1. GENERAL

1.1. Scope

1.1.1. This specification establishes the minimum requirements, codes and standards to
be followed by the EPC contractor for the design and procurement of unfired
pressure vessels subject to internal and/or external pressure, for a new SCOP
refinery to be located in Karbala;

1.1.2. During FEED stage, the use of this specification will be limited to the contractual
framework and scope of work of Karbala FEED Project.

1.1.3. This specification shall be read together with the General Supply Rule for Welding
and for NDE (JSS-6300-02)

1.2. Definitions

1.2.1. For the purpose of this specification, the following definitions shall apply:

CONTRACTOR: Party which carries out all or parts of the


design, engineering, procurement, construction
and commissioning for the project.

MANUFACTURER /SUPPLIER: Party which manufactures or supplies


equipment and service to perform the duties
specified by the CONTRACTOR.

2. DESIGN

2.1. General Design Requirements

(See Design Specification JSD-0400-01 para. 3.).

2.4.1. As a general rule, all the selected materials shall comply with the specifications of
the contractual documents.
During the proposal stage the Supplier may, however, propose alternate materials,
if economically and/or technically convenient in Supplier's experience. In all cases
their use is subject to CONTRACTOR's written approval.
Such an approval shall be obtained before the order award.

2.4.2. Welded carbon and carbon manganese steels for vessels shall comply with the
following:
Carbon content shall not exceed 0.23%.

In addition, one of the following requirements, based on the ladle analysis, shall be
satisfied:

- Ceq = C+Mn/6+(Cr+Mo+V)/5+(Cu+Ni)/15  0.42 %

- Ceq = C+Mn/6  0.42 % (See Note)

Note: This formula may be used if the material standard specified C and Mn only:

2.4.3. Gaskets shall be asbestos free.

2.5. Thicknesses

2.5.1. The thicknesses shown in CONTRACTOR's drawings and sketches shall be the
minimum thicknesses after fabrication.
The selection of adequate thicknesses, to provide for thinning of material due to
construction operations, is at Supplier's care and responsibility.
Reductions of thickness due to plates under tolerance (only if within the limits
accepted by the applicable Codes) are subjected to CONTRACTOR's written
approval.

2.5.2. In case that thicknesses are not specified in CONTRACTOR's drawings and
sketches, minimum wall thicknesses (in mm) shall not be less than the greatest of
the following values:

- calculated thickness plus corrosion allowance;

- minimum thicknesses, as specified in the contractual Codes and Standards

- I.D. + 2,5 (or 5 mm) for carbon steel or low alloy steel vessels; (higher value)

Where I.D. is the inside diameter of vessels in meters.

2.6. Corrosion Allowances

2.6.1. Unless otherwise stated, no corrosion allowance is required for external surfaces
and for external appurtenances such as platforms, ladders, pipe supports and
lugs.

2.6.2. For internal parts each surface, including weldings, exposed to the process fluid,
shall have a corrosion allowance as follows:

- welded or non-removable parts: 100% of the specified value;


- bolted or removable parts: 50% of the specified value.

2.7. Nozzles and Manholes

2.7.1. Whenever the construction allows it, flanged connections 2" N.D. and lesser shall
be long welding-neck type.
0 Nozzles with nominal diameter greater than 2" up to 12” dia.shall be fabricated
using seamless pipes. The use of rolled plates is accepted for nozzle pipe greater
than 12”. The use of ERW pipe nozzles is not permitted.

2.7.2. Nozzles shall be welding neck flange type, unless otherwise specified.
Slip-on flanges may be used in non-cyclic conditions for class 150 rating and when
design temperature is in the range between 0°C and 260°C.
Client approval is required to use Slip-On flange type.

2.7.3. When a corrosion allowance greater than 3 mm is specified, the Supplier shall
verify the thickness of standard blind flanges.

2.7.5. Internal distributor flanges may be fabricated from plate, according to


0 CONTRACTOR standard or licensors specifications.

2.7.6. The bolt holes of the nozzle and manhole flanges shall always straddle the
principal centerlines of the vessel or their parallel lines.

2.7.7. For manholes and handholes construction details, refer to CONTRACTOR


standards.

2.7.8. Unless otherwise specified, manholes nominal diameter shall be 24” dia., unless
otherwise specified by Licensors or process data sheet..

2.7.9. Vessels with inside diameter smaller than 800 mm will have body flanges unless
approved by Client.

2.7.10. Stud bolts shall be provided with two heavy series hexagonal nuts.
Bolt diameter  2" on vessels shall be tightened using hydraulic bolt tensioning
equipment. In this case, required tension for each bolt shall be marked.

2.8. Supports

2.8.1. For construction details refer to CONTRACTOR standards, unless otherwise


specified on CONTRACTOR drawing.

2.8.2. Unless otherwise requested, the upper 600 mm length of the support skirt shall
be made of the same material as the vessel.

2.8.3. The transition plate for support saddles, legs and brackets shall be made of the
same material as the vessel.

2.8.4. For design temperatures lower than -29°C, the skirt, support saddles, legs and
brackets shall be made of the same material as the vessel.

2.8.5. Unless otherwise specified vessels with saddles or brackets, working at a


temperature below -10°C, shall be provided with wooden pillows (or other
adequate means) to prevent direct contact with foundations.

2.9. Internal and External Accessories

2.9.1. For construction details refer to CONTRACTOR standards.

2.9.2. All the external parts, appurtenances and accessories, directly welded to the shell
(stiffening rings, clips, gussets, etc.), shall be made of the same quality of material
as the vessel (unless otherwise specified).

2.9.3. Unless otherwise required, all the internal parts in contact with the contained fluid,
or directly welded to the shell, shall be made of the same quality of material as the
inside of the vessel.

2.9.4. All the internal and external attachments shall be positioned so that the distance
between the fillet welds of these attachments and the shell welded joints shall be
which it is specifically furnished or outside the extent of the agreed upon right of use.

2.9.5. Reinforcing plates and pads shall have rounded corners.


Minimum radius shall be 50 mm, if not otherwise specified.

2.9.6. Trays, distributors, baffles and support beams shall be designed and installed in
such a manner to avoid any deformation of the shell due to pressure and/or
thermal expansion. Reinforcing pads are preferred when flashing is anticipated in
internal pipe distributors.

2.9.7. Removable internal parts such as trays, demisters, distributors, etc. shall be
designed to pass through the nearest manhole.

2.9.8. If several manholes are requested on the shell, they shall have different
0 orientation as much as possible.

3. FABRICATION

3.1. Construction Details

3.1.1. In case of butt-welding of plates of unequal thickness, the thicker plate shall be
tapered (according to the provisions of the contractual Codes).

3.1.2. Whenever possible, dished heads shall be made of a single piece.


If the head is composed by pieces welded along chords, the seams shall intersect
an ideal concentric circle measuring 0.8 times the external diameter of the head.
If the head is composed by a central disk and several petals, the disk shall have a
diameter not larger than 0.8 times the external diameter of the head.

3.1.3. The reinforcing plates of nozzles and/or appurtenances shall not be located on
shell welded joints.
When interferences are unavoidable, on a circumferential joint, the manufacturer
shall provide a flush grinding and a full radiographic examination of the welded
joint for a minimum length of two times the involved zone.
Reinforcing plates that overlaps the welded joints shall have a threaded vent hole.

3.1.4. Nozzles and manholes shall be joined to the shell and to their reinforcements with
full penetration welds.
All nozzles shall be set-in type, unless otherwise specifically accepted.
Unless otherwise specified, all nozzles and manholes shall be properly cut out to
be flush with the inside surface of the vessel.
Manholes shall have inside corner rounded to 3 mm radius minimum.
Where a re-pad is made of two or more pieces creating chamber between the
section, a vent holes is required in each chamber apart.

3.1.5. Nozzle reinforcing plates and pads shall be welded all around the periphery and
shall be provided with threaded vent hole.
In case of nozzle reinforcing plates, the line between the center of the nozzle and
the vent hole shall be perpendicular to the longitudinal axis of the vessel.

3.1.6. For reinforcing plates relevant to external accessories with one dimension larger
than 600 mm, the necessary intermediate anchorages to the shell shall be
provided by means of welding plugs (20 mm dia.) positioned with a square pitch.

3.1.7. Slip-on flanges shall be provided with threaded vent hole.

3.1.8. Nozzles for vessel thicker than 40 mm shall be self reinforcing type.

3.2. Tolerances

3.2.1. The allowable tolerances after fabrication are specified in CONTRACTOR


standard, unless more stringent limitations are specified by the contractual Codes
and Standards.

3.3. Welding Operations

3.3.1. The Manufacturer shall submit to CONTRACTOR for approval the following
documents:

- Welding book including weld map, Welding Procedure Specification (WPS)


and supporting Procedure Qualification Reports (PQR).

No welding operation is allowed before CONTRACTOR‘s approval of such


documents.
CONTRACTOR’s approval shall not relieve the Supplier from his responsibility for
the design and the weld execution.

3.3.2. In case that the equipment is completed at site of final destination or another place
different from the workshop, the Supplier shall submit to CONTRACTOR's
approval also the WPS relevant to the parts to be welded in field.

3.3.3. The main welded joints, including the skirt, shall be full penetration type.
The use of backing strip is not allowed.

3.3.4. All fillet welds shall be continuous, with the smaller dimension equal to 0.7 times
the thinner of the welded parts.

3.3.5. Temporary attachments shall be welded to the base material using the same
welding procedure of the main welds.

3.3.6. For all welding repair before PWHT, applicable WPS/PQR and NDT procedure for
specific situation shall be submitted for information/approval

3.4. Heat Treatment

3.4.1. No weld may be executed directly to the pressure parts, subjected to the postweld
heat treatment (PWHT), after heat treatment has been carried out.
On vessel requiring PWHT shall be clearly marked or painted “NO WELDING IS
PERMITTED- VESSEL PWHT”.

3.4.2. The vent holes on reinforcing plates, pads, slip-on flanges, shall be open and
dirt-free during heat treatment.

3.4.3. Gasket contact surface of flanges must be protected against oxidation during the
PWHT.
Full size shell flanges shall be machined after PWHT.

3.4.4. The Brinell hardness test shall be performed after PWHT on all fabrication welds.
At least one reading shall be taken on each circumferential, longitudinal joint and
on each diameter of branch weld connection. Each welding procedure used shall
be tested.
The acceptable maximum values are defined by the contractual Codes.

3.4.5. The heat treatment procedure for clad steel is subject to prior CONTRACTOR
approval.

3.4.6. Mechanical characteristic of materials to be post weld heat treated shall be


guaranteed for a number of PWHT cycles equal to the construction plan foreseen
cycles plus two in order to have two possible repairing procedures.

3.5. Alloy Lining

3.5.1. Alloy lining for shell and heads shall be made using integral, and continuously
bonded, clad plate or weld deposit overlay. Client approval of clad method is
required.

3.5.2. Clad plates shall be subjected to shear test, unless otherwise specified.

3.5.3. Linings by plug weldings and strip lining are not allowed, except for flat covers
within the following limits:

- design temperature less than 343°C;


- no cyclic service;
- no hydrogen service;
- no vacuum service;
- no PWHT is required.

3.5.4. Moreover, within a 100 mm wide strip each side of the internal parts directly
which it is specifically furnished or outside the extent of the agreed upon right of use.

Any lack of bond in the integral cladding and the base material or lack of fusion
between the weld overlay and the base material shall be repaired and checked
again.

3.5.5. The X-ray examination of welded seams shall be made before the alloy cover weld
is deposited, provided that the requirements of ASME Section VIII div.1 par. UCL-
35 are met.

3.5.6. Unless otherwise specified the nozzles of cladded vessels shall be as follows:

3.5.7. Tray support material shall be the same as the lining and shall be continuously
fillet welded to the lining on both sides.

3.5.8. Supports bearing load greater than 3000 Kg/m shall be directly welded to the base
material.

3.5.9. The use of solid alloy, instead of the specified cladded or overlaid material, is not
allowed, unless it is specifically accepted by this document or approved in writing
by CONTRACTOR.

4. EXPEDITING, INSPECTION AND TESTING

4.1. General

4.1.1. Manufacturer shall submit to the review of CONTRACTOR Quality Control Plan
which will define in chronological manner the list of the operation of fabrication,
and associated control and tests.
For equipment of inspection levels 1, 2 and 3 Manufacturer's Quality Control Plan
shall be submitted compulsorily to CONTRACTOR before the Pre-inspection
meeting is held.

4.1.2. Inspection and Test Plan included in the MR shall define the type and extent of
CONTRACTOR involvement in terms of (Hold), Witness points and documents
review. Manufacturer will notify to the CONTRACTOR 10 days in advance.

4.1.3. The Supplier shall place at disposal of the inspectors all the means and the
assistance required for the proper performance of their activities.

4.1.4. Before the final inspection of the equipment, all the slag, loose scale, dirt, grit,
weld spatter, paint, oil and other foreign matter shall be removed in order to allow
an easy, reliable and complete inspection.

4.1.5. Vessels that will contain cartridge trays assembly shall be checked with a
template. The diameter of the template shall be no smaller than the I.D. of the
vessel minus 6 mm.

4.2. Material Identification

4.2.1. All the materials used for vessel fabrication shall be new and of the type and grade
specified in the contractual drawings, sketches and/or other specifications.
They shall be properly stored and identified before their employment.

They shall comply with the relevant certificates per European Standard EN 10204
3.1., for the following parts, unless otherwise required by MR or local Authority:

- All pressure retaining parts


- Skirts including anchor chairs and base ring
- All elements directly welded on pressure parts
- Trays from alloy steel and non ferrous material
- Loaded support beams and removable catalyst grids
- Support Brackets

For all others remaining parts certificate 2.2 is required.


Chemical analysis of alloy materials and cladding shall be spot checked.

4.2.2. Each plate, pipe and forging shall be marked by the mill with a readable stamp
showing the material type, grade number and heat number.

4.2.3. The stamp transfer, before cutting, shall be carried out under the supervision of
the Manufacturer's quality controller and, if required, witnessed by inspectors of
CONTRACTOR and/or of a named Independent Authority.
A procedure of Manufacturer's quality control for material identification and the
stamp transfers record may be requested, according to the contractual Codes,
Standards and specifications.

4.2.4. The metal stamp on pipes and rolled surfaces shall be made by a low stress type.

4.3. Non-Destructive Examinations

4.3.1. The X-Ray examination of welded seams shall be performed strictly in compliance
with the contractual Codes and Standards and according to the requirements
specified in CONTRACTOR's drawings.

4.3.2. In any case the X-Ray spot examination is required as minimum, unless otherwise
specified.

4.3.3. When X-Ray spot examination is required, the points to be X-rayed shall at least
include all the T crosses between circumferential and longitudinal joints, as well as
the welded seams in the torical section of the formed heads.

4.3.4. For Thickness equal or greater than 25 mm, branch connection nozzles shall be
examined by UT. For Thickness below 25 mm, only MT or PT shall be mandatory.

4.3.5. For thicknesses greater than 25 mm, the bevels prepared for welding shall be
examined by MT.

4.3.6. After removing parts temporarily welded to the shell, the involved area shall be
0 ground flush and checked by MT for thickness 25 mm and/or for material with
ultimate tensile strength  490 MPa.

4.3.7. When PWHT is required the X-RAY examination (RT) and the Ultrasonic
Examination (UT) shall be performed as detailed in the table.

(1): Unless otherwise specified by applicable code.

(2): For low alloy steel with thickness less or equal to 50 mm preliminary RT

(3): For thickness between 15 to 50 mm, RT before PWHT followed by UT after


PWHT is acceptable.

(4): For thickness higher than 50 mm preliminary UT before PWHT remain


Supplier’s in house testing.

4.3.8. Plates thicker than 50 mm, and non-standards forgings shall be examined by UT,
at the mill.

4.3.9. The Manufacturer is responsible for a preliminary UT, before any heat treatment,
in those areas where the said test is required after hydrostatic testing.

4.3.10. For all the welds on non-magnetic materials, including weld deposits, the MT
examination shall be substituted by P.T.

4.4. Hydrostatic Test

4.4.1. The hydrostatic test shall be performed strictly in compliance with the
requirements of the contractual Codes.

4.4.2. Clean water shall be the hydrostatic test medium, unless another one is approved
in writing by CONTRACTOR.
The hydrostatic testing of vessels with internal surfaces in austenitic stainless steel
material shall be carried out with potable quality water having a maximum chloride
content of 5 p.p.m.

The analysis certificates for hydro-test water shall be submitted to TPIT prior
hydro- test. The addition of Sodium-Nitrate is not permitted.

4.4.3. The test pressure value shall be read at the top of the vessel, erected as for
operation.
For vertical vessels, the test can be performed in horizontal position, but in this
case, the missing water head shall be taken into account, by increasing the test
pressure value.

4.4.4. Vertical vessels tested in the horizontal position shall be supported by saddles,
adequately designed to avoid local stress values in the shell exceeding 90% of the
yield strength of the material.

4.4.5. The test pressure value shall be maintained for one hour at least, in the presence
of the inspector.

4.4.6. The gaskets included in the scope of the supply shall not be utilized for performing
the test. However the test shall be conducted with gaskets:

- of the same type and material of the installed ones during operation for body
flanges and blind nozzles;

- of compressed asbestos free material for all other connection types.

4.4.7. Jacketed vessels shall be hydrostatic tested before the jacket installation.

4.4.8. After completion of fabrication and testing, the vessels shall be thoroughly drained
of water and dried

4.4.9. The temperature of the vessel wall during the test shall be 17°C above the vessel
Minimum Design Metal Temperature.

4.4.10. When required by CONTRACTOR and/or Process Licensor the internal surface of
stainless steel vessels shall be pickled and passivated.

4.5. Seal Test For Welds

4.5.1. The seal test, using a soapy solution and air at a pressure of 20÷50 kPa(g), shall
be performed on all the nozzle reinforcement plates, slip-on flanges and wherever
welded pads and/or accessories interfere with the welded seams of the shell.

4.6. Shipment

4.6.1. Test gasket may be left in place


Each joint that has been bolted up prior to shipment from the shop, must be
provided with a firmly attached tag, listing the type of gasket that has been
installed .

4.6.2. Solid metal gaskets, reassembled for shipment shall previously have been coated
with grease or varnish, as well as corresponding parts.

4.6.3. All bolting shall be lubricated with molybdenum or equivalent, before assembly.

4.6.4. Vessel Internals installed prior to shipment, are to be properly secured and
protected.

4.6.5. All nozzle gasket faces shall be protected by gaskets and metal blanks bolted,
unless otherwise specified.

4.6.6. Should it be necessary to separate a unit into several parts for transport purposes
all these parts shall be carefully match marked to prevent any assembly errors

4.6.7. All pressure vessels are to be furnished with two complete unused sets of gasket.
