Introduction
This Champaign County, Illinois Reentry Resource Guide is a tool for returning residents and their loved
ones. The purpose of this guide is to assist the transition as people release from incarceration and
reenter the Champaign County community.
As you transition into the community, take some time to consider your needs and what matters to you.

State Identification
A state ID card or driver’s license is necessary to life in the community. You will need one to get
employment and housing. In order to get an ID card or driver’s license, you will need both your birth
certificate and your social security card. If you do not have these items, you will need to apply for them.
*Note - before applying for either a birth certificate or social security card, you will need a mailing
address. This can be your approved release address.
If you want help with any of the forms, contact one of the service providers listed on page 40.
Also, Daily Bread Soup Kitchen provides assistance in getting State IDs and birth certificates for persons
who can demonstrate a need, with the goal of moving consumers of this service toward employment
and independence. ID Day is the second Wednesday of the month from 10:30am - 12pm, in the lobby.
Applications are available for State IDs, in and out of state birth certificates.

Birth Certificate
You must get a certified copy of your birth certificate. The instructions in this guide only apply to those
born in the state of Illinois. If you were born in another state, you must learn the process for getting a
birth certificate from that state by contacting their County Clerk’s office.
A certified copy of a birth certificate has a state seal and is notarized (signature and date) by the
registrar. To request a birth certificate, you should contact the County Clerk’s Office in the district you
were born. Cost and rules vary by county, but it should cost approximately $20. Often, you can get a
certified copy the same day you make the request. However, you must speak with your local County
Clerk’s Office. Contact information for the Champaign County Clerk is below:

Social Security Card
All United States citizens have an assigned social security number (SSN). You will need your social
security card when you accept a job or open a bank account.
To get this card, you must contact a U.S. Social Security Administration Office. The following website can

TIP: You should not carry your social security card with you. Instead, memorize the number, and keep
the card in a safe place. Your SSN is personal information. Sharing it could put you at risk of identity

Merci’s Refuge
Merci’s Refuge is a new program of the Pregnancy Resource Center. Merci’s Refuge is a faith-based
organization that offers a housing program, at no cost, to women in crisis. This is a 6-9 month residential

Medical Coverage & Care
Health insurance is important for your health, but it can be difficult to arrange. And, once you have
insurance, it can be difficult to find a medical care provider.

The Health District offers many services and programs for people of all ages and from all walks of life.

Champaign-Urbana Mass Transit District (CUMTD)
CUMTD is the public transit system in Champaign/Urbana.
Monthly Pass
The $20 Monthly Pass is good for unlimited riding for any one-month period. The pass starts on the first
day of the month and may only be bought at Illinois Terminal.
Annual Pass
For $84, you can buy a non-transferable annual pass. All annual passes start on the first day of the
month and are good for 12 months of unlimited travel on MTD. You may purchase an annual pass at the
Illinois Terminal. A picture will be taken for your pass at no charge. In addition to cash, Visa, MasterCard
and Discover are accepted.

Scheduling a Trip
To schedule or cancel your ride, call (217) 344-4287. Trips can be scheduled for any purpose.
Reservations must be made at least two business days before the requested ride. Rides may be
scheduled between the hours of 6AM and 6PM, Monday - Friday. All rides are scheduled on an as-
available basis. (See On Demand for information on fares and service area.)
TIPS:
Allow time to pick up and drop off other riders before you reach your destination. Departure
times are usually scheduled for one hour before the time you wish to arrive at your destination.
When you schedule your return trip, please consider anything that could cause you to miss your
scheduled departure.
If you no-show or cancel late 4 times in 30 days, there will be a 30-day probation period. If you no-show
or cancel late during the probation period, you will not be able to ride with C-CARTS for 30 days.
Rantoul Connector – The Rantoul Connector links the Village of Rantoul and the cities of Champaign and
Urbana. The one-way fare is $5.00. This fixed stop, express service features stop locations at (only)
Fountain Valley and Walmart in Rantoul, as well as Country Fair, Illinois Terminal, Presence and Carle
Hospitals, and Lincoln Square in Champaign-Urbana. From these destinations, passengers can connect

with the Eagle Express in Rantoul, or Champaign-Urbana Mass Transit District services in Champaign-
Urbana to complete their journey using a free transfer obtained from the C-CARTS Operator.
Rantoul Connector service operates approximately every 60 minutes between the hours of 5AM and
8AM and again between 3PM and 6PM, Monday through Friday.
Riding Guidelines
Have exact fare ready when boarding the vehicle. Operators are unable to make change.
Operators are not able to make unscheduled stops.
All passengers must wear seat belts unless medical authorization prohibiting their use is on file
with C-CARTS.
For passengers in wheelchairs, the operator must secure your chair and fasten your seat belt
and shoulder harness. Operators will secure other types of mobility devices and/or medical
equipment.
C-CARTS is NOT able to provide transportation between two locations within the Champaign-
Urbana Mass Transit District service area.
Any passenger can utilize the vehicle’s lift if they are unable to enter the vehicle by the stairs.
Rules of Conduct
To ensure the safety and comfort of all riders, the following rules are enforced on all C-CARTS and MTD
properties, including vehicles, shelters, and Illinois Terminal (inside and out).
Failure to abide by these rules and guidelines may result in the discontinuation of service.

Treatment Alternatives for Safer Communities (TASC)
TASC offers services to people with substance use problems, mental health conditions, and justice
system involvement. Through client advocacy, care coordination, case management, and direct clinical
services, TASC supports individuals in transitioning away from courts, prisons, and child welfare systems,
and into treatment, recovery, and renewed hope in the community.
Education Programs
Parkland College Adult Education
Parkland Adult Education offers free services and instruction to adults who need to improve their basic
literacy skills, do not have their high school diploma, do not speak English as their first language, and
need assistance with career preparation. Classes and literacy services are available on Parkland’s
campus and at other locations throughout Parkland District #505.
All new and returning students must schedule an appointment for registration and pre-enrollment
advising so that their needs and progress can be accurately assessed.

English as a Second Language (ESL)
Learn Basic Communication Skills for Everyday Life - Refugees, immigrants, and non-native speakers with
limited English proficiency are eligible for beginning to intermediate ESL classes. Classes are scheduled

The IL Work Net Center is a key resource in Champaign County for finding employment. There are four
separate agencies housed in the Illinois Work Net Center building, including:

Unemployment Assistance
You must meet certain guidelines, in order to qualify for unemployment benefits in the state of Illinois.
You must have lost your job, through no fault of your own
You must have made at least $1,600 in the last 12 months before filing you claim
If you meet these requirements, you are eligible for up to 26 weeks of benefits. You will need to visit the
local Illinois Department of Employment Security office at the Illinois Work Net Center to learn more.

The City of Champaign Human Rights Ordinance was developed to help
end to discrimination in the areas of: employment, housing and more.

Miscellaneous Services/Support & Information
You may be eligible for discounted phone service or a free cell phone if you meet low-income
requirements and/or participate in other government assistance programs. This service is known by
many names, including:
Eligibility requirements, which are set by the state in which the service is provided, must be met in order
to participate in these programs. These requirements are based on a person’s participation in state or
Federal support programs or by meeting the Income Poverty Guidelines as defined by the U.S.
Government. Typically, if someone participates in any of the following programs, he or she is qualified
for low-income communications assistance.
Life Wireless® offers a Lifeline discount to low-income families and individuals for wireless services.
Life Wireless is supported by the Federal Lifeline program and provides free cellular service each month
for eligible customers. Life Wireless also offers plans for those who do not qualify for Lifeline assistance.
Lifeline support lowers the cost of basic, monthly local telephone service. An eligible customer may
receive the Lifeline discount on either a wire line or wireless connection, but the discount is available
for only one telephone connection per household and cannot be combined with any other Lifeline
offering. Only eligible consumers may enroll in the program and documentation is necessary. Lifeline
service is non-transferable.
Lifeline companies are required to offer broadband to either your home, through your wireless device,
or as part of a bundle, with some exceptions.

SafeLink Wireless®
SafeLink Wireless® is a program serving eligible households and is provided by TracFone Wireless, Inc. To
participate in the Safelink Wireless service, eligibility requirements must be met, which are set by each
State where the service is provided. These requirements are based on a person’s participation in state or
Federal support programs or by meeting the Income Poverty Guidelines as defined by the U.S.
Government. SAFELINK WIRELESS® service is limited to one person per household.

Ripple Effect
RIPPL (Reaching Inside Prisons with Purpose and Love) Effect is a program of the Education Justice
Project. The group is made up of people with friends and loved ones who are in prison. Anyone is
welcome to go to monthly gatherings and take part in activities, such as writing letters to people in
prison and learning about how to stand up for a more humane system.
U-Turn
U-Turn is a reentry support group for women returning from incarceration. The group meets Monday
