 DO 83, s. 2011- Disaster Preparedness Measures for Schools


Date of Issuance: October 28, 2011

Schools were directed to implement mitigation measures for natural disasters such as
typhoons, flooding, landslides, and tornadoes and encourage students to involve their
families and their communities in preparing for disasters. Moreover, regional and division
offices are directed to monitor and provide technical support to the schools in
implementing their disaster mitigation activities.

 DO 43, s. 2012- Guidelines on the Implementation of E.O. No. 66 (Prescribing Rules on


the Cancellation or Suspension of Classes and Work in Government Offices Due to
Typhoons, Flooding, Other Weather Disturbances , and Calamities)
Date of Issuance: May 28, 2012

The department issued the Guidelines on the Implementation of E.O. No. 66 to streamline
the procedure on the suspension of classes and work in government offices in times of
disasters. The guidelines, which will be observed by regional, division and public and
private school officials, include the following:
a. Automatic Cancellation/ Suspension of Classes
b. Localized Cancellation/ Suspension of Classes and Work
c. Cancellation/ Suspension of Classes and Work During Other Calamities
d. Maintenance of Work
e. Reporting
f. Announcements
g. Absences of Tropical Cyclones/ Storm Signal Warning
h. Responsibility of Parents

 DO 48, s. 2012- Quarterly Conduct of the National School-Based Earthquake and Fire
Drills
Date of Issuance: June 15, 2012

All public and private schools, and DepEd offices and attached agencies are encouraged
to undertake the Quarterly Conduct of the National School-Based Earthquake and Fire
Drills. The policy aims to generate the highest level of awareness among the public on
Disaster Risk Reduction/ Climate Change Adaptations (DRR/CCA) concerns and to assess
the capacity level of the school and the community in the eventuality of disasters and
emergencies.

 DO 5, s. 2014 Implementing Guidelines on the Integration of Gulayan sa Paaralan, Solid
Waste Management and Tree Planting Under the national Greening program (NGP)
Date of Issuance: February 7, 2014

The Department of Education issued DO 5, s. 2014 to execute Executive Order No. 26


entitled Implementation of the National Greening Program (NGP) in the education
sector. EO 66 has five (5) major goals: Poverty Reduction, Food Security, Biodiversity
Conservation and Climate Change Mitigation and Adaptation, hence the department
integrated the Gulayan sa Paaralan, Waste Management and Tree Planting in the NGP

 DO 21, s. 2015- Disaster Risk Reduction and Management Coordination and Information
Management Protocol
Date of Issuance: June 1, 2015

This department order was issued pursuant to RA 10121 (The Philippines Disaster Risk
Reduction and Management Act of 2010) and DO 50, s. 2011 (Creation of Disaster Risk
Reduction and Management Office). The policy aims to provide guidance to regions and
schools divisions, including DRRM coordinators on how to act before, during and after
disasters; capacitate the DRRM coordinators and other DepEd constituents to disasters
and emergencies; and facilitate immediate and efficient information flow during disasters
and emergencies.

 DM 58, s. 2015 Dissemination of DepEd-DSWD-DILG-DOH Joint Memorandum Circular


no. 1, s. 2013
Date of Issuance: June 10, 2015

The memorandum was issued to disseminate the Joint Memorandum Circular No. 1 dated
May 6, 2013 signed by DepEd, DSWD, DILG and DOH entitled Guidelines on Evacuation
Center Coordination and Management. The circular mandates that “Schools shall not be
the primary choice and option for evacuation centers. However, in events that schools
need to be utilized, the local government units, with the support from national
government agencies shall establish transitional shelters to house the evacuees for an
extended period of time. Usage of schools should be up to 3 days for short term
displacement, medium and long term displacement which is up to 15 days or until such
time that the respective LGUs are able to establish the alternative transitional sites.”

 DO 23, s. 2015 Student-Led School Watching and Hazard Mapping


Date of Issuance: June 16, 2015

All public elementary and secondary schools are required to conduct a student-led school
watching and hazard mapping activity every first month of the school year. The order
provides the guidelines on Student-Led School Watching and Hazard Mapping thatgives
minimum instruction on how to begin with the undertaking of the activity.

 DO 27, s. 2015 Promoting Family Earthquake Preparedness
Date of Issuance: June 29, 2015

As part of the annual celebration of National Disaster Consciousness Month every month
of July, the department promotes Family Earthquake Preparedness homework to all
elementary and secondary schools in support to DO 55, s. 2007 and DO 21, s. 2015.
Learners are given activity sheets (enclosed in the D.O.) that will be accomplished with
their families.

 DO 10, s. 2016 Policy and Guidelines for the Comprehensive Water, Sanitation and
Hygiene in Schools (WINS) Program
Date of Issuance: February 19, 2016

To promote correct hygiene and sanitation practices among school children and a clean
environment in and around schools to keep learners safe and healthy, DO 10, s. 2016 was
issued. The policy aims to (1) ensure correct knowledge and understanding among
learners of effective hygiene and sanitation projects; (2) improve equitable access to safe
water, adequate toilets, and hand washing facilities; (3) improve hygiene and sanitation
practices among the learners to enable them to develop life-long positive hygiene and
sanitation behaviors; (4) ensure that schools are kept clean and safe through school-
based solid waste management, proper drainage, the elimination of breeding grounds for
mosquitoes to prevent vector-borne diseases, and food sanitation; (5) engage public and
private partners for program implementation and sustainability.

The policy includes the basic requirement and standards for water, sanitation, hygiene,
health education and deworming and the roles and responsibilities of the schools, Schools
Division Offices, Regional Offices and the Central Office.

 DO 28, s. 2016 Strengthening the Fire Safety and Awareness Program


Date of Issuance: May 2, 2016

This order promotes the Guidelines on Strengthening the Fire Safety and Awareness
Program (FSAP) that aims to establish specific roles, responsibilities, and monitoring and
evaluation mechanisms for the fire safety and awareness program of schools which was
launched through DepEd Order nos. 72, s. 2012 and 13, s. 2013. The guidelines include
the Timeline of Activities and Reporting for monitoring and evaluation and roles and
responsibilities of schools, Division Offices, Regional Offices and Central Office in the
following areas:
a. School Fire Safety Plan
b. Fire Safety Inspection
c. Fire Drills and Fire Safety Lectures for School Personnel
d. Quarterly Fire Drills and Fire Safety Lectures for Learners and School Personnel

The issuance is in support to the implementation of the Memorandum of Agreement
between Department of Education and Bureau of Fire Protection (BFP) signed on
December 2, 2015.

 DM 101, s. 2016 Reminding All Schools to Conduct Student-Led School Watching and
Hazard Mapping
Date of issuance: June 22, 2016

Reiteration of the implementing guidelines in all schools effective S/Y 2016-2017 to


continue and sustain the implementation of the Student-led School Watching and Hazard
Mapping, revitalize the implementing guidelines in organizing a school watching team and
in reporting the submission and information dissemination of the hazard maps, and
provide instruction to Division DRRM Coordinators to carry out ocular visits to observe
and document the conduct of the school watching and hazard mapping.

 DM 108, s. 2016 “Preparedness Measures for the Rainy Season”


Date of Issuance: 29 June 2016
The memorandum was issued in time for the onset of Southwest Monsoon or Habagat
to increase the preparedness and safety of all personnel and learners and safety of
school properties, learning materials and vital school records from any possible
occurrence of hazards to enable learners’ continued access to education.
