CHARTER OF DEMANDS
PREAMBLE

The structure of Pay scales presently in vogue was effective from 01.04.2014
and therefore, Revision thereof has become due from 01.04.2019.

While formulating the Demands, especially on Revision of Wages/Wage


structure which predominantly comprised of demands in economic terms, it is
essential to go into the broad spectrum of things and issues which are
confronting the Precision Group Companies and its Employees. Essentially
the economic demands cannot stand in isolation without due focus on issues
quite relevant to it and forms the basis for evolving proper perspective to the
issue of Wage Revision per se. In addition to contributing its role in terms of
its impact on economic demands, these issues do require its due attention at
the time of discussing issues at macro-level.

With this perspective, the following issues are listed hereunder:

1. SUSPENSION OF SUPERVISOR

In the recent period there has been an incident reported between supervisor
and employee, but the employee has been immediately suspended but no
action has been taken against the supervisor thus we demand that employee
should also be reinstated immediately or the supervisor should be suspended
till investigation is over.
2. PAY SCALES

I The existing pay scales shall be linked to All India Consumer Price Index
2944 (Base 1960 = 100), Index average of January 2019 to February 2019 in
such a manner that:-

i) While constructing pay scales ensure inter-se Class and Cadre


relativity.
ii) All allowances should be linked with Basic Salary irrespective of
Class and Cadre.
iii) ‘SPECIAL PAY’, ‘PERSONAL PAY’, ‘FIXED PERSONAL ALLOWANCE’
and such other pay which is treated as Basic Pay should be added
to BASIC PAY before merger.
iv) The neutralization of minimum of 125% for Class IV and 120%
for Class III shall be realised.
v) The span of all pay scales shall be reduced.

vi) The new pay scales would result in minimum 20% rise in
terms of take home pay (Basic + Dearness Allowance – P. F.
Contribution) at all stages.
vii) An employee who has reached the maximum of the present pay
scale shall be placed in next higher pay scale.
viii) One Stage higher fitment in new pay scales.

Also the salaries currently being paid are 15% lower than the industry
average and a hike of minimum 20% in base salaries is required for all
workers(full time and part time).

3. TRANSPORT FACILITIES

The bus service provided to full time employees currently is redundant


as most of the employees prefer coming on their own thus the service should
be extended to part time employees with extended routes and more
coverage.

4. OVERTIME ALLOWANCE
As per the current law, all full time workers working beyond the 8 hour shift
(due to any reason) are entitled to overtime wages and most of the part time
employees are doing the same work thus should be simultaneously given the
overtime wages at prescribed rates

5. MEDICAL BENEFITS

All employees and Retirees shall be entitled to free and full Medical expenses
for self and their dependents. A Comprehensive Medical Policy covering
domiciliary treatment and such other requirements of treatment without
exclusion of pre-existing disease be given free of cost to the employees and
their dependents with availability of doctor in near vicinity.

The facility of cash less settlement of claim shall be made available.

The facility of free medical check-up shall be given once in two years to the
employees and their spouses on attaining the age of –50 years.

CMD’s Ex-gratia Medical Relief shall be increased to Rs.20 lacs without any
restriction. Ex-gratia Medical Relief shall be extended

6. CONVERSION OF Part Time Employees to Full Time

All part Time Employees shall be regularized as full time employees and all
the benefits including Pension shall be extended to them.

All Full Time Employees will be classified as Class IV Employees.

7. LEAVE FACILITIES

The Leave facilities shall be restored with following modification:

1. Casual Leave:
· In a calendar year, an employee shall be granted Casual Leave for
a maximum of –15 days.

· Provision for availing half a day Casual Leave shall be restored.

· Additional Casual Leave shall be restored.

· Casual leave shall be granted for Seven DAYS at a time.

· Unutilized casual leave shall be converted into sick leave on full pay.

2. Earned Leave: The Earned Leave shall accrue at the rate of one day for
eleven days of duty and can be accumulated up to maximum 300 days.
The leave shall be granted –7 days minimum and 180 days maximum.

Intervening Holidays(public holidays) / Weekly off days shall not be


reckoned as leave.

3. Encashment of E.L.: All employees shall be eligible to encash –15 days


of Earned Leave every year. The Encashment shall comprise the gross
salary with all allowances including HRA.

4. Medical Leave: Employees are entitled to 15 days of sick leave whereas


21 days of leave is necessary.

5. Paternity Leave: Male employees shall be granted Paternity Leave of –15


days for each delivery up to –2 living children.

8. MEDICAL INSURANCE

Currently this is provided to full time employees but the benefit should be
immediately extended to part time employees as well.

9. COMPANY SCHOOLS

The basic prerequisites like good faculty are missing in company run schools
thus hiring of new teachers should be undertaken or employees should be

provided with adequate funds for their children to go to better quality
government run schools.

10.AWF OFFICE RENOVATION

The current union office is in a dilapidated state and provision of new


computers, furniture, flooring and paint is required which would cost the
company around Rs. 100000.

11. GRIEVIANCE REDRESSAL

All employee related issues are currently being restored by Ms. Schmidt alone
but Mr. Karim Faizal should be onsulted for any such decision and should be
taken in as a member of Grieviance Redressal Forum with immediate effect.

12. DATE OF EFFECT

The demands under this CHARTER OF DEMANDS shall be given effect


from 1st APRIL 2019 for FIVE YEARS.

29. EXISTING RIGHTS AND PRIVILEGES

Notwithstanding anything contained in the CHARTER OF DEMANDS total


emoluments of any employee in any cadre shall not be reduced at any time,
no recovery shall be effected whatsoever due to the revision in the wage
structure. Nothing shall adversely affect or take away from any employee or
group of employees any rights, privileges or usage, practice or conventions,
amenities or other conditions of service that are already vested in or enjoyed
by employees.

AWF reserves the right to amend, alter, add and / or delete any part
of charter of demands as may be found necessary.

Re: CHARTER OF DEMANDS.

We have great pleasure in placing our Charter of Demands before you for
upward revision of wages and other service conditions for Class III & IV
employees.

You are well aware that the present structure of Pay-scales has been brought
into effect as from 1st August 2002 and therefore, the revision thereof has
become due as from 1st August 2007.

We would, therefore, beseech you to take immediate steps to commence


expeditious and meaningful negotiations on the above.

AWF, as a majority, responsible and responsive trade Union will take all steps
to ensure a speedy negotiated settlement.
