BARMM launches full disclosure policy portal

COTABATO CITY, Apr. 18 – Bangsamoro Chief Minister Al Hajj Murad Ebrahim led
the launching here of the Bangsamoro Autonomous Region in Muslim Mindanao - Full
Disclosure Policy Portal (BARMM-FDPP) recently.

The BARMM-FDPP is the first program launched by the Bangsamoro Government,


through its Ministry of Local Government (MLG), that is designed to enable constituents
to understand government financial transactions and how the local government budget
is spent and managed. It is based on the national government’s Full Disclosure Policy.

This policy is adopted from the implementation of the Department of the Interior and
Local Government (DILG) Memorandum Circular No. 2010-83.

"This is in line with our policy of moral governance and transparency of all the activities
and also the transparency in handling financial matters and other related activities,” Chief
Minister Ebrahim said.

The portal provides a full disclosure of the LGU’s budget, finances, bids, and public
offerings. The summary of Income and Expenditures as well as the budget process of the
participation of representatives from the civil society are also part of the postings in the
FDPP.

The chief minister stated that all LGUs are mandated to comply and adhere with the
policies of this program. LGU officials which are non-compliant to the said policy may face
administrative charges that could result in their suspension or removal from office.

“We are imposing this and enforcing them to comply with it because it is provided under
the law,” he said.

The new Bangamoro Government has the authority to regulate the affairs of its
constituents over the transactions of the LGUs as provided by the Bangsamoro Organic

Bangsamoro gov’t to continue education reform
COTABATO CITY, Apr. 18 - Bangsamoro Education Minister Mohaqher Iqbal vowed to
continue reforming the education sector in the Bangsamoro Autonomous Region.

Iqbal made the announcement in a graduation ceremony of 81 learners in Camp


Darapanan in Sultan Kudarat, Maguindanao recently. The ceremony was also graced by
ambassadors of Australia and Bangladesh.

In his message, Iqbal emphasized that the new Bangsamoro government will bring
improvement to the education of the children of the members of the Moro Islamic
Liberation Front in particular.

He also noted that the ministry aspires to produce not only competent graduates but
also graduates with high morale upbringing.

Of the 81 completers, 51 were from Camp Darapanan Integrated School in Sultan


Kudarat and 30 from BRAC Learning Center.

Norsida Akil, 14, one of the graduates from Barangay Olas, Sultan Kudarat, shared how
glad she is to finally complete her elementary education.

She said that without BRAC she may not be able to experience attending the graduation
rites.

“I am thankful that we have this BRAC Learning Center here which gives us hope to go
to school,” she said.

BRAC has been tapped by the Australian government to implement the Alternative
Delivery Model (ADM) component of the BEAM, which aims to provide children in
remote areas access to education especially where public education system is
inaccessible.

Since 2012, BRAC has established 2,108 learning centers including seven floating
schools, and reached over 60,000 children.

This year, a total of 1,301 BRAC learners completed their elementary education. (Bureau
