MINUTES OF MEETING

I. Call to Order:
The meeting was called to order at 02:10 in the afternoon presided by Hon.
Fernando M. Balaodan Sr., Chairman Committee on Peace and Order & Public
Safety.

III. Subject Matter

 Provincial Ordinance entitled: “An Ordinance Requiring All Drivers and Riders
of Motorcycles, Tricycles, E-Bikes, and Bicycles to Wear A High Visibility Vest
While Travelling Along the National Highway, Provincial and Municipal Roads
Within the Province of Benguet and Providing Penalties for Violation Thereof.”

Hon. Fernando M. Balaodan, Sr. acknowledged the presence of the

attendees and presented the said ordinance. Together with Sir James Ticbayan
they enlightened the body about the said provincial ordinance and the need for
further fine tuning.

Queries centered more relative to the ordinances’ implementation, the

main suggestion from the Chief of Police of the various Municipalities and other
Representatives suggested that it would be more in line with the law for the
Province itself to be the one to deputize Members of the Philippine National Police
(PNP) in implementing the ordinance.

With regard the need of a citation ticket, they expressed their positive
agreement of the need of a Traffic Citation Ticket to properly serve violators an
official ticket also stating the violation they committed.

Also, with regard the penalties, Hon. Fernando M. Balaodan, Sr. Expressed
that it only is proper to prevent motorists from neglecting the ordinance and to
 compell them to abide by it. However, some Chief of Police of the various
Municipalities and other Representatives suggested the reduction of the penalty
imposed, it was reduced and to be incorporated in the finality of the ordinance.

As there were few Municipal Treasurer Attendees. It was agreed upon that
other matters with regard the penalties to be imposed and the manner of collecting
fees are agreed to be taken up on another meeting to properly refine the ordinance.

All other agreements, suggestions, and recommendations were taken into

consideration for incorporation in the finality of the ordinance.

There having no more matters to be discussed, the meeting was adjourned at
3:30 P.M.
