AIR INSULATED SWITCHGEAR (AIS) ENERGIZING AND DE- ENERGIZING

PROCEDURES

 DE- ENERGIZING AIS (230 KV)

1. GET CLEARANCE FROM NGCP (NATIONAL GRID CORPORATION OF THE PHILIPPINES) ONE
(1) WEEK PRIOR TO DE-ENERGIZING.
2. ON THE DAY OF DE-ENERGIZING, CALL THE ATTENTION OF NGCP AND SEEK FOR ITS
APPROVAL
3. SECURE NECESSARY PERMITS NEEDED (PERMIT TO WORK) TOGETHER WITH THE
ISOLATION POINTS, LOCK-OUTS AND TAG-OUTS.
4. IF THE NGCP GIVES IT’S CLEARANCE, OPEN 52 L (GCB 2310) AT SCADA (REMOTE), VERIFY
AT LOCAL BUT MAKE SURE THAT YOU ARE DISTANT FROM THE AREA.
5. AFTER OPENING THE 52L, PUT THE LOCAL CONTROL PANEL OF 52L TO
“LOCAL”OPERATION, PUT LOCK-OUT AND TAG-OUT TO PREVENT ACCIDENTAL CLOSING.
6. OPEN DISCONNECTING SWITCH BEFORE AND AFTER THE 52L NAMELY DS2311 AND
DS2312. PUT THE LOCAL CONTROL PANEL OF DS2311 AND DS2312 TO
“LOCAL”OPERATION, PUT LOCK-OUT AND TAG-OUT TO PREVENT ACCIDENTAL CLOSING.
7. CALL THE ATTENTION OF NGCP, IF THE MAINTENANCE WORKS INCLUDES LINE SIDE,
NGCP WILL OPEN ITS BREAKER (NGCP SIDE)
8. CLOSE THE EARTHING SWITCH ON THE LINE SIDE (ES-2312-E), PUT THE LOCAL CONTROL
PANEL OF ES-2312-E TO “LOCAL”OPERATION, PUT LOCK-OUT AND TAG-OUT TO
PREVENT ACCIDENTAL ENERGIZING.
9. BEFORE RACKING OUT 1AM, MAKE SURE THAT THE HIGH SPEED BUS BAR TIE IS IN
CLOSE POSITION. THEN PROCEED TO 1 AM BREAKER RACK – OUT. PUT LOCK-OUT AND
TAG-OUT TO PREVENT ACCIDENTAL ENERGIZING.
10. CLOSE THE GROUNDING SWITCH OF 1 AM. PUT LOCK-OUT AND TAG-OUT.
11. PUT GROUNDING CLUSTER AT AUXILIARY TRANSFORMER TO ENSURE THAT THE
AUXILIARY TRANSFORMER IS GROUNDED.
12. DOUBLE CHECK THE LINE UP OF BREAKERS, SWITCHES AND GROUNDING. THEN
PROCEED TO MAINTENANCE WORKS.
 ENERGIZING AIS (230 KV)

1. GET CLEARANCE FROM NGCP (NATIONAL GRID CORPORATION OF THE PHILIPPINES) ONE
(1) WEEK PRIOR TO ENERGIZING.
2. ON THE DAY OF ENERGIZATION, CONFIRM THAT ALL PTWs (PERMIT TO WORK) INLINE
WITH ENERGIZING OF 52-L (GCB2310) ARE CLOSED. COORDINATION WITH
MAINTENANCE SHOULD BE DONE.
3. WHEN CLEARANCE FROM MAINTENANCE IS DONE, CALL NGCP FOR APPROVAL AND
UPDATE THE ESTIMATED TIME OF ENERGIZATION.
4. REMOVE LOCKS AND TAGS ON BASED ON PTWs.
5. “OPEN” ES (EARTHING SWITCH): ES 2312E, 52G ES, 1AM ES.
6. SET THE FOLLOWING TO “REMOTE” OPERATION: DS 2312, DS 2311 AND GCB 2310
7. ENSURE THAT 52G IS ON “OPEN” STATUS AND ON “REMOTE” OPERATION.
8. WHEN THE UNIT IS READY FOR ENERGIZATION CALL NGCP FOR THEM TO COORDINATE
WITH LAMAO SUB STATION.
9. THERE WILL BE THREE WAY CALL BETWEEN MANTECH, LAMAO SUBSTATION AND NGCP
FOR COORDINATION.
10. FOR TAG NUMBERS OF DS AND GCB REFER TO LAMAO SUBSTATION SINGLE LINE
DIAGRAM.
11. ON SCADA MONITOR SET USER TO CONTROL MODE THEN “CLOSE” DS-2312
(8DS03(8XF01SCP)) AND DS-2311 (8DS05(8XF01SCP)).
12. LAMAO SUBSTATION WILL CLOSE 8-01CB04LAY AND 8-01CB24LAY.
13. IN COORDINATION WITH NGCP AND LAMAO SUBSTATION CLOSE “GCB2310”
(8CB04(8XF01SCP))
14. AFTER APPROXIMATELY 10 MINS, TRANSFER THE SUPPLY FROM HIGH SPEED BUS TIE
(AM12-TIE) TO 1AM.
