1.0 SCOPE

This general specification covers the minimum technical requirements for


the design, manufacture, and testing of scrubbers suitable for gas
compressor facilities on offshore platforms. For a specific scrubber, this
specification shall be used in conjunction with the Company Technical
Requirements. Any exceptions to the requirements of this specification
shall be submitted in writing for resolution by the Company.

2.0 APPLICABLE DOCUMENTS

A list of the applicable standards and codes is provided in Specification


8.00 entitled "Carbon Steel Pressure Vessels for Producing Services."

The data sheets Vertical Vessel and Horizontal Vessel apply to this
specification.

3.0 REQUIREMENTS

3.1 Item Definition

Gas scrubbers remove entrained liquids from a natural gas stream prior to
the gas being compressed or between or after compressor stages. The
scrubber shall remove the liquid at the volume, pressure, and
temperature specified. Vertical and horizontal scrubbers are of the
two-phase type.

3.2 Characteristics

3.2.1 Performance

a. Scrubbers shall be capable of continuous service at the operating


conditions specified.

b. Gas and liquid handling capacity shall be at least the volumes


specified by the Technical Requirements at the respective
temperatures and pressures.

c. Scrubbers shall have a service life of 20 years, as a minimum.


Internals readily replaceable shall be designed for 10 years' service
life, as a minimum.

d. Scrubbers shall be sized and rated to meet the maximum and


minimum pressure and temperature requirements of the specified
flowrates.

e. Scrubbers shall operate efficiently over the full range of operating


conditions with a maximum pressure drop of two pounds per square

inch gauge (PSIG).

f. The most efficient scrubber configuration (either vertical or


horizontal) shall be provided to allow the separation of all entrained
liquid particles from the inlet stream and to prevent reentrainment
(carryover).

g. The maximum liquid carryover of the mist eliminators shall not


exceed 0.1 gallons per million standard cubic feet (MMSCF) of liquid
particles 10 microns or larger.

3.2.2 Maintainability

a. Scrubbers shall be designed and fabricated to facilitate


maintenance, repairs, and alterations of the scrubber internals.

b. Manways, handholes, and inspection openings shall be accessible


from the deck or platforms and shall permit the maintenance and
removal of all internal components.

3.3 Design and Construction

3.3.1 Materials

Materials of construction for vessels shall conform to ASME Section VIII,


Division 1, and the requirements of Company Technical Requirements.

3.3.2 Size and Capacity

a. Scrubbers shall be sized in accordance with the specified operating


conditions and stream data stated on the data sheets.

b. Sizing of horizontal scrubbers shall not include the volume of the


dished heads.

c. Unless otherwise specified, the scrubber shall be designed to handle


125 percent of the compressor capacity.

3.3.3 Liquid Level

a. The maximum liquid level in horizontal scrubbers shall provide a


minimum vapor space height of 15 inches. The liquid level shall not
be below the vessel centerline.

b. The liquid level in vertical scrubbers shall be no greater than 40


percent of the vessel height.

3.3.4 Retention Time

a. Retention time shall be as specified in the Technical Requirements.

b. Scrubbers shall have a built-in retention time sufficient to allow for


level control and complete separation of all entrained liquids.

c. The built-in retention time shall be at least two minutes.

3.3.5 Inlets and Outlets

3.3.5.1 General

a. The horizontal centerline of the inlet nozzle on vertical scrubbers


shall be located either 2 feet above the liquid level or a distance
equal to 1/2 of the scrubber diameter above the liquid level,
whichever is greater.

b. The horizontal centerline of the inlet nozzle on vertical scrubbers


shall be located either 12 inches above the high-level safety
shutdown or 6 inches plus a distance equal to 1/2 of the inlet nozzle
diameter above the high-level safety shutdown, whichever is
greater.

c. Inlet and outlet nozzles on horizontal scrubbers shall be located as


close as practical to the vessel tangent lines unless internal design
restricts these locations.

3.3.5.2 Liquid Outlets

a. Liquid outlet nozzles shall be sized in accordance with the maximum


anticipated liquid volumes. The nozzles shall be at least as large as
the connecting piping.

b. Both liquid hydrocarbons and water shall be discharged through a


single outlet.

3.3.5.3 Gas Outlets

a. Gas outlet nozzles shall be sized to accommodate the gas handling


capacity of the separator.

b. A pilot-operated relief valve shall be installed on the gas outlet


piping and shall have a remote sensing connection on the scrubber
unless otherwise specified. The relief valve shall comply with the
requirements of Company Technical Requirements.

3.3.5.4 Drain Outlets

a. Vertical scrubbers shall have a drain nozzle of the siphon type. The
nozzle shall be a minimum of one inch and the drain inlet shall be
located near the bottom of the lower vessel head or at the cone
bottom.

b. Horizontal scrubbers shall have three drain nozzles of the size


specified by the Technical Requirements. The nozzles shall be
evenly spaced along the length of the vessel bottom.

3.3.6 Internals

3.3.6.1 General

a. Scrubber internals shall be removable through the manway, unless


specified otherwise.

b. Splash plates or straightening vanes shall be provided in horizontal


scrubbers.

c. Interceptor plates shall be provided in horizontal scrubbers to


shorten the distance small drops of liquid fall.

3.3.6.2 Inlet Diverters

a. An inlet diverter shall be provided on all vertical scrubbers.

b. A hood shall be attached to the shell of scrubbers three feet in


diameter and larger.

c. The diverter shall be located away from the shell a distance equal to
the diameter of the inlet nozzle and shall extend above the top of
the nozzle a distance equal to one-half of the inlet nozzle diameter.

d. The diverter for scrubbers fabricated from pipe shall be a 90-degree


welded ell.

3.3.6.3 Mist Eliminators

a. The fabricator shall provide and install mist eliminators on all


scrubbers.

b. Unless otherwise specified, mist eliminators shall be of the wire


mesh type.

c. Wire-mesh eliminators shall be installed complete with top and


bottom grids.

d. Mesh, support grids, and attaching wire shall be 316 stainless steel.

e. The mesh shall be 0.015 to 0.020-inch diameter wire with a mesh


density of at least 11 pounds per cubic foot. The mesh thickness
shall be at least 6 inches.

f. The upstream support of the mist eliminator shall be removable.

g. The minimum gas velocity through the mist extractor shall be


determined by the vendor with calculations submitted to the
Company for approva
h. The cross-sectional area of the mesh pad on vertical scrubbers shall
not be less than the cross-sectional area of the vessel, unless
approved by the Company.

i. Mist eliminators shall be located above the centerline of the inlet


nozzle at a distance equal to the scrubber diameter, but no more
than three feet above the centerline of the inlet nozzle.

j. The bottom of the mist eliminator shall be at least 28 inches above


the high-level shutdown sensor.

k. The top of the mist eliminator on vertical scrubbers with side outlet
nozzle shall be at least 15 inches below the top tangent line.

l. In horizontal scrubbers, a light-gauge steel plate shall be set on the


top surface of the mist eliminator pad. The steel plate shall have
1/2-inch diameter holes spaced 2 inches apart. The plate shall
impose a pressure drop of 2 to 4 inches of water across the pad in
order to distribute the flow evenly.

3.3.7 Instruments and Controls

3.3.7.1 General

a. Instruments and controls shall comply with the requirements of


Company Technical Requirements.

b. Nozzles, couplings, and other connections for installing instruments


and controls shall meet the requirements of Company Technical
Requirements.

c. Instruments and controls shall be air operated unless specified


otherwise.

d. Instruments and controls shall be vessel-mounted and supplied by


the fabricator.

e. Level control/shutdown devices shall be installed on flanged


connections.

f. Unless otherwise specified, scrubbers shall be equipped with the


following safety devices, instruments, and controls as a minimum.

 High-pressure shutdown sensor


 Low-pressure shutdown sensor
 High-level shutdown sensor
 Low-level shutdown sensor
 High-level alarm
 Pressure relief valve
 Liquid level controls
 Level gauges
 Pressure gauges
 Thermometer

3.3.7.2 High-Pressure and Low-Pressure Shutdown Sensors

a. High-pressure and low-pressure shutdown sensors shall be set in


accordance with MMS Outer Continental Shelf (OCS) Order Number
5.

b. For scrubbers with a design working pressure (DWP) greater than


400 PSI, the shutdown sensors shall be set as follows.

 High-pressure sensor - maximum of 5 percent below the DWP

 Low-pressure sensor - minimum of 10 percent below the


lowest pressure in the operating pressure range

c. For scrubbers with a DWP of 400 PSI or less, the shutdown sensors
shall be set as follows.

 High-pressure sensor - maximum of 5 PSI below the DWP

 Low-pressure sensor - minimum of 5 PSI below the lowest


pressure in the operating pressure range

d. The sensors shall be equipped to permit testing with an external


pressure source.

3.3.7.3 High-Level and Low-Level Shutdown Sensors and Alarm

a. The scrubber shall be provided with one high-level and one


low-level shutdown sensor and one high-level liquid alarm.

b. The high-level shutdown shall be 12 inches or more above the alarm


point, if practicable.
3.3.7.4 Pressure Relief Valves

a. As a minimum, one pilot-operated relief valve shall be provided.


The relief valve shall be set to open at the DWP of the vessel.

b. The pilot shall be equipped to permit testing with an external


pressure source while scrubber is in service.

3.3.7.5 Liquid Level Controls

a. Throttling type liquid level controls shall be mounted on the vessel.

b. One level controller shall be provided for each section having a


liquid level.

3.3.8 Identification and Marking

a. Corrosion-resistant, stainless steel nameplates shall be securely


fastened by screws and rivets to each identifiable piece of
equipment.

b. The following information shall be embossed on the nameplate


along with the information listed in the Pressure Vessel Specification
8.00:

 Equipment item or tag number


 Vendor name
 Serial number
 Size
 Type
 Maximum allowable design limits and rating data

c. All vendor furnished instrumentation shall have permanently affixed


stainless steel tags. The tags shall be attached with stainless steel
screws or rivets. Each tag shall include the identification shown on
the Company piping and instrumentation drawings.

3.3.9 Safety

Safety shall be in accordance with Company Technical Requirements with


the following additional requirements.

a. Sufficient instrumentation shall be provided for safe operation of the


scrubber.
b. Relief valves shall be provided in accordance with Company

Technical Requirements and shall meet any federal, state, or local
regulations for the specified location. Relief valves shall be set to
operate at no more than the maximum stated design pressure.

c. Any exposed surfaces subject to elevated temperatures in excess of


140 degrees Fahrenheit (F) [60 degrees Centigrade (C)] shall be
insulated in accordance with the Technical Requirements.

d. The gas scrubber shall be provided with the necessary safety


equipment to ensure safe operation.

3.4 Documentation Requirements

Documentation shall be provided in accordance with Company Technical


Requirements with the following additional requirements.
a. The vessel fabricator shall provide detailed drawings of the scrubber
internals.

b. Detail drawings of mist eliminators and calculations of the minimum


gas velocity through the mist eliminator shall be submitted to the
Company as part of the approval drawing set.
