With reference to above cited subject, e-filling of APAR through ESS portalfor
the financial year 201,8-19 for the executives has been commenced w.e.f. 01.04.2019. So
during the e-filling process of APAR, the guidelines issued by BSNL CO, New Delhi vide letter
no:- 500-25 /2018/e-APAR/Pers I dated 05.04.2018 and further endorsement by this office
LETTER OF even no dated O6lO4/20L8(Copy Enclosed) with some additional clarifications by
BSNL CO should be taken into consideration for strict adherence and timely completion of the
process. The status of e-filling of APAR should be regularly monitored by the APAR custodian
-of SSA/Unit for timely completion of e-APAR process as per BSNL CO, New Delhi Vide letter
no:-500-25{}ALS/APAR/Pers-l dated 17.05.2018 which are further endorsed by this office
even letter dated 18.05.2018(Copy enclosed).
Furthermore, all the executives should fill the e-APAR in ESS portal carefully as most
of the dockets raised in this regard during the last financial year i.e. 2O!7-18 were due to
mistakes done in initiating, reporting and reviewing the APAR. Thus the dockets will only be
raised if there will be system generated errors.
Accordingly, the extract of general guidelines mentioned below should be taken into
consideration before filling the e-APAR:-
1,. All the initiator/reporting/reviewing officers should initiate, report and review the
APAR with in prescribed time frame respectively.
2. Select the 'appropriate APAR i.e. Reporting/Only Reporting/Dual Reporting and
appropriate form i.e. White/Yellow/Green etc. while initiating the APAR.
3. The executive should upload the IPMS score card duly signed by himself as well as by
reporting officer which was finalized at the beginning of the financial year or at the
start of the new tenure(in case of transfer of executive in the mid of the financial year).
4. As look after arrangement for higher post is given on purely temporary basis,
therefore incumbent working on look after arrangement should fill the APAR form
corresponding to the substantive cadre he/she actually belongs to.
5. lf any executive has failed to initiate the APAR within prescribed'time frame, then
reporting officer should initiate the APAR of those executives.
All the executive should agree/disagree with the disclosure:of the APAR within 15 days
from the date when APAR was reviewed by reviewing authority otherwise the right of
appeal will be seized.
7. lf any executive disagree with the Grading/Comments of the reporting/reviewing
officer, the appeal should be routed through the reviewing officer. The reviewing
officer shall route the appeal of aggrieved person to APAR custodian by his/her pernr
as per appellate authority is SSA/Circle/Corporate office level . The decision making
process should be offline i.e. process of calling reporting/reviewing authority
comments and decision of appellate authority shall be done outside the ESS portal.
The decision of appellate authority should be filled by concerned APAR custodian
made at each level viz. SSA/Circle/Corporate Office as the case may be.
8. As soon as the executive himself transferred/retired or his /her reporting officer
transferred/retired, the APAR shall be initiated without waiting the ending of financial
year. Such initiated APAR should not be kept pending for end of financial year.
