 Project background
NLCIL is installing a 2*500MW Lignite based power project at Neyveli
 The Project was sanctioned by GOI vide Order No.43014/01/2008/CPAM dated 09.06.2011
 PPAs signed with TANGEDCO, Karnataka Discoms, Kerala Discom, AP Discoms (Andhra &
Telangana) and Pondicherry Discoms.
 The project has also got Mega Power Project status and is entitled for associated tax benefits.
 The project has been Initially delayed due to the retendering of NTA-1 (Steam generator
&Auxiliaries Package) all the package. Anticipated CoD is 15th December 2018 (Unit 1) and
15th December 2018 (Unit-2)

Financial details
 Sanctioned project cost of Rs.5907.11 crore on Oct, 2010 price level with an import
component of Rs. 969.81crore (USD 217.009 million @ Rs. 44.69/USD).
 Actual expenditure incurred for the project till 31st July, 2018 has reached a level of about
79.02% (Accrual basis) of the Revised cost.
 The Revised estimated project cost is Rs 7080.41 crore.

 Reason for Cost Overrun
 This necessitates the additional investment for the project in the form of
installation of Flue Gas Desulphurization (FGD) plant at an estimated cost
of Rs 460.00 Crores. The contract finalizing works are under progress and
anticipated award of contract by Sep-2018 (Cost overrun)

 To avoid cold end corrosion of the Chimney flue can (made up of Corton
Steel) due to reduction of flue gas exit temperature after commissioning of
Flue Gas Desulphurization (FGD) plant, the chimney flue can to be
insulated with Borosilicate lining at an cost of Rs 58.21Cr and works are
nearing completion (Cost overrun)

The Overhead is increased from Rs.420.15 Cr to Rs.542.08 Cr resulting in

increase of Rs.121.93Cr. (Cost overrun)
 In the other parameters, the IDC in INR increased by Rs 269.86 Cr but it is
partially offset by the decrease in the foreign currency portion by Rs.-
56.11Cr. Resulting in net increase on account of IDC of Rs 213.75 Cr (Time

 Summary of key observations

Capital cost
 The capital cost has increased as on account of both delay in completion and inclusion of
additional equipment such as FGD for compliance with statutory requirements.
 The increase in capital cost due the delay in project is around 11% which appears to be an
allowable increase.
 The costs on account of FGD and associated costs would be allowed by the regulator given
the statutory nature of the requirement
Tariff
 Fuel cost has increased nearly two folds leading to significant increase in the tariff.
 NNTPP should look for alternatives to bring down the fuel cost so as to be more competitive
on the Merit order dispatch of Tamil Nadu.
 However, NNTPP would be competing with the other NLC power plants as the energy charges
are in the same range as the others. This would give an opportunity to NLC to ensure the
proper utilization of all the units.

Major Concern:

a. Structural erection could not be started for mill maintenance and boiler
maintenance building due to space constraint(Pressure parts erection is in
progress)
b. Completion of boiler hydro test got delayed due to incomplete work.
c. Completion of boiler structure and duct erection got delayed.
d. Completion of civil work for boiler Mill deck slab got delayed for both the units.
e. Slow progress due to man power shortage and material shortage.
f. Boiler unit-1: All civil activities got slowed down from 03-05-18 due to NCLT

Aviation lamp commissioned with temporary supply.
2. General illumination:
High-mast erection work completed. Erection of street light pole stooped. Erected
& energized 64/450 nos.
3. Inter plant communication:
Exchange commissioned in service building and cable laying is in progress in slow
pace. UHF tower erection is to be start.
Telephone Cables and Instruments: Two numbers 100 pairs cable laying is in

C&I: Erection of CCTV cameras and Monitoring Equipment: Location being

4. Hydrogen Plant:
Plant material is being received. (80%)
Chiller, Electrolyzer, Heavy duty Compressor and Vacuum pump were placed on
