1 PROJECT OVERVIEW

1.1 Concise Project Description

The project refers to the provision of consultancy services by the Consortium of


ASPROFOS and RDC (hereinafter mentioned as ASP/RDC) to Ceylon Petroleum
Corporation (CPC) for the:

(a) FEED of a Storage facility of 3x10.000 Mt jet A1 fuel tanks at Muthuirajawela


terminal
(b) FEED and Feasibility study of a 23 km (approximately) jet A1 fuel Pipeline from
Muthurajawela Terminal to Bandaranayke International Airport (BIA)
(c) Feasibility Studies examining: possible improvements at the offshore discharge
facilities of the SPM terminal; possible connection of Dolphin Pier with
Muthurajawela CPSTL (Ceylon Petroleum Storage Terminal Ltd) terminal via a
pipeline; review of imported Jet-A1 streamlining scenarios for the connection of
Muthurajawela CPSTL, Dolphin Pier, CPC Refinery and Kollonawa CPSTL via a
linking pipeline (according to the ITB document B/52/2014).

1.2 Scope of Work

The detailed analysis of the project scope of work comprises the following studies:

1.2.1 Pre-Feasibility Study Report for the Jet A1 Fuel Pipeline

The Pre-Feasibility study refers to a desktop analysis combined with a field


reconnaissance survey for the selection a land corridor suitable for the design
of a technically feasible jet A1 fuel pipeline route. ASP/RDC will examine and
evaluate all the possible route alternatives and finally will propose the best
option (‘’the base case’’) to cater all the necessary technical studies and
assessments of the project.

1.2.2 Topographical Survey Reports

Based on the results of the Pre-Feasibility study, ASP/RDC will perform the
topographical route survey on the basis of a field topographical data
collection work. This study will offer the accurate topographical background
and the route alignment to be used in the engineering and design studies
which will be performed in later project phases.

1.2.3 Geotechnical Survey Reports

ASP/RDC will perform a geotechnical investigation, based on in-situ collected


data (samples from bore holes) for evaluation of the soil suitability and
geological stratigraphy at the area of Muthurajawela tank farm and the BIA.
Field samples will be also taken at selected locations along the jet A1 fuel
pipeline route.

1.2.4 Recommended Construction Methodologies

Based on the field verification and desktop analysis data collected for the
best route option, ASP/RDC will describe the pipeline construction
engineering practices methodologies that will be followed by the EPC
contractors for the linear construction work along the route of the jet A1 fuel
pipeline and inside the Muthurajawela tank farm as well.

1.2.5 Environmental Impacts Assessment (EIA)

ASP/RDC will evaluate the environmental and social baseline records along
the selected best option route and alternatives as well, related to: soils,
surface geology, watercourses, ecosystems, land use, residential settlements,
air quality, acoustic environment, landscape, cultural and archaeological
heritage, socioeconomic factors, biodiversity, flora, fauna, industry and
infrastructures. Based on this data evaluation, the environmental and social
impacts will be outlined along with proposals for mitigation measures and an
overall environmental and social management plan.

1.2.6 Feasibility Study Reports

ASP/RDC will provide three (3) feasibility studies dealing with the following:

(a) Examination of the possibility for installation of a product pig separation


facility at the location where the Offshore SPM, PLEM (Pipeline End
Manifold) and Discharging Facilities are installed
(b) Examination of the possibility for connection of Dolphin facilities with
Muthurajawela terminal via a pipeline system
(c) Review of ant remaining scenario(s) for the linking of CPSTL
Muthurajawela terminal, Dolphin Pier, CPC Refinery and CPSTL
Kolonnawa via pipeline.

1.2.7 Front End Engineering Design (FEED)

ASP/RDC will prepare and issue all the basic design documentation: process
and mechanical design; interconnection piping and pigging facilities; pipeline
crossings design basis; data sheets and material requisitions for the long lead
items: pipes, pumps, tanks, motor operated valves, process equipment and
instrumentation items; typical drawings and design specifications applicable
in the detailed design and construction of the civil, mechanical, piping,
instrumentation, electrical and cathodic protection works.

1.2.8 Bidding documentation for the EPC / Turnkey Contract

ASP/RDC will prepare a complete bid package for the EPC/Turnkey


contractors including all the produced FEED documentation along with
description of the scope of work and the related technical, HSE and quality
requirements. Also, ASP/RDC will provide support services to CPC
representatives in the course of the EPC qualification and evaluation
procedures.

1.2.9 Local Authorities Approvals

ASP/RDC will establish a close collaboration with Sri Lanka’s authorities, in


order to communicate the concept of the project and its alternatives and to
obtain all necessary approvals.

1.2.10 Training activities in Sri Lanka and Greece

ASP/RDC will provide training services to CPC’s personnel, in Greece and Sri
Lanka as well, on technical and administrative issues of the project, in order
to constitute them knowledgeable on the pipeline and tank technologies, and
also, on issues of the EPC contract management.

1.4 Special Requirements

1.4.1 Secrecy constraints and confidentiality

The secrecy constraints and confidentiality conditions between ASP/RDC and


CDC are covered following the provisions of the contract agreement between
CPC and ASP/RDC.

1.4.2 Insurance requirements

The insurance requirements of ASP/RDC are in accordance with the


provisions of the contract agreement between CPC and ASP/RDC.

1.4.3 Health / Safety / Environment (HSE)

All the legislative and regulatory requirements of Sri Lanka’s state regarding
the HSE issues, and in addition, the ones of Greek and EU legislation, shall be
strictly kept by ASP/RDC during the project execution. The compliance of
ASP/RDC with the HSE requirements aims to assure that the risk to working
people (engineers, designers and supervisors, etc.) or damage to the Sri
Lanka’s environment and people’s property, shall be avoided, or at least
eliminated, to the minimum possible level.

1.4.6 Split of responsibilities

The responsibilities of the parties with the performance of the project are
split as follows:

a. CLIENT: Ceylon Petroleum Corporation (CPC) is the CLIENT of the


Project and is responsible of the project governance. It is CLIENT’s
responsibility to provide technical input data and instructions for the
project to ASP/RDC and to review/approve the documents which will
be produced and to control the work progress

b. CONSULTANT: the Consortium of ASP/RDC is the CONSULTANT of the


Project and responsible for elaboration of the prescribed scope of
work. Also, CONSULTANT’s responsibility is to review the CLINET’s
inputs by its own resources and to inform promptly the CLIENTfor any
emerging issue of the project.

c. Contractors: not applicable.

d. SUBCONTRACTOR: as SUBCONTRACTOR is meant any party providing

3.8 Project Risk Management

ASP/RDC understands that the risk is a future event that may insert to all project
activities and may create effects on the project objectives: scope, schedule, cost and
quality.

The Project Risk Management of the ASP/RDC Consortium deals with the
establishment of a set of risk management process regarding the planning of the risk
management system, the identification of risks, the qualitative risk analysis, the
quantitative risk analysis, the risk plan responses and the controlling/monitoring of all
the identified project risks.

ASP/RDC Project Risk Management relates to regular reviews for evaluation of the
project risks and decisions to be taken for elimination and/or mitigation of any
identified risks.

ASP/RDC Risk Management is based on a Risk Analysis that it carried out by


considering: (a) the probability of an advert event occurrence during the execution of
the project activities and (b) the magnitude of the impact to project progress, performance
and quality.

In the following Table-2 and Table-3 it is reflected, the qualitative and quantitative views of
the Risk Impact Identification matrices, respectively, on which the outcome of the performed
Risk Analysis is based on.
