Introduction
This Champaign County, Illinois Reentry Resource Guide is a tool for returning residents and their loved
ones. The purpose of this guide is to assist the transition as people release from incarceration and
reenter the Champaign County community.

As you transition into the community, take some time to consider your needs and what matters to you.
What are your goals? What do you hope to accomplish? Do you know what you need to have in place,
in order to achieve your goals?

State Identification
A state ID card or driver’s license is necessary to life in the community. You will need one to get
employment and housing. In order to get an ID card or driver’s license, you will need both your birth
certificate and your social security card. If you do not have these items, you will need to apply for them.
*Note - before applying for either a birth certificate or social security card, you will need a mailing
address. This can be your approved release address.

If you want help with any of the forms, contact one of the service providers listed on page 40.

Also, Daily Bread Soup Kitchen provides assistance in getting State IDs and birth certificates for persons
who can demonstrate a need, with the goal of moving consumers of this service toward employment
and independence. ID Day is the second Wednesday of the month from 10:30am - 12pm, in the lobby.
Applications are available for State IDs, in and out of state birth certificates.

Birth Certificate
You must get a certified copy of your birth certificate. The instructions in this guide only apply to those
born in the state of Illinois. If you were born in another state, you must learn the process for getting a
birth certificate from that state by contacting their County Clerk’s office.

A certified copy of a birth certificate has a state seal and is notarized (signature and date) by the
registrar. To request a birth certificate, you should contact the County Clerk’s Office in the district you
were born. Cost and rules vary by county, but it should cost approximately $20. Often, you can get a
certified copy the same day you make the request. However, you must speak with your local County
Clerk’s Office. Contact information for the Champaign County Clerk is below:

Social Security Card
All United States citizens have an assigned social security number (SSN). You will need your social
security card when you accept a job or open a bank account.

To get this card, you must contact a U.S. Social Security Administration Office. The following website can

Illinois State ID or Driver’s License
Once you have your birth certificate and social security card, you will have most of what you need to get
a State ID or Driver’s License. To get either one, visit the nearest Driver Services facility. There are two
local Driver Services facilities:

There can be a long wait, when you visit Drivers Services facilities, so be sure to bring everything you
need:

 An original document with your written signature


(Credit card, court order, or social security card)
 An original document with your date of birth
(Birth certificate, passport, or high school transcript)
 An original document with your Social Security Number
(Social Security card, IL driver’s license record, or military service record)
 Original documents proving your Illinois residency
(Bank statement, credit report, or utility bill)

Housing
Housing can be hard to find Champaign County, Illinois. However, there are a few agencies or
organizations that may be able to help you find housing.

Ann’s House
Ann’s House offers al reentry housing for women. Some rules apply.

Canaan Safe Houses


Canaan S.A.F.E. Houses offer housing and programs. Also, the S.A.F.E. Houses offer time each day for
G.E.D. and/or adult education, prayers, group therapy, personal counseling, volunteer work projects,
personal enrichment courses, and weekly worship services to eligible people with addiction problems.
This is a 12 month program with safe houses available for men and women. For more information, call:

Champaign-Urbana Tenant Union


C-U Tenant Union offers information about tenants' and landlords' rights and rules, as well as help for
tenants living in Champaign County, who have problems with a landlord or have questions. The types of
concerns C-U Tenant Union assists with include:

 Neglected property maintenance


 Disputes about damage deposit deductions
 Evictions
 Unlawful discrimination
 Roommate conflicts
 Violation of lease by landlord
 Information about subletting, utilities problems, parking issues and more
 Helpful forms, model leases and checklists
 Find out your rights under state and local laws
(Note: The Tenant Union has no lawyers on staff, but can give you copies of laws)

Courage Connection provides housing and services to people and families who are victims of domestic

Housing Authority of Champaign County


Please note that, while you may wish to apply for public housing, the Housing Authority of Champaign
County has a policy barring people released from incarceration from applying for five-years after their
conviction or release date. However, an appeal process is in place, which individuals may engage if they
feel they have been unfairly turned away. For more information, contact:

Jesus House Restoration Ministries
Jesus House Restoration Ministries is a Christian rehabilitation program. The ministry offers residential
discipleship training for men and women, and strives to provide quality discipleship training in the form

Jesus Is the Way (Rantoul, IL)


Jesus is the Way Prison Ministry provides housing and other resources to men, upon release from Illinois
Department of Corrections. Arrangements must be made before release from prison. This is an intense

Merci’s Refuge
Merci’s Refuge is a new program of the Pregnancy Resource Center. Merci’s Refuge is a faith-based
organization that offers a housing program, at no cost, to women in crisis. This is a 6-9 month residential
program that requires an application process. *This is not an emergency shelter.

Champaign County Regional Planning Commission (CCRPC)


The CCRPC helps people become independent through its Housing Support Services programs. Case
managers help each client to keep safe and affordable housing, get and keep a job, find educational
programs, and boost their health and well-being.

These services are for people in the community who are the least likely to find help anywhere else. Case
managers work with people to find other resources that can be used to meet the housing crisis, but do
not provide direct client service.

LIHEAP helps low-income families pay their energy costs and helps to educate them
to conserve energy, lower their costs, and work toward financial self-sufficiency.

Restoration Urban Ministries


Restoration Urban Ministries is a faith-based organization that provides comprehensive services to
individuals, families and single parent, including temporary housing, classes and workshops, case
management, employment and spiritual guidance and counseling, substance abuse recovery programs,
a food and clothing pantry, and skills training. This is an 11 month intensive program that requires
attending a mandatory orientation in order to be considered. For more information, contact:

Medical Coverage & Care
Health insurance is important for your health, but it can be difficult to arrange. And, once you have
insurance, it can be difficult to find a medical care provider.

Champaign County Health Care Consumers (CCHCC) is a local agency that helps people with getting all
of this, by helping people enroll in medical coverage and finding medical care providers. In some cases,
CCHCC can provide assistance with prescriptions. For more information, contact CCHCC:

Regular Cash Fare


A standard ride costs $1, one-way, with free transfers from route-to-route. Only coins and $1 bills are
accepted. Drivers can make change for up to $5 prior to 7 p.m. Exact cash is required after that time.
Seniors and Medicare Card holders may travel for $.50 or free with a DASH Pass.

Monthly Pass
The $20 Monthly Pass is good for unlimited riding for any one-month period. The pass starts on the first
day of the month and may only be bought at Illinois Terminal.

Annual Pass
For $84, you can buy a non-transferable annual pass. All annual passes start on the first day of the
month and are good for 12 months of unlimited travel on MTD. You may purchase an annual pass at the
Illinois Terminal. A picture will be taken for your pass at no charge. In addition to cash, Visa, MasterCard
and Discover are accepted.

Scheduling a Trip
To schedule or cancel your ride, call (217) 344-4287. Trips can be scheduled for any purpose.
Reservations must be made at least two business days before the requested ride. Rides may be
scheduled between the hours of 6AM and 6PM, Monday - Friday. All rides are scheduled on an as-
available basis. (See On Demand for information on fares and service area.)

When you schedule rides, have the following information ready:


 First and Last Name
 Date you wish to travel
 Pick up address, preferred pick up time, and destination address. (Please note that some
locations have specific drop off/pick up areas.)
 Return pick up address, preferred pick up time, and pick up address.
 Whether you will be using a mobility assistance device.
 Whether a personal care attendant (PCA), companion, or service animal will be riding with you.

TIPS:
 Allow time to pick up and drop off other riders before you reach your destination. Departure
times are usually scheduled for one hour before the time you wish to arrive at your destination.

 When you schedule your return trip, please consider anything that could cause you to miss your
scheduled departure.

No Show/Late Cancellation Policy


Any ride that is missed or canceled less than 1 hour before the ride will be counted as a no-show. If you
miss a return trip, call (217) 344-4287 and C-CARTS will try to get you another ride.

If you no-show or cancel late 4 times in 30 days, there will be a 30-day probation period. If you no-show
or cancel late during the probation period, you will not be able to ride with C-CARTS for 30 days.

Fixed Route Riding


Eagle Express – The Eagle Express travels within the Village of Rantoul. The one-way fare is $2.00.
People can board at any of the 40 stops along the route. Vehicles operate approximately every 25
minutes between 5AM and 8AM, and again between 3PM and 6PM, Monday through Friday.

Rantoul Connector – The Rantoul Connector links the Village of Rantoul and the cities of Champaign and
Urbana. The one-way fare is $5.00. This fixed stop, express service features stop locations at (only)
Fountain Valley and Walmart in Rantoul, as well as Country Fair, Illinois Terminal, Presence and Carle
Hospitals, and Lincoln Square in Champaign-Urbana. From these destinations, passengers can connect

with the Eagle Express in Rantoul, or Champaign-Urbana Mass Transit District services in Champaign-
Urbana to complete their journey using a free transfer obtained from the C-CARTS Operator.

Rantoul Connector service operates approximately every 60 minutes between the hours of 5AM and
8AM and again between 3PM and 6PM, Monday through Friday.

Riding Guidelines
 Have exact fare ready when boarding the vehicle. Operators are unable to make change.
 Operators are not able to make unscheduled stops.
 All passengers must wear seat belts unless medical authorization prohibiting their use is on file
with C-CARTS.
 For passengers in wheelchairs, the operator must secure your chair and fasten your seat belt
and shoulder harness. Operators will secure other types of mobility devices and/or medical
equipment.
 C-CARTS is NOT able to provide transportation between two locations within the Champaign-
Urbana Mass Transit District service area.
 Any passenger can utilize the vehicle’s lift if they are unable to enter the vehicle by the stairs.

Rules of Conduct
To ensure the safety and comfort of all riders, the following rules are enforced on all C-CARTS and MTD
properties, including vehicles, shelters, and Illinois Terminal (inside and out).

 Be courteous and kind.


 Do not litter on C-CARTS vehicles or at stop locations. Trash receptacles are on buses near the
front door of each vehicle.
 Eating and drinking are prohibited on C-CARTS vehicles. Tobacco and nicotine products
(including smokeless) are also prohibited.
 Do not use any electronic devices or musical instruments in a manner which may be distracting
and/or offensive to others on C-CARTS vehicles.
 Do not use loud, explicit, or vulgar language.
 Wear proper attire. If you are not wearing shoes or a shirt, you will not be provided service.
 Solicitations are prohibited.
 Hazardous materials (i.e., gas containers or vehicle batteries) are not allowed on C-CARTS
vehicles.
 Firearms are prohibited pursuant to 430 ILCS 66/65.
 Pets are allowed on C-CARTS vehicles when transported in an appropriate pet carrier. Pets must
remain in carriers at all times and the carrier may not obstruct the aisle. Carrier requirements do
not apply to service animals for persons with disabilities.
 Passengers are responsible for carrying their pet carrier and any other items. Operators may not
provide assistance carrying items on or off the bus.
 Do not block the aisle.

Failure to abide by these rules and guidelines may result in the discontinuation of service.

Unemployment Assistance

You must meet certain guidelines, in order to qualify for unemployment benefits in the state of Illinois.

Eligibility requirements, which are set by the state in which the service is provided, must be met in order

Government. Typically, if someone participates in any of the following programs, he or she is qualified
for low-income communications assistance.

Life Wireless® offers a Lifeline discount to low-income families and individuals for wireless services.
Life Wireless is supported by the Federal Lifeline program and provides free cellular service each month
for eligible customers. Life Wireless also offers plans for those who do not qualify for Lifeline assistance.

Lifeline support lowers the cost of basic, monthly local telephone service. An eligible customer may
receive the Lifeline discount on either a wire line or wireless connection, but the discount is available
for only one telephone connection per household and cannot be combined with any other Lifeline
offering. Only eligible consumers may enroll in the program and documentation is necessary. Lifeline
service is non-transferable.

Incarceration-Focused Support Groups

Ripple Effect
RIPPL (Reaching Inside Prisons with Purpose and Love) Effect is a program of the Education Justice
Project. The group is made up of people with friends and loved ones who are in prison. Anyone is
welcome to go to monthly gatherings and take part in activities, such as writing letters to people in
prison and learning about how to stand up for a more humane system.
