“ Time study is a work measurement technique for recording the times and rates of
working for elements of a specified job carried out under specified conditions, and for
analyzing the data so as to obtain the time necessary for carrying out the job at a level of
performance”

Higher Diploma In Fashion & Clothing Technology, Hong Kong Polytechnic University
BA in Art & Design (Fashion), Universiti Teknologi MARA (UiTM)

Experience:
En. Ismail has conducted in-house programs for many garment manufacturers including,
Canteran Apparel Sdn Bhd, Classita (M) Sdn Bhd, Eadeco Sdn Bhd, Esquel (M) Sdn
Bhd, Honsin Apparel Sdn Bhd, Imperial Garments Sdn Bhd, KUB Tekstil Sdn Bhd,
Koperasi Serbaguna Sanya Berhad, Plas Industries Sdn Bhd, RSH Manufacturing (M)
Sdn Bhd, Sing Lun Garment (M) Sdn Bhd and Whitex Garments Sdn Bhd. He also has
conducted public training programs for the Garments Industry.
He has ten years of working experience in an established leading garment factory in
Penang; of which the last six years were in the Industrial Engineering field especially in
Re-engineering Cutting Room and Workplace, work study, work measurement, payment
scheme for piece rate work based on Standard Minutes as well as special projects such
as the implementation of new machinery or methods. Before that, he worked in the
outerwear sewing production and finishing.
En. Ismail has worked under Mr. William R. Wing of William R. Wing Consultant, of
United Kingdom in Reengineering the Cutting Room and the Implementation of Gerber’s
Cutting Technology.
He is an active member in the Technical Committee (TC) in Technical Textile and
Working Group (WG) on Size Designation for Clothing of the SIRIM’s Industrial Standard
Committee (ISC Q) for the Textile and Apparel Industry. He also sits in the Jabatan
Pembangunan Kemahiran (JPK) Advisor Committee on Skill Development (JPPK) for the
Textile and Apparel Industry as the Deputy President as well as active involvement in
drafting the National Occupational Skill Standard (NOSS) documents for the industry.
