8.R.0.  2%8.­In  pursuance  ot clause  2  of  the  directions  issued  under  the  provi-
sions  ot each  of  the  enactments  s~cifted in  the  First  Schedule  to  the  Order  of  the 
Government  of  India  in the  Mmistry  of  In!ormation  and  Brolldcasting,  S.H.O. 
No.  3358­A  dated  the  11th  December  1954,  the  Central  Government,  with  tho 
previous  approval  of  the  Film  Advisory  Board,  Bombay,  hereby  certifies  the  films 
specified  in colwnn  2 of  the  Schedule hereto annexed,  in all  their language versions, 
to  be of  the  description specified  against each  in the corresponding  entry  of column 
5  of  the  sald  Schedule.

S.R.O.  229.­1n  the  exerc1qe  of  the  powers  conferred  by  section  49  01  the  Tea 
Act,  1953  (29  of  1953),  the  Central  Government  hereby  makes  the  following 
amendments  to  the  Tea  Rules,  19M.  the  SBme  having  been  previously  published 
as  required  by  sub­section  (1) of  the  said  section,  namely:-
In  the  sBid  Rules-
1. To  sub­rule  (1)  of  rule  24-
(1)  the  words,  flgure9  and  letter  "as  provided  in rule  26A"  shall  be  addedi 
and 
(U) the  follOwing  Explsnation  shall  be  added,  namely:-
"Explanation.-In this  sub­rule  and  in  rule  25A,  the  expression  "low 
producing  area"  means  a  tea  estate  or  sub­divisIon  01  a  tea  estate 
having  an  actual  crop  basis,  as  determined  with  r~enc to  the 
!Ire a  planted  thereiI?­ with  tea  on  the  first  day  of  the  financial  year 
unmediately  precedmg  the  financial  year  to which  any  application 
by  the  owner  of  such  estate  or  Bub­division  under  rule  ~3 relates 
of  less  than  456  pounds  avoirdupois  per  acre."   , 
2.  After  rule  2!5  the  following  rule  shall  be  inserted,  namely:-
"25A . Application  for  allowance  for  low  producing  arca.­(1)  An  application 
for  making,  in  the  calculation  of  the  crop  basis,  an  allowance  on  account  of  the

orea  bring  a  low  producing  area  may  be  made  to  the  Board  along  with  the  appli· 
cation  fot  export  quota  under  rule  23. 
(2)  No  such  application  shan  bc  granted  unless  the  applicant  proves  to  the 
satlsfaction  of  the  Licensmg  Commlttce  that\  had  ~uch allowance  been  granted 
in  the  previous  ycar.  the  crop  of  the  low  proaucing  arca  to  which  the  application 
relates  would  nevertheless  have  not  been  less  than  the  amount  of  the  enhanced 
export  quota  which  would  be  admissible  to  it  by  reason  of  the  grant  of  the 
allowance: 
Provided  that  the  Licen~g Conunittee  may  r('ducc  the  allowance  to  be 
granted  under  this  rule  by  an  amount  equal  to  the  amount  by  whleh 
the  crop  of  such  low  producing  an~ appears  to  be  likely  to fall  below 
SWirl  enhanced  export  quotu.  in  consequence  of  t\1e  grant  of  the 
allowance.  ' 
(3) If such  application  is  granted.  the  amount  specified  in  column  2 of 
Schedule  I  against  the  entry  In  cblunlll  I of  that  Schedule  corresponding  to  such 
crop  basi~ shaH  n(" added  to  the  actual  per  acre  crop  basis  of  the  low  producing 
arca  to  which  the  appllcation  relates. 
Providerl  that  the  Licensing  Committee  may  reduce  the  amount  of  allowance 
admissible  under  this  ~ubrle by  the  amounl  determined  under  the  proviso
lIub­l'ule  (2)." 
3.  In  rule  32,  for  the  words  "in the  schedule  to  these  rules",  the  words  and 
figure  "In  Schedule  11"  shull  he  subslJtuled. 
4.  For  the  headJnR:  "Schedu le~For1s (See  Rule  32)" occurrlng  after  rule  40, 
the  heading  "Sehectule  Il"/ (See  rule  :12)  5h1\11  be  :;;uhstituted,  and  QefQre  the 
heading  as  so  substituted,  the  following  ~hal be  inserted,  namely: ~
