Vision

by empowered God-fearing, health and economically stable citizenry, governed by a transparent
and accountable leadership.

Mission

The Barangay Government of Mansilingan commit itself to provide services to identify the
needs of its constituents through an effective delivery system.

Historical Background

According to the legend, Barangay Mansilingan got its name from the word
“MansigMansig”. The land area was used for agricultural purposes of which rice and sugarcane
were planted. The houses were very few that one house was very far from the other. The people
living in the house were really independent that they did their activities by themselves alone
(Mansig-mansig). Hence, Barangay Mansilingan got its name from that word.

ON April 26, 1962, Bacolod City Council passed Ordinance No. 107, Series of 1962
creating Barangay Mansilingan as one of the original barangays of Bacolod City. It was motioned
by Councilor Inocencio Y. Lucasan and seconded by the late Hon. Councilor Rex Arnaldo during
the term of the late Hon. Mayor Teofisto M. Cordova. The ordinance took effect on the first day
of May 1962 and was approved on June 5, 1962, the first elected delegado later known as Barrio
Lieutenant was Restituto Panisa. Later Barrio Lieutenant was changed into Barrio Captain with
the passage of Republic Act No. 3590 known as the Barrio Charter. In the 1963 barrio election,
Paciano Alila Sr. was elected and was succeeded by Bernardo Remo. In 1973 during the New
Society, the barrio was renamed Barangay. In the 1982 Barangay Election, Rally Geocadin was
elected as the Barangay Captain and in 1986 he was replaced by Roberto D. Delmo Sr. as OIC
Barangay Captain under a revolutionary government after the People Power Revolution of 1986.
In 1987, Leonardo R. Suansing Sr. was installed as OIC Barangay Captain and was later elected
in the 1989 Barangay election, after the passage of RA 7160 also known as the Local Government
Code of 1991, the term Barangay Captain was changed to Punong Barangay. Tommy Inventor,
now the Punong Barangay was elected on July 15, 2002 Barangay election. He succeeded Punong
Barangay Leonardo R. Suansing Sr.

Land Area

Barangay Mansilingan has total land area of almost 18,000 hectares. Barangay Mansilingan
is an upland barangay which is composed of 38 puroks namely, Purok Laurel, Encarnacion, JJ
Gonzaga, Maghili-ugyon, Himaya, Matahum, Paglaum, Kahirup I, Kahirup II, Katilingban,
Mabinuligon, Paghidaet, Hillside, Lasalle Ville, Hacienda Arceo, Kasilingan,, Hermelinda,
Paglaum Village I, Paglaum Village II, Hacienda Guanzon, Hacienda Gonzaga, Fortaleza, Lupa,
Tuburan.and so on, 40% of the land area is used for agricultural purposes while 60% is the
residential area of the barangay.

Educational Facilities

Being a flourishing Barangay, it has

 (4) Four public elementary schools, A.L. Jayme Elementary School, Paglaum Village
Elementary School, and Jose Gonzaga Elementary School, Kabugwason Elementary
school
 (2) Two public high schools, Mansilingan National High School and Paglaum National
High School.
 (3) Three private schools, St. Benilde School, Mansilingan Christian School and Valor
Christian School.
 (14) Fourteen pre-schools,
 (4) four day care centers
 One college training school for policemen for the whole Western Visayas, the Philippine
Public Safety College as training center for the whole Western Visayas.

Housing

Barangay Mansilingan, the then sparsely populated Barangay due to its land area was more
of agricultural now, is densely populated with 20 subdivisions and 25 puroks surrounding the
Barangay. The residential area is now 60% while its agricultural area is now 40% Taxes are derived
mostly from the residential homes and lots rather than agricultural, commercial and individual
considering the number of population and households.

Health Facilities

Barangay Mansilingan has two health centers, one in Barangay Proper and one in Paglaum Village.
There are three Barangay Nutrition Scholars and 28 Barangay Health Workers, one Health Nurse
and one Midwife.

Social Welfare

There is one Social Worker but not a permanent worker. She comes once in a while when there
are problems that come up in the Barangay with regards to social welfare. There are four Day Care
Centers with complete facilities such as playground, chairs, toys and visual aids except the Day
Care Center located at the Home for the Blind. There are 18 street children who are being supported
by the DSSD through CIDA assistance. The old citizens in the Barangay organized themselves
with Mr. Vivencio Oguilla as President of the Senior Citizens.

Youth, Sports and Recreation

As the saying goes, all work and no play makes one a dull person. Barangay Mansilingan answers
the needs of youth in sports and recreation by putting up basketball, table tennis, volleyball courts
and the provision of chess and billiard equipment for our youth who are interested and with
potentials in areas of sports.

Protective Services

The Peace and Order situation in Barangay Mansilingan is quite good. There is a BAC-UP Precinct
at the corner of A.L. Jayme Elementary School. There are twenty (20) Barangay Tanods who are
scheduled for day and night shifting and are divided into three (3) teams. There is an organized
rescue team provided with an ambulance which meet the emergency needs of the people of
Mansilingan.
ECONOMIC SECTOR

Barangay Mansilingan has improved much of its economy due to the popping out like
mushrooms of the many subdivisions, commercial buildings, factories, foundry shops and sports
center among others. There are five Industrial buildings such as the CocaCola Bottling, Vallacar
Transports Inc., MMC Engineering Works Dealer and Foundry Shops, Cathay Household, kitchen
and software and New Life Lumber Yard. There are two gasoline stations. We have the Panaad
Sports Stadium and the RGG Coliseum. One of the biggest poultry farms, which is the Taala
Poultry Farm is found in Barangay Mansilingan. A little portion of our land is still planted with
rice, corn and sugarcane. It also has a market where price commodities are being sold as well as
fish, vegetables and fruits.

INFRASTRUCTURE SECTOR

For the past sixteen years, Barangay Mansilingan rose from a once considered second class
Barangay to a highly developed community due to considerable infrastructure projects undertaken
by the local and national government. Most of the residents get their potable water supply from
BACIWA. Few are getting from the so called artesian wells. Communication is very important
especially during emergency cases and for business purposes. The residents availed the services
of PLDT and Globe lines for their telephone needs. Majority of the residents have cellular phones.
For postal purposes, people go to the nearby City Post Office. Barangay Mansilingan is supplied
by electric power coming from CENECO. The Barangay is very much accessible to any
transportation due to its good and concreted roads. People have access to many transportation such
as tricycles, trisikads, taxi and jeepneys. In spite of the many infrastructure projects and
development programs it has undertaken, there are still problems on infrastructure.

ENVIRONMENT SECTOR

In order that Barangay Mansilingan will be livable, it must be clean, green ad free from air
pollutions. Furthermore, if the environment is dirty and polluted, the people will get sick and will
become the problem of the Barangay.
DEVELOPMENT PLAN

Consistent with the basic services and facilities that a barangay is mandated to provide, the
following projects and activities should be given priority consideration:

a. Solid waste management which may include purchase of related equipment, truck and
compactors, as well as purchase of land for sanitary landfill purposes;

b. Purchase of lots for hospitals, health centers, day care centers and similar facilities which may
include construction, repair and/or maintenance of such facilities;

c. Purchase of lot for resettlement of squatters, including construction of housing units and
facilities;

d. Activities in support of the Food Security Program, and the Livestock Dispersal, Fisheries
Development and Fish Culture Farming Programs;

e. Initiatives in support of Cooperatives Development;

f. Construction, maintenance and/or repair of post-harvest facilities, irrigation and other


agricultural production systems;

g. Construction, maintenance and/or repair of local roads and bridges;

h. Construction, maintenance and/or repair of water and sewerage system, as well as, power and
communication facilities;

i. Construction, maintenance and/or repair of public buildings which may include purchase of
equipment necessary in the implementation of infrastructure undertakings.
