3. Report on stakeholder mapping and the issues around the primary school public education in Teluk Intan.
In a competitive world, the education system has been always at high risk of stake. The Tamil Vernacular public primary school like SJK(T)
Ladang Nova Scotia 2 in Teluk Intan has never been able to run away from social, environmental and economic issues. Even though the bigger
umbrella of the education system, the Malaysian National Education Blueprint (2013 – 2025) has highlighted the colourful stakeholder attainment
and statistics in their annual report to favour rich stakeholders, the actual story of vernacular and remote schools still faces challenges which are
beyond a school administration’s control. The blueprint, which was a collaboration of the Ministry of Education and PADU (the Education
Performance and Delivery Unit, has showcased a critically statistics of overall primary school achievement around Malaysia which could be the
benchmark of 5 main issues that can be found at the school which is close to my heart and where I make my end means of my career. The top 5
issues are as below:

1. Children not able to achieve the high standards alongside the aspiration highlighted in the blueprint due to social and economic issues
around them as they are the main consumer of the industry.
2. Teachers support system in terms of financial inclusion and health is crucial as they are the key provider of education.
3. Millennial parents require assistance in terms of financial, family planning and extra social support system to allow them to be able to have

4. The partnership of corporate stakeholders, private organizations, social and religious bodies are crucial for conducive teaching and learning
environment, availability of facilities and resources plus funding necessary learning amenities.
5. Environmental issue which requires high mitigation actions to be taken for disaster management, infrastructure and learning experiences.

According to the PADU Education Blueprint report 2017, chapter 2, the IPG or institute Pendidikan Guru (Teachers training institute) is
seeking a major transformation for teachers to be well equipped so that they are capable to teach children to be prepare for future of work skills,
learning about challenges in the 4th industrial revolution and 21st century learning process to be achievable. The missing element is that teachers
are not given much opportunity under the Ministry of Education beyond their scope which is required and needed. The ministry should allow
teachers to be able to learn and try out different industrial skills via a private-public partnership especially for primary school teachers where they
are given certification for the skills achieved. For an example, the Ministry of Education could partner with LEGO for robotics learning within
primary school and Petronas for future STEM programs. The Lego Partnership is already a success whereby National robotics Competitions are
introduced and teachers can apply for the Petronas’s CSR Teacher Academy. This would allow teachers to provide high quality education in their
teaching and learning with real life experiences. In addition, children voice does matter, and children should be allowed to voice out their concerns
about situations around them. If Greta Thunberg could create the climate change strike movement, out Malaysian children’s voices do equally
matter too. Take time and listen to them!

Secondly, teachers are normal human beings and their health and wealth is expensive. As the main source of consumer’s providers, we need
to take care of them. According to the same report by PADU in 2017, the district coaching leadership program was introduced to help teachers in
their leadership skill. However, this, in my humble opinion is nor enough. The Ministry of Education should establish a program with the Ministry
of Education on free health screening which includes stress management, basic health screening like diabetes, high blood pressure and even mental
health. Apart from that the Ministry of Education should collaborate with the Ministry of Finance to have special funding scheme for teachers and
teaching resources brands in the country to provide teaching materials and resources. It would reduce the burden of the teachers financially and
health wise.

Thirdly, millennial parents need guidance so that they are not classified as the “failed millennial parenting generation”. The Ministry of Women
and People Affair should collaborate with the Ministry of Education to support parents and families in terms of their children’s primary school
education. In coherent with countries like Finland and Sweden, primary education should be free, and Malaysia should learn how to structure its
economy to cater to these social needs. Young millennial families whom are new parents with so many children need awareness, coaching, support
system and attention to help them and guide them in handling and managing a family. Women in the society can get together in helping each other
out via this partnership between the two ministries.
Fourthly, high income companies like Petron, McDonalds, Sasbadi and Bata should collaborate to provide sponsorship for districts and states
to run education related programs and competitions. This partnership should be done with the Education Ministry whereby it could reduce the cost
of money taken out by other parties. Sponsorships and small grants could assist schools on saving up more money in teaching and learning process.
For an example, Petron managed to sponsor the District Level STEM Carnival for the Hilir Perak district schools which was incited by SK
Kampung Bahagia. Schools also must collaborate with nearby schools and ASEAN region for a better and future culture immersion learning
process.

Last but not least, as Sime Darby produced an intellectual sustainable report and it failed to acquire the small holder estates like in Teluk Intan,
the district assemblyman should gather private stakeholders like Petronas, Sime Darby Plantation, Petron and the local environment department to
build sustainable infrastructures within the school compound and the region for mitigation, retention towards disaster, energy saving and including
the saving the environment. A small piece of land could be established to build wind and solar panels for learning resources and energy efficiency.
It should include vertical vegetable and fruit planting series where it could provide healthy meals in the school cafeterias. Local authorities should
create and build a higher non-erosion grounds for the school to be safe and the company should be taken legal action for the pollution caused.

In conclusion, schools cannot work as a single entity and it needs huge amount of support to make it an industry. Public Primary schools needs
peoples attention and assistance and I truly hope everyone takes it as a serious benefit for all sectors to provide an equal opportunity for the future
of our own human capital building.
