Dear Mayor Libuangan:

The Department of the Interior and Local Government (DILG) had issued the
Memorandum Circular No. 2015-66, which indorses the compulsory creation of
Barangay Anti-Drug Abuse Council (BADAC) to address the rampant drug-
related incidents in our country. The said mandate also emphasized and
directed the local authorities, especially the barangay officials, to observe their
principal responsibilities to address our long standing battle against the war on
illegal drugs.

In view thereof, the Provincial Local Government of Compostela Valley through

its Provincial Legal Office (PLO) in collaboration with the Department of Interior
and Local Government (DILG) ComVal will conduct a Seminar Training and
discuss other Barangay Administrative matter to apprise the Barangay Anti-Drug
Abuse Council (BADAC) of their roles and responsibilities as a member of the
said council to enable them to lawfully and effectively perform their duties and
functions, on the following schedules:

October 4-5, 2018 -Montevista October 16-17, 2018 - Laak

October 9-10, 2018 –Nabunturan October 18-19, 2018 –Laak
October 11-12, 2018 –Nabunturan October 25-26, 2018 -Maragusan

In this regard, we are respectfully asking for your support by encouraging your
barangay officials to attend and participate on the said two (2) day Seminar
Training to be held at PCU Training Center, Brgy. Magdum, Tagum City.

Since this is a Provincial undertaking, we will provide training kits, meals and
accommodation for the said training workshop. No registration fee is required,
however, traveling expenses of the participants may be charged to their
respective Barangay funds or any available sources, subject to the usual
accounting and auditing rules.

It is hope that this training will capacitate our barangay officials to effectively
and efficiently perform their tasks and functions toward a peaceful and orderly
community. Your usual cooperation and support is highly appreciated.
