While working traffic enforcement in Coweta County, in a marked unit and a deputy uniform, I was traveling West
bound on the By-pass, and noticed a white in color Dodge Charger, fail to maintain his lane of travel and almost
stuck another vehicle from the side.
I did pull up closer to the vehicly-.to see two subjects in the vehicle. I then activated my emergency equipment in an
attempt to make a traffic stop ori the vehicle. The driver passed by a access street beside "Taco Mac". The driver did
not increase his speed, however continued on and drove by another access road at "Verizon". Continuing on, the
driver again drove passed another access road, that will take you to "Target". I then noticed that the subjects in the
car seemed to be moving a lot, at this time I advised dispatch to have a city (Newnan Police Department) unit start
my way.
The driver soon activated his tum signal, then made a turn into the parking lot of Chic-fil-a, drove through the
parking lot and parked at the front door of the business. I quickly stepped from my marked unit and noticed the odor
of green, raw marijuana coming from the vehicle. It appeared to me that the driver may try to run, at which time I
made contact with the driver and noticed the odor of marijuana was very strong coming out of the vehicle. The
driver opened the door and had reached for a black in color bag and placed in his lap. I asked for his drivers license,
and noticed that the driver appeared to be confused and began to check his pockets of his shorts he had on, then
looked over to the center console and stated that he didn't have it with him but he could give me his name. I noticed
that the passenger was moving and had placed his right hand out of sight, between the passengers door and seat. I
then asked for his I.D., which he handed over a Florida I.D. card with a name of Antonio Allen Jr, displayed on the
I.D.
The driver stated a name, then stated he would get out of the vehicle, I advised for him to just stay in the car. I then
handed him a note pad for him to write his name and date of birth on a piece of paper. The driver soon wrote the
name ofTorence I. Hatch with a date of bi1ih o f - 8 2 and a social security number I !1MiQrr::tlilfton that paper.
I then noticed a faint sound of metal hitting metal, and the passenger moving again. At this time I felt that the
driver, Hatch, was going to attempt to run, however I made sure to stand near the door, to keep this from happening.
I then noticed the Newnan Police Officers pulling into the parking lot and quickly motioned for them to come to the
car and go to the passenger side of the car. Based on my training and experience, I felt .that the passenger was
attempting to hide the marijuana, and assumed that would be weapons in the car.
As the officer made contact, I advised the driver, Hatch to step from the car, at which time I heard the passenger say
something about having a gun. I advised him not to reach for and to raise his hands. I then detained the driver, with
handcuffs and advised for the passenger to step from the vehicle. After Antonio Allen Jr opened the door, the
officers advised that they could see the drugs, I advised them to place Allen in handcuffs. I then checked Hatch for
weapons and did not located any on his persons, however he did have cash in his pockets. While checking Hatch, he
advised the guy was his body guard and thats why he had a gun. The officers advised that there was a gun on the
floor board at the passenger side seat. I then walked Hatch by to my marked unit and placed him in the back seat. I
then noticed the weapon and the clear plastic bag with a green leafy substance inside, that appears to be and has the
same odor of marijuana. I advised the officers to check the weapon safe, after placing gloves on. I then walked back
to my vehicle to get some gloves as well, and after stepping to the passenger side of the vehicle I did take pictures
of the clear plastic bag and where the gun was located , after the gun was checked safe and the mag was removed.
I soon began a search of the vehicle and noticed a vape on the center console, I picked it up and did in fact smell the
end of the vape, and noticed an odor of marijuana coming from the vehicle. Based on my training and experience, I
felt that the vape contained "THC" oil. The black in color bag that Torence Hatch was holding onto, was open by a
Newnan Police Officer and we both noticed it appeared to be a large amount of U.S. Currency. Inside the bag was
two different bundles of $100.00 dollar bills with three $20.00 bills just inside the bag. The bundles of cash where
held together by black rubber bands. The rest of the vehicle was checked and there where three different jerseys in a
wooden frame and glass in the trunk of the car.

All items were placed into evidence bags and placed in th front seat of my marked unit. The Newnan Policed
Department transpo1ied Allen for me. The vehicle was removed by our next list wrecker, which was Charlies
wrecker service. I then transpmied Hatch to the Coweta County Sheriffs Office, while en route, I did not ask him
any questions, however Trounce Hatch did in fact state that a friend gave them the gun for protection and that the
owner would show up to claim the gun. I advised him that I was not going to release the gun too anyone, it was the
property of the Coweta County Sheriffs Office for now, until comi. Hatch was soon turned over to the jail staff for
booking.
I did have D.S. Ryan Anderson meet with me at the entrance to the booking area with his canine, for a bag test. I
had Keith Claycomb, meet us as well, with six brown bags, the black bag that contained the cash was placed into a
brown in color bag, by me. However, Keith Claycomb then mixed the bags up and placed them on the ground. D.S.
Ryan Anderson and myself did not know which bag that contained the black in color bag with cash in it.
D.S. Ryan Anderson then deployed his canine patiner, Rocky, that showed an alert on one of the brown bags. Keith
Claycomb stated that was the correct bag. In his own words he stated "winner, winner, chicken dinner!"
I then picked that brown bag up and looked inside to find the same bag that Torence Hatch had in his possession,
while in the drivers seat of the vehicle I had stopped. I then carried all the evidence and cash to the second floor of
the sheriffs office. Keith Claycomb and myself counted the cash, that gave a total of $20,160.00. It was then sealed
in an evidence bag. Keith Claycomb performed a field test on the vape, which showed a positive alert for THC oil,
this will be sent to the GBI crime lab for futher testing. All the evidence was sealed into evidence bags , recorded in
and entered in our evidence computer. I then placed all items into the prope1iy box located on the second floor of the
sheriffs office.
I then completed all the proper paper work for both subjects charges. Soon after this both were booked into the
Coweta County Sheriffs Office.
This incident was recorded by my body camera.
