Introduction
The United Reformed Church was created in 1972 by the uniting of the Presbyterian Church of
England and the Congregational Church in England and Wales. The Reformed Association of
Churches of Christ joined in 1981 and the Congregational Union of Scotland in 2000.
The URC is a Trinitarian church based in the United Kingdom. Its theological roots are Calvinist
and its historical and organisational roots are in the Presbyterian, Congregational and Churches
of Christ traditions. The Bible is taken to be its supreme authority together with certain historic
statements of the United Reformed Church.
The United Reformed Church takes the name ‘Reformed’ in recognition of its roots in the
Genevan Reformation of the 16th Century. It has a commitment to continual reformation in order
to be a church for today as summed up in the traditional motto, "Reformans Semper
Reformandans.” The URC is part of the worldwide family of reformed churches, "The World
Communion of Reformed Churches," which has a membership of over 80 million.
The URC believes that all God’s people should be one and therefore seeks to work closely with
Christians of all traditions and has united with a number of other churches.
In 2010 the United Reformed Church had approximately sixty-eight thousand members, nearly
700 ministers and 1500 congregations.
As with all organisations, the structure of the URC and the titles, functions, format, and even
existence of its governing bodies, committees and sub-committees have changed over time and
will continue to do so. This is reflected throughout the catalogue.

Description
This collection consists of the records of the national United Reformed Church from its
foundation in 1972 (although it contains some records created prior to this date). Records of the
URC’s regional administrative divisions e.g. synods and local churches including baptismal,
confirmation and marriage records are found elsewhere (see ‘related materials’ below).
Acquisition details

The initial deposit of the URC archive was made to the Congregational Library in 2011 by the
URC’s archivist and records manager, Jennifer Delves. All records over 15 years old shall be
transferred to the Congregational Library at five year intervals unless they continue to be
required for operational purposes by the URC. Where records continue to be held for work
purposes by the URC researchers may notice gaps in the content of the archive. Please contact
the URC’s records manager (contact details can be found on the URC website) about the
possibility of accessing these records.
Arrangement
This collection has been arranged in such a way so as to best reflect the activities of the URC.
The papers are arranged by function rather than organisational structure as function is the more
stable of the two.
The collection has thus been divided into six sections as follows:

Abbreviations
The following is a list of abbreviations used in the catalogue and in the documents themselves.
However, where possible the full term is used in the catalogue with the exception of the ‘United
Reformed Church’ (‘URC’), ‘Fellowship of United Reformed Youth’ (‘FURY’) and ‘General
Assembly of the URC’ (‘GA’ or ‘Assembly’).
Appraisal
Throughout this catalogue coherent files have been treated as such and original file titles have
been indicated in single inverted commas. All other titles have been assigned by the archivist.

Access conditions
The majority of papers in this collection are available for study subject to the rules and
conditions of the Congregational Library. Material under fifteen years old may remain closed
until it reaches this age. Due to their potentially sensitive nature ministers’ files will remain
closed for thirty years after the death of the minister and files relating to the discipline of
ministers will remain closed for fifty years after the death of the relevant minister.

Copies of records may be supplied to researchers without further reference to the URC for use
in private study, subject to current copyright legislation and provided that the copying process
will not damage the document.

Description
The URC is governed by a combined form of Presbyterian and Congregationalist polity. Each
congregation is governed by a Church Meeting consisting of all the members. This is the
ultimate decision-making body in the congregation. There is also an Elders' Meeting which
advises the Church Meeting and shares with the minister the spiritual and pastoral oversight of
the church. Elders are normally elected to serve for a specific period of time.
When the URC was formed District Councils were created as a layer between Synods and the
local church. Each Synod contained several Districts. District Councils were abolished around
2007.
The URC has a General Assembly (led by two Moderators) which gathers representatives of the
whole of the URC to meet biennially (prior to 2008 the General Assembly met annually and was
led by one moderator). The General Assembly plans the activity of the URC across Great Britain
and makes key policy decisions about the direction of the life of the denomination. It also
appoints central staff, receives reports from national committees, and deals with substantial
reports and initiatives. The Synods are represented along with the convenors of the Assembly's
standing committees. A permanent staff, led by the General Secretary and Deputy General
Secretary, services the Assembly and its committees.
Mission Council is the executive body of the General Assembly. It was created in 1992, taking
over much of the work of the Executive Committee. Its role is to enable the Church, in its
General Assembly, to take a more comprehensive view of the activity and policy of the Church;
to decide more carefully about priorities; and to encourage the outreach of the Church to the
community. Its service is directly towards the Assembly, but its concern is with the whole Church
and all its members. While Mission Council services and maintains the work of the Assembly
from one year to the next, its principal concern is with the URC’s future direction and the support
of all its members [Assembly Reports 1992, 2008 & 2010]. Mission Council not only acts on

behalf of Assembly but also acts on its own behalf, taking advice from its advisory groups. It
may instigate work, appoint a special task group or ask Assembly committees to co-operate in
undertaking a piece of work on its behalf. It is also often asked to be a sounding board for
committees shaping new policies before bringing them to General Assembly.
The United Reformed Church headquarters can be found in Church House, Tavistock Place,
London. This was previously the headquarters of the Presbyterian Church.

When this committee was established in 1972 its remit was to act
between Assemblies on all matters referred to it by Assembly. It had
the duty of acting for Assembly when a quick decision and action was
required but always in the light of the policy of the Assembly
[Assembly Report 1972]. Its duties were absorbed by the new Mission
Council in 1992.

Description
This section of the catalogue contains records relating to the various types of ministry in the
URC, the ministers themselves and the training of ministers.
The URC ordains both men and women. Its ministers can serve in either a stipendiary or non-
stipendiary capacity and may work as one minister alongside the church Elders or in a team
with other stipendiary or non-stipendiary colleagues. Church Related Community Work is also a
recognised ministry of the URC.
The URC maintains a roll of its ministers. Ministers from other denominations can join this roll by
applying for a Certificate of Eligibility and satisfying the application and probationary
requirements. The URC can also issue Certificates of Limited Service which allow ministers
from other churches to take up positions within in the URC for a limited period of time. The URC
shares its ministers in the work of the world-wide church through the Council for World Mission.
Following specific training ministers serve abroad on limited term appointments.
The URC also has lay preachers who can be accredited by the General Assembly or recognised
more locally. They lead about one third of services held each Sunday.

The aim of the CME was to create an ethos of lifelong learning so that
ministers could adapt their ministry to make it relevant; understand
new theological thinking; be stimulated to preach the good news of
God’s love; and be enabled to encourage, inspire and teach the
members of their churches. It was formerly known as ‘in-service
training’ [Assembly Reports 1998 and 2000].

Ghanaian Chaplaincy
At the end of the 1950s there was a large population of Ghanaians,
particularly Ghanaian students, in the UK. The Presbyterian Church of
Ghana felt that there was a need for a minister from Ghana to work
with these Ghanaian students and in partnership with the Presbyterian
Church of England appointed Revd. F.W.K. Akuffo as Ghanaian

The Ghanaian Union's aim is to relieve hardship and distress among
Ghanaians and to advance the education of all in the social and
cultural traditions of Ghana in order to preserve the 'Ghanaian
Identity'. It is an independent charity formed by the Ghanaian
Chaplaincy in 1979 and registered with the Charity Commission for

URC’s links with other churches at home and overseas; to act for the

inter-church aid; to be the means whereby the URC participated in the
Congregational Council for World Mission; to act as the URC’s link
with other missionary and ecumenical organisations; to encourage the
full participation of URC members in world mission; and, to advise and
act for the URC in giving Christian witness and service on behalf of
international justice and the peace and welfare of all people.

2008 the remit of the Interfaith Relations Committee was “to
encourage and assist the churches in inter-faith situations; to affirm
and support individuals involved in inter-faith dialogue on behalf of the
church; to engage in direct contact with people of other faiths; and to
develop theological understanding of inter-faith dialogue and mission”

FURY
FURY (Fellowship of United Reformed Youth) is the URC’s youth
organisation and encompasses all the church’s work with young
people aged 11-25. The National Youth Committee first developed
FURY as the New FURY Project (NFP) which they presented to the
1989 Assembly; it was accepted by the 1990 Assembly. The
establishment of FURY included the creation of the Yardley Hastings
Centre as a residential resource centre offering activities and training
experiences to help children, young people and youth leaders grow
and develop [Guide to the New FURY Project (C/b/3/4/4)].
Pilots
Pilots is a non-uniformed Christian organisation for children and young
people. It was established in 1936, growing out of a London
Missionary Society led campaign to raise funds to buy missionary
ships (known as the John Williams ships). In 1972 it became part of
the United Reformed Church.

In 2007 the FURY Advisory Board replaced the FURY Council which
had been established in 1992. The Advisory Board is elected by FURY
Assembly and made up of the FURY Executive and FURY Task
Group. It is responsible for organising FURY events such as FURY
Assembly and the FURY Forum.
The FURY Executive is responsible for all the work of FURY and its
officers are directly elected by FURY Assembly or appointed by a
nominations committee. FURY Executive devolves some of its
functions to the Advisory Board and can, as it deems necessary,
create other working groups to perform specific functions.

resolution and tasked with enabling the URC to decide whether or not
the ordination of persons in committed homosexual relationships was
appropriate; to recognise and accept the grounds and consequences
of such a decision; to find ways of making these decisions in a spirit of
openness and unity. Four subgroups were created to work on: the
authority of the Bible; the authority of the Councils of the Church;
ordination and human sexuality, and wider issues of sexuality.
The Core Group met thirteen times by itself, four times jointly with the
Conveners of the Working Groups, and organised one joint
consultation for all members of the Core Group and the Working
Groups. It presented its report to Mission Council in March 1999 and
Mission Council brought this report, “Report on Human Sexuality,” to
the 1999 Assembly. In 2000 Mission Council discharged the Core and
Working Groups as their task had been completed.

The URC is committed to seeking the unity of all God's people. The
church therefore places great importance on working ecumenically
both within the UK and overseas. It maintains links and partnerships,
both formal and informal, with other churches and is a member of
many ecumenical bodies. Ecumenical work ranges from the joint
running of churches (known as Local Ecumenical Partnerships or
LEPs) to sharing legal advice to presenting a joint front on topical
issues.

The URC has a core commitment to unity (as stated in its Basis for
Union) and to seeking further union. As a result, the URC seeks to
work closely with other churches and believes in the importance of
ecumenical working.

The 1976 Assembly asked the World Church and Mission Department
to consider whether it was right to approach the Methodist Church with
a view to exploring union. As both churches were involved in the
Churches’ Unity Commission it was decided that exploring joint union
was not an appropriate step at that time. Instead, the churches were
encouraged to work in cooperation and to strengthen the means of
liaison for supporting all forms of ecumenical cooperation and local
sharing. The 1977 Assembly resolved to appoint an official liaison
committee for this purpose [Assembly Reports 1976 & 1978].

Description
The URC is a union church fundamentally committed to unity and seeking further union as
stated in its Basis for Union. This section contains records relating to the three successful
unions that have created the URC as it is in 2011. It also contains records relating to the
admission and secession of individual churches to and from the URC and records relating to the
Churches’ Council for Covenanting.
Records relating to negotiations and discussions with other churches which have not resulted in
