PROJECT PROPOSAL

NAME OF PROJECT

Katarungang Pambarangay Training 2019

BACKGROUND

The barangays as the basis political unit serves as the primary unit of government policies, plans,
programs, projects and activities in the community, and as a forum wherein the collective views of the
people may be expressed, crystallized and considered, and where disputes may be amicably settles. Being
the frontline of public service, it is important that they be given the basic information and equipment in
local governance.

RATIONALE

To ensure the role of each barangay, it is imperative to know the needs of the barangays in terms of
information and knowledge in preparing necessary papers and documents that would make them more
efficient and effective in their public service.

The effectivity of this project is dependent on the participation and cooperation of each barangay officials
during seminars and trainings. To ensure cooperation, the trainings and seminars will be brought to the
barangays on scheduled basis. The proposed project shall run through an onsite and focus group training
where a team composed of the City Legal Office and other resource speakers from the Department of the
Interior and Local Government (DILG) and other offices of the City Government will visit different
barangays to conduct trainings and assist them on areas of Katarungang Pambarangay where common
problems occur, including but not limited to crafting barangay ordinances and resolutions, parliamentary
procedure, dispute resolution and other concerns that may arise during the duration of the activity.

The project will also assess the knowledge of the barangay officials in connection with the previous
conduct of Katarungang Pambarangay Seminars. This will help the City Legal Office to better prepare for
future activities to be conducted in relation to the Katarungang Pambarangay.

OBJECTIVES

1. To create an avenue where free exchange of information is established through onsite and focus
group training.
2. To strengthen the link between the Tuguegarao City Government and its different barangays by
reaching out to the barangays and focusing on information and training that they need;
3. To conduct a survey on the common problems and areas of improvements of each barangays;
4. To focus on growth and sustainable training of barangay officials;
5. To promote an amicable settlement on disputes arising from members of their respective
communities; and
6. To evaluate the knowledge of barangay officials in handling disputes in their respective
communities

TARGET PARTICIPANTS

49 Barangays of Tuguegarao City shall be the target participants of this project proposal, which includes
but are not limited to the following:

1. Punong Barangays;
2. Barangay Kagawads;
3. Barangay Secretary;
4. Lupong Tagapamayapa/Katarungang Pambaragay Member; and
5. Other concerned barangay officials.

DATES/VENUES

The seminar training will be conducted in the different barangays of the City divided into 10 clusters, each
cluster will consists of four (4) to five (5) barangays and the project will run for twelve (12) days of March,
which will be culminated by a General Assembly of Lupong Tagapamayapa at the end of the twelve day
focus group seminar.
METHODOLOGY

Procedures to be used in this project will be focus group lecture aided with PowerPoint Presentation,
Interactive Discussions, Assisted Surveys and Action Based application of discussed information.

TOPIC OUTLINE

1. On-site and focus group training on Katarungang Pambarangay for the Punong Barangays, Lupong
Tagapamayapa and Barangays Secretaries.
a. Revisiting Katarungang Pambarangay Laws;
b. Update on Jurisdiction of Katarungang Pambarangay; and
c. Procedures in the implementation lf Katarungang Pambarangay.

2. Parliamentary Procedure Training for the Punong Barangays, Barangay Kagawads and Barangay
Secretary on:
a. Resolution vis Ordinance;
b. Crafting Barangay Resolutions and Ordinance;
c. Basic Grammar Rules; and
d. The Parliamentary Procedure.
