WHEREAS, pursuant to Comelec Resolution No. 10213 dated October 24, 2017 and the
Implementing Guidelines on the Allocation and Utilization of the Sangguniang Kabataan Funds,
and after consultation with the concerned department of the city government of Iloilo, be
guided with the following menu of programs and activities for the preparation of the 2019

Rationale:
The training is anchored to the assumption that the SK Council develop their
positive self-concept first through equipping them with appropriate knowledge, skills,
and values needed for them to be able to formulate action plans in the contect of the
national and local institutions.
Objectives:
1. To recognize that leadership is an ongoing and continuous learning process.
2. For young leaders to learn core leadership principles and skills in key capability areas
that will develop them into team-oriented leaders with ethics.

Rationale:
According to the World Health Organization (WHO), 2 billion people around the
world have limited access to lifesaving medicines and are underprivileged to be able to
see a doctor or specialist. The greatest tragedy is that millions needlessly suffer and
even die from illnesses that can be so easily avoided.
Objectives:
1. To provide aid in improving the health and lives of underprivileged people in the
barangay who have limited or no access to the most basic dental and medical health
and necessities of life.
2. To provide volunteering opportunities to our parent partners who are in the
professional dental and medical professions to freely share their expertise and time
to those in need.

Rationale:
Mental illnesses affect 19% of the adult population, 46% of teenagers and 13% of
children each year. Stigma against mental illness is still powerful, largely due to media
stereotypes and lack of education, thus affecting not only the number seeking
treatment, but also the number of resources available for proper treatment.
Teenage pregnancy is a significant medical and social problem that causes
complication of the child birth and unsafe abortion are among the main causes of death
for women under 20. Early teenage pregnancy can cause severe health problems for
both the mother and child. Moreover, an early start to childbearing greatly reduces
women’s educational and employment opportunities and is associated with higher
levels of fertility.
Iloilo province ranked second in the whole Western Visayas with 429 confirmed
cases of Human Immunodeficiency Virus (HIV) and Acquired Immune Deficiency
Syndrome (AIDS) as of 2017. Awareness is vital in providing an opportunity to educate
communities about the importance of HIV prevention, research, HIV testing, and
the issues for particular population groups.
Objectives:
1. To educate the youth on social issues such as mental health, teenage pregnancy
and HIV-AIDS and their consequences.
2. To break stereotypes and stigma regarding these social issues.

Rationale:
Adolescence is often a period during which individuals try on new attitudes,
roles, and behaviors. Some adolescents choose to engage in risky behaviors such as
smoking and substance abuse which causes an enormous burden on public health and
social security.
Objectives:
1. To educate the youth of the health risks and consequences of smoking and substance
abuse.
2. To develop and implement community-based interventions and initiatives to prevent
illicit drug use and smoking.
3. To support effective treatment and rehabilitation systems and services by developing
and implementing innovative and collaborative approaches

to prevent property and personal crime. This system is reliable thus providing an
optimum level of security.

1. To provide a constant and consistent surveillance on places that need it the most.
2. To make a rapid and detailed information on security-related crimes and illegal drug
activities.

Rationale:
First Aid knowledge is invaluable for both individual and the community. It is the
first assistance and support when a person presents with an obvious or complained
about injury or sudden health status change. All staff have a duty of care to ensure that
any potentially life-threatening or long-term health deterioration consequences are
identified as accurately as possible and stabilized while professional care is sought.
Objectives:
1. To provide professional development training that supports the community in the
area of health and first aid.
2. To ensure basic first aid supplies and facilities are readily available to cater for the
administering of first aid.
