PRISCRIBING ADDITIONAI QUAUF-ICATIONS FOR APPOINTMENT VIA

IATERAI ENTRY OF DOCTORS OF MEDICINE, MEMBERS OF TI]E BAR,
AND CHAPI-{INS AS POLICE SENIOR INSPECTOR IN THE PHILIPP]NE

FOR THIS PIIRT'OSE SECTION II OF NA?OLCOM
MEMORANDUM CIRCULAR NO. 2OOB 006

WHEREAS, Republic Act (R.A.) No. 6975, as amended, specifically Section 14

thereof, provides that the National Police Cornmission (NAPOL,COM) sha11 e,rercise
administrative control and operalional supervision over the Philippine National Police
(PNP);

WHEREAS, Section 5 of R.A. No. 8551, specifically (aX1) thereof, provides for the
power of the Corimissiorr over the PNP to;

"1) Develop pokcies and pttntulgate a police tnanual prescribing ntles antl
regulat.ions for efricient otganization, adninistration, and operation,
iacluding criteria for tnatlpowel alktcation, distribution and deplownent,
recruitment, selection, Tltunotion, antl retirenent of personnel antl tlte
conduct of quali{ying entiailce and prontotional examinations fot
unifornted nembers;"

WIIHREAS, Sectlon 33 of R.A. No. 6975 provides that Doctors of Medicine, Members
of the Bar, and Chaplains shall be appointed in the PNP technical service via lateral enrrt' as
comn-fssioned offlcers with a corresponding ral[< of Police Senior Inspector;

WTIEREAS, the Comrnission, in viev,, of the aforesaid provision of R.A. Nos. 6975 ald
8551 issued Memorandum Circular No 2008-006, enrirled: 'Anending; NAPOL(:OI.I
Mentorandum Cit cular No. 2003-010 entitled 'I'rescribing the Guidelines and Procedures fbr
Lateral Entty of Officers into rlre PIVP"'u,'hich prescrlbes the general qualifications for lateral
entry in the PNP tecLrnical and operational support units;

WTIEREAS, the Cornmission, in coorclination u.ith the PNP, ascertained the need to
amend the general qualifications for the appointment of Doctors of Medicile, N4ernbers of
the Bar, and Chaplains in the PNP technical service via lateral entry as commissionecl officers
t'ith a corresponding rank of Police Senior Inspector by prescribing addirional qualificatiors
(eligibility, experience, training and performance evaluadon rating) in order to ensure the
entry of competerlt technical officers in the PNP;

NOW THEREFORE, dre Comurission, in the exercise of its constitutional mandare to

administer and control rhe PNP, HAS RISOLVED TO PRISCRIBE, AS IT HEREBY
PRESCRIBES, additional qualifications for appointment of Doctors of Medicine, Merlbers of
the Bar, and Chaplains as Police Senior Iirspector in the PNP technical service via lateral
entry, amendlng for this purpose Section Il of NAPOLCOM Memorandum Circular
No. 2008-006, to wit:
