SECTION- PROJECT
1.0 GENERAL
1.1. Preamble
1.1.1. Power Grid Corporation of India Ltd. (POWERGRID), a Govt. of India Enterprise is
responsible for bulk Power transmission of electrical energy from various Central
Govt. Power Projects to various utilities/beneficiaries and interconnecting regional
grids, operating and maintaining the National electrical grid of India. It is

1.1.2. POWERGRID is undertaking Extension of 400 kV Silchar GIS Substation under


NERSS-II (Part-B) & NERSS-V and Extension of 400 kV Misa GIS Substation under
NERSS-II (Part-B) & NERSS-VI.
1.1.3. The scope of work to be executed under subject Substation Package is as described
below:
A. North Eastern Region Strengthening Scheme-II (Part-B) :

i) Extension of 400kV Silchar GIS Substation:


 2 nos. 400 kV GIS line bays for Termination of 400kV Silchar-Misa D/c
(Quad) line
 Associated 400kV Tie bays (2 nos.) and 400kV Future bays (2 nos.) for
Future Line.

ii) Extension of 400kV Misa GIS Substation:


 2 nos. 400 kV GIS line bays for Termination of 400kV Misa-Silchar D/C
(Quad) line along with 2 nos. 400kV GIS Switchable Line reactor bays for
installation 2x80MVAR, 420kV Line Reactor.
 Associated 400kV Tie bay (1 nos.)
 Installation of 1x80MVAR, 420kV Bus Reactor (GIS bay alongwith
SF6/Air Bushing is already existing).
 Supply, Erection, Testing & Commissioning (including civil works) of
1x80MVAR, 420kV 3-Phase Bus Reactor & 2x80MVAR, 420kV 3-Phase

Line reactors at Silchar S/s along with all fittings, accessories, Marshalling
box and mandatory spares.

B. North Eastern Region Strengthening Scheme-V (NERSS-V)

i) Extension of 400kV Silchar GIS Substation:


 400 kV line bays for Termination of 400kV Silchar-P K Bari D/c (Quad)
line (400kV GIS bays alongwith SF6/Air Bushing are already existing).
This line is presently being operated at 132kV voltage level.

C. North Eastern Region Strengthening Scheme-VI (NERSS-VI)

i) Extension of 400kV Misa GIS Substation:


 2 nos. 400 kV GIS line bays for Termination of 400kV Misa-New Mariani
D/C line (This line is presently being operated at 220kV voltage level).
 Associated 400kV Tie bay (1 nos.)

2.0 INTENT OF SPECIFICATION


2.1. The specification includes design, engineering, manufacture, fabrication, testing at
manufacturers works, delivery, unloading at site, storage, erection, testing and
commissioning at site of the 400kV switchyard including indoor SF6 gas insulated
metal enclosed switchgear (GIS), 400kV outdoor equipments, associated civil
works, internal roads, drains etc, 400kV GIS ducts for making connections with
outdoor Shunt Reactors and 400kV over-head lines, Control & protection, PLCC
equipments and other electrical and mechanical auxiliary systems on turnkey basis.
2.2. It is the intent of this specification to describe primary features, materials, and
design & performance requirements and to establish minimum standards for the
work.
2.3. The specification is not intended to specify the complete details of various practices
of manufactures/ bidders, but to specify the requirements with regard to
performance, durability and satisfactory operation under the specified site
conditions.
2.4. The detailed scope of work is brought out in subsequent clauses of this section.

3.0 SCOPE OF WORK


3.1. Extension of 400 kV Silchar GIS Substation
The 400kV Silchar GIS substation is presently under construction with One and a
half breaker Switching Scheme (M/s ABB Make). The proposed bays are to be
connected with existing 400kV GIS of ABB make. The details of extension module
with test link for existing 400kV GIS ABB make is enclosed along with tender
drawings as per Annexure-I for design of necessary interfacing under present scope.

3.1.1. Design, engineering, manufacture, testing, supply including transportation &
insurance, storage, erection, testing and commissioning of following equipments and
items at 400kV Silchar substation complete in all respect:
I) 420 KV Gas Insulated Switchgear.
The Switchgear (50 Hz) shall be complete with all necessary terminal boxes, SF6 gas
filling, interconnecting power and control wiring, grounding connections, gas
monitoring equipment & piping and support structures along with base plate &/or
foundation bolts for fixing the switchgear with raft foundations.
The SF6 gas insulated switchgear (50 Hz) shall be of the indoor metal- enclosed type,
comprising of following modules:-
(A) Extension of Two sets of Three 1-phase isolated, 420kV, 4000A, 50kA for 1
second, SF6 gas-insulated metal enclosed Bus-bars module, each set
comprising of the following:-:
(a) Three (3) individual bus bars enclosures running the length of the switchgear
to interconnect each of the circuit breaker bay modules in one and a half
breaker bus switching scheme including extension piece module(s). Bidder
shall design the interface arrangement to suit existing bus configuration so as
to maintain the interconnection space between upcoming GIS and existing
GIS (of ABB Make) as minimum as possible.
(b) Gas monitoring devices, barriers, pressure switches, UHF PD sensors etc. as
required.
(c) Interface module with the test link for Future extension of Bus bar module
(on one side). The end piece module may be designed in such a way so that
future GIS module may be tested without extending voltage to existing bus
by removing the test link.
(B) 420 kV, 3150A, 50 kA for 1 sec, SF6 gas insulated Line feeder bay module each set
comprising of the following :-
(a) One (1) No. 3-phase, 3150A, SF6 gas insulated circuit breaker (Without PIR)
complete with operating mechanism.
(b) Three (3) Nos. 1-phase, 3000A, 5-core, multi ratio, current transformers duly
distributed on both side of circuit breaker.
(c) Three (3) Nos. 3-phase, 3150A, group operated, isolator switches complete
with manual and motor driven operating mechanisms.
(d) Three (3) Nos. 3-phases, group operated safety grounding switches complete
with manual and motor driven operating mechanisms.
(e) One (1) number 3-phase, group operated, high speed fault make grounding
switch, complete with manual and motor driven operating mechanisms.
(f) Three (3) Nos. 1-phase, 3150A, SF6 ducts inside GIS hall (up to the outer edge
of the wall of GIS Hall)
(g) Gas monitoring devices, barriers, pressure switches, UHF sensors etc. as
required.

(h) Local Bay Control cubicle.
(C) 420kV, 3150A, 50kA for 1 second SF6 gas insulated metal enclosed Tie bay
module each set comprising of the following :-
(a) One (1) No. 3- phase, 3150A, SF6 insulated circuit breaker (without PIR)
complete with operating mechanism.
(b) Three (3) Nos. 1–phase, 3000A, 6-core, multi-ratio current transformers duly
distributed on both side of Circuit Breaker as per single line diagram.
(c) Two (2) Nos. 3-phase, 3150A, group operated isolator switches, complete
with manual and motor driven operating mechanisms.
(d) Two (2) Nos. 3-phase, group operated safety grounding switches complete
with manual and motor driven operating mechanisms
(e) Gas monitoring devices, barriers, pressure switches, UHF PD sensors etc as
required.
(f) Local Control Cubicle.

(D) SF6 gas insulated bus (GIB) ducts from outside of the GIS building (i.e. wall
surface) to center line of SF6 to Air Bushing shall be single isolated phase as per
BPS. It shall be complete with all necessary SF6 gas filling, interconnecting power
and control wiring, grounding connections, gas monitoring equipment and
piping, gas barrier pressure switch, UHF PD sensor, Support structures etc. SF6
gas ducts inside GIS hall are part of GIS module.
(E) SF6 to air bushing along with terminal connectors and support structure for
outdoor connections to connect GIS with overhead line and Future overhead line.
II) 400 kV Wave traps, CVTs, Surge Arrestors.
III) The existing 400/132kV Silchar substation is equipped with substation automation
system of M/s Alstom based on IEC 61850 and details of the same shall be provided
during detailed engineering. The present scope includes augmentation of existing
substation automation system by providing bay IEDs along with associated
equipment for the following bays (bays as defined in technical specification, sec-
Substation Automation System):
 400kV : 6 Bays

For P K Bari Line bays, BCUs are already available in the existing CB relay panel
(ABB make REC 670) for these bays and integration of the same with Control &
protection system/SAS shall be covered under present scope.
It shall be responsibility of contractor to successfully integrate the BCUs and
protection IEDs with existing Sub-station automation system including updating of
system database, displays, and development of additional displays and reports as
per requirement for the 400kV & 132kV bays covered under present scope. Any up-
gradation of hardware and software shall be in the scope of contractor including
license fee (if any).

IV) Complete relay and protection system as per section –Control and Relay panels for
the 400kV bays covered under present scope including modification in existing bus
bar protection scheme for the bays covered under present scope. The Bus bar
protection including LBB protection for Main/Tie bays are covered under present
scope.
The existing bus bar protection scheme at 400kV Silchar s/s is Alstom make
duplicated low impedance Bus bar protection relay (Distributed type with Bay unit
MICOM P743 & central unit MICOM P741). The existing Bus bar protection
scheme(s) shall be augmented under present scope by providing necessary bay
modules, trip relays and cabling for the 400kV Main/Tie bays covered under present
scope.
For P K Bari bays, Bus bar protection bay module (Alstom make MICOM P743)
including LBB protection are already available in the existing CB relay panel for
these bays and necessary wiring modification for integration with Control &
protection system shall be covered under present scope.
400kV relay panels & protection panels, PLCC panels are to be housed in the air-
conditioned enclosure in the existing Relay Panel Room of 400kV GIS building.
V) PLCC equipment of 400kV Silchar - Misa D/C Transmission lines at Silchar end
including Analogue protection coupler & Digital Protection Coupler (suitable for
interfacing with E1 port of SDH equipment) and Cabling between DPC and
communication equipment shall be considered under present scope.
Further, PLCC equipment for 400kV Silchar – P K Bari D/c Line at Silchar end is
covered under separate package.
VI) Distance to fault locator (Travelling wave type) equipment for both ends of
a) 400kV Silchar – Misa D/C line
b) 400kV Silchar – P K Bari D/C line

The Distance to fault locator (Travelling wave type) equipment at P K Bari end shall
be supplied along with a separate panel and necessary cabling for integration of
fault locator with existing protection system at P K Bari end shall be under present
scope.
VII) 1.1 kV grade Power & Control cable along with complete accessories including
special cables (if any).
VIII) Main Earth mat for 400kV GIS building and Outdoor Switchyard is existing.
Earthmat Layout of existing substation is enclosed along with tender drawings as
per Annexure-I. All the indoor/outdoor equipment, structures, cable trenches, etc.
shall be earthed by connecting them to the main earth mat by the contractor.
IX) Lattice and pipe structures (galvanized): Towers, Beams & Equipment support
structures shall be provided as per POWERGRID standard drawings enclosed. The
fabrication drawings of standard structure like towers, beams & equipment support
structures etc. shall be provided by POWERGRID during detail engineering.
However, BOM of all structures like towers, beams, equipment support structure
etc. shall be in the scope of the contractor. Further, if any other non-standard towers

or structure is envisaged during detail engineering, the same shall be designed by
the contractor and submitted to Employer for approval.
X) Bus post Insulators (including requirement for wave traps), insulator strings and
hardware, clamps & connectors, conductor, earth wire and earthing materials, risers,
spacers, cable supporting angles/channels, cable trays & covers, Junction box, buried
cable trenches/pipes for equipment & Lighting, cable sealing arrangement,
Insulating Mats and all required accessories etc.
XI) Lighting and illumination of the 400kV switchyard area under present scope of work
based on BOQ specified in BPS.
XII) Direct stroke Lightning protection (DSLP) of 400kV Extension under present scope.
XIII) Any other equipment/material required for completing the specified scope.
3.1.2. The scope of Communication Equipment shall be as per Clause no.: 12.34 (SPECIFIC
REQUIREMENT).
3.1.3. The scope of PMU shall be as per Clause no.: 12.35 (SPECIFIC REQUIREMENT).
3.1.4. Design, engineering, manufacture, testing, supply including transportation & insurance,
storage at site of mandatory spares as indicated in BPS.
3.1.5. Civil works - The work shall include but not limited to the following:-
(i) Design, Engineering and civil work (as per Contractor supplied drawings) for :-
(a) The 400kV GIS hall is presently under construction in a separate contract
and is having space provision for the GIS bays covered under subject
package. The space available inside the GIS building is approximately
18000mm x 15540mm. The Contractor shall design their GIS in such a way
that GIS bay along with extension module as required under the present
scope shall be accommodated in available space with in the building. In
case extension of building is required, same shall be included in the overall
bid price including all associated works.
The existing EOT crane shall be utilized for the proposed bays covered
under the present scope. Further while construction, necessary precaution
may be taken to avoid dust entry to the operating/installed GIS
equipment during the construction of GIS foundation inside the hall. The
drawing pertaining to GIS Hall shall be provided to the contractor during
detailed engineering.
(b) All civil works including foundations associated with erection of SF6 gas
insulated metal enclosed switchgear along with its SF6 ducts inside GIS
Hall up to the outer edge of GIS Hall and Foundation for Bus duct
supporting structures outside GIS Hall & GIS (SF6/Air) bushing.
The cable trenches inside GIS halls & associated LCC/Relay/PLCC rooms
as per requirement are also included in the contractor scope.
(c) Foundation for Bus duct supporting structures outside GIS Hall & GIS
(SF6/Air) bushing.

(d) Foundation for panels and control cubicles of equipments wherever
required.
(e) Design and drawings for non-standard Structures & equipment structures
including foundation for structures (if any required).
(f) The Gravel spreading in the 400kV extension area is already laid.
However, removal & re-spreading of the existing gravel after cleansing
and washing for the area under present scope as per layout requirement
shall be included in the present scope {including supply of extra matching
gravel (if required)}.
(g) P.C.C (1:5:10) shall be provided for the switchyard area under present
scope with cement slurry as per Technical Specification.
(h) Any other item/design/drawing for completion of scope of works.
(ii) Civil Works as per Drawing /specification provided by POWERGRID:
(a) Foundation for 400kV Towers and Equipments Support Structures (BPI,
CVT, WT & SA).
(b) Cable trenches along with covers, road/rail crossings, and sump pits etc.
outside GIS buildings. However the necessary cable trench layout drawing
shall be developed based on standard sections of cable trenches provided
with the tender and the cable trench layout shall be submitted by the
contractor for approval.

3.2. Extension of 400 kV Misa GIS Substation


The 400kV Misa GIS substation is presently under construction with One and a half
breaker Switching Scheme (M/s ABB Make). The proposed bays are to be connected
with existing 400kV GIS of ABB make. The details of extension module with test link
for existing 400kV GIS ABB make is enclosed along with tender drawings as per
Annexure-I for design of necessary interfacing under present scope.
3.2.1. Design, engineering, manufacture, testing, supply including transportation &
insurance, storage, erection, testing and commissioning of following equipments and
items at 400kV Misa Substation complete in all respect:
I) 420 KV Gas Insulated Switchgear.
The Switchgear (50 Hz) shall be complete with all necessary terminal boxes, SF6 gas
filling, interconnecting power and control wiring, grounding connections, gas
monitoring equipment & piping and support structures along with base plate &/or
foundation bolts for fixing the switchgear with raft foundations.
The SF6 gas insulated switchgear (50 Hz) shall be of the indoor metal- enclosed
type, comprising of following modules:-

required.
(c) Interface module (under Present Scope) with the test link for Future extension
of Bus bar module (on one side). The end piece module may be designed in
such a way so that future GIS module may be tested without extending
voltage to existing bus by removing the test link.
(B) 420 kV, 3150A, 50 kA for 1 sec, SF6 gas insulated Line feeder bay module
each set comprising of the following :-
(a) One (1) No. 3-phase, 3150A, SF6 gas insulated circuit breaker (Without
PIR & #with/without CSD) complete with operating mechanism.
(b) Three (3) Nos. 1-phase, 3000A, 5-core, multi ratio, current transformers
duly distributed on both side of circuit breaker.
(c) Three (3) Nos. 3-phase, 3150A, group operated, isolator switches complete
with manual and motor driven operating mechanisms.
(d) Three (3) Nos. 3-phases, group operated safety grounding switches
complete with manual and motor driven operating mechanisms.
(e) One (1) number 3-phase, group operated, high speed fault make
grounding switch, complete with group operated manual and motor
driven operating mechanisms.
(f) Three (3) Nos. 1-phase, 3150A, SF6 ducts inside GIS hall (up to the outer
edge of the wall of GIS Hall)
(g) Gas monitoring devices, barriers, pressure switches, UHF sensors etc. as
required.
(h) Local Bay Control cubicle.

(C) 420 kV, 3150A, 50 kA for 1 sec, SF6 gas insulated Switchable Line Reactor bay
module each set comprising of the following :-
(a) One (1) No., 3-phase, 3150A, SF6 gas insulated circuit breaker (Without
PIR and with controlled Switching device) complete with operating
mechanism.
(b) One (1) No. 3-phase, 3150A, group operated, isolator switches complete
with manual and motor driven operating mechanisms.
(c) One (1) No. 3-phases, group operated safety grounding switches complete
with manual and motor driven operating mechanisms.
(d) Three (3) Nos. 1-phase, 3150A, SF6 ducts inside GIS hall (up to the outer
edge of the wall of GIS Hall)

(D) 420kV, 3150A, 50kA for 1 second SF6 gas insulated metal enclosed Tie bay
module each set comprising of the following :-
(a) One (1) No. 3- phase, 3150A, SF6 insulated circuit breaker (Without PIR &
with controlled Switching device) complete with operating mechanism.
(b) Three (3) Nos. 1–phase, 3000A, 6-core, multi-ratio current transformers duly
distributed on both side of Circuit Breaker as per single line diagram.
(c) Two (2) Nos. 3-phase, 3150A, group operated isolator switches, complete
with manual and motor driven operating mechanisms.
(d) Two (2) Nos. 3-phase, group operated safety grounding switches complete
with manual and motor driven operating mechanisms
(e) Gas monitoring devices, barriers, pressure switches, UHF PD sensors etc as
required.
(f) Local Control Cubicle.
(E) SF6 gas insulated bus (GIB) ducts including support structures from outside of
the GIS building (i.e. wall surface) to center line of SF6 to Air Bushing shall be
single isolated phase as per BPS. It shall be complete with all necessary SF6 gas
filling, interconnecting power and control wiring, grounding connections, gas
monitoring equipment and piping, gas barrier pressure switch, UHF PD
sensor etc. SF6 gas ducts inside GIS hall are part of GIS module.
(F) SF6 to air bushing along with terminal connectors and support structure for
outdoor connections to connect GIS with Line Reactor and overhead line.
II) 400 kV Isolators, Wave Traps, CVTs & Surge Arrestors.
III) 1x80MVAR, 420kV, 3-Phase Bus Reactor including all fittings & accessories and
other materials required commissioning for Bus reactor.
IV) 2x80MVAR, 420kV, 3-Phase Line Reactors including 200 ohm NGR, all fittings &
accessories and other materials required commissioning for Line reactor.
V) 145kV CBs, BPIs & Surge Arrestors for NGR Bypass arrangement for the Line
reactors. Control, interlock & monitoring of this 145kV Circuit Breaker shall be
included in SAS.
VI) Supply & Installation of on line dissolved gas (Multi-gas) & Moisture Analyser and
on line insulating oil drying system (cartridge type) for 420kV, 3-Phase Bus Reactor
& Line Reactors as per BPS.

VII) Control, Relay & Protection Panel


1. Complete Control, Relay & Protection System for 400 kV bays under present
scope including augmentation of existing 400kV bus bar protection relays for
bays under present scope. Existing 400kV bus bar protection scheme is Alstom

make FAC 34 (high impedance type). Necessary trip relay, auxiliary relay,
cabling & accessories etc. required for the above works is included in scope of
Contractor.
2. Existing 400/220kV Misa s/s is conventional substation without automation
system. Under the present scope new control panel for complete diameter as
per SLD is envisaged. 400kV Control panels including BCUs as per BPS for
NERLDC/ NTAMC SCADA requirement are envisaged under present scope
and Integration of the BCU with NTAMC panel/gateway in line with technical
specification enclosed at ANNEXURE-IV is also covered under present scope
of work. 400kV Control panels are to be placed in the existing control room
building. 400kV relay panels are envisaged to be housed in the Relay Panel
Room of 400kV GIS building.
Integration of IEC61850 communication based monitoring equipments like
Online dissolved Gas analyzer, Insulating Oil drying system, Optical sensor
based temperature measuring system for 420kV, 3-ph Bus Reactor unit with
BCU is included in the present scope.

VIII) PLCC equipment of 400kV Misa - Silchar D/C Transmission lines at Misa end
including Analogue protection coupler & Digital Protection Coupler (suitable for
interfacing with E1 port of SDH equipment) and Cabling between DPC and
communication equipment shall be considered under present scope.
Further, PLCC equipment for both ends of 400kV Misa – New Mariani D/C
Transmission lines including Analogue protection coupler & Digital Protection
Coupler (suitable for interfacing with E1 port of SDH equipment) and Cabling
between DPC and communication equipment are also covered under present
scope.
IX) Distance to fault locator (Travelling wave type) equipment for both ends of 400kV
Misa – New Mariani D/C line.

X) 1.1 kV grade Power & Control cable along with complete accessories including
special cables (if any) for RTD sensor and on line Gas monitoring system/Oil
drying system, optical cables and Ethernet switch.
One no. run of 3½C x 300 Sq. mm XLPE power cable for oil filtration units of
420KV Line & Bus reactors shall also be provided along with 415V, 3 phase, 4 pin,
Switch Box with body earthing arrangement with 250Amps, TPN MCB receptacles.
XI) Bus post Insulators (including requirement for wave traps), insulator strings and
hardware, clamps & connectors, terminal connector including terminal connectors
for Bus Reactor & Line Reactors, conductor, earth wire and earthing materials,
risers, spacers, cable supporting angles/channels, cable trays & covers, Junction
box, buried cable trenches/pipes for equipment & Lighting, cable sealing
arrangement, Insulating Mats and all required accessories etc.
XII) Fire protection system (HVW spray system, hydrant system and complete U/G
and O/G piping including all accessories etc. outside the pump house for
3x80MVAR Line/Bus Reactors covered under present scope. Piping for fire
protection system shall be extended from nearest header point.

XIII) Main Earth mat for 400kV GIS building and Outdoor Switchyard is existing.
Earthmat Layout of existing substation is enclosed along with tender drawings as
per Annexure-I. All the indoor/outdoor equipments/reactors, structures, cable
trenches, etc. shall be earthed by connecting them to the main earth mat by the
contractor.
XIV) Lattice and pipe structures (galvanized): Towers, Beams & Equipment support
structures shall be provided as per POWERGRID standard drawings enclosed. The
fabrication drawings of standard structure like towers, beams & equipment
support structures etc. shall be provided by POWERGRID during detail
engineering. However, BOM of all structures like towers, beams, equipment
support structure etc. shall be in the scope of the contractor. Further, if any other
non-standard towers or structure is envisaged during detail engineering, the same
shall be designed by the contractor and submitted to Employer for approval.
XV) Lighting and illumination of the 400kV switchyard area under present scope of
work based on BOQ specified in BPS.
XVI) Direct stroke Lightning protection (DSLP) of 400kV Extension under present scope.
XVII) Any other equipment/material required for completing the specified scope.

3.2.2. Dismantling of existing Two (2) Nos. 420kV, 3-phase HCB isolator along with
support structures, which is installed in existing 2x80MVAR, 420kV 3-phase Line
reactor associated with 420kV Silchar- New Mariani D/c line (which is presently
operational at 220kV) and existing six (6) Nos. 220kV CVTs, six (6) Nos. 220kV SAs
& four (4) Nos. 400kV WTs along with support structures is covered under present
scope. These equipmens shall be handed over to Misa site store as per instruction of
site in-charge.
New 420kV Isolators (Double Break type), CVT, SA and WT shall be installed as
shown in the tender GA drawing for Misa-New Mariani D/c line (which is going to
be charged at 400kV under NERSS-VI). New Power and Control cables shall be laid
for new equipments.
3.2.3. The scope of Communication Equipment shall be as per Clause no.: 12.34
(SPECIFIC REQUIREMENT).
3.2.4. The scope of PMU shall be as per Clause no.: 12.35 (SPECIFIC REQUIREMENT).
3.2.5. Design, engineering, manufacture, testing, supply including transportation &
insurance, storage at site of mandatory spares as indicated in BPS.
3.2.6. Civil works - The work shall include but not limited to the following:-
(i) Design,Engineering and civil work (as per Contractor supplied drawings) for :-
(a) The 400kV GIS hall is presently under construction in a separate contract and
is having space provision for the GIS bays covered under subject package. The
space available inside the GIS building is approximately 20125mm x 15540mm.
The Contractor shall design their GIS in such a way that GIS bay along with
extension module as required under the present scope shall be accommodated
in available space with in the building. In case extension of building is

required, same shall be included in the overall bid price including all
associated works.
The existing EOT crane shall be utilized for the proposed bays covered under
the present scope. Further while construction, necessary precaution may be
taken to avoid dust entry to the operating/installed GIS equipment
during the construction of GIS foundation inside the hall. The drawing
pertaining to GIS Hall shall be provided to the contractor during detailed
engineering.
(b) All civil works including foundations associated with erection of SF6 gas
insulated metal enclosed switchgear along with its SF6 ducts inside GIS Hall
up to the outer edge of GIS Hall and Foundation for Bus duct supporting
structures outside GIS Hall & GIS (SF6/Air) bushing.
The cable trenches inside GIS halls & associated LCC/Relay/PLCC rooms as
per requirement are also included in the present scope.
(c) Foundation for panels and control cubicles of equipments wherever required.
(d) Design and drawings for non-standard Structures & equipment structures
including foundation for structures (if any required).
(e) The Gravel spreading in the 400kV extension area is already laid. However,
removal & re-spreading of the existing gravel after cleansing and washing for
the area under present scope as per layout requirement shall be included in the
present scope {including supply of extra matching gravel (if required)}.
(f) P.C.C (1:5:10) shall be provided for the switchyard area under present scope
with cement slurry as per Technical Specification.
(g) Any other item/design/drawing for completion of scope of works.
(ii) Civil Works as per Drawing /specification provided by POWERGRID:
(a) Foundation for 80MVAR, 420kV Bus Reactor & Line reactor(s) along with
foundation bolt, Jacking Pad, pylon supports, fire wall, rail cum road and
unloading platform. The contractor shall indicate recommended pocket
size for placing foundation bolts in their foundation plan drawing.
(b) Foundation for 400kV Towers and Equipments Support Structures (BPI,
CVT, WT & SA).
(c) All roads as shown in GA drawing including culverts. All roads shall be as
per section details provided by owner.
(d) Cable trenches along with covers, road/rail crossings, and sump pits etc.
outside GIS buildings. However the necessary cable trench layout drawing
shall be developed based on standard sections of cable trenches provided
with the tender and the cable trench layout submitted by the contractor for
approval.
3.4 The work to be done under this specification shall include all labour, plant,
equipment, material and performance of all work necessary for the complete
installation and commissioning of switchyard. All apparatus, appliances, material and
labour etc. not specifically mentioned or included, but are necessary to complete the

entire work or any portion of the work in compliance with the requirements implied
in this specification is deemed to be included in the scope of contractor.
3.5 Before proceeding with the construction work of the substation, the Contractor shall
fully familiarize himself with the site conditions and General arrangements & scheme
etc. Though the Employer shall endeavor to provide the information, it shall not be
binding for the Employer to provide the same.
3.6 The Bidders are advised to visit the substation site and acquaint themselves with the
topography, infrastructure and also the design philosophy. Before proceeding with
the construction work in the existing substation, the Contractor shall fully familiarize
himself with the site conditions and General arrangements & scheme etc. Though the
Employer shall endeavor to provide the information, it shall not be binding for the
Employer to provide the same.
3.7 The complete design (unless otherwise specified elsewhere in the specification) and
detailed engineering shall be done by the Contractor based on conceptual tender
drawings.
3.8 The Contractor shall also be responsible for the overall co-ordination with
internal/external agencies, project management, training of Employer's manpower,
loading, unloading, handling, moving to final destination for successful erection,
testing and commissioning of the substation/switchyard.
3.9 Design of substation and its associated electrical & mechanical auxiliaries systems
includes preparation of single line diagrams, GIS duct layout and electrical layouts,
DSLP, protection single line diagram, erection key diagrams, electrical and physical
clearance diagrams, design calculations for Earth mat, control & protection
schematics, wiring & termination schedules, civil designs (as applicable) & drawings,
design of fire fighting system, air conditioning system, indoor/outdoor
lighting/illumination and other relevant drawings & documents required for
engineering of all facilities under the scope of this contract.
3.10 The bidder shall be fully responsible for providing all equipment, materials, system
and services specified or otherwise which are required to complete the construction
and successful commissioning, operation & maintenance of the substation in all
respects. All materials required for the Civil and construction/installation work,
including the cement and steel, shall be supplied by the Contractor.
The Contractor shall arrange all T&P (such as necessary supports, cranes, ladders,
platforms etc.) for erection, testing & commissioning of the system at his own cost.
Further, all consumables, wastage and damages shall be to the account of contractor.
3.11 Any other items not specifically mentioned in the specification but which are required
for Erection, Testing and Commissioning and satisfactory operation of the substations
are deemed to be included in the scope of the specification and the same shall be
supplied and erected by the contractor unless specifically excluded elsewhere
3.12 Employer has standardized its technical specification for various equipment and
works for different voltage levels. The technical specification for those Items, which
are not applicable for the scope of work, shall not be referred to.

4.0 SPECIFIC EXCLUSIONS
The following items of work are specifically excluded from the scope of the
specifications for all substations:
a) Employer‟s site office and stores.
b) Contouring and substation leveling and
c) Soil investigation, including soil resistivity measurements.

5.0 PHYSICAL AND OTHER PARAMETERS


5.1 Location of the Substation – The location of sub-stations are as under;

5.2 METEOROLOGICAL DATA


The meteorological data of the substations shall be furnished to successful bidder.
However, for design purposes, ambient temperature should be considered as 50
degree centigrade, altitude less than 1000m above MSL and wind speed 50 m/s.
Seismic acceleration shall be considered as 0.5g horizontal, for all the substation sites
under present scope of work. If equipment‟s are not tested for 0.5g seismic
acceleration, then supporting design calculation shall be provided.
6.0 SCHEDULE OF QUANTITIES
The requirement of various items /equipments and civil works are indicated in Bid
price Schedules (BPS). All equipments/items and civil works for which quantities
has been given in the BPS shall be payable on unit rate basis. During actual
execution, any variation in such quantities shall be paid based on the unit rate under
each item incorporated in the letter of award.
Wherever the quantities of items/works are indicated in Lot/Set, the bidder is
required to estimate the quantity required for entire execution and completion of
works and incorporate their price in respective Bid price schedules. For erection
hardware items, Bidders shall estimate the total requirement of the works and
indicate module-wise lump sum price bay wise and include the same in relevant Bid
price schedules. Any material/works for the modules not specifically mentioned in
the description in BPS, as may be required shall be deemed to be included in the
module itself.
Bidder should include all such items in the bid proposal sheets, which are not
specifically mentioned but are essential for the execution of the contract. Item which
explicitly may not appear in various schedules and required for successful
commissioning of substation shall be included in the bid price and shall be provided
at no extra cost to Employer.

7.0 BASIC REFERENCE DRAWINGS
400 kV Silchar GIS substation and 400kV Misa GIS substation is presently under
construction where One and half Breaker bus switching scheme layout arrangement
has been adopted at with 400kV voltage levels. Single line diagram and general
arrangement (G.A.) arrangements are enclosed with the bid documents, which shall
be further engineered by the bidder.
The reference drawings, which form a part of the specifications, are enclosed at
Annexure-I. The bidder shall maintain the overall dimensions of the substation,
phase to earth clearance, phase to phase clearance and sectional clearances.
The enclosed drawings give the basic scheme, layout of substation, substation
buildings, associated services etc. In case of any discrepancy between the drawings
and text of specification, the requirements of text shall prevail in general. However,
the Bidder is advised to get these clarified from Employer.

In case of any discrepancy between Section-PROJECT, Section-GTR and other


technical specifications on scope of works, Section-PROJECT shall prevail over all
other sections.

In case of any discrepancy between Section-GTR and individual sections for various
equipments, requirement of individual equipment section shall prevail.
The details mentioned in Annexure-I to IV are to be read in conjunction with the
technical specification of relevant section.
9.0 MANDATORY SPARES
The Mandatory Spares shall be included in the bid proposal by the bidder. The prices
of these spares shall be given by the Bidder in the relevant schedule of BPS and shall
be considered for evaluation of bid. It shall not be binding on the Employer to
procure all of these mandatory spares.
The bidder is clarified that no mandatory spares shall be used during the
commissioning of the equipment. Any spares required for commissioning purpose
shall be arranged by the Contractor. The unutilized spares if any brought for
commissioning purpose shall be taken back by the contractor.
10.0 SPECIAL TOOLS AND TACKLES
The bidder shall include in his proposal the deployment of all special tools and
tackles required for erection, testing, commissioning, operation and maintenance of
equipment. The special tools and tackles shall only cover items which are specifically
required for the equipment offered and are proprietary in nature.
However a list of all such devices should be indicated in the relevant schedule
provided in the BPS.
In addition to this the Contractor shall also furnish a list of special tools and tackles
for the various equipment in a manner to be referred by the Employer during the
operation of these equipment. The scope of special tools and tackles are to be decided
during detail Engineering and the list of special tools and tackles if any shall be
finalized.
11.0 FACILITIES TO BE PROVIDED BY THE EMPLOYER
a. Employer shall make available the auxiliary power supplies on chargeable basis at a
single point in the Sub-station. The prevailing energy rates of the state shall be
applicable. All further distribution from the same for construction and permanent
auxiliary supply shall be made by the contractor.
However, in case of failure of power due to any unavoidable circumstances, the
contractor shall make his own necessary arrangements like diesel generator sets etc.
at his own cost so that progress of work is not affected and Employer shall in no case
be responsible for any delay in works because of non-availability of power.
b. Employer shall make available construction water supply at a single point in the
substation. All further distribution for the same shall be made by the Contractor. In
case of non availability or inadequate availability of water for construction work, the
contractor shall make his own arrangement at his own cost and the Employer shall in
no case be responsible for any delay in works because of non-availability or
inadequate availability of water.

12.0 SPECIFIC REQUIREMENT
12.1 The bidder shall be responsible for safety of human and equipment during the
working. It will be the responsibility of the Contractor to co-ordinate and obtain
Electrical Inspector's clearance before commissioning. Any additional items,
modification due to observation of such statutory authorities shall be provided by
the Contractor at no extra cost to the Employer.
12.2 400kV GIS shall be supplied from the manufacturing works of bidder itself. In case of
an Indian 400kV GIS manufacturer who has not conducted the type testing of 400kV
GIS manufactured in India but the parent company or subsidiary company or group
company have conducted the type testing of 400kV GIS manufactured at their works,
the type test reports of the parent company or subsidiary company or group
company shall be acceptable provided that the design of the 400kV GIS being offered
from Indian works is same as that of 400kV GIS manufactured & successful type
tested from the parent company or subsidiary company or group company.
12.3 Controlled switching requirements
As per clause no. 5.8 of Section GIS rev 04, 420kV Circuit Breaker shall be equipped
with controlled switching with consequent optimization of switching behavior, when
used in switching of Shunt reactor.
The controller shall be provided in Main & Tie circuit breakers of Bus reactors & non-
switchable Line Reactor and in Main circuit breaker of Switchable line reactor.
12.4 At Misa Substation, Misa-Mariani (PG) & Misa-Mariani (AEGCL) lines (presently
being operated at 220kV voltage level) are terminated at 400kV Gantries along with
400kV Reactors as shown in the attached tender GA drawings. For operation of these
lines at 400kV level as Misa-New Mariani (PG) D/C Lines under NERSS-VI, the
necessary opening of Jumpers & de-stringing between 220kV & 400kV dead end
tower/Gantry tower shall also be included under present scope of work. The
dismantled items shall be handed over to POWERGRID Site store.
12.5 Transmission line side insulator string for line termination and tension clamp for
earth wire termination shall be in the scope of the contractor.
12.6 Shield wire, spike wherever required to achieve DSLP protection of bays under
present scope are included in the contract scope.
12.7 The contractor shall place their panels i.e. Relay and protection panels, PLCC panels
etc in the relay room of the 400kV GIS buildings. Control panels for Misa s/s shall be
placed in the Existing control room building. Interface panel is not envisaged under
present scope.
12.8 The short description has been used in the bid price schedule. The details of all such
short description are given in Annexure-III of this section project. The bidder shall
refer these detailed descriptions for clarity.
12.9 The 400kV Outdoor Surge arrester used for Reactors GIS module and for line bays
are of AIS type. The surge arrester shall be of Porcelain type with Minimum
cantilever strength of 8kN.

12.10 In case of extension sub-stations, cutting in the floor, provision of channel/angle
frame for installation of C&R, PLCC (as required) including making good the floor
after the works shall also be in the scope of the contract.
12.11 For all extension substations where drains are not being provided, necessary slope
shall be provided in the area under present scope to ensure drainage of water to the
nearest drain. For such substations, no separate drains are envisaged. During
Construction of substation any damage to the existing drainage system will have to
be rectified by the contractor without any cost implication to POWERGRID.
12.12 Repair of roads, cable trenches & drains damaged (excluding normal wear and tear)
during removal of gravel and construction works shall also be in bidder‟s scope and
no separate payment on this account shall be made.
12.13 Surplus earth generated from foundation work shall be roughly graded (if disposed
within substation boundary) without any additional expenditure to POWERGRID.
Otherwise the same shall be disposed in line with cl. 5.6 of Section – Civil Works
(Rev 10).
12.14 Grade of RCC is as per bid price schedule at respective substations.
12.15 For extension substations and wherever mentioned in the BPS, Reinforced cement
concrete shall be volumetric mix 1:1.5:3 (1 cement: 1.5 coarse sand: 3 well graded
stone aggregate 20mm nominal size) conforming to CPWD specification. Volumetric
mix 1:1.5:3 shall be considered equivalent to M-20 for structural design purpose.
In case of volumetric mixes Standard measuring boxes of 35cmX40cmX25cm (35
liters capacity as per CPWD) shall be used for measuring fine and coarse aggregates.
However, 50 kg bags of OPC/PPC/Slag cement shall be directly unloaded into the
mixer hopper to ensure that cement consumption is 400kg per cum of 1:1.5:3 concrete
irrespective of different types of cements with different densities.
The cement consumption shall be as per DSR (CPWD) for other grades of RCC /PCC
provided as volumetric concrete in the BPS.
The type of cements which can be used are Portland Pozzolana cement (conforming
to IS:1489), Ordinary Portland cement (conforming to IS:269 or IS:8112 or IS:12269),
and Portland Slag cement. (Conforming to IS: 455).
Concrete made with OPC grade 53 and PPC shall be carefully cured and special
importance shall be given during the placing of concrete and removal of shuttering.
12.16 The frequency range for the earthquake spectra shall be as per IEC – 62271-300.
12.17 Contractor shall submit editable soft copy of all civil designs preferably in
STAAD/Excel format and drawings in AutoCAD.
12.18 Nuts, Bolts and washers for all non standard structures shall be payable as per BPS.
12.19 The following Clauses of Technical specification, Section: Civil works (Rev.10) is
amended as:

5.0 EXCAVATION AND BACKFILL OF FOUNDATIONS:

5.1 Excavation for foundations shall be in accordance with CPWD Specification/

the relevant code. Excavation shall include removal of all materials of whatever
nature at all depth and whether wet or dry necessary for the construction of
foundations. The bottom of excavation shall be leveled both longitudinally and
transversely unless otherwise mentioned in the drawings or as directed by
Engineer-in-charge. Excavation shall be measured as classified under :-

a) Excavation in all kind of soil including soft/disintegrated rock, PCC, WBM,


Brick work/stone masonry etc. (excluding hard rock as (b))
b) Excavation in hard rock ( required blasting )
5.6.1 DISMANTLING & DEMOLISHING WORKS

a) The scope of work includes Dismantling of existing R.C.C. works at all levels (
in foundations or super structures ) either manually or by mechanical means
including disposal of steel bars and unserviceable material as per direction of
Engineer - in- charge. The work of Dismantling of RCC works shall be
measured in cu.m.

b) The scope of work includes Demolishing/Dismantling of existing chain link


fencing either manually or by mechanical means including disposal of
unserviceable material as per direction of Engineer-in-charge. The work of
Dismantling/Demolishing of existing chain link fencing shall be measured in

20.0 MODE OF MEASUREMENT

20.1 EARTHWORK

This shall include excavation in all kinds of soil, PCC, WBM, Brick drains and rock
( soft & hard ), all leads and lifts including back filling, compacting, dewatering (if
required) and disposal of surplus earth/ rock to a suitable location within a lead up
to two km. Excavation or dismantling of lean concrete shall be measured under this
item. The quantity of excavation for foundations of towers, equipment structures,
all transformers, firewall, cable trenches, water tank, reactors, buildings,
marshalling kiosks, underground water tanks and covered car parking shall only be
measured. The quantity of excavation for roads, rail cum road, drains, culverts,
rainwater harvesting, septic tank, soak pit, external water supply system, site
surfacing, chain link fencing (including gate) shall not be measured separately and
shall be deemed to be included in the composite rates quoted by the bidder for the
respective works. All other excavation required for the completion of the work
including fixing of lamp posts/ electric poles, plinth protection, flooring, sewerage
system, manholes, pipes, earth mat, pipe support etc. shall also not be paid for. The
measurement of excavation for all concrete works shall be made considering
dimension of the pit keeping 150mm gap around the base pad (lean concrete) or
actually excavated pit, whichever is less. The quantity shall be measured in cubic
metres as per following details.

a) Excavation in all kind of soil, PCC, WBM, Brick work/stone masonry and rock
(soft & disintegrated)
b) Excavation in hard rock (Required blasting)

12.20 Appendix-V “Vendor List for Fire Protection Package” of Technical specification,
section: Fire Protection (Rev 6) is deleted.
12.21 The equipment to be supplied for 400 kV system shall be suitable for system fault
current as follows :
Silchar (GIS) s/s Misa (GIS) s/s
400kV Level 50kA for 1 sec 50kA for 1 sec

12.22 Lighting & Illumination


(i) Regarding specifications of lighting and illumination of the outdoor yard and all
other areas, refer Chapter-Lighting system of the technical specification.
(ii) For outdoor illumination, the bidder shall quote for the LED fixtures as indicated
in relevant schedule of Bid proposal sheets. In addition to the normal lighting
provided in the switchyard area, Portable Flood Light Panel (PFL) shall be
provided for maintenance work as indicated in relevant schedule of Bid
proposal sheets.
(iii) The lighting fixtures for switchyard lighting shall be mounted on LMs wherever
LMs are provided. Where LMs are not available, the fixtures may be mounted
on gantry structures or lighting poles to be provided by the contractor.
12.23 All Outdoor Lighting Panels shall be erected such that a minimum height of 1000mm
is maintained between FGL & bottom of the Lighting Panel. Size of Outdoor Lighting
panels shall be such that cables are properly terminated and wires are dressed with
provision of loops.
12.24 As 400kV GIS is likely to be extended in future, the contractor shall make available
during detailed engineering stage, all details in line with Clause No.4.40.2 of Section
GIS Rev-04. The contractor shall also provide the detailed procedure/method
statement to be adopted for extension of existing GIS successfully without
involvement of any GIS supplies from existing GIS supplier.
12.25 The Interface module shall be provided as per Clause No. 4.40.3 of Section GIS Rev
04.
12.26 In the Sub-station automation system, each gas tight compartments shall be
monitored individually per phase basis. In case it is not possible to monitor the gas
tight compartment individually, the contractor shall supply additional BCU without
any additional cost implication to POWERGRID.
12.27 Floor of GIS Building shall have Polyurethane paintings and walls shall have
synthetic enamel painting for easy maintenance, proper cleaning & dust free
environment inside.
12.28 The price of Bus duct inside the GIS hall shall be integral part of the respective bay
module and it will be not paid separately. However, the payment of Bus duct for
outside the GIS hall along with support structure shall be paid as per running meters
in line with provision of Bid Price Schedule. Therefore bidder is required to quote

for 420kV GIB (SF6 Gas insulated Bus Duct) of Line /Line Reactor/Bus Reactor
feeder module required outside GIS hall with support structure and SF6 to Air
Bushing for interconnecting with its respective gantry/equipment (over head
connection) separately as per provision of Bid Price Schedule.
12.29 For supply of SF6 Gas, the contractor shall obtain necessary license from the
concerned statuary authorities in India. The contractor shall comply with all the legal
& statuary requirements as per the local laws for importing, handling & storage of
SF6 gas in India. For this purpose POWERGRID shall extend necessary assistance
(documentation etc) for obtaining such clearance & licenses, however the complete
responsibility for submitting the application and co-ordination with authorities shall
be in the scope of contractor.
12.30 The Empty gas Cylinders may be taken back by the contractors after filling the gas in
GIS compartments. However, in view of the future maintenance requirement, the
contractor shall provide the Gas storage capacity equivalent to the Gas used in
largest Gas tight GIS Module. Further, the spare Gas shall be supplied in Gas storage
cylinders.
12.31 Erection, Testing and Commissioning of Shunt Reactors, Circuit Breakers, Isolators,
Relay & protection panels, sub-station automation system, Digital protection
couplers, PLCC, PMU & Telecommunication system shall be done by the contractor
under the supervision of respective equipment manufacturers. Charges for the above
supervision shall be included by the bidder in the erection charges for the respective
equipment in the BPS.
12.32 The bidder is required to quote the price of isolator(s) with the insulator as an
integral part of the Isolator(s). In case the price of insulators and metallics for
isolator(s) are quoted separately by the bidder, the total price quoted by the bidder
for such insulators shall be considered as the lump sum price of insulators required
for the specified quantity of isolator(s) under the subject package(s). In such an event
the quantity of insulators indicated by the bidder shall be treated as the quantity
estimated by the bidder.
12.33 Digital protection coupler shall be used as one of the two teleportation channel on
the lines (wherever specified) between the stations having Optical Fibre link whose
quantity shall be as per BPS. The DPC can be either housed in offered Relay &
Protection Panel / PLCC Panel or in separate panel. Generally SDH Equipment are
placed in Control room whereas DPC is generally placed in either Relay & PLCC
Room of GIS building for GIS Substation or in switchyard panel room for AIS
Substation. The connection between SDH equipment and each DPC shall be through
Optical fibre. Necessary converter(s) for converting E1 signal to optical fibre at both
ends (at Relay Room / SPR as well as at Control room) along with FODP shall be in
the scope of the contractor. Further sharing of additional spare ports of converter for
DPC placed in other SPR or in same SPR (for AIS S/S) or Relay Room (for GIS
building) is also permitted subject to technical limitations and necessary optical fibre
for interconnection of DPC is to be provided by the contractor. Further power and
control cables for ensuring the protection signaling /data / speech shall be in the
scope of the contractor. The specification of Digital Protection Coupler is enclosed at
Annexure-II.

12.34 The SDH equipment shall be offered from a manufacturer(s) who has been
manufacturing SDH equipment for the last three (3) years and SDH equipment
manufactured by such manufacture(s) shall have been in satisfactory operation in
110 kV or higher voltage Power substations for at least two (2) years as on the date
of opening of Bids.
The broad scope of the procurement of Fibre optic based Communication
Equipment and PMU shall include planning, designing, engineering, supply,
transportation, insurance, delivery at site, unloading handling, storage,
installation, termination, testing, training and demonstration for acceptance,
commissioning and documentation for :

(i) SDH Equipment along with suitable interfaces and line cards.
(ii) PMU Equipment along with interfaces.
(iii) All cabling, wiring, Digital Distribution frame patch facilities and
interconnection to the supplied equipment at the defined interfaces,
(iv) System integration of all supplied subsystem
(v) Integration with the existing communication system based on SDH and PDH of
employer
(vi) Integration of supplied subsystem with SCADA system, PLCC equipment,
PABX of RLDC/NLDC, VOIP (SIP compliant for voice)

12.35 The broad Scope of the procurement of PMU shall include planning, designing,
engineering, supply, transportation, insurance, delivery at site, unloading handling,
storage, installation, termination, testing and demonstration for acceptance,
commissioning and documentation for PMU as per BPS at Silchar and Misa
Substations and these PMU shall support IEEE C 37.118 protocols. These PMUs
shall be integrated with Phasor data Concentrator (PDC) at North Eastern Regional
Load Dispatch Centre.
12.36 UHF PD Coupler under present scope of supply is to be integrated with the existing
online Partial Discharge Monitoring System. The details of existing online Partial
Discharge Monitoring System shall be provided during detailed engineering.
12.37 Foundation bolts, insert plates, cable supports and all other steel works of SF6 gas
insulated metal enclosed switch gear and internal cable trenches of GIS buildings
shall be deemed to be included in the lump sum price of GIS equipment erection.
12.38 The following Clause of Technical specification, Section–GIS ,Rev 04 is amended as:
5.6.4 The breaker should be able to withstand all dielectric stresses imposed on it
in open condition at lockout pressure continuously (i.e. 2 pu. power
frequency voltage across the breaker continuously)
12.39 Following Clauses of Section–GIS ,Rev 04 Annexure –I (Technical Parameters for
Circuit Breaker) Sl no. 18 is amended as,
18. Rated insulation levels
Full wave impulse withstand (1.2/50 µs) beween terminals with circuit breaker
open for 400 kV Breaker ± 1425 kVp impulse on one terminal & 240 kVp of
opposite polarity on the other terminal.

12.40 Clause No. 4.2 of Technical specification, Section: Power & Control Cables (Rev 6) is
amended as:
4.2 “Standard lengths for each size of power and control cables shall be 500/1000
meters. However, to avoid cable wastage and cable jointing at site , non-standard
lengths of each size of Power & control cable may also be acceptable subject to
maximum length of 1000 meters (+ 5% tolerance).”
12.41 The cable sizes specified at clause no. 1.1.4 of Section-Power & Control Cables Rev-6
are minimum required. In case, more nos. of runs or larger sizes of cables are
required between two points based on design calculations, same shall deemed to be
included by bidder.
12.42 The three digit IEC standards as specified in our Technical Specification shall be read
after adding prefix 60/600 as applicable.
12.43 Training of Employer’s Personnel
The contractor shall organize and conduct complete and thorough training program
(to be conducted in English language) providing necessary training material at no
extra cost to the Employer. However, the traveling and living expenses of Employer‟s
personnel, if any, shall be borne by Employer. The training shall be carried out at
one of the substation site or as the case may require and as agreed by Employer so as
to ensure the complete adequacy of the program and imparting of detailed
knowledge of system/equipment design engineering and operation and
maintenance aspects.
The duration of the training shall be as follows:
 Design, testing, operation and maintenance of the GIS installations for 5 days.
12.44 FOUNDATIONS (Civil works for Reactor)
Foundation drawings shall be provided by the Owner. The Contractor shall furnish
all relevant drawing/data for design of foundation by the Owner within 60 days
from the date of award. A copy of foundation drawings of the equipment prepared
by the Owner shall be sent to the Contractor for comments and the same shall be
returned to the Owner within 15 days with Contractor‟s comments if any, failing
which it will be presumed that the drawing is acceptable to the Contractor. Any
modification to the foundation, which may become necessary due to any reason
thereafter, attributable to the Contractor, shall be at the cost of the Contractor.

13.0 PRE-COMMISSIONING, COMMISSIONING, TRIAL-RUN & COMPLETION


As soon as the Facilities covered by these specifications are physically completed in
all respects, the pre-commissioning, Commissioning, Trial-run and Completion of
the Facilities, as mentioned below, shall be attained in accordance with the procedure
given in the Conditions of Contract, Vol.-I of the Bidding Documents.

(i) Pre commissioning : As per relevant Sections


(ii) Commissioning : Charging of the Facilities at rated voltage

Further, wherever appearing in these specifications, the words – „commissioning
checks‟, „installation checks‟, „site tests‟, „performance guarantee tests for fire
protection system‟, are to be considered as „pre commissioning checks‟.

(iii) Trial-run : Operation of the Facilities or any part thereof by


the Contractor immediately after the Commissioning for a continuous period of
72(Seventy two) hours continuously. In case of interruption due to problem / failure
in the respective equipment, the contractor shall rectify the problem and after
rectification, continuous 72(Seventy two) hours period start after such rectification.

(iv) Completion : Upon successful completion of Trial-run.

„Guarantee Test(s)‟ and/or „Functional Guarantees‟ are applicable only for Substation
Automation System as specified in Section-„Substation Automation System.‟
14.0 In Sec-GTR and other technical specifications, the term „Employer‟ and/or „Purchaser‟
may be read as “Employer”.
15.0 In Section-Project, Section-GTR and other technical specifications of bidding
document‟s, the terms “the originally scheduled date of bid opening“; and “the
scheduled date of bid opening” wherever appears, shall be read “the original
scheduled date of bid opening”.
