Introduction

Practicum or On the Job Training is very important to all students. This is one
part of our college life to experience the reality of what is being an employee of one’s
company. It is believed that learning within the borders of the school could be excellent
if applied in the real world of work. Practicum or On the Job Training is also a way to let
students be ready on the real world of work, exposing them on the possibilities and
letting them experience how it feels when working. Alternatively, On the Job Training is
an advantage for the company; the trainees are the one who helped the employees to
make significant works easy. It is also a give and take transaction; students are able to
apply what they’ve learned on the task given and at the same time giving the employees
time to work on other job in the office.
For me as a Bachelor of Science in Office Administration I am required to
finished the One Hundred Hours (100) in Medical Office Practicum for 2nd Semester. As
a student we encounter problems in dealing with this training due to lack of confident in
our self, giving attention and not taking it seriously. Some company will try to absorb
their trainee after, while other company is not interested as well. This is also one step
opportunity for the trainee to show up their abilities and skill.
Most importantly, Practicum or On the Job Training is a big thing for the student.
It is where they can really realize if they are really fit on their course, and if they really
want that certain chosen field of career. It is also an avenue to build oneself. You can
gain more self-confidence and self-esteem. More than the learning you can acquire the
discipline and values you can get from the people you work with and the experiences
that would teach you essential things. It is also a way to develop your social abilities in a
way of gaining new friends and knowing new people in the work place. By such you can
learn to adjust with the different and diverse attitude of workmates. It would be easy for
you to adjust in the future.

Company History
Carlos Hilado Memorial State College, formerly Paglaum State College, is a
public educational institution that aims to provide higher technological, professional
and vocational instruction and training in science, agriculture and industrial fields
as well as short term or vocational courses.

It was Batas Pambansa Bilang 477 which integrated these three institutions
of learning: the Negros Occidental College of Arts and Trades (NOCAT) in the
Municipality of Talisay, Bacolod City National Trade School (BCNTS) in Alijis,
Bacolod City, and the Negros Occidental Provincial Community College (NOPCC) in
Bacolod City, into a tertiary state educational institution to be called Paglaum State
College. Approved in 1983, the College Charter was implemented effective January 1,
1984, with Mr. Sulpicio P. Cartera as its President.

The administrative seat of the first state college in Negros Occidental is located
at the Talisay Campus which was originally established as Negros Occidental
School of Arts and Trades (NOSAT) under R.A. 848, authored and sponsored by
Hon. Carlos Hilado. It occupies a five-hectare land donated by the provincial
government under Provincial Board Resolution No. 1163.

The renaming of the college to Carlos Hilado Memorial State College was
effected by virtue of House Bill No. 7707 authored by then Congressman Jose
Carlos V. Lacson of the 3rd Congressional District, Province of Negros
Occidental, and which finally became a law on May 5, 1994.

MANDATE

Carlos Hilado Memorial State College shall primarily provide higher


technological, professional and vocational instruction and training in science, agriculture
in industrial fields as well as short-term technical or vocational courses. It shall provide
research, advance studies and progressive leadership in its areas of specialization.

The College aims to perform the four mandated functions; instruction, research,
extension and production, effectively, efficiently and economically through:
a) Promoting and sustaining quality instruction;
b) Enhancing and sustaining green research and development activities;
c) Promoting educational, socio-cultural and economic advancement by
developing collaboration relationship and partnership with the local
communities and the nearby provinces and regions;
d) Expanding and leveraging fiscal resources by pursuing sustainable
alternative resource/revenue development projects and activities; and

1952
 Negros Occidental School of Fisheries (NOSOF) was established as the first
fishery school in Negros Occidental by virtue of Republic Act No. 685 of 952

May 7, 1954
 Negros Occidental School of Arts & Trades (NOSAT) was created by virtue of
R.A. No. 848, authored and sponsored by Honorable Congressman Carlos A.
Hilado.
July 1, 1954
 Formal inauguration of NOSAT and opening of enrolment
-89 male students enrolled in the four year secondary trade curriculum
-shop courses: Auto-mechanics, General Metalwork , Practical electricity,
Woodcarving, Building Construction, and furniture & cabinet Making.
August 7, 1961
 NOSOF opened offering the “opportunity class”, attended by nearly 60 students
whose ages ranged from 13-40 years old. Mr. Dionisio C. Guilbedrt, Jr. was the
first principal.
1962-1965
 The “opportunity class” gave way to exploratory course in fish capture, fish
culture, fish preservation. Mr. Lucio Arquisola succeeded Mr. Dionisio C.
Guilbert, Jr. in the same year.
1968
 Bacolod City National Trade School ( BCNTS) was founded under R.A No. 3886,
authored by the late Congressman Inocencio v. Ferrer of the second
congressional district of the province of Negros Occidental.
April 7-11, 1969
 10th PAVE Annual Convention was held with the theme: Vocational-Technical
Education in the Manpower Development. Guest Speaker: Hon. Onofre D.
Corpus, Secretary of Education
May 19, 1970
 Negros Occidental Provincial Community College(NOPCC) was established with
the approval of the Provincial Board, Resolution No. 1 series of 1970, in its
original location at the Negros Occidental High ( NOHS) vicinity, a lot owned by
the provincial government. While construction of the first building was ongoing,
classes were housed by NOHS. Mrs. Patria Jalandoni was appointed as the
registrar as the first head of the college.
July 13, 1970
 NOPCC offered Bachelor of Arts I and II, Bachelor of Science in Commerce I and
II, and Two-year Trade Technical Education with an initial enrolment of 209
students.
June, 1971
 Authority to offer Associate in Secretarial Science(ASS) was granted.
1973

 Mr. Guilbert returned as the first superintendent of NOSOF. The 2 ½ year


Diploma in Fishery Technology, the B.S. in Fisheries, and B.S. in Fishery
Education were offered.
1975
 The two-year Trade-Technical curriculum was offered.
September 4, 1975
 Bachelor of Science in Industrial Technology (BSIT) was offered.
June 14, 1976
 Bachelor of Science in Industrial Education (BSIE) was offered.
February 7, 1977
 Bachelor of Science in Practical Arts Education (BSPAEd) was offered.
February 18, 1977
 Master of Arts in Teaching Vocational education was offered under the
supervision of ISAT.
August 1, 1977
 NOSAT was renamed NOCAT, Negros Occidental College of Arts and Trade.
1978
 A six-month evening opportunity to upgrade skills and competencies of those in
the industry was offered, and also to train out of school youth in the neighboring
barangays the basic related trades.
July 1979
 NOCAT celebrated its Silver Anniversary as a technical trade institution.
June 10, 1983
 Paglaum State College was created integrating NOCAT in Talisay, BCNTS Alijis,
and NOPCC in Bacolod City by virtue of Batas Pambansa Bilang 477.
July 1983
 Appointment of Mr. Sulpicio P. Cartera as first President of the College.
June 1985
 Mrs. Ma. Luz B. Magallanes was appointed as the first Campus-in Charge.
Bachelor of Science in Commerce major in Accounting, a two-year trade
Technical Education majors in Automotive, Electronics and electricity, and the
Associate in Secretarial Education were offered.
1987
 Appointment of Mr. Pedro A. Raña as second President of the College.
June 1992
 Bachelor of Science in Business Administration major in Business Management
was offered.
February 1993

 Appointment of Dr. Serafin G. Maleficio as 3rd President of the College.
May 5, 1994
 Paglaum State College was renamed Carlos Hilado Memorial State College
(CHMSC) by virtue of R.A 7707 authored by Congressman Carlos V. Lacson of
the 3rd district of Negros Occidental.
June 1995
 NOPCC transferred to its new site at Fortune Towne, Brgy. Estefania, Bacolod
City with curricular changes and new course offerings: Bachelor of Science in
Accountancy, Bachelor of Science in Business Administration major in Data
Processing, and Management Accounting. Associate in Industrial
Technology(AIT) leading to Bachelor of Science in Industrial Technology (BSIT)
majors in Automotive, Electronics, and Electrical Technology were offered.
September 23, 1998
 The Teacher Education and Industrial technology Programs of CHMSC, Talisay
city were granted candidate statues by the Accrediting Agency of Chartered
College and Univerities in the Philippines, Inc. (AACCUP, Inc.).
November 24, 2000
 The Negros Occidental School of Fisheries (NOSOF) at Binalbagan was
integrated into CHMSC as per BOT Resolution No. 46 series of 2000.
December 13, 2000
 The Teacher Education and Industrial Technology Programs of Carlos Hilado
Memorial State College, Talisay City were granted Accredited Status by the
Board of Trustees of the Accrediting Agency of Chartered College and
Universities in the Philippines, Inc. (AACCUP, Inc.).
June 2003
 Bachelor of Science Civil Engineering( BSCE) and Bachelor of Secondary
Education(BSEd) major in Mathematics were offered.
August to December 2003
 CHMSC celebrated its 20th year as a state college.
March 27, 2004
 Appointment of Dr. Remia J. Tipon as the 4th College President.
December 2004
 CHMSC celebrated of its Golden Anniversary as a trade institution.
June 2005
 Bachelor of Information Management(BSIM) and Bachelor of Education(BEED)
with concentration in special Education and Early Childhood Education was
offered.

from December 1, 2005 to November 30, 2010 to the following curricular

June 2006
 Pre-School Education Program was offered spearheaded by the R & D unit;
Bachelor of Science in Hotel and Restaurant Management(BSHRM) was offered
as well.
2005-2006
 Regional Development Council awarded CHMSC as finalist in the search for
Excellence in Governance.
July 13, 2006
 Awarded as the Best Performing School with 62 Students(20.38%) coming from
CHMSC in the Dean’s Honor List for School year 2005-2006 by the university of
St. La Salle.
August 3, 2006
 Awarded as Best Public Sector Project Awardee for the “Design and Production
of Elected Farm Implements for Small Scale Farmers in Sugar Cane Haciendas
in the City of Talisay” by the Regional Development Council.
December 2006
 Ranked 2nd in Category B in the 2006 Licensure Examination for Teachers(LET)
Elementary level.
March 7, 2008
 Appointment of Dr. Benny A. Palma as Acting President.
2008
 100% passing rate in the 2008 Civil Engineering Licensure Examination with two
placers: 2nd place-Jeshrun D. Severo and the 4th place-Janine P. Labaosas.
2009
 Rank 1- National Level, Best Perfoming School in the 2009 Civil Engineering
Licensure Examinations with 100% passing rate.
August 2011
 Won Two (2) Asian Awards for Oral Research Presentation- Dr. Renato B.
Salmingo, Platinum Award, Dr. Rogelio D. Cango, Diamond Award (Asian
Conference for Academic Journals Higher Education Research, Pryce plan,
Cagayan De Oro City.
October 2011
 Won four (4) International Quality Awards for Oral Presentation in the 2nd
International Conference on Multidisciplinary Research (PAIR), - Ms. Rosebella
L. Malo(Platinum), Dr. Sally Cadiz(Gold), Ms. Acrhel A. Bedaure(Silver) and Ms.
Daisy G. Carian(Pearl)

 What I have learned from the On-the Job Training?


Practicum or On the Job Training is an integral part of every college student.
It is when we can be able to apply our knowledge and skills to different works
and task assigned to us. It is the preparation to the real world of work.I
experience filing, photocopying and answering phone calls. I think these things
are the basic and primary things you should know because these things are most
likely the daily routines in the office and these are very essential. I was very glad
because personally I get some sort of values in the midst of training. I value the
essence of organizing things for easy and convenient purposes. These things
may sound very easy and simple to do but I consider it valuable because of the
trust that the company gave us through holding those important files and
entrusting them to us. I was able to managed my time wisely between work and
study. I was also given a chance to answer phone calls. Overall, I learned how to
be professional at all times, indeed, on the job training helps me to become a
better individual.

 My experiences with the people around me.


It is very important for us trainee to know who we will be working with. My
experiences with the people during my on the job training was mix of good and
bad one, good because my supervisor treat me well , and the other staffs are so
friendly, and there’s a bad experience when I answered the phone call I was
shock because one of the staff got angry with because I didn't give her the
reciever so she said why I talk to long to the caller and I did not give her the
phone asap., So what I did i go to the comport room and cry.. However, it gives
me a lesson that not all people have nice attitude. But overall, my experience
during my training days was great.

The most memorable event during my practicum was the first day of my duty
because it’s my first time to do a tasked in the real world of industry where I met
those employees and worked with them. Honestly, since I was at my elementary
level I really hate English subject yet I’ve work and here I was trained in the
company where all the people is speaking in English. This was the first working
experience that I will never forget.

 What I can recommend for the improvement of the Practicum


Program

For me, I don’t have any recommendation to improve the practicum


program, because the benefits has already provide opportunities for me to
gain experience, and it helps me determine my interest in a particular career.
They should try to trained their trainee in many ways by giving them a tasked
that would help to expand their knowledge, learning’s and ides in many work
areas.

• My Advice to those who will take their practicum in the near


future.
Love your work and your co-workers is one of my advices to those who
will take practicum in the near future because if you love your work, you will be
empowered to do more and give your best shot. Obeying rules and regulations is
also important. Learn to socialize with other people with professionalism. Lastly,
take it seriously your practicum because it is not only a subject to be passed but
a lifetime experience. And also have the willingness to work with determination
without hesitations. Its good to have listening and Communication
skills,Technical Skills,Team working skills obtain successful result of work, and
have trust in yourself to improve self-confidence.
