SECTION B: INVITATION TO TENDER

The Company invites sealed tenders from eligible candidates for “Supply, Installation, Test and
Commissioning of IP Surveillance Systems (IP CCTV) at Tana and Wanjii Power Stations”
whose specifications are detailed in the Tender Documents.

Interested eligible candidates may obtain further information from, and inspect the Tender
Documents at the office of:

The tender document may be obtained by interested candidates upon payment of a non-refundable
fee of Kshs 1,000.00 (one Thousand Kenya shillings) and can also be viewed and downloaded from
the website www.kengen.co.ke for free. Bidders who download the tender documents are required
to submit their details for record and to facilitate further addenda and clarifications

Tenders must be accompanied by a security in the form and amount specified in the tender
documents, and must be delivered to:

SECTION C: GENERAL INFORMATION

Introduction

1. Eligible Tenderers

1.1 This Invitation for Tenders is open to all tenderers eligible and registered groups of Youth,
women and Persons with disabilities who meet the requirements as described in the tender
documents are encouraged to tender. Successful tenderers shall complete the supply of
services by the intended completion date specified in the tender documents.

1.2 Tenderers shall not be under a declaration of ineligibility for corrupt and fraudulent practices.

2. Cost of Tendering

2.1 The Tenderer shall bear all costs associated with the preparation and submission of its tender,
and Kenya Electricity Generating Company Limited, will in no case be responsible or liable for
those costs, regardless of the conduct or outcome of the tendering process.

3.1 The tender documents will comprise the documents listed below and addenda issued in
accordance with clause 6 of these instructions to tenders.

3.2 The Tenderer is expected to examine all instructions, forms, terms, and specifications in the
tender documents. Failure to furnish all information required by the tender documents or to
submit a tender not substantially responsive to the tender documents in every respect will be at
the tenderers risk and may result in the rejection of its tender.

4. Clarification of Documents

4.1 A prospective tenderer requiring any clarification of the tender document may notify Kenya
Electricity Generating Company Limited in writing e-mail or facsimile at the address indicated
in the Invitation for tenders. Kenya Electricity Generating Company Limited will respond in

writing to any request for clarification of the tender documents, which it receives (5) five days
prior to the deadline for the submission of tenders. Written copies of Kenya Electricity
Generating Company Limited's response (including an explanation of the query but without
identifying the source of inquiry) will be sent to all prospective tenderers that have received the
tender document.

5. Amendment of Documents

5.1 At any time prior to the deadline for submission of tenders, Kenya Electricity Generating
Company Limited, for any reason, whether at its own initiative or in response to a clarification
requested by a prospective tenderer, may modify the tender documents by amendment.

5.2 All prospective candidates that have received the tender documents will be notified of the
amendment in writing or by cable, and will be binding on them.

5.3 In order to allow prospective tenderers reasonable time in which to take the amendment into
account in preparing their tenders, Kenya Electricity Generating Company Limited, at its
discretion, may extend the deadline for the submission of tenders.

Preparation of Tenders

6. Language of Tender

6.1 The tender prepared by the tenderer, as well as all correspondence and documents relating to the
tender exchanged by the tenderer and Kenya Electricity Generating Company Limited, shall be
written in English language, provided that any printed literature furnished by the tenderer may be
written in another language provided they are accompanied by an accurate English translation of
the relevant passages in which case, for purposes of interpretation of the tender, the English
translation shall govern.

7.0 Documents Comprising the Tender

7.1 This tender is a TWO ENVELOPE bid document and shall comprise of the following
documents:

-Technical Document: The technical document shall include the approach to achieve the scope of
work defined in the tender document and delivering each of the major components as specified. A
detailed Bill of Materials, without details on pricing MUST be included.

-Financial Document: The financial document shall comprise the itemized bill of materials and
their unit prices as specified in the tender document. Fixed lump sum prices for Schedule I and
Schedule II shall be indicated separately. The cost of the whole project shall be the total costs of
both schedules, and shall be the price indicated in the tender form.

The financial offer should be inclusive of all taxes where applicable.

-Tender Security: Is a mandatory requirement.

In order for the technical evaluation to progress quickly and effectively, bidders MUST provide the
technical proposal in the following format (Sections 1-9):

Section 1: Introduction

Shall include comment on the bidder’s understanding of the scope of work and company profile.

Section 2: Executive summary

An overview of the main points contained in the proposal with reference to section where more
detailed discussion of each point can be found.

Section 3: Approach

A detailed explanation of how the bidder will undertake the scope of works, required resources and
any special skills required, the deliverables (format and structure), use of any methodology and how
it will cover the scope, use of any standard tools, duration of any work streams. Technology choices
and recommendations should be made in this section.

Section 4: Work plan and duration (Implementation schedule)

The work plan and duration for the overall work (from project kickoff date till the Final delivery
date), including any dependencies between the separate items in the Scope. The bidder should
provide deliverables and milestones for partial handovers as specified.

Section 5: Track Record

The bidder shall give a track record of undertaking similar projects both in size and nature, and
references of clients with contacts information (name. Title, phone) (At least three similar works
samples to be provided). In addition, the bidder MUST provide details of at least two (2) sites where
they have installed similar, or latest models of the key IP Surveillance equipment (Network Video
Recorders ,Cameras and associated software) comprising their proposed solution.

Section 6: CVs of project staff

Format of any proposed team and description of each staff role and their relevant experience. Brief
CV’s, which must be mapped to the proposed project team(s) should be provided. The bidder should
also indicate the availability of the proposed staff and their area of competency.

Section 7: Compliance to Technical specifications/requirements

The bidder must respond to Technical specifications clause by clause as detailed in the tender.

Section 8: Proposed system design

Detailed system design and equipment layout should be included.

Section 9: Presentation

The bidder will be required to do a presentation on various functionalities of the system. Bidders will
be invited to do the presentation after submission of bids.

8. Tender Form

8.1 The financial proposal shall follow standards tender the Tender Form and the appropriate Price
Schedule furnished in the tender documents, indicating the Services to be supplied, a brief
description of the Services, and prices.
9. Tender Prices

9.1 The tenderer shall indicate on an appropriate Price Schedule the unit prices and total tender
price of the Services it proposes to supply under the contract.

9.2 Prices quoted by the tenderer shall be fixed during the Tender’s performance of the contract and
not subject to variation on any account. A tender submitted with an adjustable price quotation
will be treated as non-responsive and will be rejected, pursuant to paragraph 22.

10. Tender Currencies


10.1 Prices shall be quoted in the following currencies:

(a) For services and goods that the tenderer will supply, the prices shall be quoted in Kenya
shillings or in another freely convertible currency.

11. Tenderers Eligibility and Qualifications.

11.1Requirements of Contract

The bidding is open to all qualified tenderers who fully meet the following qualifying
requirements and have documentary evidence, which should be attached to the tender
document.

- The Tenderer must have valid CCK license for carrying out CCTV/surveillance systems
installations or similar projects.
- The Tenderer must have conducted site visit.

- Be a locally registered firm with a local office or in case of a firm registered in a foreign
country, be in a joint venture with a locally registered firm with a local office. A copy of
Certificate of incorporation must be submitted.

- Valid Tax compliance certificate from KRA.

- Manufacturer’s authorization for the key components (i.e Network Video Recorder and its
associated software, and Cameras) of the proposed system. A certificate to this effect from
the principal manufacturer(s) has to be submitted along with the tender.

- Duly filled mandatory confidential business Questionnaire

- Must be registered by National Construction Authority (NCA).

- Tender validity of 90days, a bid bond valid for a period of 120days after date of tender
opening.

11.2 Pursuant to paragraph 11.1 of section C, the tenderer shall furnish, as part of its tender,
documents establishing the tenderers eligibility to tender and its qualifications to perform the
contract if its tender is accepted.

11.3 The documentary evidence of the tenderers qualifications to perform the contract if its tender is
accepted shall establish to Kenya Electricity Generating Company Limited’s satisfaction:

(a) that the tenderer has the financial, technical, and production capability necessary to
perform the contract;

(b) that, in the case of a tenderer not doing business within Kenya, the tenderer is or will be
(if awarded the contract) represented by an Agent in Kenya equipped, and able to supply
the Tenderer’s Services prescribed in the Conditions of Contract and/or Technical
Specifications.

12. Goods’ Eligibility and Conformity to Tender Document.

12.1 Pursuant paragraph 2 of this section, the tenderer shall furnish, as part of its tender, documents
establishing the eligibility and conformity to the tender documents of Services, which the
tenderer proposes to supply under the contract.

12.2 The documentary evidence of the eligibility of the Services shall consist of a statement in the
Price Schedule of the country of origin of the Services and services offered which shall be
confirmed by a certificate of origin issued at the time of shipment.

12.3 The documentary evidence of conformity of the Services to the tender documents may be in
the form of literature, drawings, and data, and shall consist of:

(a) A detailed description of the essential technical and performance characteristics of the
Services;

(b) a clause-by-clause commentary on Kenya Electricity Generating Company Limited’s


Technical Specifications demonstrating substantial responsiveness of the Goods and

services to those specifications, or a statement of deviations and exceptions to the
provisions of the Technical Specifications.

13. Tender Security

13.1 The tenderer shall furnish, as part of its tender, a tender security in amount of Kenya
Shillings Six Hundred Thousand (Kshs.600, 000.00). The bid Bond should be enclosed in
a separate envelope and submitted together with the technical and financial proposals.

13.2 The tender security is required to protect Kenya Electricity Generating Company Limited
against the risk of Tenderer’s conduct which would warrant the security’s forfeiture, pursuant
to paragraph 13.7

13.3 The tender security shall be denominated in Kenya Shillings or in another freely convertible
currency, and shall be in the form of a bank guarantee or a bank draft issued by a reputable
bank located in Kenya or abroad, in the form provided in the tender documents or another form
acceptable to Kenya Electricity Generating Company Limited and will be valid upto 16th May
2014

13.4 Any tender not secured in accordance with paragraph 13.1 and 13.3 will be rejected by Kenya
Electricity Generating Company Limited as non responsive, pursuant to paragraph 22.

13.5 Unsuccessful Tenderer’s tender security will be discharged or returned as promptly as possible
but not later than thirty (30) days after the expiration of the period of tender validity prescribed
by Kenya Electricity Generating Company Limited.

13.6 The successful Tenderer’s tender security will be discharged upon the tenderer signing the
contract, pursuant to paragraph 30, and furnishing the performance security, pursuant to
paragraph 31.

13.7 The tender security may be forfeited:

(a) if a tenderer withdraws its tender during the period of tender validity specified by Kenya
Electricity Generating Company Limited on the Tender Form; or

(b) in the case of a successful tenderer, if the tenderer fails:

(i) to sign the contract in accordance with paragraph 30

or (ii) to furnish performance security in accordance with paragraph 31.

14. Validity of Tenders

14.1 Tenders shall remain valid for 90 days or as specified in the tender documents after date of
tender opening prescribed by Kenya Electricity Generating Company Limited, pursuant to
paragraph 18. A tender valid for a shorter period shall be rejected by Kenya Electricity
Generating Company Limited as non-responsive.

14.2 In exceptional circumstances, Kenya Electricity Generating Company Limited may solicit the
Tenderer’s consent to an extension of the period of validity. The request and the responses
thereto shall be made in writing. The tender security provided under paragraph 14 shall also be
suitably extended. A tenderer may refuse the request without forfeiting its tender security. A
tenderer granting the request will not be required nor permitted to modify its tender.

15. Format and Signing of Tender

15.1 The tenderer shall prepare two copies of a combined technical and financial document. Each
document shall be marked “ORIGINAL” or “COPY” as appropriate. In the event of any
discrepancy between them, the original shall govern.

15.2 The original and all copies of the bid document shall be typed or written in indelible ink and
shall be signed by the tenderer or a person or persons duly authorized to bind the tenderer to
the contract. The latter authorization shall be indicated by written power-of-attorney
accompanying the tender. All pages of the tender, except for unamended printed literature,
shall be initialed by the person or persons signing the tender.

15.3 The tenderer shall have no interlineation, erasures, or overwriting except as necessary to
correct errors made by the tenderer, in which case such corrections shall be initialed by the
person or persons signing the tender.

Submission of Tenders

16. Sealing and Marking of Tenders

16.1 The original and all copies of the technical offer shall be placed in a sealed envelope clearly
marked “Technical tender proposal” and the original and all copies of the financial proposal
in a sealed envelope clearly marked “Financial tender Proposal” and warning “Do not open
with the technical proposal” A third sealed envelope containing the Bid bond and marked
“Bid Bond” will be enclosed in an outer envelope together with those of Technical proposals.
This outer envelope shall bear the submission address.

In addition, bidders should avail a soft copy of the original Technical tender proposal in a CD/
DVD in PDF format. The CD/DVD shall be enclosed in the same envelope as the Technical
proposal.

16.2 The inner and outer envelopes shall:

(a) be addressed to Kenya Electricity Generating Company Ltd at the following address:

(b) in addition to the instructions in 16.2 bear, " Tender for IP Surveillance System for Tana
& Wanjii Power Stations ” and the words: “DO NOT OPEN BEFORE 16thJanuary
2014 at 11.30am

16.3 The inner envelopes shall also indicate the name and address of the tenderer to enable the
tender to be returned unopened in case it is declared “late”.

16.4 If the outer envelope is not sealed and marked as required by paragraph 16.2, Kenya
Electricity Generating Company Ltd will assume no responsibility for the tender’s
misplacement or premature opening.

17. Deadline for submission of Tenders

17.1The completed combined Technical and Financial proposals must be delivered at the submission
address as specified in 16.2 on or before 16th January 2014 at 11.00am.
Any proposal received after the closing time for submission of tenders shall be returned
unopened.

17.4 Kenya Electricity Generating Company ltd may, at its discretion, extend this deadline for the
submission of tenders by amending the tender documents in accordance with paragraph 6, in
which case all rights and obligations of Kenya Electricity Generating Company ltd and
candidates previously subject to the deadline will thereafter be subject to the deadline as
extended.

18. Modification and Withdrawal of Tenders

18.1 The tenderer may modify or withdraw its tender after the tender’s submission, provided that
written notice of the modification, including substitution or withdrawal of the tenders, is
received by Kenya Electricity Generating Company Limited prior to the deadline prescribed
for submission of tenders.

18.2 The Tenderer’s modification or withdrawal notice shall be prepared, sealed, marked, and
dispatched in accordance with the provisions of paragraph 17. A withdrawal notice may
also be sent by cable, but followed by a signed confirmation copy, postmarked not later than
the deadline for Submission of tenders.

18.3 No tender may be modified after the deadline for submission of tenders.

18.4 No tender may be withdrawn in the interval between the deadline for submission of tenders
and the expiration of the period of tender validity specified by the tenderer on the Tender
Form. Withdrawal of a tender during this interval may result in the Tenderer’s forfeiture of
its tender security, pursuant to paragraph 13.7.

19. Opening of Tenders

19.1 Kenya Electricity Generating Company Limited will open all tenders in the presence of
tenderers’ representatives who choose to attend, at 16th January 2014 at 11.30am
7th floor Stima Plaza
Phase III, Kolobot Road

The tenderers’ representatives who are present shall sign a register evidencing their attendance.
19.2 Kenya Electricity Generating Company Limited will prepare minutes of the tender opening.

20. Clarification of Tenders

20.1 To assist in the examination, evaluation and comparison of tenders Kenya Electricity
Generating Company Limited may, at its discretion, ask the tenderer for a clarification of its
tender. The request for clarification and the response shall be in writing, and no change in the
prices or substance of the tender shall be sought, offered, or permitted.

20.2Any effort by the tenderer to influence Kenya Electricity Generating Company Limited’s tender
evaluation, tender comparison or contract award decisions may result in the rejection of the
tenderers’ tender.

21. Preliminary Examination

21.1 Kenya Electricity Generating Company Limited will examine the tenders to determine whether
they are complete, whether any computational errors have been made, whether required
sureties have been furnished, whether the documents have been properly signed, and whether
the tenders are generally in order.

21.2 Arithmetical errors will be rectified on the following basis. If there is a discrepancy between
the unit price and the total price that is obtained by multiplying the unit price and quantity, the
unit price shall prevail, and the total price shall be corrected. If the candidate does not accept
the correction of the errors, its tender will be rejected, and its tender security may be forfeited.
If there is a discrepancy between words and figures, the amount in words will prevail.

21.3 Kenya Electricity Generating Company Limited may waive any minor informality or non-
conformity or irregularity in a tender which does not constitute a material deviation, provided
such waiver does not prejudice or affect the relative ranking of the tenderer.

21.4 Prior to the detailed evaluation, pursuant to paragraph 23, Kenya Electricity Generating
Company Limited will determine the substantial responsiveness of each tender to the tender
documents. For purposes of these paragraphs, a substantially responsive tender is one, which
conforms to all the terms and conditions of the tender documents without material deviations.
Kenya Electricity Generating Company Limited’s determination of a tender’s responsiveness
is to be based on the contents of the tender itself without recourse to extrinsic evidence.

21.5 If a tender is not substantially responsive, it will be rejected by Kenya Electricity Generating
Company Limited and may not subsequently be made responsive by the tenderer by
correction of the nonconformity.

22. Evaluation and Comparison of Tenders

All tender responses will be evaluated technically and financially and the winning proposal will
be selected on the basis of “best value” in terms of technical superiority as well as cost
effectiveness.

The bids shall be evaluated in accordance with the following criteria:

(i) General responsiveness to tender and conformance to tender requirements as detailed in


Section.C Clause 11.1. A bidder who fails to satisfy any of the listed requirements will not
be considered for further evaluation

(ii)Technical proposal - 70%

A bid that fails to attain the pass mark of 50 points for the Technical score will not be considered
for Financial Evaluation.

The scores for Technical Evaluation shall be awarded as follows (Refer to Section C, Clause7.1):

(i) Introduction- 2 points.


(ii) Executive summary-1 point
(iii) Approach- 5 points.
(iv) Work plan and duration (Implementation schedule)- 5 points.
(v) Track Record - 9 points
(vi) CVs of project staff- 3 points
(vii) Compliance to Technical specifications/requirements- 15 points
(viii) Detailed system design- 15 points.
(ix) Presentation - 5 points
(x) KenGen’s experience with bidder or at least 5 clients served with a similar product
as proposed in last three years - 10 points

(iii)Financial proposal - 30%

The formula for determining the financial scores will be as follows:-

S(f) = 30 x Fm/F, in which S(f) is the financial score, Fm is the lowest price and F the price of the
proposal under consideration.

22.1 Kenya Electricity Generating Company Limited will evaluate and compare the tenders which
have been determined to be substantially responsive, pursuant to paragraph 22.

22.2 Kenya Electricity Generating Company Limited’s evaluation of a tender will exclude and not
take into account:

(a) Any allowance for price adjustment during the period of execution of the contract, if
provided in the tender.

22.3 The comparison shall be of the ex-factory/ex-warehouse/off-the-shelf price of the Goods


offered from within Kenya, such price to include all costs, as well as duties and taxes paid or
payable on components and raw material incorporated or to be incorporated in the Goods.

22.4 Kenya Electricity Generating Company Limited’s evaluation of a tender will take into account,
in addition to the tender price and the price of incidental services, the following factors:

(a) The cost of Services


(b) delivery schedule offered in the tender;
(c) deviations in payment schedule from that specified in the Special Conditions of Contract;
23.5 (a) Deviation in payment schedule.

Tenderers shall state their tender price for the payment of schedule outlined in the special
conditions of contract. Tenders will be evaluated on the basis of this price. Tenderers are,
however, permitted to state an alternative payment schedule and indicate the reduction in
tender price they wish to offer for such alternative payment schedule. Kenya Electricity
Generating Company Limited may consider the alternative payment schedule offered by
the selected tenderer.

24. Contacting Kenya Electricity Generating Company Limited

24.1 Subject to paragraph 21, no tenderer shall contact Kenya Electricity Generating Company
Limited on any matter relating to its tender, from the time of the tender opening to the time the
contract is awarded.

24.2 Any effort by a tenderer to influence Kenya Electricity Generating Company Limited in its
decisions on tender evaluation, tender comparison, or contract award may result in the rejection
of the Tenderer’s tender.

Award of Contract

25. Post-qualification

25.1 In the absence of pre-qualification, Kenya Electricity Generating Company Limited will
determine to its satisfaction whether the tenderer that is selected as having submitted the lowest
evaluated responsive tender is qualified to perform the contract satisfactorily.
25.2 The determination will take into account the tenderer financial, technical, and production
capabilities. It will be based upon an examination of the documentary evidence of the
tenderers qualifications submitted by the tenderer, pursuant to paragraph 12.3, as well as such
other information as Kenya Electricity Generating Company Limited deems necessary and
appropriate.

25.3 An affirmative determination will be a prerequisite for award of the contract to the tenderer. A
negative determination will result in rejection of the Tenderer’s tender, in which event Kenya
Electricity Generating Company Limited will proceed to the next lowest evaluated tender to
make a similar determination of that Tenderer’s capabilities to perform satisfactorily.

26. Award Criteria

26.1 The contract will be awarded to the most economically advantageous offer. Price (Financial
evaluation) and quality (Technical evaluation) will be given the weighting (30%: 70%
respectively).

27. Kenya Electricity Generating Company Limited Right to Vary Quantity

27.1 Kenya Electricity Generating Company Limited reserves the right at the time of contract
award to increase or decrease the quantity of goods originally specified in the schedule of
requirements without any change in unit price or other terms and conditions.

28. Kenya Electricity Generating Company Limited’s Right to Accept or Reject Any or All
Tenders

28.1 Kenya Electricity Generating Company Limited reserves the right to accept or reject any
tender, and to annul the tendering process and reject all tenders at any time prior to contract
award, without thereby incurring any liability to the affected tenderer or tenderers or any
obligation to inform the affected tenderer or tenderers of the grounds for Kenya Electricity
Generating Company Limited’s action.

29. Notification of Award

29.1 Prior to the expiration of the period of tender validity, Kenya Electricity Generating Company
Limited will notify the successful tenderer in writing that its tender has been accepted.

29.2 The notification of award will constitute the formation of the Contract.

29.3 Upon the successful Tenderer’s furnishing of the performance security pursuant to paragraph
31, Kenya Electricity Generating Company Limited will promptly notify each unsuccessful
Tenderer and will discharge its tender security, pursuant to paragraph 13.

30. Signing of Contract

30.1 At the same time as Kenya Electricity Generating Company Limited notifies the successful
tenderer that its tender has been accepted, Kenya Electricity Generating Company Limited will
send the tenderer the Contract Form provided in the tender documents, incorporating all
agreements between the parties.

30.2 Within fifteen (15) days of receipt of the Contract Form, the successful tenderer shall sign and
date the contract and return it to Kenya Electricity Generating Company Limited.

31. Performance Security

31.1 Within fifteen (15) days of the receipt of notification of award from Kenya Electricity
Generating Company Limited, the successful tenderer shall furnish the performance security in
accordance with the Conditions of Contract, in the Performance Security Form provided in the
tender documents, or in another form acceptable to Kenya Electricity Generating Company
Limited.

31.2 Failure of the successful tenderer to comply with the requirement of paragraph 30 or paragraph
31 shall constitute sufficient grounds for the annulment of the award and forfeiture of the
tender security, in which event Kenya Electricity Generating Company Limited may make
the award to the next lowest evaluated Candidate or call for new tenders.

32. Corrupt Fraudulent Practices

32.1 Kenya Electricity Generating Company Limited requires that tenderers observe the highest
standard of ethics during the procurement process and execution of contracts. In pursuance of
this policy, Kenya Electricity Generating Company Limited:-

(a) defines, for the purposes of this provision, the terms set forth below as follows:

(i) “corrupt practice” means the offering, giving, receiving or soliciting of anything of
value to influence the action of a public official in the procurement process or in
contract execution; and

(ii) “fraudulent practice” means a misrepresentation of facts in order to influence a


procurement process or the execution of a contract to the detriment of Keny
Electricity Generating Company Limited, and includes collusive practice among
tenderer (prior to or after tender submission) designed to establish tender prices at
artificial non-competitive levels and to deprive Kenya Electricity Generating
Company Limited of the benefits of free and open competition;

(b) will reject a proposal for award if it determines that the tenderer recommended for award
has engaged in corrupt or fraudulent practices in competing for the contract in question;

(c) will declare a firm ineligible, either indefinitely or for a stated period of time, to be
awarded any contract if it at any time determines that the firm has engaged in corrupt or
fraudulent practices in competing for, or in executing, a contract.

32.2 Furthermore, tenderers shall be aware of the provision stated in the General Conditions of
Contract.

SECTION D: GENERAL CONDITIONS OF CONTRACT

1. Definitions

1.1 In this Contract, the following terms shall be interpreted as indicated:

(a) The Procuring Entity / Purchaser is Kenya Electricity Generating Company Limited of
Stima Plaza, Kolobot Road, Parklands, P.O. Box 47936 - 00100 GPO, Nairobi. Kenya
and includes the Procuring Entity’s legal representatives successors or assigns.

(b) “The Contract” means the agreement entered into between the Purchaser and the
Supplier, as recorded in the Contract Form signed by the parties, including all
attachments and appendices thereto and all documents incorporated by reference therein.

(b) “The Contract Price” means the price payable to the Supplier under the Contract for the
full and proper performance of its contractual obligations.

(c) “The Goods” Goods – Means all equipment machinery, Services and / or other materials
which the supplier is required to supply to the purchaser under the contract.

(d) “The Service” means those services ancillary to the supply of the Goods, such as
transportation and insurance, and any other incidental services, such as installation,
commissioning, provision of technical assistance, training, and other such obligations of
the Supplier covered under the Contract.

(e) “GCC” means the General Conditions of Contract contained in this section.

(f) “The Bidder” means the individual or firm who participates in the tender and submits a
bid.

(g) “OEM” Original Equipment manufacturer

(h) “IP” Internet Protocol

2. Application

2.1 These General Conditions shall apply in all Contracts made by Kenya Electricity Generating
Company Limited for the procurement of the Goods.

3. Country of Origin

The country in which the key components (i.e Network Video Recorder and its associated
software, and Cameras) comprising the proposed system are manufactured.

4. Standards

4.1 The Services provided under this Contract shall conform to the standards mentioned in the
Technical Specifications.

5. Use of Contract Documents and Information

5.1 The Candidate shall not, without Kenya Electricity Generating Company Limited’s prior
written consent, disclose the Contract, or any provision thereof, or any specification, plan,
drawing, pattern, sample, or information furnished by or on behalf of Kenya Electricity
Generating Company Limited in connection therewith, to any person other than a person
employed by the tenderer in the performance of the Contract.

5.2 The tenderer shall not, without Kenya Electricity Generating Company Limited’s prior written
consent, make use of any document or information enumerated in paragraph 5.1 above.

5.3 Any document, other than the Contract itself, enumerated in paragraph 5.1 shall remain the
property of Kenya Electricity Generating Company Limited and shall be returned (all copies)
to Kenya Electricity Generating Company Limited on completion of the Tenderer’s
performance under the Contract if so required by Kenya Electricity Generating Company
Limited.

6. Patent Rights

6.1 The tenderer shall indemnify Kenya Electricity Generating Company Limited against all
third-party claims of infringement of patent, trademark, or industrial design rights arising
from use of the Goods / Services or any part thereof in Kenya.

7. Performance Security

7.1 Within thirty (30) days of receipt of the notification of Contract award, the successful tenderer
shall furnish to Kenya Electricity Generating Company Limited the performance security in the
amount specified in Special Conditions of Contract.

7.2 The proceeds of the performance security shall be payable to Kenya Electricity Generating
Company Limited as compensation for any loss resulting from the Tenderer’s failure to
complete its obligations under the Contract.

7.3 The performance security shall be denominated in the currency of the Contract, or in a freely
convertible currency acceptable to Kenya Electricity Generating Company Limited and shall be
in the form of a bank guarantee or an irrevocable letter of credit issued by a reputable bank
located in Kenya or abroad, acceptable to Kenya Electricity Generating Company Limited, in the
form provided in the tender documents.

7.4 The performance security will be discharged by Kenya Electricity Generating Company Limited
and returned to the Candidate not later than thirty (30) days following the date of completion of
the Tenderer’s performance obligations under the Contract, including any warranty obligations,
under the Contract.

8. Inspection and Tests

8.1 Kenya Electricity Generating Company Limited or its representative shall have the right to
inspect and/or to test the Services to confirm their conformity to the Contract specifications.
Kenya Electricity Generating Company Limited shall notify the tenderer in writing, in a timely
manner, of the identity of any representatives retained for these purposes.

8.2 The inspections and tests may be conducted on the premises of the tenderer or its
subcontractor(s), at point of delivery, and/or at the Goods’s final destination. If conducted on the
premises of the tenderer or its subcontractor(s), all reasonable facilities and assistance, including
access to drawings and production data, shall be furnished to the inspectors at no charge to
Kenya Electricity Generating Company Limited.

8.3 Should any inspected or tested Goods fail to conform to the Specifications, Kenya Electricity
Generating Company Limited may reject the Goods, and the tenderer shall either replace the
rejected Goods or make alterations necessary to meet specification requirements free of cost to
Kenya Electricity Generating Company Limited.

8.4 Kenya Electricity Generating Company Limiteds' right to inspect, test and, where necessary,
reject the Goods after the Goods’s arrival shall in no way be limited or waived by reason of the
Goods having previously been inspected, tested, and passed by Kenya Electricity Generating
Company Limited or its representative prior to the Goods’ delivery.

8.5 Nothing in paragraph 8 shall in any way release the tenderer from any warranty or other
obligations under this Contract.

10. Delivery and Documents

10.1 Delivery of the Goods shall be made by the tenderer in accordance with the terms specified by
Kenya Electricity Generating Company Limited in its Schedule of Requirements and the
Special Conditions of Contract

11. Insurance

11.1 The Goods supplied under the Contract shall be fully insured against loss or damage incidental
to manufacture or acquisition, transportation, storage, and delivery in the manner specified in the
Special conditions of contract.

12. Payment

12.1 The method and conditions of payment to be made to the tenderer under this Contract shall be
specified in Special Conditions of Contract.

12.2 Payments shall be made promptly by Kenya Electricity Generating Company Limited as
specified in the contract.

13. Prices

13.1 Prices charged by the tenderer for Goods delivered and Services performed under the Contract
shall not, with the exception of any price adjustments authorized in Special Conditions of
Contract, vary from the prices by the tenderer in its tender.

14. Assignment

14.1 The tenderer shall not assign, in whole or in part, its obligations to perform under this Contract,
except with Kenya Electricity Generating Company Limited’s prior written consent.

15. Subcontracts

15.1 The tenderer shall notify Kenya Electricity Generating Company Limited in writing of all
subcontracts awarded under this Contract if not already specified in the tender. Such
notification, in the original tender or later, shall not relieve the tenderer from any liability or
obligation under the Contract.

16. Termination for Default

16.1 Kenya Electricity Generating Company Limited may, without prejudice to any other remedy
for breach of Contract, by written notice of default sent to the tenderer, terminate this Contract
in whole or in part:

(a) if the tenderer fails to deliver the Service within the period(s) specified in the Contract, or
within any extension thereof granted by Kenya Electricity Generating Company
Limited.

(b) if the tenderer fails to perform any other obligation(s) under the Contract.

(c) if the tenderer, in the judgment of Kenya Electricity Generating Company Limited has
engaged in corrupt or fraudulent practices in competing for or in executing the Contract.

16.2 In the event Kenya Electricity Generating Company Limited terminates the Contract in whole
or in part, it may procure, upon such terms and in such manner as it deems appropriate,
Service similar to those undelivered, and the tenderer shall be liable to Kenya Electricity
Generating Company Limited for any excess costs for the Service.

17. Liquidated Damages

17.1 If the tenderer fails to deliver of the Service within the period(s) specified in the contract,
Kenya Electricity Generating Company Limited shall, without prejudice to its other remedies
under the contract, deduct from the contract prices liquidated damages sum equivalent to 0.5%
of the delivered price of the delayed Service up to a maximum deduction of 10%. After this the
tenderer may consider termination of the contract.

18. Resolution of Disputes

18.1 Kenya Electricity Generating Company Limited and the tenderer shall make every effort to
resolve amicably by direct informal negotiation any disagreement or dispute arising between
them under or in connection with the contract.

18.2 If, after fifteen (15) days from the commencement of such informal negotiations both parties
have been unable to resolve amicably a contract dispute, either party may adjudicate in an
agreed national or international forum and/or international arbitration.
19. Language and Law

19.1 The language of the contract and the law governing the contract shall be English language and
the Laws of Kenya respectively unless otherwise stated.

20. Force Majeure

20.1 The tenderer shall not be liable for forfeiture of its performance security, or termination for
default if and to the extent that its delay in performance or other failure to perform its
obligations under the Contract is the result of an event of Force Majeur.

SECTION E: SPECIAL CONDITIONS OF CONTRACT

1. Application

The following Special Conditions of Contract shall supplement the General Conditions of
Contract. Whenever there is a conflict, the provisions herein shall prevail over those in the
General Conditions of Contract.

2. Definitions (Clause 1)

a) The "Procuring Entity" is Kenya Electricity Generating Company Limited of Stima


Plaza, Kolobot Road, Parklands, P.O. Box 47936 - 00100 GPO, Nairobi. Kenya
and includes the employer's legal representatives successors or assigns.

b) "The contract price" means the price payable to the tenderer under the contract for the
full

3.Performance Security

3.1 The Performance Security shall be in the amount of 10% of the total Contract Price

3.2 The Procuring Entity shall not be required to demonstrate the loss it has suffered.

3.3 Performance Security shall be valid for a minimum of 60 days after shipment in case of
Foreign Suppliers and a minimum of 30 days after delivery in case of Local Suppliers.

3.4 Performance Security for Foreign Suppliers shall be discharged by the


Procuring Entity and returned to the Suppliers not earlier than 60 days after
the date of shipment. For Local Suppliers it shall be discharged after proof
of satisfactory delivery and acceptance of the goods and services under the contract

5. Delivery Period

The delivery period shall be six (6) months from the date of signing the contract.

Bidder shall indicate separately the delivery period of each item. Delivery period shall be
one of the major criteria of the award.

6. Payment Terms & Conditions

The credit period shall be:-

6.1(a) for local suppliers, Kenya Electricity Generating Company's payment a term are 30 days upon
receipt of certified invoices and delivery notes confirming that the invoiced material has been
delivered and is in accordance with the contract.

However, in this particular tender, the amount quoted for system maintenance and support
during warranty period shall be retained until expiry of the warranty period.

b) for overseas suppliers, payments shall be effected upon presentation of a complete


set of shipping documents to the advising bank as will be stipulated in the Letter of
Credit (LC)

6.2 (a) For Local Suppliers

Payment shall be made through Kenya Electricity Generating Company's cheque or


telegraphic transfer for the amount of contract. The terms shall be:-

(i.) 95% of total cost of project at completion of the works and issuance of completion
certificate by KenGen. The remaining 5% of total project value shall be paid after expiry of
the warranty period.

(b) For Foreign Suppliers

Payment shall be through an LC under the following conditions:-

(i) The supplier shall be required to meet all LC bank charges incurred
in their country, while KenGen shall meet those incurred
in Kenya

(ii) Any extension and or amendment charges and other costs that may result from the
Supplier’s delays, requests, mistakes or occasioned howsoever by the Supplier
shall be to the Beneficiary’s account.

(iii) The maximum number of LC extensions shall be limited to a maximum of two (2)
only, but not exceeding one quarter (3 months) each, at the cost of the beneficiary.

(iv) Should the Supplier require a confirmed LC, then all confirmation and any other
related charges levied by both the Supplier’s and Procuring Entity’s bank shall be
to the Beneficiary’s account.

(v) The LC shall be opened only for the specific Order within the validity period of
the contract

(vi) LCs shall be partial for partial deliveries or full for one delivery as per the contract.

(vii) The Supplier shall be required to submit a proforma invoice for each lot or schedule
for use in the placement of order and opening of the LC. The Proforma
Invoice shall be on total Cost and Freight (CFR) basis showing the freight charges
separately from the Free on Board (FOB) cost. KenGen will meet the
Freight Insurance cost.

(viii) A copy of the Performance Security, stamped and certified as authentic by the
Procuring entity, whose expiry date should not be less than 30 days from the LC
expiry date, shall form part of the documents to be presented to the Bank before any
payment is made.

(c) Advance Payment

Advance Payment is not applicable.

7.0 Contractor’s Responsibility at Site

The Contractor’s employees and their authorized representatives at site shall adhere to all
general regulations in force on the project site.

The Contractor’s representative, their employees, sub Contractors and their laborers shall at
all times respect the law of land. Employer shall have no liabilities for the personnel of the
Contractors, sub-agencies and shall be indemnified from legal process in respect of all acts
performed by them in their official capacity during execution of work.

The inspection by Employer’s representative/agencies and/or his countersigning inspection


certificate thereon shall in no way limit the liabilities and responsibilities of the Contractor
in the performance of the equipment supplied.

8.0 Site preparation, Supervision and installations.

The contractor shall be fully responsible for installation and commissioning of the
equipment and cabling and other related activities. The contractor shall provide all the

testing equipment and tools required for installation and commissioning and make his own
transport arrangements.

All kind of works including civil, electrical, carpentry, drilling etc. required for installation
of equipment/components shall be in the scope of the contract.

The contractor shall carry out complete installation through competent/ trained supervisor
and workmen. All material shall be handled and installed taking due care and avoiding any
damage to employer’s property and its personnel. Any damage shall be made good without
any cost to employer.

9.0 Storage of material/unloading at site

The Contractor shall unload the materials and store the same in a site store provided by the
Employer. It will be responsibility of the Contractor to carry the same from the stores of the
Employer to the location of installation.

SECTION F - TECHNICAL SPECIFICATIONS/REQUIREMENTS

1. GENERAL REQUIREMENTS

Kengen intends to install IP surveillance systems designed to allow customized surveillance at Tana
and Wanjii power stations.

The installed system shall meet or exceed the Technical specifications as detailed elsewhere in this
document.

2. SCOPE OF WORK

Scope of work under this section covers the provision of all materials, labour and services for
performance of work necessary for the design, manufacture, quality assurance, quality control,
assembly, testing, delivery at site, site storage and preservation, staff training, installation,
commissioning, performance testing, acceptance testing of the IP Surveillance systems at Tana and
Wanjii Power stations, and comprehensive warranty of the systems (including preventive maintenance
at no extra cost) for a period of two years as per specification hereunder.

As-built documentation and Technical literature of the equipment/components offered and


as published by the original manufacturer of the component, shall be submitted.

The contractor shall provide all the required equipment and services, whether explicitly mentioned in
these specifications or not to fulfill the intent of the specification and to ensure the completeness,
operation and maintainability of the system at no extra cost to KenGen.

3. SYSTEM FUNCTIONALITY.

The offered System will be based on IP infrastructure and will allow viewing of any camera from
any viewing station on the network at each station without any limitations.

All hardware shall have Full HD capability for processing, storage and display of images.

The system should allow for secure mode of communication and have an open architecture to allow
unlimited expansion depending on the recording rate of the storage server and viewing of cameras
and surveillance from multiple works stations over the network.

At both stations, the surveillance/monitoring stations will be sited at the control rooms and at the
main gates.

The system should have mapping software.

The system should in addition to administration user group allow creation of various user
groups/users with authorizations to view selected cameras. The administration user group shall
however be able to view all cameras at each site.

The system must have behavioral recognition features.

It should have the ability to deliver scalable and reliable actionable intelligence through video
surveillance systems.

The system should not rely upon pre-determined rules which would limit the systems performance
or reduce the ability for security and utilize the full field of view of the camera feed.

The system must increase situational awareness within the field of view of the video surveillance
camera, without system failure or downtime, proving a reliable source of intelligence.

Further, the video analytic must be scalable to meet the challenges of securing a large network
across a wide variety of locations.

The system should allow its user’s features, such as: receiving alerts through other technology
platforms and mobile devices, as well as dynamic forensic tools for research and investigation
( Smartphone and Dynamic Form Factor Capabilities).

The system must possess the ability to be integrated with a variety of systems which includes and
not limited to Access control system, Video Management System (VMS), Building management
system, Physical Security Information Management (PSIM) platforms, similar or third party IP
surveillance systems and other devices to truly enhance security and operations.

The bidder must provide a list of Access control system(s) that can be interfaced directly with the
proposed IP Surveillance system. The bidder will also be required to give a brief description on how
the interfacing can be done.

The system should support event driven alarm generation triggered by defined events or input from
configured video analytics.

The system should support time of day dependent recording.

The Video Analytics must deploy easily and rapidly on large scale video networks and it must
provide actionable information to the user without inundating them with false alarms.

The system should Easily Manage Properties and Settings for a Collection of Cameras

The system should have articulating Value Proposition of Behavioral Analytics.

Time synchronization shall be by means of an external GPS system.

The system should support the following analytics;

(i) Camera sabotage


(ii) Loitering Detection
(iii)Stopped Vehicle/ abandoned object
(iv)Directional Motion/ Adaptive
(v)Object counting

4. SYSTEM DESIGN & HARDWARE.

Each of the two stations shall have a complete, but independent IP Surveillance system as detailed
in the tender, but the two systems shall be configured such that integration for purposes of remote or
central surveillance may be possible in future.
All network devices shall be assigned IP addresses statically, but should it be absolutely necessary
to use DHCP for IP address assignment, then the IP addresses MUST be within a defined range.

The proposed system shall comprise of the following distinct units;-

(a) A Network Video Recorder Server for storage of recorded images


(b) A system manager-to manage and co-ordinate the key functions of the system. This can also
serve as the system administration station. The system manager may be in form of software,
separate hardware or hardware and software integrated in the NVR server.
(c) Surveillance stations-for viewing of live images or playback of recorded images. This may
also be designated as the system administration station.
(d) Special IP surveillance system application software complete with non-renewable licenses.
(e) Active network devices-switches, media converters etc
(f) Various types of IP cameras as specified in the tender
(g) System cabling and other accessories required to build the system LAN
(h) Power Supply devices (UPS systems, converters etc) and power supply cabling.
(i) 32” full HD LED Monitors for surveillance stations.
(j) Suitable sizes of well ventilated cabinets to house the system hardware.
(k) All other devices or materials not necessarily specified, but required to build a complete IP
surveillance system to meet requirements in this tender.
(m) GPS system at Wanjii and Tana for time synchronization.

The functions of the Network Video Recorder Server and surveillance station shall not be integrated
on the same hardware.

The primary system hardware (i.e Network Video Recorder Server, System manager (if external)
and IP Cameras) and software shall be from the same manufacturer.

The central/common equipment shall be installed at the server room at the office block for case of
Wanjii power station, and at the server room at Farab camp office for the case of Tana power
station. At each station, the surveillance workstations shall be installed at the control rooms and at
the guard houses at the main gates.

At each surveillance point, all cameras will be viewed on a dedicated 32” Full HD LED screen. The
second and similar screen shall be used to display the map of the whole area under surveillance.

Central/common Equipment (NVRs, system manager (if not integrated within the NVR), core
switch, Central UPS system etc) of each of the systems shall be installed in size 40U cabinets at the
respective stations. Such cabinets shall have a transparent front door and be fitted with four (4 No.)
240Vac cooling fans controlled by a thermostat.

All other equipments, including but not limited to workstations, LAN switches, media converters
and UPS systems shall be installed in suitably designed lockable wall mount or free standing
cabinets of size not smaller than 12U. The cabinets shall be earthed by means of connection to the
existing station earthing system using a suitable size of copper cable.

All cabinets should be designed to facilitate access from both the front and back.

The preferred design is to have devices at the surface building level and those at the powerhouse
level connected via suitable Layer 2 or Layer 3 switches using Optical Fiber medium for inter-
connectivity.

Sections of Multimode optical fiber cable exist at Tana and Wanjii as detailed below:

Tana:

(i)Farab camp office area and the new office block at old power house area
(ii)Radio Room at Head pond to nursery school at the staff quarters
(iii)Old power house to the adjacent new office block

Wanjii

(i) Office block (East Wing) to Office block (West Wing)


(ii) Office block (East Wing) to New stores building
(iii) Office block (East Wing) to communications mast area

In each section, a single pair of fiber in the cable will be available for use at no cost. The contractor
shall be required to provide and install all necessary network and interfacing devices to facilitate
connection of the remote devices to the central equipment.

The contractor shall not disrupt any services relying on the existing infrastructure, and will be
responsible for any such disruption, and will be required to take appropriate measures to address
any loss or failure arising from their actions.

Eight (8)-core multimode optical fiber cables designed for underground installation shall be
installed as follows:

Tana:

(i)New office block at old power house area to radio room at Head pond (approx.800meters)
(ii)Old powerhouse to new power house (approx.400meters)
(iii)New social hall to Guest house No.1(approx.500meters)
(iv)Guest house No.1 to Guest house No.2 (approx.100meters)

The contractor shall provide and install necessary interfacing devices and cabinets to facilitate
optical fiber connectivity between the various points as detailed above.

Based on the information obtained during the mandatory site visit and design requirements, the
contractor may install additional sections of optical fiber cables to meet the Technical requirements
of the tender. The additional cable lengths and associated materials shall also be included in the Bill
of Quantities and the price schedules.

All the cameras at Mesco power station shall be viewed from Wanjii power station, while for case
of Tana, cameras at Merilla dam shall be viewed from Tana power station. Microwave radio links
shall be installed to provide connectivity between the sites. Detailed specifications of the
microwave radios are included elsewhere in this document.

To establish line-of-site conditions for the links, the contractor shall construct 40 meters and
20meters high lattice/guyed masts at Mesco Power station and Merilla dam respectively.

5.0 PERFORMANCE CRITERIA AND GUARANTEE

The surveillance system along with all auxiliaries and accessories shall be capable of performing
intended duties under specified conditions. It is the responsibility of the contractor to supply the
equipment as per guaranteed technical, reliability and performance.

6.0 INSPECTION, TESTING AND COMMISSIONING

On completion of installation, all the equipment and installations shall be inspected jointly by the
Employer and the Contractor for their correctness and completeness at the site of installation during
acceptance tests.

Any other tests, as Employer may deem fit so as to confirm the performance or to establish the
compliance to technical specifications of either individual hardware items or integrated operation of
video surveillance system shall be conducted by the Contractor at site. Should the results of these
tests show any deficiency/deviation specifications, the contractor shall do the
modification/replacement/addition necessary to make the system compliant to specifications at own
cost.

All Hardware and software comprising the IP Surveillance system installed at each of the stations
within the scope of the tender shall be put on reliability test for 30 days before the Employer issues
the certificate of successful commissioning.

7.0TAKING OVER

The system shall be taken over by the Employer from the contractor after the successful completion
of site test and commissioning as per the tests mentioned above. A takeover certificate will then be
issued.

8.0 TRAINING OF EMPLOYER’S PERSONNEL

The Contractor shall provide site training for operators as well as factory training at the
manufacturer’s factory/training site for four (two for each station) technical staff. The cost for
factory training should be indicated clearly in the bill of quantities. The training scope and quality
shall be such as to provide the trainees with comprehensive understanding of all operational and
maintenance aspects applicable to the Works.

The successful bidder will be responsible for all costs of the training (training venue, training
materials, trainer, air fares, local transport from hotel to training center, KenGen’s staff allowances
at the applicable civil service rates, insurance etc).

9.0 WARRANTY PERIOD

The system installed at each station shall be under warranty for a period of 24months effective the
date of issuance of Take over Certificate. During this period, the contractor shall carry preventive
maintenance on quarter yearly basis, and remedy any defect(s) affecting any component of the
system, including supply and installation of any necessary spares or equipment at no cost to the
Employer.

A comprehensive Service Level Agreement (SLA) shall guide service delivery by the bidder during
the warranty period.

10. POWER SUPPLY ARRANGEMENT

KenGen shall make available 220 VAC at 50 Hz power supply at the nearest distribution board. The
contractor shall supply and install all materials necessary to extend the power supply to the
equipment to be installed. This shall be factored in the Bill Of Quantities.

If the offered equipment is operating at different voltage level, it will be in the scope of the
Contractor to furnish all required hardware to make the offered system compatible with the
specified power supply arrangement.

The Contractor shall supply a central UPS system for back-up power to guarantee uninterrupted
working of all components of the surveillance system for a minimum of six hours (6hrs) at each of
the stations.

The proposed UPS shall however not be less than 10KVa in rating.

An inverter and battery combination may be acceptable as an alternative source of equivalent


backup power.

Remote active devices shall be powered via suitably rated UPS systems to provide power supply
back up time not less than that of the central UPS system.

Equipments installed within the respective cabinets shall be powered via standard 19 inch rack
mount power distribution units (PDUs). Each PDU will have distinct power supply isolation point
by means of a dedicated switch and a suitably rated Circuit Breaker.

11.WARNING SIGNS

The contractor shall install warning signs with the words “Warning. This premises is under 24hour
CCTV Surveillance”. The words shall be engraved on a plate measuring at least 1ftX3ft made of
weather resistant material. The font size shall be not less than 50mm in height and 5mm thick. The
letters shall be in Upper Case.

The contractor shall be required to verify the distances between the various points of interest during
the mandatory site visit.

12. SYSTEM COMPONENTS SPECIFICATIONS

12.1 NETWORK VIDEO RECORDER /STORAGE SERVER

This shall be a purpose built hardware optimized for storage of high definition
Video streams.
The Network Video Recorder Server/Storage server shall be installed at each of the two stations
within the scope of the tender.

The Network Video Recorder shall record video and audio streams from high definition IP cameras
on the network.

The Network Video Recorder shall be an enterprise server class computer installed with enterprise
class SAS or SATA storage disks.

The Network Video Recorder shall provide performance enhancement and fault tolerance by
employing RAID 5 or RAID 6 parity across all storage drives to protect recorded data against a hard
disk drive failure. In addition, it shall feature a hot drive swap that automatically configures the
drives when installed.

The Network Video Recorder’s chassis shall be designed for video surveillance recording
applications and encompass redundancy at all vital points:

(i) Redundant, hot swappable power supply modules


(ii) Redundant, hot swappable mid-plane fans
(iii)Hot swappable storage disks
(iv) Redundant cooling fans
(v) 1 Gbps network connections.

The Network Video Recorder’s chassis shall be designed for online service and maintenance and it
shall be such that replacement of most of the key components (hard disk drives, fans, power
supplies units) shall be possible without necessitating removal of the server from the rack.

The Network Video Recorder shall use the SAS protocol to support direct attached storage
expansion boxes. The network storage manager shall allow for connection to multiple storage
expansion boxes that can be connected to the network storage manager to increase retention
durations. It shall also maximize storage efficiency using a mechanism of automatic IPS reduction
technology, a time- and priority-based system that identifies data to be removed when storage time
expires.

The direct attached storage boxes shall support a mechanism to daisy-chain storage boxes together
through an SAS or SATA cable. All enclosure management and diagnostic messaging shall flow
through the SAS connector to the host Network Video Recorder.

The Network Video Recorder shall be built upon a reliable and robust enterprise server class
operating system. Any of the following operating systems is preferred; Unix, Red Hat Linux ,
Microsoft Windows Server 2008 R2 or Solaris.

The Network Video Recorder shall use distributed load balancing across other Network Video
Recorder that may be configured in storage pool and provide automatic network failover from any
box to any box. Based on the configuration, it shall be possible to create an N + N failover scheme
within the storage pool. The duration of time shall not exceed 90 seconds between the time a unit
fails and when its associated cameras become equally distributed onto remaining Network Video
Recorders.

The Network Video Recorder shall support a guaranteed recording throughput of 250 Mbps per
storage device with a minimum of 64 Mbps of read throughput. This throughput shall be
guaranteed under normal and error (RAID rebuild) conditions.

The Network Video Recorder shall supply up to 32 simultaneous playback streams and up to 10
simultaneous queries.

The Network Video Recorder shall support the recording of MPEG-4, H.264 baseline,
H.264 main profile, and H.264 high profile streams from standard resolution, megapixel and high
definition cameras.

The Network Video Recorder shall support continuous, scheduled, alarm/event (including analytics
alarms), motion, and manual recording. Pre- and post-alarm periods shall be programmable up to
the total capacity of the system.

The Network Video Recorder shall support bookmarking and locking/unlocking of video content on
the drives.

The Network Video Recorder shall support privacy tools that allow administrators to establish
maximum retention durations for normal, alarm, and locked video.

The Network Video Recorder shall support an intelligent video grooming protocol that can reduce
the frame rate of recorded video as the video ages. Administrators shall have the flexibility to
determine whether to groom alarm video or leave it at its real-time level.

The Network Video Recorder shall offer both unsecured and secured modes, using a proprietary key
system in the secured mode to prevent communication from unauthorized devices.

The Network Video Recorder shall have the ability to reports all diagnostic events, including
software status diagnostics to a centralized user interface. In addition, SNMP traps shall be
available for monitoring using a third-party SNMP management console.

The workstation shall:-

• Include an advanced software package, and shall provide full access to operations
through a user-friendly and highly intuitive graphical user interface. The workstation
interface shall use drag-and-drop operations, context menus, and tool tips to enable
interactions. The PC workstation shall have sound, graphics, color, and on-screen
messages to provide ongoing feedback about user activity and system status.
• Allow administrators to configure devices, set up users, adjust network settings, and
create recording schedules. Permission to access these functions and all other system
services can be configured to a fine level of detail including the ability to restrict
cameras from viewers, allow or restrict digital zoom, Zone of Interest™ operations, or
the ability to configure maps. In addition, user permissions shall allow for designated
users to receive and respond to alarm and system diagnostic messages.
• Use a graphical user interface and keyboard/mouse that runs on 32-bit Microsoft®
Windows 7 Professional or higher for monitoring live and recorded video.
• Have advanced search capabilities, event logging, and alarm interface displays. The
PC workstation shall export video and still images in multiple formats, including
QuickTime® MPEG-4, H.264, AVI, BMP, and JPG. The unit shall provide a front
panel USB port and DVD-RW drive to make it capable of exporting video clips and
still images to external media. Authentication software shall be exported
automatically.
• Allow users with authority to monitor content from standard resolution and
megapixel resolution cameras and encoders throughout the network, configure
devices, set up users, adjust network settings, and create recording schedules.
• Support cameras from multiple manufacturers
• Be capable of decoding up to 16 simultaneous 4CIF resolution, 30 images per second
(ips) video streams encoded in MPEG-4, or 12 simultaneous 4CIF resolution, 30 ips
video streams encoded in H.264 baseline profile, or 2 simultaneous 1080p video
streams encoded in H.264 baseline profile.
• Be capable of minimizing the CPU processing load and network bandwidth required
by a scheme that automatically seeks out and subscribes to a secondary stream from
the cameras at a lower resolution when the display is changed to a multichannel
display.
• Automatically load a user’s language preferences, camera groups, and screen
configurations upon login
• Detect the monitor’s native resolution and provide users with single, 2 x 2, 3 x 3, 4 x
4, 1 + 5, 1 + 12, 2 + 8 displays for 4:3 aspect ratio monitors and shall provide 3 x 2
and 4 x 3 displays for 16:9 aspect ratio monitors.
• Retain the camera’s aspect ratio and allow mixing standard resolution and megapixel
resolution cameras on the same display
• Provide digital zoom capability for any camera in live or playback mode.
• Allow any combination of live or playback video on the same monitor at the same
time. The workstation shall provide time-synchronized playback of up to 16 cameras
simultaneously.
• Provide a zone of interest feature that can generate multiple independently controlled
and zoomed images from a single image and allow operators to maintain a panoramic

view of the scene while closely monitoring selected areas. This shall be
accomplished without requiring additional network throughput.
• Notify designated operators of all alarms on the system in an alarm tab. Video
thumbnails shall be available for visual verification within the alarm monitoring
workspace. Alarms can be acknowledged or snoozed by the operator. The PC
workstation application shall support the functionality to view procedures and
instructions for given alarms; triggered to appear during alarm events.

The workstation interface shall allow the user to view live video; control cameras; record
video; and search, playback, export video. It shall allow for multiple monitor support.
Cameras can be assigned to a user-defined location or camera group. The locations or
groups can then be used in the display, sorting, and selection of devices. The PC workstation
shall have a powerful script management and programming interface. The workstation
application shall support the ONVIF function.

The PC workstation shall display content encoded in MPEG-4, H.264 baseline, H.264 main,
and H.264 high profile.

The system shall be capable of customizing the display area to suit user preferences. All
aspects of the graphical user interface can be resized, torn-off and moved to other monitors,
or simply hidden. Up to 6 customizable workspaces can be created and loaded with camera
groups to facilitate easy and efficient monitoring. The system shall allow for up to two
detachable video display windows to accommodate up to a 32-camera display.

The PC workstation shall be capable of the following operations:

(i) Automatically control the cameras through an alarm trigger

(ii) Detection and alarming upon recognition of an abandoned or missing object

(iii)Graphical display of area of coverage in form of a map with clear indications of


camera locations.

(vi)Adjust the zoom lens

(vi) The ability to control the camera menu and set up the camera through the IP
video security system

(vii) User prompting in form of audio alarm in event of an alarm condition on


camera or major component of system.

The workstations shall be installed in adequately ventilated steel cabinets.

12.4 NETWORK CAMERAS

12.4.1 GENERAL

This specification applies to all fixed (box type, dome and 360degrees view fisheye type) IP
Network cameras required in this scope of works.

All cameras shall operate in true day/night mode to guarantee operation in indoor and low-
light environments.

All cameras shall be Full HD Color in day mode.

In true day/night mode, cameras shall provide advanced low-light capabilities with
sensitivity down to 0.15 lux in color and 0.015 lux in black &white.

The network camera shall offer dual video streams with up to 3.0 megapixel resolution in
progressive scan format.

Alarms input and relay output shall be built in for integration with hard wired external
sensors.

The IP camera shall be capable of firmware upgrades remotely, over the network.

Parameters for each of the features shall be configurable through a standard Web browser
interface.

The network camera shall offer a service connector to assist the installer to set field of view
and focus the camera.

The network camera shall support two simultaneous, configurable video streams. H.264
and MJPEG compression formats shall be available for primary and secondary streams
with selectable Unicast and Multicast protocols. The streams shall be configurable in a
variety of frame rates, bit rates, and GOP (a group of pictures) structures.

The extended platform shall give real-time video (30 ips) with HD resolution using H.264
compression for optimized bandwidth and storage efficiency.

The camera shall support industry standard Power over Ethernet (PoE) IEEE 802.3af to
supply power to the camera over the network.

The camera shall use a standard Web browser interface for remote administration and
configuration of camera parameters. The browser interface shall support multiscreen
remote monitoring for up to 16 cameras on the same virtual local area network (VLAN).

The camera shall support standard IT protocols. At the minimum, the following protocols
must be supported: IP, HTTP, IGMP, UDP, Power-over-Ethernet, VLANs, Trunking, Real
Time Protocol (RTP), SNMP

The camera shall support open architecture best practices with a published API available to
third-party network video recording and management systems.

12.6. WORKSTATION MONITOR

12.7 UPS SYSTEM FOR CCTV

The contractor shall install UPS systems at each station to provide back-up power supply to all
components of the CCTV system in event of failure of mains supplies.

12.7.1 Technical Specifications:

This specification applies to the central/main UPS system.

Rating: 10Kva with external batteries to provide for back up capacity of six hours (6hrs) for all
components of the installed surveillance systems.

12.8 CABLING AND OTHER INSTALLATION MATERIALS.

Outdoor Cat6 STP cable shall be used for Ethernet network cabling. The cable shall also be
installed in a heavy gauge PVC conduit for mechanical protection.

For underground cables installations, the cables shall be installed in heavy duty PVC conduits and
the paths shall be cleared marked. “Danger-Hatari” slabs shall be laid just above the metallic
conduits along the whole cable path.

In event that roads, walls or any other existing infrastructure are interfered with during the works,
the contractor shall be required to restore them to their original condition before the works.

12.9 ACTIVE NETWORK DEVICES

At each station core Network switches shall be of type Cisco Catalyst 3560X or the latest equivalent
model of type Cisco. Specifically, the switch must support at the minimum-the following protocols:
IP, HTTP, IGMP, UDP, Power-over-Ethernet, VLANs, Trunking, Real Time Protocol
(RTP),SNMP.

Switches connecting remote devices to the central equipment maybe from a different vendor but
preferably Cisco and must support minimum port speed – 100Mbps full duplex, Auto Negotiation
auto MDI/MDX.

All connections to remote devices shall be done using optical fiber medium, except for connection
of the Cameras at Mesco to Wanjii, and the cameras at Merilla dam to Tana, for which cases,
microwave radio links as specified shall be used.

Microwave radios comprising the two links shall be of type Cisco, RAD or Motorola

All internal cabling must be done using CAT6 STP Outdoor type of cable.

All trunk connections between core switches must be done using dual 1Gbps ports with port
bonding configured on the switches.

All active network devices shall be installed in suitably ventilated cabinets.

12.10 MICROWAVE RADIO LINK

12.10.1 COMMUNICATIONS MAST

These will be lattice/guyed type standard Telecommunications masts.

The successful bidder shall supply all necessary materials, fabricate and assemble, earth and paint
the mast.

The earthing shall be done to achieve earthing resistance ≤0.7Ω. The bidder shall be required to
carry out an earthing resistance test to confirm the value. This test shall be witnessed by KenGen’s
representative.

The mast shall be fitted with a lighting arrestor, aviation lights, copper earthing strip (cross sectional
area ≥25mm sq.) from top to bottom and three earthing points.

All metallic parts of the mast shall be made of galvanized iron, and guy/stay wires shall be made
from a stainless steel wire of a suitable cross sectional area. The mast shall be supported evenly
along its height at three points, and at an angle of 120degrees.

It shall be painted with reflective Red and White paint standard type for communications masts.
The contractor shall invite KenGen’s Engineer to inspect the metallic parts of the mast at the
workshop before application of paint.

The foundation shall be designed and constructed to provide sufficient structural strength for the
mast to support its own weight, wind loads, two persons and antenna weight of up to 20kgs.

Detailed designs for the masts and their foundations MUST be included.

CONTRACT FORM

the Goods and services and the remedying of defects therein, the Contract Price or such
other sum as may become payable under the provisions of the contract at the times and in
the manner prescribed by the contract.
