Urges Congress to allow state to maintain itself on daylight saving time.

1 JOINT MEMORIAL
2 To the President of the United States and the Senate and the House of Representatives of the United
3 States of America, in Congress assembled:
4 We, your memorialists, the Eightieth Legislative Assembly of the State of Oregon, in legislative
5 session assembled, respectfully represent as follows:
6 Whereas the citizens of Oregon desire to vote by referendum whether to maintain the state’s
7 standard of time on daylight saving time the entire year; and
8 Whereas federal law currently prohibits a state from maintaining itself on daylight saving time
9 the entire year; and
10 Whereas the Congress of the United States has the power through legislation to allow a state
11 to maintain itself on daylight saving time the entire year; and
12 Whereas daylight saving time is already maintained for 239 days of the year; and
13 Whereas allowing a state to maintain itself on daylight saving time the entire year will not have
14 adverse or harmful effects; and
15 Whereas not switching between standard time and daylight saving time twice a year will bring
16 consistency and predictability in observing a consistent time throughout the calendar year; and
17 Whereas switching between standard time and daylight saving time twice a year has negative
18 impacts on public health, increases traffic accidents and crime, disrupts agriculture scheduling and
19 hinders economic growth; and
20 Whereas scientific studies have connected a number of health consequences with switching be-
21 tween standard time and daylight saving time, including greater risks of heart attacks, more fre-
22 quent workplace injuries and increased suicide rates in the days immediately following the switch;
23 and
24 Whereas not switching to standard time will place Oregon in agreement with the surrounding
25 states that also want to maintain themselves on daylight saving time; now, therefore,
26 Be It Resolved by the Legislative Assembly of the State of Oregon:
27 (1) The Congress of the United States is urged to allow states to maintain themselves on day-
28 light saving time the entire year.
29 (2) A copy of this memorial shall be sent to the Senate Majority Leader, to the Speaker of the
30 House of Representatives and to each member of the Oregon Congressional Delegation.
