Greetings!
This concerns the crafting of the Cordillera Weaving Industry Development Plan (CWIDP)
2018-2022 by collaborating agencies and institutions.
We are pleased to inform you that the second draft of the said plan was reviewed by
representatives of the collaborating agencies and institutions, and revision is on process. To
finalize the plan, we will convene a Cordillera Weavers Stakeholder's Forum on April 10,
2019 at H100 Ecolodge, Lower Magsaysay Avenue, Baguio City. This activity aims to
organize weavers and other stakeholders on weaving in the region to share experiences,
inputs and validate data on the draft CWIDP.
Anent to this, may we invite two (2) representatives from your institution to participate in
the said forum. We believe that your inputs will be crucial in the development of the plan.
Please find attached tentative program and working committee for the forum, for reference.
We are also providing you a copy of our Memorandum of Understanding for collaboration in
support to the formulation of the Cordillera Weaving Industry Development Plan (CWIDP)
2018-2022, as additional reference.

WITNESSETH: THAT
WHEREAS, under Executive Order No. 128 Series of 1987, the DOST is mandated -{
to provide central direction, leadership, and coordination of scientific and technological
efforts in the country; formulate and implement policies, plans, programs, and projects
for the development of science and technology for the promotion of scientific and
technological activities for both the public and private sectors; and ensure that the
results of scientific and technological activities are properly applied and utilized to
accelerate economic and social development;
WHEREAS, under the Executive Order No. 133 Series of 1987, the DTI shall be the
primary coordinative, promotive, facilitative and regulatory arm of the government for
the country's trade, industry and investment activities; act as catalyst for ihe intensified

private sector activity in order to accelerate and sustain economic growth through: (a)
a comprehensive industrial growth; (b) a progressive and socially responsible
liberation and deregulation program; and (c) policies designed for the expansion and
diversification of trade, both domestic and foreign;
WHEREAS, under Republic Act 5416, the DSWD is the primary government agency
which shall develop and implement comprehensive social welfare programs;
WHEREAS, republic Act No. 9593 otherwise known as the Tourism Act of 2009,
mandated the Department of Tourism to support, advance and promote the protection,
maintenance and preservation of historical, cultural and natural endowments, in
cooperation with appropriate agencies and private sector;
WHEREAS, Republic Act No. 10533, An Act enhancing the Philippine Basic Education
System by Strengthening it Curriculum and increasing the number of years for Basic
Education. The DepEd, the CHED, the TESDA and other line agencies, shall work
together to craft harmonized basic and tertiary curricula for global competitiveness of
Filipino graduates;
WHEREAS, under the Executive Order No. 126 Series of 1987 the DOLE is mandated
to promote gainful employment opportunities and optimizes the development and
utilization of the country's manpower resources; advances the welfare of workers by
providing just and humane conditions and terms of employment and maintains
industrial peace by promoting harmonious, equitable and stable employment relations;
WHEREAS, under Executive Order No. 230 Series of 1987, the NEDA is mandated
as the independent planning agency of the government;
WHEREAS, under Republic Act No. 8371, otherwise known as the "Indigenous
Peoples Rights Act", approved on 29 October 1997, the NCIP is the primary
government agency that formulate and implement policies, plans and programs to
promote and protect the rights and well-being of the Indigenous Cultural
Communities/Indigenous Peoples and recognize their ancestral domains as well as
their rights thereto;
WHEREAS, under Republic Act 7356, the National Commission for Culture and the
Arts (NCCA), is mandated to preserve, develop and promote the Philippine arts and
culture. As such, it shall preserve and integrate traditional culture and its various
creative expressions as a dynamic part of the national cultural mainstream;
WHEREAS, Republic Act 6939 Series of 1990, the CDA shall promote the viability
and growth of cooperatives as instruments of equity, social justice and economic
development in fulfillment of the mandate in section 15, Article XII of the Constitution;
WHEREAS, under Executive Order No. 366 Series of 2013, the PhilFIDA is mandated
to promote the growth and development of the Philippine fiber industry through
research and development (R & D) on fiber crops and fiber utiliz t n and technology,

production support, extension support, education and training development, standards
implementation and trade regulation;
WHEREAS, under Republic Act 7796, otherwise known as the "Technical Education
and Skills Development Act of 1994," the TESDA shall manage and supervise
technical education and skills development in the Philippines;
WHEREAS, the UP Charter of 2008 (Republic Act 9500) mandates that as the national
university, a public and secular institution of higher learning, and a community of
scholars dedicated to the search for truth and knowledge as well as the development
of leadership in higher education and development;
WHEREAS, the parties agree that the pursuit of innovation is crucial in enhancing
national competitiveness and achieving sustainable and inclusive growth in the
country, as detailed in the Philippine Development Plan 2017-2022 and as envisioned
in the Ambisyon 20140;
WHEREAS, there is a need to create a synergy among the Parties for the formulation
and implementation of the Cordillera Weaving Industry Development Plan (2018 -
2022) to enable the industry to compete in the local and global markets;
NOW therefore, for and in consideration of the above premises, the Parties involved
have mutually reached the following Understanding:

II. RESPONSIBILITIES OF THE PARTIES
Facilitate the coordination with all the Parties in the formulation of the
Cordillera Weaving Industry Development Plan (2018 - 2022).
Jointly establish with the Parties a Technical Working Group (TWG), which
will lead, monitor, and review the formulation and implementation of the
Cordillera Weaving Industry Development Plan (2018- 2022).

9. The NCCA shall:

13. The BSU shall:
The Parties hereto agree that intellectual property/-ies prior to and separate
from this MOU remain the products of their respective owners, and that they
will, at all times, treat with utmost confidentiality, and not disclose or divulge,
directly or indirectly, any confidential information that may be obtained or
pass through the parties, in connection with this MOU;
IV. FUNDING
This MOU will be subject to the availability of funds and other resources of the
Parties. The cost of the activities and the Performance of the Parties" respective
responsibilities shall be for the separate accounts of the Parties. All Parties shall
endeavor to provide funding in order to pursue and comply with obligations and
responsibilities found in this MOU, in accordance with existing budgeting,
accounting, and other related rules and regulations.
ATTRIBUTION
The Parties agree that any and all publication, literature and information
material in whatever media form which may result from, or be based on
initiatives, projects and/or outcome as per this MOU shall be attributed to all
parties. Such attribution shall be stated in all publications, literature, article and
information materials in whatever media form, to include media interviews and
presentations.
This MOU shall be valid and effective upon the date of signing by all Parties.
The termination of this MOU shall be without prejudice to the rights of the
parties which may have accrued prior to such termination.
Any amendment to this MOU can only be done in writing and by mutual
agreement of all Parties.
Each person signing this MOU represents and warrants that he/she is duly
authorized to sign in behalf of the party represented.
