THE PROBLEM AND ITS BACKGROUND

Introduction

National Certificate is a proof that you can work based on the competency

standards required by such job. Through the competency assessment and certification of

workers, the productivity, quality and global competitiveness of the middle-level workers

are ensured aside from professionalizing them. (Guillermo, 2017).

In terms of Local Study, the TESDA pursues the assessment and certification of the

competencies of the middle-level skilled workers through Philippine TVET competencies

assessment (PTACACS). The assessment process seeks to determine whether the

graduate or worker can perform to the standards expected. Certification is provided to

those who meets the competency standards. This ensures the productivity, quality and

global competitiveness. One of the major goals of the president administration is the

creation of jobs for Filipino generation of jobs is seen as one of the key factors in

addressing poverty in the country. TESDA, the lead agency in TVET, is mandated to

provide relevant accessible, high quality and efficient technical education and skills

development in support of development of high quality.

Therefore, some of the students here in Amaya School of Home Industries (ASHI) gave

their statements about their perceptions in taking NCII. According to Jane Paula Villaluz

a Grade 10-Tulip student, “NCII is an assessment where students take in regards of their

chosen strand. There are manual assessment and a special assessment. Manual
assessment is applied on hands on procedure while the special assessment is what your

proctor has given to identify yourself as a skilled student. “She also stated that, if you are

a NCII holder, the company will offer you a higher salary”. And according also to a SSG

student named Donna Reyes from G10-Rosal, “For me , taking NCII is to enhance more

about your specialization then after that you will find a desired work”. This mandated study

that researchers conduct will know what are the possible reasons and perception about

NCII.

Background of the Study

Taking NCII has played a crucial role in assessing one self’s skill of knowledge.

Year 2017-2018, The Amaya School of Home Industries conducted an assessment from

different strands.

This education K12 reform plan which is a flagship education program of the Aquino

administration, will add two years of senior high school to the current 10-year education

curriculum. This additional years are aimed to serve as a specialization period for high

school students whether vocational skills, music, the arts or sports. Graduates have the

option to pursue jobs with a basic education diploma or National Certificate. Philippines,

Angola and Djbouti have a year basic schooling cycle.

TESDA is mandated to provide measures that would improve quality, including the

assessment and certification of the competencies of middle-level skilled worker the TVET

qualification and certification system (PTQCS). A total of 755,242 TVET graduates were

considered in this study. The regional breakdown indicates that the NCR had the highest
reported number of graduates with 164,065 (21.7%) followed by region IV-A with 116,042

(15.4%) and region III with 72,485(9.6%).

According to Sir. Cabalin, from Automotive Strand, “there are 48/48 students take an

assessment and passed”. According also to Sir. Horacio, from CSS. “There are 18/18

students take and passed the assessment”. While from, electrical under Sir. Jojo “There

are 28/30 students take and passed the assessment”.

From this study the most number of students who takes and passed the assessment is

from the strand of Automotive. This study come up of findings to show beyond what are

the student’s perceptions in taking NCII. Data were obtained by different sources of ideas.

Multiple answers and concept of thinking.

Statement of the Problem

This study is about the perception of Grade 10 students in taking NCII in ASHI. The

researchers prepare some questions to answers by the respondents.

2. What are the common perception of Grade 10 students in taking NC?

Significance of the Study

The relevance of this study is to gain more insight into Grade 10 students who wants to

take NCII at Amaya School of Home Industries S.Y. 2018-2019. It will be helpful and

beneficial to the following entities:

To the Grade 10 Students: It will enlighten their mindset and have a better understanding

about their perceptions, ideas and views in taking NCII.

To the School: This study will act as a guide knowing what are the students feedbacks

about assessments that the school had given , it will help the school to build an

opportunity that will led the students to take NCII.


Scope and Delimitation

This study aims to know the perception of Grade 10 students in taking NCII at Amaya

School of Home Industries S.Y. 2018-2019. This study focuses on what the students may

think and how it will be beneficial to them and to their families. Since it has been

implemented in this school, it will focuses on the effects of the performances when

students are taking in regards on what strand they belong in.

The researcher gathered a data by the means of a self-constructed question, to be able

to know the student’s perceptions and views in taking NCII. The possible results that we

gathered will be based on the researchers conducted study that will be answered by

Grade 10 students.

THE CONCEPTUAL FRAMEWORK

This chapter present the Review of related literature and study, dependent and

independent Variable, Research hypothesis, Research paradigm and Definition of Terms.

Review of Related Literature and Studies

DEMOGRAPHIC PROFIE OF STUDENTS

AGE

According to Green Paper (2012:21) the vision for the public technical colleges is

one of the vibrant institutions that offer vocational and occupational qualifications mainly

to young people (16 to 24 years old).

The Irish education and training system is characterized by late vocational choice.

A limited vocational choice is made at the beginning of upper secondary education (16/17

years). (Keogh 2012:17)

GRADE LEVEL

According to TVET (2014) (TECHNICAL VOCATIONAL EDUCATION &

TRAINING) after finishing a Grade 10, a student can obtain Certificate of Competency

(COC) or a National Certificate Level I (NCI). After finishing a livelihood Technical

Vocational-Livelihood track in Grade 12,a student may obtain a National Certificate Level

II (NC II) provided he/she passes the competency-based assessment of the Technical
education and Skills Development Authority (TESDA) NC I and NC II improves

employability of graduates in field like Agriculture, Electronics and Trades.

SEX

According to TVET, a quick look at the demographics of the respondents shows

that male graduates with National Certificate still outnumber the females at a ratio of 6:5.

Graduates were predominantly in the 15-24 age group, 60%) and are mostly high school

level or high school graduates.

COMMON PERCEPTIONS

VALUE OF NATIONAL CERTIFICATE

According to TESDA (2014), it is issued to a candidate who has hurdled the

assessment procedure. Having a validity of five years, the NC becomes the graduates

most valuable qualification in applying for jobs.

According to the guidelines, the purpose of the National Certificate (Vocational)

was to enable students to acquire the necessary knowledge, practical skills, applied

competence and understanding required for employment. (Umalusi 2007).

POSSIBLE P[ROBLEM

FINANCIAL STATUS - According to Human Rights Watch Notes students on vocational

pathways have access to some financial support because they found out that students

whose parents or caregivers have not paid their NCEA certificate fees.
SKILLS

They contended that upper leadership skills such as conceptual skills,

communication skills, analytical skills and planning skills are more important than

technical skills. Similarly, literatures that encouraged the development of employability

skills indicated that leadership skills, critical thinking skills, communication skills, creative

and flexible thinking are necessary for career success.(Gustin,2001)

In her review of Vocational Education she stated that skills are essential to the

UK’s prosperity for employers’ business competitiveness and individuals’ labour market

prospects, lifetime earning capacity and wellbeing. (Professor Wolf 2011)

INDEPENDENT VARIABLE

Amaya School of Home Industries consist of 8 specialization. The three (3) of

them are soft trades which is Garments, Cosmetology and Foods and the five (50 of them

are the hard trades which is the Welding, Electrical, Electronics, Automotive and Drafting.

Grade Level - “NC I and NCII TESDA qualifications will be mainstreamed in the

specialization phase which falls during Grade 9-12. ( Villanueva 2012)

Value of National Certificate - According to TESDA (2014) the national certificate is

important document needed to present in applying jobs here and abroad, it is a graduate’s

proof that he or she has passed all the trainings and requirements set by TESDA in

specialized course.

DEPENDENT VARIABLE

Nowadays students are confused in taking NCII because of some reasons that

gives them an impact. There are many things that might influence them, through their

friends and parent’s ambition. Because of lack of money and the capability of

responsibilities it also affects student’s performances and due to this the students are

usually experience left behind.

Academic Performances - Explored the extent in which students academic

performance in Junior Secondary Certificate Examination (JSCE) in social studies were

differentiated by their perception of teachers formative evaluation practices. Students

academic performance in social studies differed significantly on the basis of their

perceptions. (Udoukpong & Okon, 2012)


Research Hypothesis

There is a significant relationship between students perceptions and to their

performances.

Definition of terms:

Competency- It involves possessing and applying knowledge, skills and attitudes to

perform work activities to the standard expected in the workplace.

Competency Assessment- It is the process of collecting evidence and making

judgments on whether competency has been achieved.


Chapter 3

RESEARCH METHODOLOGY

This chapter represents the discussion of research design used in the study. The

research locale population and sample research instrument the data gathering produces

and statistical methods and techniques applied for interpretation.

Research Design

This study uses a descriptive method of research, wherein the researchers tend

to identify what are the possible perception of Grade 10 students for taking NCII at Amaya

School of Home Industries. The researchers believes that the descriptive research is

survey applicable for this study. This study determined the advantages of having a

perception of every grade 10 students in taking NCII. The advantages of the students is

to have a huge knowledge about the specialization. And also it helps to enhance their

skills, The teachers may also have the advantages about their perception of every

students which is to know the strength and weaknesses of Grade 10 students.


Research Locale

The study will be conducted at Amaya School of Home Industries (especially to

the Grade 10 students), Sahud-Ulan, Tanza Cavite with an area of 78.2 square kilometers

(30.21 sq. mi.)

Population and Sample

The population of the sample will be the G10 students of Amaya School of Home

Industries. This research is about their perception towards their strand.

Convenience sampling will be a method that has been use. This type of method is

applicable to the researchers to know the corresponding respondents.The total population

of all Grade 10 students are 764. This research will use Slovin’s Formula for getting the

sample mean.

By using the Slovin’s Formula the sample population is equal to 262.The sample

population will be coming among the 12 sections of Grade 10. From Sampaguita 22

respondents needed , 22 respondents from Santan,22 from respondents from Rosal,22

respondents from Ilang-Ilang,21 respondents from Rose,21 respondents from

Carnation,22 respondents from Daisy,22 respondents from Everlasting,22 Respondents


from Gumamela,22 respondents from Orchids, 22 respondents from Stargazer and 22

respondents from Tulip.

RESEARCH INSTRUMENT

This Study will focus on the Grade 10 students of Amaya School of Home

Industries. This study aims to understand the perception of the Grade 10 students in taing

National Certificate. The researchers of this conducted study used a self-constructed

survey questionnaire. The questions will consist of four parts. The first part contains the

profile of the respondents including their age, gender and specialization. The second part

of the study contains the information about their common perception in taking NC. The

third part of the study tackled about the students may encounter in taking NC.

These questions will illustrates the perception of students towards taking NC.

Data Gathering Procedure

This study will use survey questionnaire form for data gathering. The respondents

will be the Grade 10 students and will be asked from their insights about taking NCII affect

them. The researchers will ask permission from the advisers of each class. The

researcher will conduct the survey questionnaire in their free time especially during break

time.

Validation of Instrument

To validate the research, the researchers consult the teachers about the

background and consult the teacher in Practical Research.


Statistical Analysis

Analysis of the raw data elicit from the questionnaire will be treated satistically.

Descriptive will be use to define the profile of the students. Data on the respondents

Grade 10 students, on how their level of skills and perceptions affect their academic

performance in school.
