MEMORANDUM

April 5th , 2019

Ref. No: 0016A/2019

To,

Chief Election Commissioner &

His Companion Election Commission of India,

The Election Commission of India,

Nirvachan Sadan
New Delhi-110001,

Dear Sirs,

RE: MONITORING THE POLLING BOOTHS IN ALL

CONSTITUENCIES ESPECIALLY IN TRIBAL AREA;

REQUEST FOR URGENT AND NECESSARY DIRECTIONS TO ALL

CHIEF ELECTORAL OFFICER AND OTHER RELEVANT
AUTHORITIES TO TAKE NECESSARY STEPS TO STOP
MANIPULATION AND ILLEGAL TAMPERING/RIGGING OF
ELECTION POLLS

This is to bring to your urgent attention a matter of grave importance for your
immediate action.

I.

As per reliable sources, it has come into light that Bharatiya Janata Party has
hatched a well-planned conspiracy to manipulate/rig and illegally tamper with
the upcoming elections in Tribal areas especially in Palghar, Maharashtra as
well as other constituencies.

It’s important to mention here that the BJP has hired local officials in 20
constituencies to tamper with EVM’s to ensure that those voters belonging to
the Scheduled Tribes and daily wage earners who come out to vote from
remote areas don’t cast their votes.

1
It has also been reported that these officials have targetted the Strong Rooms
to rig these EVM’s.

There were also been reported incidents of faulty and malfunctioning EVM’s
where various political parties had alleged foul play and demanded recounting
of votes.

II.

In light of the gravity of these incidents and their potential for completely
disrupting a free and fair electoral process, we request this Hon’ble
Commission to utilize its powers under Article 324 of the Constitution of India
and address the issues by passing directions to Chief Electoral Officer of
Maharashtra and other states to ensure that such manipulation/rigging and
illegal tampering does not take place.

We also request that a constant vigil be maintained by officials to ensure that

the machines are not vulnerable to theft or tampering by unscrupulous
individuals.

The Hon’ble Commission may recall that in the case of the recently concluded
elections to the State of Telangana, the Indian National Congress had moved
multiple notices to bring the issue of systematic voter fraud and deletion to
the Commissions attention. However, no action was taken and several lakhs
(33-55 depending on various estimates) were left disenfranchised. The
representative Electoral Officer of the ECI even acknowledged the lapses and
an RTI vindicated what the Congress party had been saying all along.

We hope the Commission treats this matter as urgent and ensures that similar
events do not take place.

Warm Regards.
