Background: Cox’s Bazar is a major tourist attraction site in Bangladesh attracting millions of
visitors every year. In the winter of 2010, an average of more than 150,000 visitors
per day visited Cox’s Bazar (source: The Daily Star, March 7, 2013). In response
to the increasing demand from tourists a number of hotel and motels have started
to be set out and are operating in Cox’s Bazar. However, out of these only few
hotels are of 5 star standards.

BPC is currently operating a hotel establishment, Motel Upal, which was


established as a 24 key motel. It is located close to the beach front in Cox’s
bazaar in the zone of Holiday Complex over an approximate of 5.76 acres of land.
BPC wishes to re-develop this complete site in order to establish an international
Standard Hotel facility on a PPP model.
Objective: The objectives of this project are:
• To provide an international standard 5-star standard hotel facility for the
commercial and tourism travelers visiting Cox’s Bazar.
• To ensure more efficient utilization of BPC assets.
• To increase revenue earning potential of Bangladesh Parjatan Corporation.

Background: Chittagong is the second largest commercial hub of the country with significant and vibrant
economic activities. Being the only effective port city, Chittagong accounts for most of the local
and international trading activities of the country. Chittagong is also the center point for major
tourism destinations of Bangladesh. Considering the increasing trend of commercial, tourism
and entertainment activities, a number of commercial hotel and other accommodation facilities
have been developed in last few years in Chittagong. There are 4-5 good standard hotels in
Chittagong city, however most of these have very high occupancy rate and none of these offer 5
star standard hotel facilities.

To cater or the needs of this vibrant and growing city, BR has decided to establish a 5-star hotel
in its unused land at Zakir Hossen Road at Chittagong. Considering the fund constraints, BR
has proposed the project to be implemented on a PPP basis.

The project has been planned to be established as a 5-star standard hotel with particular focus
on environment friendliness. BR has earmarked an area of 4.14 acres of vacant land for this
purpose at Zakir Hossen Road, in Khulshi area which is one of the most commercially vibrant
area in Chittagong.
Objective: The objectives of this project are:
1. To provide an international standard 5-star standard hotel facility for the commercial and
tourism travelers visiting Chittagong.
2. To increase revenue earning potential of Bangladesh Railway.
3. To ensure more efficient utilization of Bangladesh Railway assets.

Background: Sylhet is located on the picturesque Surma valley, covered with scenic tea gardens
and lush green tropical forests and crisscrossed by numerous rivers. It is especially
famous as a hill station for tourists visiting Bangladesh. Termed as the Queen of Hills,
Sylhet is ideally placed between the towering hills of Khasi and Jaintia to the north
and the Tripura hills to the south. The terraced tea gardens, rolling landscapes, exotic
flora and fauna add to the appeal of Sylhet. BPC already operates a 50-bed motel
located near the airport which is spread across 25 acres of land at Sylhet and
provides an exquisite and idyllic setting.

BPC, in line with its mission to promote tourism in Bangladesh and to provide quality
accommodation services to promote tourism has requested support from PPP
Authority for re-development of its existing motel at Sylhet into an international
standard tourism complex by appointment of a PPP developer.

The selected PPP developer will be responsible for the development of the tourism
complex and its operation and maintenance during the contract tenure in order to
support the Government’s policy of promoting tourism in Bangladesh.
Objective: To enhance the tourism potential of Sylhet and create an international tourism
complex to provide quality accommodation services to promote tourism in the country.

Background: To cater to the tourism demand and to implement government’s initiative for promoting Public
Private Partnership (PPP) in the country, Bangladesh Parjatan Corporation (BPC) has
proposed the development of an International Standard Hotel cum Training Centre on Existing
land of BPC at Mazgunni, Khulna. Following the process set out in the PPP Procurement
Guidelines 2016, the “In Principle Approval” was provided by CCEA on 30 November 2016 for
this Project. Later BPC requested support from the PPP Authority regarding project
development and transaction advisory for the project. PPP Authority is now in the process of
engaging an advisor for the provision of technical, commercial, financial, environmental and
social feasibility assessment to support the process for appointment of PPP developer for
Establishment of International Standard Hotel cum Training Centre on Existing land of BPC at
Muzgunni, Khulna (the Project). Khulna has significant tourism as well as commercial based
activities and attracts domestic and international businesses as well as visitors. In addition local
residents at this city also enjoy comparatively growing purchasing power ability. However,
Khulna has comparatively limited quality hotel facilities. Despite being one of the largest cities
of Bangladesh, Khulna only has 2-3 standard hotels. On this note, BPC has decided to
establish international standard Hotel-cum a training Centre on the existing land of BPC at
Muzgunni. This will support tourism and commercial activities in the city and will enhance
competition among the related service providers.
Objective: o To render international standard hotel facilities for business travelers and visitors in Khulna.
o To promote tourism in Bangladesh.
o To ensure more efficient utilization of BPC land.

Background: Khulna is one of the major cities in the country with significant economic activities. It is
also the country’s important port city that has been expanding rapidly in terms of industrial
and other commercial aspects. It has the second port of the country at Mongla and the
world famous Shundarban, the largest mangrove forest of the world. It also has the
UNESCO declared world heritage Shatgombuj mosque and other attractive tourist
destinations. With the increasing tourism and commercial activities as well as increasing
purchasing power of the people, it is envisaged that tourism facilities such as standard
quality hotel facilities would be in demand.

To cater to the tourism demand and to implement government’s initiative for promoting
Public Private Partnership (PPP) in the country, Bangladesh Parjatan Corporation (BPC)
has proposed the development of an three star Standard Hotel other Facilities of Existing
Hotel Pashur Compound of BPC at Mongla Bagerhat Khulna. Following the process set
