REALIGNMENT OF REVENUE COLLECTION

AND COMPOSITION OF REVENUE TEAMS

Background
To effectively ensure supervision and accountability in the revenue mobilization, a
number of ideas have been outlined. A multi-pronged approach is adopted to ensure
all aspect of revenue mobilization is streamlined in line with the new goals and
objective.
The realignment of revenue collectors represents one of the key changes that are being
affected to ensure efficiency, accountability and performance. The desired changes to
result in a reshuffle that will result in posting of revenue officers who have worked on
particular revenue item or area .

Purpose
The realignment in addition to halting the decline in revenue mobilization is also meant
to streamline the revenue processes. The following practices are come to an end with
coming into being of this new
 Situation where Revenue officers collect in areas not explicitly assigned to them
 Collection of revenue without bills where applicable
 Unbanked cash - Instances where cash remains with collectors for more than 48
hours; in some cases weeks
 Situations where GCRs and value are not fully accounted for
 Revenue collectors working for third parties without supervision
 Serving of undervalued bills
 Inability to record and update revenue arrears
 Mis-posting of revenue items in cash book
 Issues with Revenue ceded to Zonal Councils

Promote Professionalism and adherence to the Financial Memorandum and other legal
provisions

Affected Revenue Staff and Expected Roles

The following category of Revenue staff shall be affected by the realignment;
 GOG Staff
 IGF

  Commission Collectors
 NABCO Officers
All 72 Revenue are to belong to a designated revenue team. These teams shall be
maintained through the year and changes made after evaluation. It is expected that
GOG Staff, Experienced IGF staff with proven track record shall be made supervisors
and Superintendents. NABCO officers could be bonded and added to the revenue
teams in cases where there is shortage of required numbers. The collectors include
revenue collector assigned to Zonal Councils shall also be brought under teams.

Revenue Contractors
Though revenue contractors may be allowed to bring along their own revenue officers
and supervisors , it is expected that they will opt to use our revenue collectors
especially the commission collectors .They are expected to indicate in writing the
revenue collectors they would require. The revenue collectors of the Contractors or
Agents shall all be part of Teams and under the supervision of assigned supervisors.
This will apply regardless of their status; either as assembly’s revenue collectors
assigned to them or revenue collectors and supervisors presented by the contractors or
agents.

Expected Outcomes
 Clearly assign each revenue officer to revenue team
 Each Revenue Officer shall be responsible for revenue item or designated area
 Each revenue team shall be assigned targets (Weekly, Monthly, Quarterly)
 Each revenue Team shall be headed by a Supervisor
 Supervisor Reports to Revenue Superintendent
 Revenue Superintendent reports to Revenue Head

Specific Team Functions

 Each team supervisor shall make request for GCR and other logistics
 Each team supervisor is assigned revenue item or revenue area as may be
applicable
 Revenue supervisors shall be given bills and value books
 All revenue officers to hand over any collected cash to Supervisor to bank by
close of day
 Supervisor to bank and submit to revenue superintendent who shall ensure
treasury entries are done
 All supervisors to complete weekly revenue reports and submitted to head of
revenue through their assigned revenue superintended
 Revenue Superintendents to prepare a short report on weekly targets for
submission to Revenue Head

  Supervisor to assist their revenue officers to submit their books for auditing
weekly or as and when required
 Supervisors are responsible for GCR they requested for and issued at all times

Structure and Composition of Revenue Teams

Revenue teams to be formed will be based on the various revenue items and divisions.
