TERMS OF REFERENCE
FOR
CONSULTANCY SERVICES FOR THE
HIGHWAY AND BRIDGE DETAILED ENGINEERING DESIGN, TOPOGRAPHIC SURVEY,
BRIDGE SITE SURVEY, SUB SURFACE SOIL EXPLORATION WORKS and GEOTECHNICAL
INVESTIGATION (TEST PIT/CBR) FOR THE CONSTRUCTION OF VIADUCT ALONG TAAL
LAKE CIRCUMFERENTIAL ROAD AND TAAL LAKE CIRCUMFERENTIAL ROAD

1. ENGINEERING STUDY

HIGHWAY DETAILED ENGINEERING DESIGN

1.1. OBJECTIVE

One of the objectives of the services is to prepare the preliminary highway detailed
engineering designs, including topographic surveys and geotechnical investigations and
estimate / quantification up to the approval of the plan.

1.2. PROJECT SCOPE

Hereunder is the proposed road project, wherein preliminary detailed engineering


design shall be undertaken.

CONSTRUCTION OF TAAL LAKE CIRCUMFERENTIAL ROAD

1.2.1. GENERAL

a. The Consultant shall be responsible for carrying out the necessary preliminary
detailed highway engineering design, including topographic survey and
geotechnical investigation in respect of the project cited above.
b. During the preliminary design stage, or after the topographic and
hydrographic survey was done, the Consultant shall coordinate with the
Batangas III DEO, Planning and Design Section, for the presentation and
approval of the design concept.
c. The Consultant shall carry out Road Safety Audit during the preliminary design
stage to eliminate “black spots” along the entire alignment of each road
section and ensure the safety of road users.
d. In the preparation of plans, the Consultant shall use Computer Aided Design
(CAD) software. After completion of the detailed design, all electronic files of
reports, plans and drawings and other relevant documents shall be turned-
over by the Consultant to DPWH, Batangas III DEO.

1.3. THE SERVICES

1.3.1. GEOTECHNICAL INVESTIGATION

FOR THE CONSTRUCTION OF VIADUCT ALONG TAAL LAKE CIRCUMFERENTIAL ROAD
AND TAAL LAKE CIRCUMFERENTIAL ROAD

To conduct California Bearing Ratio (CBR) investigation works for the


aforementioned project.

The purpose of the conducting California Bearing Ratio (CBR) investigation work
is to provide technical information needed to prepare an engineering design of
the road pavement

a. SCOPE OF WORK
The consultant shall provide all the labor, instrument/equipment, materials
and supplies, vehicles, bunkhouses, etc., necessary to perform satisfactorily
the geotechnical investigation works herein required, viz:

• Soil Boring (with soil log/layer diagram)/Test Pitting


• CBR Tests
• Detailed Soil Investigation
• Soil Bearing Capacity for the sections with possible construction of slope
protection, box culverts and other structures.

b. SCOPE OF GEOTECHNICAL INVESTIGATION

• The Consultant shall be responsible for carrying out the necessary


geotechnical soil investigation works in respect of the projects cited above.

• During the conduct of Geotechnical and Geological Investigations, the


Consultant shall coordinate with the DPWH, Batangas III DEO, particularly
on geotechnical / geological requirements stipulated in the DPWH Design
Guidelines, Criteria and Standards, Volume 2, Geohazard Assessment,
Engineering Surveys, Geological and Geotechnical Investigation on
Technical Requirements for uniform approach on the conduct geological
and geotechnical investigations of Public Works and Highways Projects and
applicable provisions of existing laws, codes or Department Orders, to
minimize changes / modifications in the design plans, substitution of
materials / methods and unnecessary delays in the preparation of final
plans and estimate / quantification.

c. THE SERVICES FOR THE GEOTECHNICAL INVESTIGATION

• The Consultant’s Services shall be limited to the following:

- Field geotechnical survey – Field geotechnical survey shall be conducted


to gather the necessary data to undertake the pavement design. This
shall include site investigations and tests (soil and pavement
strength).

- Laboratory testing – Laboratory testing will be conducted on retrieved soil


samples and related materials.

Carry out detailed soil investigations along the road alignment to identify the
various soil types. It should not only be limited to the centerline and edge of
the pavement but also included side cut sections affected by the widening.

Auger borings and test pits shall be made/located alternately at the centerline
(in case of new alignment) and edge of the road (for existing and paved road)
at an average interval of 250 meters and 500 meters, respectively or at lesser
intervals if required in the judgment of the Consultant. For areas of light cut
and fill where there are no special problems, the exploration shall extend to a
maximum depth of 1.5 meters below the proposed subgrade. Where deep cuts
are to be made, such as large embankment across the marshland or
subsurface information that indicate the presence of weak layers, the depth
shall depend on the topography and nature of the subsoil.

All pits and boreholes shall be properly logged showing the thickness of each
layer, the color, the type and visual description of each layer, depth below the
surface, water levels (if any), etc. These samples will be subjected to the
following tests:

Mechanical Analysis, Specific Gravity, Atterberg Limits, Moisture-Density


Relationship, CBR and Natural Moisture Content. Classification of soils shall be
made in accordance with AASHTO M145.

In-situ CBR tests should be carried out where overlays or rehabilitation is


being proposed without reworking/re-compaction of any remaining pavement
layers including the subgrade layer.

e. GEOTECHNICAL AND GEOLOGICAL SURVEY INVESTIGATIONS

Detailed geotechnical and geological survey shall be carried out along the
proposed /existing road project road.

The Consultant shall coordinate with the Regional Office during the conduct of
geotechnical and geological surveys and investigations along the entire
alignment of each road section, specifically at locations with observed slope
failures, tension cracks, landslide scars, and areas with settlement and
subsidence.

The Consultant should be able to identify areas with geological problems and
difficulties, and water-bearing stratum causing subsurface discharge which
could affect the stability of the roadway.

• In general, the Consultant shall conduct geological survey and investigation


consisting of, but not limited to the following activities:

- Collection of geological information such as geological study reports,


documents and maps for the project areas.

- Geological mapping of the existing ground formation along the project


alignment specifically at slope disaster areas by conducting site ocular
inspection.

• The conduct of geotechnical investigation consists of, but not limited to, the
following:

- Undertake detailed soil investigations along the road alignment with the
purpose of identifying types of subgrade soils. This should not be
confined to the centerline and edge of the pavement only, but include
side cut sections affected by widening of RROW.

- Test pits shall be carried out at an interval of 250 m. along the centerline
of the road where traffic is greater than 300 m. vehicles per day or at 500
m. where traffic is less, in determining the CBR value to be used in the
pavement design. The maximum depth of exploration for areas of light
cut/fill, and deemed not to pose special problems, shall be 1.50m. below
the proposed subgrade. For sections where deep cuts are involved, e.g.,
large embankment crossing marshland or when subsurface information
indicate presence of weak strata, the depth shall be extended based on
the topography and nature of the subsoil.

- For sections where there have been observed mass and ground
movements, boring shall be deep enough to provide information on
materials which may cause problem to stability, settlement and drainage.
Disturbed and undisturbed soil and rock samples obtained shall be
subjected to physical and mechanical tests and analysis to include shear
strength tests necessary for slope stability analysis. Geotechnical
investigation may be carried out using inclinometers and piezometers, if
necessary, at areas where ground movement and/or settlement and
subsidence, have been observed.

- All test pits and boreholes shall be properly logged showing the thickness
of each layer, the color, the type and visual description of each layer,
depth below the surface, depth of water level (if encountered), etc.. The
following laboratory tests and analyses shall be made on the samples
taken: Mechanical Analysis, Specific Gravity, Atterberg Limits, Moisture-
Density Relationships, California Bearing Ratio (CBR) and Natural Moisture
Content. Classification of Soils shall be made in accordance with AASHTO
M145. Boring and test pits results shall be incorporated/drawn on the
plans (Soil Profile).

- The review and approval of the geological and geotechnical surveys and
investigations reports/plans which shall be undertaken by the DPWH,
Regional Office No. IV-A do not relieve the Consultant(s) from
responsibility of determining the sufficiency and appropriateness of the
geological / geotechnical investigation works including the laboratory tests
and evaluation of results.

- All required test under the Annex “F” – Ready Checklist for Geological
/Geotechnical Investigation of DPWH 2015 DGCS Volume 2C –
Geotechnical and Geological Investigations must be performed by the
Consultant.

f. PREPARATION AND SUBMISSION OF REPORTS

A final report should be submitted together with the final draft of the plans
for detailed engineering.

• Outputs
Factual and interpretive geotechnical investigation report.

• Reports on Investigation Results

The Consultant shall prepare the final report in three (3) bound copies. It
shall include, but not limited to, the following:

- Field Investigation and Methodology


- Laboratory Testing
- Vicinity Maps in scale of 1:50,000
- Final Boring Logs (1.50m – 2.00m)
- Final Laboratory Tests Results (FLTR)
- Borehole Location Plan in scale of 1:250
- Soil Profile along structures showing boring / drilling logs
- Recommendations if called for such as type of proposed countermeasures
/ structures to address geological / geotechnical problems and
foundation type

supervisor

Photographs
Photographs showing the borehole drilling and sampling at each proposed
sites shall be taken by the Consultant and form part of the report. The
photographs to be taken shall depict the following:
- Equipment used
- Core drilling operation
- Water level measurements
- Performance of soil boring test sampling
- All cores and soil boring test sample placed in core boxes
- Date photographs were taken
- Location or station

1.3.2. TOPOGRAPHIC SURVEY

One of the objective of the services is to prepare the topographic survey plans
for detailed highway engineering designs and estimate / quantification of the
aforementioned project.

a. SCOPE OF WORK

• The Consultant shall be responsible for carrying out the necessary detailed
topographic surveys for the various road sections for these project.

• The Consultant shall provide all the labors, instruments/equipments like


Global Positioning System, Electronic Total Station, Electronic Distance
Measurement, etc., calibrated by the DENR, Land Management Bureau;
materials, supplies vehicles, etc., necessary to perform satisfactorily the
survey works .

• During the conduct of topographic surveys, the Consultant shall coordinate


with the Implementing Office particularly on the surveys and investigations
requirements stipulated in the DPWH Design Guidelines, Criteria and
Standards, Volume 1 – Part 1; Manual on Technical Requirements for
Surveying and Investigation of Public Works and Highways Projects and
applicable provisions of existing laws, codes or Department Orders.

• In the preparation of plans, the Consultant shall use Computer Aided


Design (CAD) software. After completion of the survey works, all electronic
files of reports, plans and other relevant documents shall be turned-over by
the Consultant to DPWH.

b. SERVICES FOR THE TOPOGRAPHIC SURVEYS

Common Surveying & Mapping Requirements

Refer to Chapter II, Volume 2B, Engineering Surveys, DPWH Design


Guidelines, Criteria Standard and Manual on Technical Requirements for
Surveying and Investigation of Public Works and Highways Projects and
applicable provisions of existing laws, codes or Department Orders that
includes but not limited to the following:

Establishment of Horizontal and Vertical Ground Controls

• Horizontal Ground Control

Horizontal ground controls shall be established at or near an acceptable


vicinity of subject project using secondary traverse precision and accuracy.
Existing Bureau of Lands Location Monuments BLLM’s), Municipal Boundary
Monuments (MBM), Barrio Boundary Monuments (BBM) triangulation
stations within the project shall be made part of the project control. The
horizontal ground controls shall be connected to the previously approved
BLLM’s and/or triangulation stations or higher orders established by the
Bureau of Coast and Geodetic Survey.

Horizontal Traverse
Horizontal traverse must be tied to a GPS station established in the project
road. Primary traverse station shall be established using concrete
monument of dimensions 20 cm x 20 cm x 60 cm with 10 mm diameter, 60
cm long steel bar embedded at the center of the monument with the
following inscriptions:

• Vertical Ground Control

A vertical ground control system shall be established for the entire project
which will be connected and referred to at least three (3) existing
benchmarks (BM. All elevations shall be referred to a reference datum
plane, either the Mean Sea Level (MSL) or the Mean Lower Low Water
(MLLW) as established by the Bureau of Coast and Geodetic Survey. In all
cases, the datum plane shall be clearly indicated in the survey plans.

Benchmark shall be established at every five hundred (500) meters and


shall be marked by a concrete monument measuring 30 cm x 30 cm x 100
cm long with a 10 mm diameter steel bar by 100 cm long embedded at the
center of the monument with inscription as follows:

Intermediate Benchmarks (IBM)


Intermediate benchmarks (IBM) shall be established between BM at 250
meter interval and shall be marked by a concrete monument measuring 20
cm x 20 cm x 60 cm long, with inscription as follows marked on top of the

Where: K is distance or length of line in kilometers.

Line of levels shall begin and end on previously established first order
benchmark. At least two benchmarks which have not changed their relative
elevations must be recovered at each end of the line and at any
intermediate functions of the line with previous leveling.

When leveling along a highway or a well-defined road, the elevation of the


top road has to be determined by means of extra foresights, in front of
each railroad station or at each intersection railroad, road or highways, at
principal forks, at well-defined angles in the road, at points opposite
intersecting fence lines defined by trees or brush, at points opposite sharp
boundaries between cleared and eroded area and at bridge floors.

c. SURVEY OPERATIONS

- The conduct of topographic survey and preparation of plans shall be


undertaken/ supervised by a registered Geodetic Engineer.
- The Regional Director shall designate his authorized representative to
oversee and evaluate the field and office works for compliance to the
herein requirements and others to be stipulated as maybe required by
the Regional Director. Any recommendations, corrections or
alterations required by the authorized representative on this subject
survey works shall be followed accordingly. The right is reserved by
this office work not consistent with the herein requirements and to
incorporate other details deemed necessary but not to embraced in
the herein scope of work.
- Preparation of topographic survey plans
The Consultant shall prepare the following plans in accordance with
D.O. No. 56 series of 1995, Re: Quality of Plans.

General Requirements
• Title Sheet
• Title of Project
• Layout showing the beginning and end of project

• Location Plan
- Title of the Project
- Location plan showing the adjoining towns,
municipalities/barangays
- Vicinity Map
- General Notes including survey accuracy used
- Legend and symbols
- Index map
- Technical description of all controlling points

• Plans and Profile


- Project area plotted with geographic /coordinate system grid and
north arrow direction
- Matchline stationing in every sheet of plans
- Indicate all topographic/physical features within the limits of survey
area
- Indicate Right-of-Way
- Contour lines with elevation in meters
- Technical description of old and new established horizontal and
vertical ground controls
- Name and location of natural and man-made features
- Land use classification such as rice field, coconut trees, etc.
- Reference points
- Elements of curve
- Waiver drafted in every sheet of plans
- Name, license number, signature and seal of Geodetic Engineer
- Names of signatories/approving officials in every sheet of plans

• Cross-section
- Cross sections shall be plotted by coordinates and to scale

- Stationing for every cross section as indicated in the plan

d. SUBMISSION AND APPROVAL OF SURVEY PLANS/RETURNS

• The end product of this survey shall be submitted for checking, review and
approval to be used on the detailed engineering design. It shall consist of
the following, all of which to be included in the final detailed engineering
plans:
- One set of print copies (A-3 size) of the plans and cross-sections
including field books, survey returns, computations and other related
documents for checking/review.
- Such plans & profile and cross-sections shall be subjected to joint field
verification by the representatives of the approving offices concerned
together with the consultants to check/verify the actual existing field
condition of the project site, established horizontal/vertical ground
control monuments, existing structures, etc. before the approval of the
Regional Director.
- Upon compliance of all the requirements mentioned above and/or other
activities deemed necessary for the finalization of the plans, the
consultant may now use the data for the preparation detailed
engineering designs.

• Approved plans in A-1 size and all field data/records, computations,


electronic files, and other technical data furnished by the consultant shall
remain as the properties of the DPWH which shall have the right to use
them for any purpose in the future.

1.3.3. DETAILED ENGINEERING DESIGN

a. PRELIMINARY HIGHWAY ENGINEERING DESIGN AND STUDIES/ASSESSMENT

Improvement/Design Standards

• Geometric Design, Pavement Design & other related Structures

On the basis of the results of the preliminary studies and geotechnical


investigations, the Consultant shall recommend solutions and design of the
selected scheme. Before going into the details of the design, the selected
scheme shall be reviewed as to design concept by the DPWH, Batangas III DEO,
considering but not limited to the following aspects:
- Embankment and cut slopes
- Field compaction
- Foundations
- Ground and storm water drainage
- Use of construction materials for pavement and structures

- Establishment of the design criteria


- Design of the highway works including pavement design with analysis
- Design of the drainage system including but not limited to the need to
propose lateral drains and cross drains, etc., the place where the
underground water level is high, such as rice field and road cutting.

• Preliminary Detailed Design of Slope Protection, Countermeasures against Soft


Ground, Flood, etc.

- Determination of design criteria for slope protection and other


countermeasures;
- Design of slope protection works and countermeasures against soft ground,
floods, etc (e.g. slope stability analysis).

• Pavement Design

Pavement design shall take into consideration the following standards:

Other pavement cross-sectional and geometric requirements shall be based on


the DPWH Design Guidelines, Criteria and Standards and on the results of the
feasibility studies for the road project.

• Drainage/Hydrology

A proper assessment of the existing drainage facilities, if any, (i.e. pipe and
box culverts and ditches) will be made on the basis of an adequacy rating
which includes functional adequacy (serviceability) and structural adequacy
(safety). Functional adequacy relates to the roadway width on the structure
as well as to the adequacy of the waterway clearance. A complete inventory
of all the existing cross drainage structures together with remarks with

respect to their current condition will be prepared on a format acceptable to


the DPWH, Batangas III DEO.

It is emphasized that the Consultant shall include in the drainage design the
provision of adequate surface drainage and outfall management to ensure the
stability of all slopes and minimize the risk of erosion along the project road.

The existing alignment and roadside appurtenances/structures and all the


proposed improvements are to be traced in layout plan at a scale of 1:1,000 m.
together with all watercourses, which require structural work. Cross-sections at
intervals not exceeding 20 m. including intermediated breaks on the ground and
at bridge approaches and reaching at least 10 m. wide on both sides of the
centerline, are to be surveyed and plotted at a scale of 1:100 m.. The detailed
cross-section shall show but are not necessarily limited to the following: pavement
and shoulder width and corrections including super elevations where required,
new pavement thickness, slopes of embankment and cuts including slope
protection structures where required, cross-falls of pavements and shoulders as
well as longitudinal drainage ditches with their dimensions, if any and existing
roadside appurtenances/structures. Separate cross-sections shall be prepared if

necessary for road sections outside and inside township, the latter indicating
possible reduced width of pavement and/or shoulders and for every station or
location of drainage structures and facilities. To show or indicate the sufficient
height of the road above highest flood level (HFL), longitudinal sections at scales
of 1:1,000m. horizontal and 1:100 m. vertical will be prepared for all sections
where raising of embankment is required.

In order to facilitate the process of design review by DPWH, Regional Office No.
IV-A of the concepts of the proposed structures /facilities, the following activities
shall be undertaken:

o Clearance with Regional Office of Design Criteria and Specifications


o Presentation to and discussion with Regional Office of the Preliminary
Designs

Note: Presentation of documents shall include computer programs / software.

Quantities
Compute all quantities to an accuracy of + 10 % and prepare Bill of Quantities.

Unit Price Analysis


Prepare a detailed analysis of all applicable unit prices using current cost indices,
rates, etc..

c. REPORT REQUIREMENTS/DELIVERABLES

The Consultant shall submit the following reports in three (3) copies but not
limited to the following:

BRIDGE DETAILED ENGINEERING DESIGN

1.4. PROJECT SCOPE

The proposed project which is the subject of detailed engineering design, including
topographic and bridge site survey and sub surface soil exploration works are as follows
and shall include the preparation and approval of technical studies, plans and quantity
estimate.

CONSTRUCTION OF VIADUCT ALONG TAAL LAKE CIRCUMFERENTIAL ROAD

1.5. SCOPE OF SERVICES

1.5.1. GENERAL

a. The Consultant shall be responsible for carrying out the necessary detailed
engineering designs, bridge site survey, topographic survey and sub-surface
soil exploration works in respect to the project for viaduct along the
proposed highway project.

b. After the receipt of Notice to Proceed (NTP), the Consultant shall coordinate
with the Planning and Design Section, Batangas III DEO, particularly on
Surveys and Investigation requirements for the conduct of Engineering
Surveys (topographic, hydrographic/bridge site and right-of-way), to minimize
changes/modifications and unnecessary delays in the preparation of final
plans and estimate/quantification.

c. In the preparation of plans, the Consultant shall use Computer Aided Design
(CAD) software. After completion of the survey works and detailed
engineering design, all electronic files (AutoCAD) of reports, plans and
drawings and other relevant documents shall be turned-over by the
Consultant to DPWH.

d. Upon completion of the topographic and hydrographic survey activities, the


Consultant shall submit their design concept to DPWH Batangas III DEO for
presentation and subsequent approval.

e. The consultant shall be responsible up to the approval of plans and


estimate/quantifications.

1.6. THE SERVICES

1.6.1. Preliminary Engineering Design

This survey shall conform among others to the requirements stipulated in


Chapter II, Volume 2B, Engineering Surveys, DPWH Design Guidelines, Criteria
and Specifications for Public Works and Highways Projects and applicable
provisions of existing laws, codes or Department Orders that include but not
limited to the following:

• Horizontal and vertical control station shall be established and controlled in


accordance with the BCGS procedures of the 3rd and higher order of
accuracy. Previously established and/or existing BLLMs shall be made part
of the project control.

• Benchmarks (BMs) shall be established at least one (1) on each


approaches properly set on locations that will not be disturbed during
construction works.

• Concrete monuments for BMs shall be of size 30 cm x 30 cm x 100 cm


with 10 mm diameter, 100cm long steel bar embedded at the center of the
monument with inscription as follows:

• River/creek/lake bed profile shall be superimposed on all existing bridge


profile/elevation in order to determine the relative drop of river bed within
the distance of the section.

• River/creek/lake cross-section shall be at every twenty (20) meter interval


for meandering section and fifty (50) meter for straight reach which should
be extended at least fifty (50) meters from both banks and shall be
surveyed for five hundred (500) meters each upstream and downstream
side from proposed bridge centerline and one hundred (100) meters from
both banks. Cross-sections shall be measured at twenty (20) meter interval
showing therein the maximum flood level, ordinary water level with the
date of survey and characteristic of river bed bank.

• Road plan and profile along the proposed bridge extended at least two
hundred (200) meters from both approaches of the proposed/existing
bridge.

• Road cross-sections (bridge approaches) shall be at twenty (20) meter


interval extended about two hundred (200) meters from both approaches
of the proposed bridge.

• Elevation shall be referred to a single vertical datum, either Mean Sea


Level (MSL) or the Mean Lower Low Water (MLLW) as established by the
Bureau of Coast and Geodetic Survey (BCGS).

Survey Operations and Submittal/Approval of Plans


• All requirements of surveys not expressly specified herein shall conform to
the provisions laid by the Annual for Land Surveys in the Philippines (Land
Administrative Order No. 4, B.L.) and Design Guidelines, Criteria and
Standard (DGCS) of DPWH Volume 1, Part 1 and/or Reference Manual for
Surveys and Investigation of Public Works and Highways Projects.

• The District Engineer, Batangas III DEO, shall designate his authorized
representative to oversee and evaluate the field/office works for compliance
to the herein requirements and other works to be stipulated as maybe
required. The survey data shall be attested to by the representative of the
concerned DPWH Regional or District Engineering Office. Any
recommendations, corrections or alterations required by the authorized
representative on this subject survey work shall be followed accordingly.
The right is reserved by this office for works not consistent with the herein
requirements and to incorporate other details deemed necessary but not
embraced in the herein scope of work.

• The Consultant shall submit one (1) set of A-3 size print of the plotted
topographic/hydrographic survey plan/profile, and cross-sections for
preliminary review.

• The Consultant shall submit if necessary the below listed documents for use
as reference in the review of topographic survey plan (item no. c, above),
to wit:
- Survey data/computations
- Profile/cross-section data
- Pictures of horizontal/vertical control monuments showing the location
and inscriptions
- NAMRIA certification of the horizontal and vertical control reference point
used in each project
- Horizontal curve computation

• The review of the Topographic and Hydrographic survey plans is subject to


field verification to minimize changes/ modifications and unnecessary
delays in the preparation of final plans.

• The review and approval of the said survey plans by DPWH do not relieve
the Consultant from responsibility for the accuracy of the survey works and
permanency of the horizontal and vertical ground controls and reference
stations due to improper placement.

b. Sub-Surface Soil Exploration Works

• LOCATION

Before the conduct of Sub-Surface Soil Exploration Works, the Consultant


shall coordinate with the DPWH, Batangas III DEO, for the location of the
project. Borings are to be conducted at the proposed foundation location,

or as close as possible if there are obstructions that cannot be removed.


The location of the coordinates shall be recorded to 0.10 m accuracy (x,y,z)
by global positioning.

• SCOPE OF WORK

The contractor shall provide all the labor, instrument/equipment materials


and supplies, vehicles, bunkhouses, etc., necessary to perform satisfactorily
the sub-surface exploration herein required, viz:

- Drilling and sampling


- Standard Penetration Test (SPT)
- Water Level Measurements
- Laboratory Testing and Analysis
- Preparation and Submission of Reports

The Contractor shall be held solely responsible for the result of this
boring/drilling exploration and other activities under this Terms of
Reference.

All required test under the Annex “F” – Ready Checklist for Geological
/Geotechnical Investigation of DPWH 2015 DGCS Volume 2C – Geotechnical
and Geological Investigations must be performed by the Consultant.

• DETAILED EXPLORATION REQUIREMENTS / SPECIFICATIONS


Drilling and Sampling

1. Location and Number

Eighty-three (83) boreholes, at each location proposed for the viaduct


and two (2) boreholes for each of the six (6) bridge sites along the
proposed alignment that will be given by the Planning and Design
Section, Batangas III DEO.

2. Depth of borings

a) Thirty (30) meters depth below riverbed or five (5) meters in


bedrock/hard strata.

3. Procedure

In sand, clay and silt materials, the boreholes shall be advanced by


the wash boring method in between sampling sections using side
discharged chopping bits. Whenever necessary, N-size casings shall be
utilized. The washed section shall be cleaned thoroughly before each
sampling run ensuring, however, that the underlying soil is not
disturbed.

Sampling shall be done at one meter interval from the river bed to
hard strata using 5.0 cm. split spoon sampler. In a soft cohesive
layers, undisturbed samples using thin walled tube samplers shall be
obtained hydraulically.

Core drilling shall be carried out by a diamond rotary drill method in


gravelly or rock formation. Core samples shall be undertaken
whenever solid formation is encountered.

Cores shall be placed in core boxes arranged and labeled in


accordance to depth as soon as these are extracted from the
boreholes.

Drilling and sampling procedures shall comply in accordance with


ASTM Standards.
4. Equipment

a. Drilling Machine
The contractor shall utilized at least two (2) drilling machine and
set them up at the project site. The drilling machine shall be in
good working condition and shall be of such capacity as to
maintain satisfactory progress of work.

b. Bits
The contractor shall have an ample supply of different types of
bits to adopt to varying conditions. Bottom discharge and stepped
bits shall also be available.

c. Core Barrels
Double tube swivel type core barrels in good condition and
capable of obtaining maximum core recovery shall be used.

d. Casing
The contractor shall, at his own expense and responsibility,
provide casings as required to ensure the stability of the borehole
walls. The casing shall be at least of N-size and shall be in good
condition. After a hole has been finished the casings shall be
retrieved.

5. Handling and Core of Samples


The contractor shall provide all the materials, equipment and labor
necessary for preserving samples.

The test shall be carried out through ordinary soil encountered to the
depths specified above. Standard penetration test shall be performed using
5.0 cm. (2.0 in.) outside diameter split spoon sampler, driven by a 63.6 kg
(140 lbs.) hammer falling 76.0 cm. (30 in.) at 1.50 meter interval or closer
if necessary.

Water Level Measurement

The water level shall be measured daily (before and after) whenever
encountered in a borehole.

Laboratory Testing and Analysis

The preparation of samples for testing shall be made in accordance with


AASHTO. The following tests shall be made on samples obtained from
boring, drilling.

c) Liquid Limit, Plastic Limit and Plasticity Index, AASHTO Designation

The Contractor shall prepare the geotechnical report & analysis in three (3)
bound copies in a form and substance to be submitted to DPWH, Batangas
III DEO together with the detailed engineering plans. The final report shall
not be limited to the following:

c. Detailed Engineering Design

During the detailed engineering design, the Consultant shall coordinate and
report to the Planning and Design Section, Batangas III DEO for uniformity
and cohesiveness in the preparation of related documents, consistent with the
latest edition of the Design Guidelines, Criteria and Standards for Public Works
and Highways, AASHTO Guidelines and other applicable provision of existing
laws, codes and Department Orders. The final plans prepared shall be the
responsibility of the design Consultants. Pursuant to Section 4 of Annex “A” of
the Revised Implementing Rules and Regulations of R.A. 9184, approval by
the authorized DPWH undertaken by Consultants neither diminishes the
responsibility of the latter for the technical integrity of the surveys and design
nor transfer any part of that responsibility to the approving official.

Review the current design standards proposed for the Project taking into
consideration such factors as economics, potential for stage construction,
right-of-way availability and constraints, social and environmental impacts
and costs, among others.

Comparative analysis of alternative improvement and design should be


made whenever deemed proper. If, as a result of this comparative analysis,
it is found that new concept would be desirable for the detailed design,
proposed concept shall be supported by a detailed justification including an
explanation of its effect on the cost and economic justification of the
Project.

• Drainage/Hydrology
Carry out hydrological investigations to determine the kind of hydrologic
information required for this project to include, but not limited to the
following activities:
o Field assessment/inventory and evaluation of existing drainage
facilities i.e., pipe and box culverts and ditches. These structures shall
be evaluated based on their present functional and structural
adequacy. The results of the inventory, evaluation, recommendations,
hydrological analysis, and hydrological data shall be presented in a
format acceptable to the DPWH-Batangas III DEO, Planning and
Design Section.

o Field investigations at existing or proposed bridge sites to gather


information on the actual field conditions which include among others:
flooding condition, extent and duration and frequency of flooding, rate
of subsidence of floodwaters, river bed materials, erosion and banks
and river bed, vegetation within the vicinity, topography, etc.

o Review/evaluation and updating of existing studies on the project if


any.

o Office projection through available topographic maps for the


determination of parameters preparatory to hydrological analysis and
calculations.

o Preparation of Hydrology Report.


a. The Consultant shall submit a draft report consisting of the
completed hydrological analysis for preliminary review for
immediate use in the preliminary design works. The hydrology
report shall include among others the following:
- Relevant information regarding the study undertaken,
objectives and scope of work of the project
- Results of field assessment/inventory and evaluation of
existing drainage facilities
- Result of field investigations for bridge structures
- Result of review/evaluation of existing studies on the
project, if any

• Bridge Evaluation and Design


The Consultant shall prepare Technical Studies for the bridge and shall
be submitted to Batangas III DEO, DPWH for approval prior to the
preparation of contract drawings.

Study shall be made on the structural system selection cost comparisons


and hydraulic capacity for the bridge. The Consultant should also
consider the location in determining the appropriateness of the type of
construction proposed.

The consultant should also consider the design and location of the
craneway, together with its cost and economic justifications.

• Contract Plans
The consultant shall prepare the following plans for each bridge in

2. GENDER AND DEVELOPMENT

The Transportation Infrastructure Sector in the Philippine Plan for Gender Responsive
Planning (PPGD) and NEDA Harmonized Gender and Development Guidelines for Project
Development, Implementation, Monitoring and Evaluation outlines responses to make road
infrastructure projects gender responsive.

Chapter 15 of the PPGD spells out the Gender and Development Plan for infrastructure
development. It states that “the plan shall pursue the integration of women in all phases of
infrastructure development through the encouragement of women’s participation and
recognition of their actual and potential contributions.” The specific gender goals and
objectives of PPGD for infrastructure development are to:
• Promote and increase participation of women in policy formulation, decision-
making, planning, implementation, operation and maintenance activities in the
infrastructure sector;
• Consider and integrate the specific needs of women in infrastructure development;
and
• Develop and expand information generation and dissemination within the sector to
encourage greater participation and provide a database for policy formulation and
decision-making particularly as it affects women.
• In the NEDA Harmonized GAD Guidelines, target gender equality results for the
infrastructure sector are listed, to wit:
• more time for rest, productive, or reproductive activities due to shorter travel time
to and from the market, basic service facilities, or sources of water and fuel;
• improved women’s access to safe and affordable public transport services and
infrastructure;
• greater inputs of women to the design and operation of the infrastructure;
• increased capacity of women and their organizations to influence decisions about
the design, operation, and maintenance of public services and facilities;

• increased employment of women at all levels (actual construction, technical, and


management) in infrastructure projects or services;
• increased number of women employed in nontraditional occupations; and
• improved capacity of infrastructure agencies to plan, design, implement, and
monitor programs and projects that address gender issues and the concerns of
different groups of woman users or women resettled involuntarily.

To implement the required responses to make the project gender responsive, the Consultant
in coordination with the DPWH ESSD and COGAD shall perform the following activities:
1. Undertake environmental planning (+ resettlement action plan) through public
consultation or multi-stakeholder’s forum and identify gender issues and concerns in the
involvement of women, youth, senior citizens and disabled persons in infrastructure
development. Women should constitute at least 30% of the total participants.
2. Ensure that all data that will be gathered for the study concerning the affected
population groups are sex-disaggregated.
3. Conduct gender analysis with the aim to develop gender-based information on the
following:
a. Trend of employment of women at all levels (actual construction, technical and
management) in infrastructure projects or services;
b. Capacity of women, women’s groups, and gender equality institutes and NGOs
located in the proposed project area who can be consulted to influence decisions
about the planning design, operation and maintenance of infrastructure facilities;
c. The number of families, men, women, boys and girls, as well as the number of
female headed households resettlement of as a result of the construction of the
infrastructure; access of women to water, health and transport services, etc. It is
noted that the involvement of women in infrastructure development is very limited.
d. Identify appropriate sites for public restrooms along the stretch of the road project
and recommend O & M measures for these restrooms.
e. Identify appropriate sites for children’s crossings, pedestrian walkways, bike lanes,
guardrails, footbridges, lane markings, guard houses, and other road safety facilities
and structures.
4. Prepare standard gender-sensitive design of infrastructure and facilities that caters to
the practical needs of women, aged people and children, as well as people with dis-
abilities and special needs (according to the requirements of the accessibility law), such
as wider space on restrooms of women, provision of ladders in the abutments of bridges
and dikes, wider walkways/ sidewalks in urban area, etc.
5. Incorporate in the plan such gender-sensitive needs, and structures as may be cost-
effectively needed; and
6. Formulate gender equality cost and benefits in the economic evaluation.

3. DISSASTER RISK REDUCTION (DRR) MEASURES

Mainstreaming of disaster risk reduction should be part of the feasibility study. The
Consultants shall conduct preliminary inventory for potential road slope disasters in the road
section under study. The road slope disasters in the road shall be determined and classified
as soil collapse, rock slope collapse, landslide, road slip, debris flow, river erosion and
coastal erosion.

The Consultants shall collect information regarding road slopes on the road under study for
proper and practical risk assessment. They shall complete the five (5) types of templates
prepared for at the Preliminary Inventory Survey (PIS) level. The PIS shall be undertaken to
identify disaster prone slopes and assess the disaster frequency of the slopes.

The inventory procedures shall conform to the Road Slope Management System (RSMS)
developed by DPWH.

7.1 Features of the Inventory Survey


a. Estimation of Potential Frequency of Road Closure Disaster (FRCDp). FRCDp is the
major indicator to estimate the hazard level, risk level and feasibility indicators of
the road slope protection measures. The consultant shall evaluate the hazard
conditions that could cause slope disasters for which the assessment of hazard
conditions shall be quantitative.
b. Identification of Disaster Area In doing the inventory, the Consultants shall:
1. Identify disaster prone slope;
2. Assess the Potential Frequency of Road Closure Disaster per year (FRCDp);
3. Assess magnitude of disaster;
4. Prepare preliminary preventive countermeasures plan and cost estimates; and
5. Identify possible countermeasures including cost.
c. The Consultant shall refer to the following DPWH Technical Guidelines:
1. Guide I – Guide to Risk Management Planning on Road Slopes
2. Guide II – Guide to Inventory Survey and Risk Assessment on Road slopes
3. Guide III – Guide to Road Slope Protection

4. MANPOWER REQUIREMENTS

The Consultants shall be composed of qualified staff with experience in the conduct and
preparation of preliminary design, traffic, and social and economic. It shall provide the
required expertise for proper conduct of engineering, traffic, social, economic and
environmental impact assessment. It shall provide expertise in all fields of specialization
required in the conduct of the study such as highway and bridge engineering, transportation
and traffic planning, economics and environment necessary in the satisfactory and quality
performance of the services covered in this TOR following sound quality management
principles.

The technical staff needed in the conduct of Feasibility Studies are as follows:
a) Project Manager/Transport Planner – prepares operation plan and supervises all aspects
of the project to ensure compliance with the objectives and maintain progress in
accordance with

b) Sr. Highway Engineer – Supervise the preparation of detailed engineering design of


project roads which includes pavement design and slope protection facilities

c) Sr. Bridge/Structural Engineer – supervises field investigations and evaluation of all


existing bridges with reference to necessary repairs/replacement and preparation of

standards for the detailed design rehabilitation and upgrading of bridges, box culverts
and other structures

d) Sr. Geodetic Engineer – supervises the undertaking of topographic survey and provision
of the necessary topographic maps

e) Sr. Geotechnical Engineer – supervises the analysis of result of field and laboratory test
of soils and materials survey and preparation of recommendations on structure
foundation and road pavement

f) General Economist – supervises the collection of data on various economic aspects,


reviews previous reports and prepares financial and economic analysis

g) Traffic Engineer – plans, supervises and coordinates all aspects of traffic engineering and
transport planning

h) Pavement Engineer – prepares necessary study for the pavement structure for the project

i) Hydrologist/Drainage Engineer – directs and supervises the design of bridges, culverts and
special structures, and provides preliminary engineering design of necessary erosion
control structures to avoid washout of highway embankment and bridge abutment

j) Materials Engineer – responsible in the preparation of necessary geotechnical and sub


surface exploration reports

k) Cost Engineer/Construction Planner – prepares prequalification documents, bid schedule,


general specification and other relevant documents regarding the tender procedure

l) Foundation Engineer – prepares the design recommendations for the foundation of


bridges proposed on the project

m) Geologist – identifies location of potential road slope disaster/failure, prepares


countermeasure plan and conducts indicative feasibility study of the selected
countermeasure

n) Highway Engineer – prepares detailed engineering design of project roads and slope
protection facilities

o) Bridge/Structural Engineer – perform field investigations and evaluation of all existing


bridges with reference to necessary repairs/replacement and prepare standards for the
detailed design rehabilitation and upgrading of bridges, box culverts and other structures

p) Geodetic Engineer – undertakes of topographic survey and provide necessary topographic


maps

q) Geotechnical Engineer – perform analysis of result of field and laboratory test of soils and
materials survey and prepare recommendations on structure foundation and road
pavement

The Consultant shall provide technical and administrative support staff as may required.
The technical support staff shall be composed of junior engineers in the various disciplines
if highway, structural, geotechnical, drainage and cost/specification engineering. The
development of these personnel shall be necessary in accordance with the project
requirements and with the prior approval of the DPWH.

5. CONTRACT PERIOD

The Consultant’s contract period for undertaking the detailed engineering shall be ninety
calendar (90) calendar days and the Consultant shall commence upon receipt of Notice to
Proceed.
