PROJECT TITLE: #BALAOG: 7R ReUse It Program

THEME: Promoting environmental 7Rs in schools which will instill the right values
and attitudes in mitigation, adopting Climate Changes, and inculcating proper solid
waste management through reuse concept.

II. RATIONALE:
As stated by Kathy Watkiss of Cook Country School District #104, “Just today, a girl
was joyfully sharing facts with her classmates from a book called Dino Poop. This book was
from SCARCE and needed a little repair so I taped it up and cleaned it up. Without SCARCE,
my students would not have access to books of their own. Research shows that more books in the
home mean better reading levels which are why I give my students books to keep.”
SCARCE stands for: School & Community Assistance for Recycling and Composting
Education which aims to promote Environmental Education and one of these projects is the
SCARCE Rescue Project. This project helps to remove ‘resources’ from the landfills like books,
pens, pencils, papers, etc. They donate it to schools that have no library and have no supplies to

open library. Moreover, they helped schools that lost books due to flood and they help anyone in
need.
This program entails the concept in solid waste management. Through this program,
everyone could donate their old school supplies and can be re-design into new school supplies. In
that sense, we can help the environment and the people to lessen the production or the scattering
of wastes in different places. In short, we can apply the concept of waste management.
In connection with the issue above, the City Government of Naga, headed by the City
Environment and Natural Resources Office with the special participation of the Naga City Youth
Officials 2018, will bring again the program in Naga City like what the City Youth ENRO did
last 2015. The version of Naga is to collect not only schools supplies but also sports materials.

The City ENRO is hoping that this program will be implemented before the School
Season begins.

III. OBJECTIVES:
The project is driven with the following objectives;
 To promote an environmentally proactive citizenry imbued with a sense of
responsibility to care and enhance environmental quality that is conducive to
their well-being.
 Promote environmental awareness by means of 7R (refuse, reduce, reuse,
recycle, rehome, replant, and rot) concept through donating of used school
supplies and sports equipment to our indigent students of Naga City meeting
their school and recreational needs.
 With this simple effort, we bring joy, inspiration and hope to our younger
generations. Also, we dealt, address, and mitigate the challenges and problems
such as environmental pollutions.
 To inculcate the proper concept of solid waste management to the 21st century
learners and most especially to the entire community.

VII. PROJECT DESCRIPTION

#BALAOG: 7Rs ReUse It Program was adapted to the San Carlos City’s Environmental
Program “#NOTEBOOK”, an Environmental Advocacy to reduce waste pollution that
encouraged donating their unused or used notebooks, bags, pens and other school supplies
stationed in the City Hall. Through this, we can also promote the proper application of RA 9003
or the Ecological Solid Waste Management Act of 2000.

The Naga City version of their program will be entitled #BALAOG which will not limit the
acceptance of donated school supplies but the inclusion of sports equipment (this includes used/
unused balls: basketball, volleyball, takraw, badminton, etc…)
The project proponents will be providing fabricated two (2) drop boxes and donation log
book that will be station at the City Hall Lobby, City Hall Compound, Naga City and to our
partner establishment at SM City Naga, Robinsons Place Naga, and other partner agencies near
the Mall entrance. All donated supplies will label and safe keep by the Lingkod Barangay Office
and provide a Certificate of Appreciation for benevolent donors.
The program will be promoted thru social media (facebook, instagram, tweeter, etc…) and
will be posted at the Naga City official website, Naga Smile, City ENRO, Naga City Sports
Office and Naga City Youth Officials facebook pages. There will be information dissemination
thru tarpaulin advertisement in 27 barangays, schools, and TV appearance and distribution of
letter of support to our partners from different sectors and agencies.
VII. PROGRAM

The Program runs from May 8, 2018 – June 4, 2018. Moreover, it is a continuous project
which aims to collect donations and distribute all benefactions will be given on June 4, 2019,
9:30am at the Naga City People’s Hall.
