EDITORIAL
Abstract: The Italian State is an early creation. With a history of millennia, the
people living in the Italian peninsula have managed to establish a modern state
in mid-nineteenth century, compared with other European states (the French
state, the English state etc.). This historical process have been known as
„Risorgimento”. During this brief study I will present the problems which the
state’s founding fathers have experienced in the administrative centralization
process in relation with the “ideal modern state pattern”.

Abstract. In this paper, starting with certain assumptions offered by the thought
of Aldo Capitini, we will outline a possible interpretation of the deep meaning of
the prophet in our society. Capitini, in his effort devoted to rethink the value of
the word as a basis for action, draws inspiration from Tolstoj, Gandhi. He
rejects the divorce between body and mind that characterizes a great part of
philosophical thought in western countries since 15th century. Despite of that, he
theorizes, in the political writings and in the pedagogical essays, the duty of
radical dissent in our representative democracies, whose panoptical archi-
tecture, conceived upon the key-role played by institutions, is a veil obscuring
the long way to freedom for the human being. That is why he launches the
educational challenge to resilience, not only as a political way to fight the
power, but also in the perspective of building an integrated society.

Abstract: The conflicts within the European Union have always been and will
always be purely political. The concentration of power in the hands of independent
and supranational authorities leads to their removal from the control of the
political institutions and democratic procedures. A revival of the European
integration project could be based on a tough politico-cultural fight in a position
to undermine the neoliberal ideology. Restarting the process of European
integration cannot be the fruit of a ghostly economic recovery or stabilization of
the balance states, but only as a result of a change in perspectives and objectives.
To further be a viable project, the European Union needs some changes.
Politically, it must be a question of political conflict recovery, reunification of
alternative forces and proposing a different idea of Europe compared with that of
the markets, specific to the neoliberalism. In the ideal contents plan, the concept of
solidarity needs to be re-proposed, as a legal principle that allows the
establishment of links outside those of family or community type. In this respect,
solidarity is not only a guardianship, but even a direct exercise of freedoms.

Abstract. This essay aims to investigate the relation between the dawn of the
National State in the early Renaissance and the concepts of crisis/apocalypse on
one side and visible power on the other. The hypothesis is that without
representation there is no State at all. Furthermore we will suggest that the role
of the visibility of the state is related to its capability to be the “cement of
society”, that is to say to face the risk of the anomy. This study is based on the
research of one of the most important Italian philosophers, Massimo Cacciari
and on the work of the well-known German historian Ernst Hartvig Kantorowicz,
and in particular of his masterpiece, The King’s Two Bodies.

Abstract: It has been years since E.U. is immerged in a grave crisis which
negatively impacts the life of every citizen. What apparently seems to be an
economic crisis, has deeper and more gnarled roots. But while addressing the
problem many still fail to examine it in depth. In my opinion the genesis of these
issues is the gravity of the political crisis. European Union is a big economic
centre but it has never become a big political centre capable to manage this
economic colossus it engendered. My research starts from the these issues which
I addressed on a political point of view and is grounded on two fundamental
parts
1. The analysis of some concepts such as sovereignty, legitimacy,
representativeness, democracy, governance
2. The comparison of these concepts in two different contexts: E.U., U.S.A.
My study starts with the analysis of sovereignty because I think this is an
essential part which holds hostage the union, represented as “unidentified
political subject”, between intergovernmental organization and federation. Later
on my study focuses on the concept of constitution, constituent power, legitimacy
of the two constitutional texts, their content and their interior organization. On
the one hand, the American check of balance, on the other hand the Council, the
only European centre of power. While comparing these concepts I decided to
highlight the limits that these fundamental concepts have in the Union: it lacks
sovereignty, a people, a constituent power, relations of representation, it is
immersed in a social and democratic deficit, it has a government which is not
representative and has a parliament which is divided between national and
citizens’ interests. My study does not aim at causing disillusionment, what Union
has already done. It aims at understanding because understanding is the first
step to overcome problems.

Abstract: Within certain cultural and social limits, some behaviours linked to
the use of new technology, gaming, physical exercise or work are useful
practices with a positive social value for both individuals and society. As these
practices are commonly and socially accepted, the trend is to underestimate the
risks and not to perceive them as deviances even when they start to be
compulsive. This paper focuses on the concept of new non-substance addictions
and on how some social factors influence, on the one side, this new interaction
between man and technology and, on the other side, social relationships in the
electronic environment.

Alda KUSHI she attends the second year of research doctorate at the
University of Bari where she has already got qualifications at the Faculty of
Political Science, of Education and of Foreign Languages and Literature. At
present she is a doctorate student of Comparative Public Law at the Faculty
of Law. The topic of her doctorate study is the minority issues in the Balkan
area. She also takes part in different activities at her University such as:
delegate at the Academic Senate representing PhD student and editorial staff
at the scientific review “Iconocrazia”. At the same time she is politically
active in her hometown (Durazzo, Albania) where she is the women’s leader
of the Social party of Durazzo (which has been the governing party since
2013).

reviewers for evaluation. You should receive the reviewing form, with the decision
to accept / change / reject your article, within 2 – 5 weeks from our initial
confirmation of receipt.

GENERAL STRUCTURE
The Polis Journal of Political Science publishes articles and studies written
in Romanian and English.
All articles should comply with the general standards of academic and scientific
writing, and they must comprise an introductory part, distinct chapters / sections,
and conclusions. The texts should have 20.000 to 40.000 characters with
spaces (10 to 20 standard pages).
Articles should be written using the default page layout in Microsoft Word,
with Times New Roman, 12 pt, 1.5 line spacing, and no additional spaces before
and after paragraphs.
The first page of your article should include the following information: article
title, author(s) name(s) (institutional affiliation and e-mail), an abstract of 200-350
words, and 4-6 keywords.

Abstract
Abstract in English, 200-350 words. The abstract should summarize the paper’s
content, mentioning: the research methodology used, the main hypotheses, the main
arguments developed and the paper’s conclusions. Please check the grammar and
lexis of articles written in English if you are not a native speaker of this language
and avoid using programs for automatic translation. We reserve the right to reject
articles with flagrant translation mistakes.
