirement.
Should Indicates a recommendation.

2. SUPPLY DESCRIPTION
2.1 General Requirements

A loading and discharge station shall be constructed to meet the demands of the new
depot.
The road tanker loading station shall have intake via Top loading. To ensure overall
safety in operations, the loading arms shall all be supplied complete with position
sensors, alarm and earthing reel with cable for attachment during offloading and loading
of truck. Each loading arm should also have a metering system that shall automatically

control the start/stop system of the pumps. The loading system shall be fitted with a
folding and adjustable staircase over the loading tanker.
The supplier shall complete all information within the equipment data sheets and submit
these with his proposal to enable a completion of a full technical evaluation.
2.2 Installation & Operation

The supplier shall give details of any design or operational limitations due to the climatic
site conditions as detailed in section 5.2.
The equipment shall be designed for installation and operation under the specified
environmental and process operating conditions as detailed on the relevant equipment
data sheets.

3. SPECIFICATIONS, CODES AND STANDARDS


The Loading arms shall be designed, fabricated, inspected, tested, painted,
commissioned, operated and maintained in accordance with the latest revisions of
documents in item 3.2, applicable industry standards or manufacturer’s standard.

The supplier is responsible for compliance with all applicable laws and codes within
Nigeria.
3.4 Order of Precedence for Documents

In case of conflict between this Specification and its associated data sheets, codes and
standard referenced above, such conflict shall be brought to the Company’s attention for
resolution in writing. Generally, the order of precedence shall be as follows:

Industry Standards.
3.5 Units of measurement

SI units shall be used throughout on all drawings and documentation provided by the
supplier except for nominal pipe sizes which shall be in inches. Dual units (SI with
imperial units in parenthesis) are acceptable if preferred.
3.6 Responsibility and Coordination with sub-Suppliers

The Loading Arms supplier shall be the prime supplier and shall be fully responsible for
the design, material selection, fabrication and supply of the completed equipment
including all external and internal fittings. The supplier shall select and manage his sub-
suppliers to ensure satisfactory quality and timely delivery of all the required equipment
and materials.
The supplier shall co-ordinate and manage all sub-contracted work to ensure that the
relevant specifications, codes and standards are applied in respect of individual
components and that the project QA/QC requirements are implemented and maintained
by all his sub-Suppliers. The supplier shall pay particular attention to external interfaces
and shall ensure that the correct size, type, location and orientation of all nozzles /
connections are provided and agreed.
3.7 Deviations and /or Exceptions

In the event that the supplier’s solution deviates or there are exceptions to the
requirement of the equipment specification or related codes and standards, such
deviations and exceptions shall be identified and properly documented within the
supplier’s proposal. In the event that no deviations and exceptions are identified by the
supplier, this will be taken to mean that the supplier’s proposal complies fully with all the
specified technical requirements detailed within the material requisition.
A written application on a deviation form (blank copy included in Appendix A) shall
identify the document affected, details of the deviation and the reason for it, the proposed
alternative and the cost and delivery implications. The deviation shall be submitted to the
company for processing.
Supplier to note that all deviations / comments shall be subject to Company’s approval
before work affected by the deviation can proceed.

4. LIMITS OF SUPPLY

4.1 Inclusion

It is the Supplier’s responsibility to include all items/parts necessary for the safe and
efficient operation of the Loading Arms supplied even if not specifically mentioned in the
specifications but judged to be necessary based on the supplier’s own proven experience.
4.2 Scope of Supply

Scope of the manufacturer shall include preparation of detailed fabrication drawings,


supply of materials as per the specification and as agreed upon, fabrication, erection,
welding, testing, painting as specified, cleaning, drying and all activities required for the
completion of work.
Each Loading Arm is to be supplied as a complete assembled unit in accordance with the
documents listed in section 3. This shall include but not limited to the following
components:

4.3 Exclusions

The specified items are excluded from the scope of supply:


 Transportation of equipment from the client’s ware-house to construction site for
installation.

4.5 Battery Limits

The battery limits shall be considered to be at the Metering skid at the loading gantry
4.6 Sub-Supplier List

Supplier will submit to Company for approval a qualified sub- supplier list with relevant
reference list and experience on similar applications.
4.7 Documentation / Certification

The Supplier shall develop a Supplier Document Schedule (SDS) and ensure that the
documents are provided within the stated time scale and in the correct quantity.

5. DESIGN REQUIREMENTS
5.1 General

The equipment shall be designed in accordance with the equipment data sheets, this
specification, other referenced project specifications and the latest edition(s) of the
applicable design code(s). All supplied equipment and components shall be designed for
a minimum design life of 25 years.
The design objectives are to provide equipments that meet the functional requirements
and are:
 Safe
 Cost effective
 Simple to maintain
 Simple to operate
 Flexible, able to accommodate changes in technology and operating requirements
 Flexible, able to provide for expansion during the 25 years design life
 Reliable with a high degree of availability
 Operational flexibility to facilitate commissioning and decommissioning operations;
 Adequate venting and draining etc
In addition the Loading arms shall be designed, engineered, and constructed to ensure
safety, environmental compliance, reliability, quality, efficient operation and ease of
maintenance. The supplier shall be responsible to ensure that the equipment process
design will meet the performance requirements specified on the data sheets CNC-WPL-
ME-GEN-DAS-0018 (Hold).
The loading arm shall provide fast drainage of the product during operation.
Swivel joints and fluid carrying parts of couplers shall be constructed of materials which
do not cause galvanic action with the pipe material used in the arm.

Seal ring materials shall be suitable for the fluid pumped and for exposure to the ambient
and design temperatures.
Exposed parts which move relative to each other such as vacuum breaker valves and
purging connections, shall be corrosion resistant.
All electrical components shall be suitable for the Area Classification stated in the
Datasheet.
The material of construction shall be selected by the Supplier to suit the process design,
environmental conditions and fluid service. Material selected shall be submitted to the
Company for approval. In addition the material shall satisfy the requirements stated in the
applicable codes and standard
All pressure containing welds shall be full penetration butt welds. Heat treatment,
radiographic examination and impact testing of materials shall be performed in
accordance with the selected code requirements.
5.2 Environmental Conditions

The table below shows the full details of environmental conditions. The supplier shall
give details of any design or operational limitations due to the climatic site conditions.

2. Technical Features

5.3.1 Operating Envelope


On top of loading tankers, the loading arms shall reach all compartment lids or flanges on
the longest tanker to be used, without re-spotting the tanker.

Limit of movement stops shall be provided to ensure that the arm only operates within
the design envelope.
Rotational limit switches shall be provided to initiate alarms and indicators.
5.3.2 Arms
The arm material shall be carbon steel. The arm sections shall be manufactured from
seamless tubes.
The arm system shall be self balanced by Spring Loaded Pantograph or Counter-
Weighted Mechanisms.
The arm shall be provided with a separate earth connection between the standpipe and
gantry and the tanker. All arms shall be fitted with vacuum breakers at the apex of the
system.
A mechanical locking device shall be provided to protect the arm in the stored position
and shall be manual unlocking and self-actuated for locking by spring or gravity action.
5.3.3 Swivel Joints
Swivel joints shall be capable of being lubricated without dismantling. A safeguard
against over pressurisation shall be provided. Double row ball or roller bearings shall be
incorporated in each swivel joint.
Design of the joints and seals shall incorporate the following features:
 External water shall not penetrate and freeze between the moving parts of the joints.
 Temporary vacuum conditions in the arm and joints shall be accommodated (e.g.
during cool-down of the arm).
 Ease of seal replacement without dismantling joint shall be a feature of the swivel
joints.
Bonding wires across the joints shall be supplied to provide electrical conductivity
continuity.
5.3.4 Couplings
The coupler shall be the "Dry Break" type, to minimise spillage of the product when
disconnecting the coupling.
The coupling seals and gaskets shall be designed to be compatible with the fluids
handled.
5.3.5 Loading Valve
The loading valve shall incorporate a hydraulic shock control by regulating the closure
from fast to slow closing. A regulating screw shall be provided for adjustment and setting
of this control.
The valve shall be either the "STAY OPEN" type or the "HOLD OPEN" type, as
specified on the Datasheet.
5.3.6 Flanges
Flanges for all duties except instrument nozzles, shall have a minimum rating of ANSI
150lb. The mating flanges shall be the flat face type.

6 HAZARDOUS & NON-HAZARDOUS AREAS


Hydrocarbon vapour concentrations sufficient to cause an explosive atmosphere may
develop during filling of vehicles when vapour is expelled from open manholes or tank
vents, or as a result of a spillage.

The loading arm shall be supplied to suit the hazardous classification requirements of the
area in which they are to be located.
Classification of the Loading arm shall be in accordance with the IP Model Code of Safe
Practice, Part 1 - Electrical Safety Code.

7 HANDLING
 Packaging and preservation shall be in accordance with the project requirements.
 Drawings and data submission requirements shall be in accordance with the client’s
requirements.
 The Loading arms are to be designed for easy transportation and erection at site. The
supplier shall provide all Loading arm erection equipment for the installation at site.
 The supplier shall provide the general arrangement of the Loading arm, the size and
weight with the quotation.

8 EARTHING CONNECTIONS
The whole of the loading bay canopy structure, gantry, product piping and fittings shall
be electrically bonded and earthed.
Loading arms shall be bonded to the gantry earth and shall be electrically continuous
(resistance less than 10 ohms).
Where hoses are used, the internal and external reinforcing helices should be electrically
continuous and bonded to the connectors at both ends.
Non-conductive filling pipes shall not be used for loading bulk vehicles.
All parts of the bulk vehicle should be bonded together (chassis, tank, piping, dip pipes,
fittings etc.) and shall have a bonding resistance of less than 10 ohms.
An earthing cable shall be connected to the vehicle before any other operations are
carried out (e.g. opening man-lids, connecting hoses etc.). The bonding resistance
between the vehicle and the gantry shall be less than 10 ohms, and this earth shall remain
in position until all other loading operations have been completed.

9 NAMEPLATES
The Loading arm shall be supplied with a stainless steel nameplate. All nameplates shall
be permanently and securely attached to the equipment and shall be clearly stamped with
the following information as a minimum:-
 Design code
 Design Pressure & Temperature (Barg and oC)
 Purchase Order Number
 Manufacturers Name
 Equipment Tag Number
 Serial Number
 Year of Manufacture
 Test Pressure (Barg)

All wording shall be in English language and the numerical values given shall be quoted
in SI units except for nominal pipe size which shall be in inches and pressure which shall
be in Barg.

10 CONSTRUCTION MATERIALS AND CORROSION ALLOWANCE


3. Materials
All materials to be used shall take into consideration the design life of the loading arm.
The material of construction shall be selected by the Supplier to suit the environmental
conditions and fluid service. Material selected shall be submitted to the Company for
approval. Subject to The Company approval the material shall satisfy the requirements
stated in the applicable codes and standard.
10.2 Piping

Aluminium, copper or plastic pipes shall not be used at the loading gantry because of
their lower resistance to fire.
10.3 Corrosion Allowance

The corrosion allowance to be adopted for the Loading arm parts are specified in the data
sheets and this shall be applied to all surfaces exposed to cause crevice corrosion.
No corrosion allowance is required for stainless steel and for non-ferrous materials.

11 MAINTAINABILITY
The loading arm units shall be designed to allow ease of maintenance and operation.
The Supplier shall supply necessary special tools to enable periodic maintenance and
overhaul of the Loading arm units. Such items would normally be identified and listed
within the material requisition at time of order placement.
Instrumentation supplied with the equipment shall be located to permit easy access for
operation and maintenance.

12 TESTING AND INSPECTION


Supplier shall perform inspection and testing at his shop in the presence of Company or
its representative before shipment as per the applicable INSPECTION DATA SHEETs
(IDS) to be provided by the client.
The Supplier shall supply certification for materials, components and works tests.
Company shall have the right to reject any equipment non-conforming to the purchase
order and referenced specifications.
The Supplier shall carry out all specified testing and inspection required by contractual
documentation, specifications, applicable codes and standards and the manufacturer’s
quality control system and retains all required records and documentation pertinent to
these activities.
Acceptance criteria of tests, when not defined by the applicable codes, shall be specified
by the Supplier in the Supplier Quality Control Plan and/or test procedures and shall be
sent to Company for review.

All other piping, valves, fittings and other pressure containing parts supplied with the
Loading arm shall be tested in accordance with the applicable code and standards.

13 PAINTING AND COATING


After completion of the fabrication testing, the loading arms shall be protected and
painted in accordance with the Company’s Standard of painting and coating and to
international acceptable standards.
The selection of coating systems shall account for the anticipated operating temperature
of the coated surfaces. Colour schemes should be chosen which harmonise as far as
possible with the surroundings and give a pleasant appearance at the work area.
Surfaces in stainless steel material shall be not painted.
The final coating shall be done in accordance with the Company’s approved colour
scheme.
A sufficient of touch-up paint (10%) shall be supplied with the equipment to repair minor
damage to the paint finish after site installation.

14 SPARE PARTS
The spare parts necessary during the construction, commissioning and start up will be
purchased together with the main equipment, unless otherwise specified in the purchase
order. They shall be quoted separately from the main equipment.
The two years operation spare parts will be purchased separately from the main
equipment, unless otherwise specified in the purchase order. They shall be listed (as per
Supplier recommendation) and quoted separately from the main equipment.

15 SPECIAL TOOLS
All special tools that are required for the installation, adjustment, commissioning,
operation and maintenance of the equipment shall be included in the supplier’s scope of
supply. This shall include any erection equipment required for site installation of the
Loading Arms or component.

16 PREPARATION FOR SHIPMENT


The Loading arm and all associated fittings shall be carefully cleaned, dried, and free from
any foreign matter prior to shipment. Loading arm and other components shall (where
practical) be supplied fully assembled. The arm shall be suitably protected and packaged
ready for shipment. The supplier shall also include suitable preservation for up to six
months outdoor storage from delivery to site. All necessary temporary supports and other
facilities shall also be provided to enable the equipment to securely anchor during
transport.
Spare parts shall be individually packed for long term storage. Separate or loose parts shall
be completely boxed with identification tag.

17 MECHANICAL PERFORMANCE GUARANTEES

The supplier shall supply process guarantees where specified within the data sheets and
shall warrant the equipment design, materials and workmanship against any defect during
the period stated in the purchase order.
The Supplier shall guarantee that all the materials supplied are in full conformity with the
requirement of this specification and applicable codes, that the materials used are new
and free from defects and according to the requirements of purchase order.
The Supplier shall also guarantee the equipment against faulty manufacture or
workmanship for a period of 12 months from initial start-up or 18 months from
installation.

18 QUALITY ASSURANCE
The supplier and his sub-suppliers shall demonstrate that an effective system of quality
assurance is in operation within their organization that complies with items specified in
the latest edition of ISO Standard, ‘Quality Management Systems’.
The supplier shall manage and implement the contract in accordance with good
management practice, covering engineering, purchasing, expediting, fabrication and
testing in respect of the applicable regulations, codes and standards
The Supplier and his Sub-Supplier shall implement sound and effective procedures for
control, co-ordination and timely reporting of activities to the PURCHASER/Contractor.
The Supplier and his sub-Supplier shall prepare a quality plan applicable to the work in
accordance with latest edition of ISO 9001:2000 quality system requirements, and
Purchaser’s specified requirements.
