Profile of Haluoleo University

I. A BRIEF HISTORY OF HALUOLEO UNIVERSITY

Haluoleo University (Unhol) was firstly established on 1964 as a private


university, affiliated with Hasanuddin University after having been existed
for 17 years as a private university, Haluoleo University was declared as
the first public university in the Province of Southeast Sulawesi by Director
General of Higher Education, Prof. Dr. Doddy Tisnaadmidjaja, on be half of
Minister of Education and Culture, Prof. Dr. Nugroho Notosusanto, on 19
August 1981. It was established as a the 42 nd public university in Indonesia,
based on the Presidential Decree No. 37/1981.

Haluoleo University was initially located in an old campus in Kemaraya. Due


to limited spaces and facilities in the old campus, the university executives
then made an effort to find an alternative campus. This was done in order
to anticipate the development of faculties and the Departments in this
University. During that time, Haluoleo University was continuing playing its
role in the regional development, although it was only supported by around
17 Academic staffs in its early as establishment.

After two years of establishment, a new campus, called Kampus Hijau Bumi
Tridharma Anduonohu, with an area of about 250 Ha, was initiated. This
new campus is located about 14 kilometers from the Kendari Harbor. Now a
day, the campus of Anduonohu is in the heart of Kendari City.

The time required for developing the new campus is around 10 years. This
included the development is physical and supporting facilities required for
educational process in the university. The new campus was then officially
opened by Minister of Education and Culture, Prof. Dr. Eng. Wardiman
Djojonegoro on 4 April 1994.

At the same the Minister discontinued the operation of School Elementary


Teacher (Sekolah Pendidikan Guru – SPG) and School of Sport Teacher
(Sekolah Guru Olahraga – SGO), and handed over all of their physical
facilities and supporting staffs to Haluoleo University. Since then Haluoleo
University owned several campuses, i.e. campus of Kemaraya, campus of
Anduonohu, campus of SPG and campus of SGO.

As an advanced university in the southern part of Sulawesi island, Haluoleo


University is actively contributing in the regional development, which
including 1.765 villages, 129 sub-regencies, 8 regencies and the 2 cities. It
is also contributing to the development of human resources in this area,
which now has a population of about 1.93 million, with a growth rate of
2,72 % per year.

The word “Haluoleo” was originated from the name of a King in the
kingdom of Konawe, existed in the 17th century. Haluoleo was a hero and
charismatic leader in his time. Literally, Haluoleo in Tolaki language means

eight days; Tolaki was indigenous people of Kingdom of Konawe living in


Kendari.

II. VISION AND MISSION OF UNHALU

student’s services.
6. Improving the role of the alumni in university development.
7. Strengthening the partnership with various other universities,
national & international institutions.
8. Improving the environment of the University.

III. LOGO, MARCHING TUNE AND ANTHEM OF


HALUOLEO UNIVERSITY

Logo of Haluoleo University is a jasmine with five angle shape; the size of
the outer circle is 120 x, and the inner circle is 92 x from the center (x =
variable). The logo consists of a book, a torch with eight lightings and a
rattan circle, with a writing of UNIVERSITAS in the upper HALUOLEO in the
lower part.

Meaning of the logo is:


a. The opened book:.
Symbolizing the openness and services, which are based on academic
culture

b. The lighting torch:


Symbolizing the fountain of science and technology, which would
enlighten the life condition of the people
c. Eight lightings:
Symbolizing the legend of the Hero Haluoleo, who had united and
contributed prosperity in the Province Southeast Sulawesi;
d. Rattan chained circle;

Symbolizing “Kalo” (a sacred symbol of Tolakinese), and “chain” that


symbolizing the unity Indonesian;
e. Black color;
Symbolizing the steadfastness and commitments of the people;
f. Red/yellow reddish color;
Symbolizing the eagerness and endurance to sacrifice for the truth;
g. Blue color;
Symbolizing the wideness of the insight;
h. White color;
Symbolizing the purity and glorious of the people’s characters;
i. Golden color;
Symbolizing maturity of the people.

The logo of each faculty is represented in different banners. The color of


the banners is as follows:
a. FKIP : purple and green color;
b. FEKON : grey color;
c. FISIP : orange color;
d. FAPERTA : blue and green color;
e. FMIPA : wine color;
f. FTEKNIK : black color
g. FHUKUM : green color

Each faculty has a specific characteristic which is decided trough a Senate


Decree.

The marching tune of Haluoleo University is composed by Prof. H. Eddy


Agussalim Mokodompit MA, and arranged by Stevanus Lenohingide; while
the anthem of Haluoleo University is created by Drs. V. Simanjuntak. Both
are always presented in the formal assembly in the university.

IV. MAIN ACADEMIC PATTERN

Main academic pattern of Haluoleo University is focused on the


development of rural areas. This is based on the fact that most of
Southeast Sulawesi area is rural, where the diversity of culture, human and
natural resources are found.

The commitment of Unhalu is developing the rural areas is also indicated in


the figure of main programs and priorities. Six out of nine priorities are
specifically directed toward development of rural areas. These are:
a) Study and application of rural based technology,
b) Application of research findings for rural areas,
c) Creation of pilot project for a village model,
d) Study and development of prospective villages,
e) Community services and field works of the student, which are
conducted in the rural areas, and
f) Study and development of local content of the curriculum.

V. GENERAL INFORMATION
A. Faculties, department and study programs

Haluoleo University is located in the City of Kendari, the capital of the


Province of Southeast Sulawesi; and it is one of the public universities
in the eastern part of Indonesia. Since its establishment, Haluoleo
University has seven faculties, which are described in the followings:

1. Faculty of Education (FKIP)

Nowadays, Faculty of Education is running both S2 and S1 degree.


S2 degree is started in the year 2001/2002, and is held by
collaborating with Universitas Negeri Makassar (UNM) in the
program of Education Management and Language Education. S1
degree consists of four departments, and 12 study programs. They
are:

Faculty of Economics is now consisting of two department and
three study programs for S1 degree. There are also S2 degree in
the program of Urban Management and General Management,
collaborating with Universitas Hasanuddin, Makassar. In addition,
an extension program is also held. Departments and study
programs existed in Faculty of Economic are:

Similar to other higher education institutions, Haluoleo University is
also supported by three main institutes, i.e.:

C. Academic Staff
Number of academic staff in Haluoleo University is 808, with 49 of
them having PhD (S3) degree, 632 having Magisterial (S2) degree, and
the rests having S1 degree. Meanwhile, the number of administrative
staffs is 412. The ratio of numbers of academic staff students is now
1:26, the figure is much higher than the ideal one, in which 1:12 for
life sciences, and 1:16 for social sciences. Therefore, the zero growth
policy may not yet be suitable for Haluoleo University.

D. Students and Their Activities


In the academic years of 2005, total number of students in Haluoleo
University is 3100. This number is much higher than that in the
previous year of 2454 students. Grand total of students in Haluoleo
University is 12.822, which including S2, S1, Diploma and Special
Elementary School Teacher Diploma (PGSD) students. Based on its
capacity, the number of students in the year 2005 is 3000 students.

In managing students affairs, Haluoleo University is referring to


Ministerial Decree (Surat Keputusan Menteri Pendidikan Nasional No.
155/U/1998). Operationally, all activities are carried out by President
of Student Body, as an executive, and Students Representative Body
as a legislative and judicative in the university level. These bodies are
responsible to the Rector through Vice Rector III for student affairs. In
the faculty level, the activities are also held bay Executive Body and
Legislative Body.

All of these bodies are made to support the student activities in this
University, which include student interest, student knowledge, and
student welfare.

Of the student extra-curricular activities, Haluoleo University in the last


five years has a number of proud achievements. In sport, Haluoleo
University has a success athletics, martial arts and canoe. While in
arts, a Haluoleo University student has achievements in dances, puisi
and National Students MTQ. Haluoleo University students has also a
success in National Students Academics Race (Pekan Ilmiah Mahasiswa
Nasional – PIMNAS), in the field of Social Sciences.

E. PHYSICAL FACILITIES

1. Buildings
All teaching and administrative activities are supported by the
existence of number buildings. Total area of the buildings in
Haluoleo University are 28.300 m2 for teaching, 24.776 m2 for
administrative works, 4.500 m2 for libraries, 12.400 m2 for
laboratories, 96 m2 for green house, 1.274 m2 for student
dormitory and 4.200 m2 for general hall.

2. Laboratories and Library


Specifically for the study programs in the field of sciences,
Haluoleo University is also equipped with a number of laboratories,
i.e. 12 lab unit for Chemistry, Biology, Physics, Agronomy, Soil
Sciences, Plant Protection, Plant Breeding, Inoculants, Fisheries,
Analytical, Engineering and Applied Labs.

Central Library has a collection of 22.625 units. In addition, each


faculty has its own library, separated from central library. In
accessing any necessary information, Haluoleo University also
provided an Internet facility, which may be used by students,
academic and administrative staff during the working hours. This
facility is furnished with the help from Asian Development Bank
(ADB).

3. Academic Recreation
About 40 km out of Haluoleo University campus in Anduonohu,
there is a Moramo fails, which may be used for academic
recreation. In this area, there are a number of specific flora and
fauna species. This area may also be used for academic purposed
of the student.

There is also Rawa Aopa Watumohai National Park, located about


180 km out of Kendari City. In this park, there are a number of
wildernesses, such as Anoa and Babirusa (specific species of
Southeast Sulawesi
animals), and a number of orchids. Based on the previous
identifications, there are about 89 families, 257 genus and 323
species of the flora and about 155 species birds; 32 of them are
rare species and 37 are endemic species of Sulawesi Island.

There are also a number of small islands, which may be used for
academic activities. One of them is the islands of Tukang Besi,
which a beautiful underwater park of Wakatobi. This site may be
reached with a boat for about 10 hours.

4. Other Supporting Facilities


Haluoleo University is also equipped and other facilities which
supporting the activities of its students. Those facilities are
Student Centre (PKM), Mosques, Mini Stadium, Tennis Lawn,
Badminton Court and other sport facilities. Through funding from
IDB (Islamic Development Bank), Several building & physical
facilities with be built, including Student Centre, Bussiness Centre
and other facilities.

VI. COLLABORATIONS

Collaborative works with external institutions are made mutually beneficial.


During the recent years, Haluoleo University has a number of collaborative
works with government institutions, BUMN, private sector in this region.
These are performed in other to accelerate the academic improvement in
this university. So far, the types of collaborative works done are research
collaboration, academic development, education facility development and
others.

For the establishment of S2 (Master of Science) program, Haluoleo


University had initiated collaboration with the advanced universities, such
as ITB, IPB, UNJ, UNPAD, ITS, UDAYANA, UNHAS and UNM. In addition,
Haluoleo University is also helped by Asian Development Bank (ADB), CIDA
Canada, Australia, JBIC Japan, UNDP through PARUL, World Bank by
program Due-Like, TPSDP and may be will be supported by Islamic
Development Bank (IDB) and a grant a Nederland Government. All of these
works are obtained through a competitive manner. It is expected that these
will accelerate the development of Haluoleo University.

VII. TRANSPORTATION AND COMMUNICATION

Haluoleo University is located in the heart of Kendari City, the capital of the
Province of Southeast Sulawesi. It may be reached from Jakarta by a plane
for about three days via Surabaya and Makassar. An alternative
transportation from Makassar is also

available by ferry for about 20 hours. Meanwhile, this place may be


accessed from eastern Indonesian through the harbor of Murhum, Bau-Bau.

At first glance, Kendari City is isolated. But in reality, many communication


facilities, such as radio, TV, newspaper, hand phones, internet, etc are
already available.

VIII. LIVING COSTS

Based on the BPS data in Southeast Sulawesi, the average living cost of a
student per month is as follows:

 Rooms rent : Rp. 75 .000,- = US$ 7.9*)


 Allowance : Rp. 450.000,- = US$ 47.3*)
