INTRODUCTION

This research is all about the effect of free tuition fee to the cultural scholars of Bulacan

State University Bustos Campus. We conduct this research to see the effect to the student about

the free tuition fee that implemented by our President.

Our general objective of this research is to determine or to know the effect of free tuition

fee to the cultural scholar of Bulacan State University Bustos Campus.

And our specific objectives of this research is to know the responses or reactions of the

cultural scholar students about the free tuition fee.

To find out the changes to their cultural group member.

Identify the reason why the students join to the cultural group of the school and we will

discuss about their reaction or response to free tuition.

When President Duterte signed the free tuition act into law last August 3, 2017, many of

us had a lot of questions. There was lots of confusion about when the law would be enacted,

especially considering that the school year was already starting.

R.A. 10931 or the Universal Access to Quality Tertiary Education Act is an act that will

provide for free tuition and other school fees in state universities and colleges (SUCs), local

universities and colleges (LUCs) and state-run technical vocational institutions (TVIs).

Under the law, the government will provide for the following; tuition covered other

school fees: library fees, computer fees, laboratory fees, school ID fees etc.
Filipino students can now expect the full implementation in the country by June 2018

(AY 18-19). The implementing Rules and Regulations (IRR) is being drafted by CHED,

TESDA, DBM and DOST.

The Cultural Scholarship is an annual partial scholarship provided to a select number of

newly admitted students with distinguished achievements in the fields which include artistic and

cultural activities such as music, singing, dancing, acting, drawing or writing.

Statement of the Problem

The general problem of this research is: “What is the effect of free tuition fee to the

cultural scholars of Bulacan State University Bustos Campus”.

Specially, it sought answers the following question:

1. What is the profile of the student respondents in terms of:

1.1 Age;

1.2 Gender;

1.3 Course/ Department;

1.4 Year Level;

2. What is the students opinion in terms of:

2.1 Free tuition;

2.2 Cultural Group?

3. What are the different results from the respondents?

3.1 Positive Responds;

3.2 Negative Responds; or

3.3 Equal response


Significance of the Study

Free tuition is important for those students who can’t afford to continue studying. So

many students are happy for the full implement of free tuition law. This research expect that this

study entitled “The effect of free tuition fee to the cultural scholars of Bulacan State University

Bustos Campus”. The result of the study gathered will be benefits to the following:

Administration: The result of the study help to identify the problem of the student and factors

affect their learning. And help to understand the new law that implanted.

Teachers: The result of this study helps to formulate their plan to resolve the difficulties of the

subject and to distinguish the appropriate methods and the strategies to be used.

Students: The result of this study helps to determine the effect to the cultural scholar students of

free tuition fee.

Parents: The result of this study is to have a big help to the financial and to save money because

of free tuition.

Scope and Delimitation

This research focused on the effect of free tuition fee to the cultural scholars of Bulacan

State University Bustos Campus.

This research determined the response about free tuition and the changes to the cultural

scholar student about free tuition. There are three types of responses: the positive and negative

response and equal response.

Review of Related Literature

Scholar is a person who is highly educated or has an aptitude for study. A student holding

a scholarship. Cultural is relating to the ideas, customs and social behavior of a society.

Effect refers to a result or change of something.

Law is the collection of rules imposed by authority.


Free education is education funded through taxation or charitable organizations rather

than tuition funding. Many models of free higher education have been proposed.

There have a selection process to become a scholar were selected through a competitive

examination. The first examination was held in 1885. It was set by local scholars led by

Archdeacon Thomas Meredith.

Scholarships are awarded based on specific criteria for students. They should qualify on a

stringent process required by the grantee. It is necessary that the awardees should maintain and

manifest consistent excellent academic standing to uphold to the scholarship. It usually reflects

the values, goals and purposes of the grantee.

Scholarship is an award of financial aid for student to further their education.

Scholarships are awarded based upon various criteria, which usually reflect the values and

purposes of the donor or founder of the award.

Review of Related Studies

The aforementioned related literature implies that effect of free tuition fee to cultural

scholar students.

The review of related studies provides materials to serve as backbone of this study. A few

related studies to this work are here under stated.

According to Congressman Win Gatchalian is known for his education reformed “Free

Higher Education Act” (House Bill No. 5905) and continuous to draft education-related bills that

will help students to be more competitive. With Kuya Win’s proposed measure “ Free Higher

Education Act “, I can say that he is really looking after the welfare of the youth. He believes
that every Filipino deserves higher quality education. To make it accessible, he has proposed a

tuition-fee education in all state universities and colleges (SUCs) in the Philippines.

In 2010, According to CHED’s data, two out of five high school graduates (or about

40%) did not proceed to college, due to the high cost or tertiary education.

Boyer’s Model of scholarship is an academic model advocating expansion of the

traditional definition of scholarship and research into four types of scholarship. It was introduced

in 1990, by Ernest Boyer. According to Boyer, traditional research, or the scholarship of

discovery, had been the center of the academic life and crucial to an institution’s advancement

but it needed to be broadened and made more flexible to include not only the new social and

environmental challenges beyond the campus but also the reality of contemporary life. His vision

was to change the research mission of universities by introducing the idea that scholarship

needed to be redefined.

Methodology of the Study

This chapter is concerned with the presentation of methods and techniques used the

purposive sampling, the data gathering instruments and procedures utilized and the data

processing and statistical treatment employed in the study.

Methods and Techniques of the Study

To obtain needed facts and opinion of students regarding the effect of free tuition fee to

the cultural scholars of Bulacan State University Bustos Campus, the researcher used

descriptive-normative method. This method holds appropriate because the study involves a
survey and description of existing facts and rules in the school, analysis and interpretation of

data/information collected.

Population and Sample of the Study

The population of the study is made up of students in each cultural group in Bulacan

State University Bustos Campus in Bustos, Bulacan. The researcher limits their respondents to

five (5) students per cultural group studying in Bulacan State University Bustos Campus.

Instrument of the Study

The researcher used the survey as data gathering technique in this study together with

personal questions, knowledge and experiences gained from professional studies. The survey

was compose of two parts. The first part deals with the personal profile of the student

respondents such as name, age, course/ department, year and cultural group that they belong.

The second part is focused on the effect of free tuition fee to the cultural groups at

Bulacan State University Bustos Campus. The questioner composed of ten (10) question, eleven

(11) of it are positive response about the good effect of free tuition fee while the remaining nine

(9) respondents are negative.

The 1 respondent from Dance Beat Official out of five (5) have positive response, at the

Euphonistas three (3) of them have positive response out of five (5), while the Claire de Lune

group have four (4) positive response out of five (5) and the Batarisan Play Production have

three (3) positive response out of five (5).


The response of the effect of free tuition questioner were classified as “yes” is one (1)

while “no” is two (2). A response of “yes” or one (1) is indicate positive or agree response while

“no” or two (2) indicate negative or disagree response.

Data Collection Procedure

Data Processing and Statistical Treatment Applied

The data collected from the respondents through the survey and from other sources of

data were tallied, organized it. The data accumulated were presented is quantitatively and

qualitatively.

Statistical treatment was applied to resolve the stated problems. Frequency count and

percentage were used in determining the distribution of the students- respondents responses

based on their personal profile. Computation involving frequency count and percentage will be

employed using the formula below:

The succeeding table shows the distribution of the students or respondents personal

profile in terms of different aspect: gender/sex, age, cultural group name, department/course,

year and level at Bulacan State University.

The student/respondents’ personal profile in terms of gender/ sex is 12 or 60% are male

and 8 or 40% are female show as in a table 1. This implies that the respondents of the study are

predominantly male.

In terms of age, the groups with great number of respondents is 17- 19 with 11 or 55% or

respondents and 20-22 with 9 or 45% as indicated in table 2.

Table 3 revealed the different cultural group at Bulacan State University we conduct 5

respondents in 4 different cultural group at Bulacan State University.

Table 4 show that 6 or 33% is Physical Science; 5 or 28% favored in Mapeh; 3 or 17%

is TLE Major; 3 or 17% is from General Education; 1 or 5% is IT and another 1 or 5% is FSM

while 0 or 0% is Math Major; BA and Automotive.

Table 5 presented the data about the year level of respondents majority of student-

respondents show that 8 or 40% is 3rd year; 7 or 35% is 2nd year, while the 4th year is 4 or 20%

and lastly 1st year is 1 or 5%.

Results and Discussion

a. What results came after implementing the action plan?

 Our action plan is to give back the allowance that they have before, so as a result, many

students will be encourage to join again to the cultural group.

 Sample of allowance that they have or benefits that they have is fund in their t-shirt and

financial needs.

b. Provides answers to the research questions based on the results and findings.

 Many students or cultural group affected about the free tuition fee. Because of free tuition

fee, their benefits that they have before had gone, like in dance beat official, they receive

allowance but, because of free tuition fee, the allowance they have is gone.

 In good way some of student respondents are happy because of free tuition fee, because

they said that they focus more in their academic activities.

Summary, Conclusion and Recommendations

Summary

In our summary of this research is many students/cultural group are affected in the full

implementation of free tuition fee at Bulacan State University Bustos Campus. In our result that
we gathered, many students/cultural group affected about free tuition fee because of the benefits

that they had is gone. So as a result, some students don’t want even if they want to join cultural

group. Because they don’t have benefits got unlike before.

The free tuition implemented by President Rodrigo Roa Duterte signed the free tuition act

into law last August 3, 2017.

Conclusion

We therefore conclude that free tuition have a good and bad effect but, as we gathered

data result/findings, many of students in cultural group are affected because of free tuition fee.

Since the free tuition fee full implemented in our university, some student doesn’t want to join

cultural group and the member said that their benefits they have before had gone.

Recommendation

We suggest to give back or re-store the benefits that they have. For example, fund in

their t-shirt, costume or financial fund that they need in their cultural group.
Or if the fund cannot afford to give back, at least give the students that member in

cultural group to have a reward. Example, additional points related in their course or certificate

that they can use when they apply work or when they enter the field of teaching.
