1. MODUS OPERANDI:
The Intending Vendor[s] are advised to read the EOI documents, Terms and
Conditions and other details carefully relating to the work contemplated for the
Fabrication, Assembly, Testing and Supply of Four Bar Fixture (FBF) and fully
acquaint themselves as to all conditions and matters which may in anyway affect the
work or cost thereof. The intending Vendor[s] shall mean One Single Vendor only and
no consortium is entertained. The Vendor[s] shall be deemed to have known the
nature, scope and magnitude of the work. Vendor should express their interest only if
they consider themselves eligible and if they are in possession of all documents
required as per the EOI. The Vendors are required to study EOI document and express
their interest after carefully examining all instructions, eligibility criteria, forms, terms,
standards and specifications as per the EOI document with full understanding of its
implications.
If the Vendor[s] are found ineligible after opening of the EOI, his EOI document shall
become invalid ipso facto, and costs of the EOI document and processing fees, as
applicable shall not be refunded. EOI which are not in compliance with our EOI
conditions shall be rejected, without assigning any reasons thereof. Failure to furnish
all requisite information and/or documents shall result in repudiation of the EOI
notwithstanding the foregoing, UR Rao Satellite Centre [URSC], Bengaluru reserves
the right to assess the capability of the Vendor[s] to perform the Contract, keeping in
view, the overall interest of URSC. In the event, the Vendor[s] capability and capacity
are found to be unsatisfactory; URSC reserves the right to reject the EOI document,
without assigning any reasons thereof.
The requirements stated herein below are a minimum and URSC reserves the right to
request for any additional information and also reserves the right to reject the EOI
document of Vendor[s], if in the opinion of URSC, the qualification or data is incomplete
At any time prior to the deadline for submission of EOI, URSC may for any reason on
its own initiative modify the EOI document by amendment. The amendment shall be
notified in writing or by fax or e-mail to the Vendor[s] or uploaded online on the website.
URSC shall bear no responsibility or liability arising out of non-receipt of the same in
time or otherwise. Notwithstanding the above, URSC may at its discretion extend the
deadline for submission of EOI in order to afford reasonable time to Vendor[s] to take
into account the amendment in preparing the EOI.
All the EOI must be submitted before the time and date fixed for the receipt of EOI as
set forth in the EOI document. URSC shall not be responsible for non-receipt of EOI
due to any postal delays/loss of EOI documents in transit and delay due to
customs/courier, etc. and it shall be the sole responsibility of the Vendor[s] to ensure
delivery of the EOI within the time fixed. URSC reserves the right to accept or reject
any of the EOI in full or part without assigning any reason thereof. EOI received after
stipulated time and date shall be rejected.
Vendor[s] can procure the EOI Documents from Head, Purchase & Stores, UR Rao
Satellite Centre, P.B.No.1795, HAL Airport Road, Vimanapura Post, Bengaluru – 560
017, on all working days between 10.00 Hrs to 16.00 Hrs IST on payment of prescribed
Tender Fee by way of Demand Draft/Bank Draft. The Contact Phone Nois (080) 2508
4030 for the Purchase of EOI Documents. The EOI documents shall also be uploaded
on the URSC website www.isac.gov.in and ISRO website www.isro.gov.in. Interested
Vendor[s] may download the EOI document from website and submit their response to
EOI along with prescribed Tender Fee (in the form of Demand Draft/Bank Draft) as per
details mentioned in the Tender Notification.
After successful completion of the EOI process, URSC may release an RFP based on
the revisions in the specifications and other terms as may be agreed upon/felt
necessary during the process of the EOI and EOI evaluation. URSC reserves the right
to not to release an RFP as a sequel of this EOI.
Tender fee of Rs. 500/- shall be payable in the form of Demand Draft [DD] or Bank
Draft drawn in favour of Accounts Officer, UR Rao Satellite Centre [URSC] payable at
Bengaluru. No other mode of payment for tender fee is acceptable.Vendor[s]
Name/Firm’s Name and Tender/EOI Number shall be indicated on the reverse side of
the Demand Draft/Bank Draft. The Demand Draft/Bank Draft drawn in favour of URSC
towards Tender Fee shall not be dated prior to the date of publication of Tender
Notification. In the event the Demand Draft or Bank Draft has been issued prior to the
date of publication of Tender Notification, such EOI shall be invalid and shall not be
considered.
In the event Vendor[s] request for EOI Documents by post, the postal envelope must
be marked as “Request for EOI Documents”.
If the EOI opening date happens to be on an unidentified Holiday due to any reason,
including Force Majeure, tender(s)/EOI shall be opened on the next working day.
Vendor[s] shall submit EOI document only in sealed envelopes, super-scribing the
Tender Number and the due date of opening of the Tender. The EOI shall be complete
in respect of all technical specifications, instructions, drawings, pamphlets and
catalogues, as per the EOI document. Failure to furnish all information as per the
requirements of the EOI document and submission of EOI not substantially responsive
to the EOI document shall render the EOI /Vendor[s] liable for rejection. Any/all EOI by
way of fax/e-mail shall not be accepted.
The Vendor should provide along with their EOI document the Name and complete
postal address of their Bankers, if required by UR Rao Satellite Centre [URSC],
Bengaluru.
The Vendor[s] need to get enrolled in the e-tender portal to access the tender and
submit their offer online during Request For Proposal (RFP) stage. Vendor[s] need to
have Digital Signature Certificate as detailed on ISAC/URSC e-portal and corporate e-
mail ID to register on the above portal.
2. EOI OBJECTIVE:
Driven with the mandate of realizing 12-18 Satellites Per Annum, SIG/URSC is
planning for Fabrication, Assembly, Testing and Supply of Four Bar Fixture (FBF)- for
assembly, integration and testing of spacecraft through Industry participation. URSC is
planning to involve a most competitive Vendor to take up the realisation of Four
Bar Fixture (FBF)-1000Kg class, within INDIA
The purpose of this EOI is to invite proposals from the potential Vendors for
Fabrication, Assembly, Testing of Four Bar Fixture (FBF) and Supply at URSC/ISITE
room premises. On successful completion, of EOI depending on the response of
Vendors and their capability, most eligible and potential Vendor shall be shortlisted.
EOI responses shall be submitted in softcopies besides hardcopies. Tables,
compliance statements etc. shall be provided in MS Word (or) Excel for convenience.
UR Rao Satellite Centre [URSC] is one of the lead Centres of the Indian Space
Research Organisation [ISRO] responsible for Design, Development, Assembly and
Integration of Satellites for various applications.
URSC main campus is spread across a 32-acre campus at Old Airport Road,
Vimanapura post in Bengaluru. To cater to the growing demand for satellite
applications, ISRO Satellite Integration & Testing Establishment [ISITE], a 110-acre
campus which is about 8 km away from the main campus was also established.
URSC/ISITE houses state-of-the-art design, fabrication, and test facilities and large
clean rooms for the assembly, integration and testing of various types of satellites.
Laboratory for Electro-Optics Systems [LEOS], situated at Peenya Industrial Estate,
Bengaluru is engaged in design, development and production of Electro-Optic sensors
and camera optics for satellites and launch vehicles.
The URSC main campus and ISITE campus are hereinafter collectively referred to as
‘URSC’. The specialised teams of scientists, engineers and technicians at URSC have
built more than 90 complex and advanced satellites for various applications in areas of
telecommunications, television broadcasting, VSAT services, tele-medicine, tele-
education, navigation, weather forecasting, disaster warning, search & rescue
Based on the mass and power generation the satellites are also classified into mainly
three bus platforms. Satellites built at URSC are realised around the configurations
from this table.

URSC has set the target of building about 12-18 satellites per year to cater to the
growing demand for satellite based applications and the centre is presently engaged in
the challenging task of building future generation advanced communication, remote
sensing, navigation and space science satellites. For the spacecrafts up to 1000 Kg
mass Assembly, Integration and Testing (AIT) activities can be performed using Four
Bar Fixture (FBF)-1000Kg class.
Vendor shall provide required support as per the scope of work as per ISRO’s quality Formatted: Space Before: 1.2 line, After: 1.2 line
standards. Interested vendors shall express their interest for the same. The details of
URSC’s requirements from vendors are provided in the subsequent chapters.
4. INTRODUCTION TO PROJECT:
The Four Bar fixture (FBF) is used to orient the spacecraft from zero to 90 degrees to
facilitate Assembly Integration and Test operations. It also has provision for spin axis
rotation.
This document describes the Four Bar fixture and defines the prerequisites of the
vendor for fabrication, assembly, testing and supply of Four Bar fixture (FBF) at URSC-
Bangalore.
5. DESCRIPTION:
Figure-1 shows the overall view of the Four Bar Fixture (FBF). It consists of a Base
Frame on which a spacecraft mounting frame is assembled. One steerable twin wheel
assembly and two sets of fixed wheels are provided at the bottom of the Base Frame to
enable mobility of the fixture. Four sets of worm driven screw jacks with provision for
mounting Air pads are provided for stable positioning of the fixture and levelling on the
floor. With aid of motor , carriage block, LM guide and rails ,spacecraft can be oriented
from zero to 90 degrees on Spacecraft mounting frame. A worm driven spin axis
manual drive assembly coupled with a gear driven cross roller slewing ring bearing
helps in rotation of the spacecraft about its longitudinal axis.

6.1 Fabrication, assembly, testing, and suppy of Four Bar Fixture (FBF)-1000 Kg
class:
Vendor shall start the Fabrication, assembly, testing, qualification of Four Bar
Fixture (FBF) -1000 Kg class as per fabrication document and approved design
drawings supplied by ISRO. The fabrication and shop floor drawings are to be
prepared by the vendor.
Onsite updates on parts & assembly during the fabrication processes, if any, shall
be incorporated in the final version of fabrication drawings by the vendor, and handed
over to ISRO along with the delivery of the system.
IMPORTANT: The vendor shall provide Non-Disclosure Agreement (NDA) with regard
to the copy right of the design drawings and all the relevant documents of this system.
Tender Enquiry will be sent to vendors qualified through EOI process ONLY after
receipt of duly signed NDA.
The supply includes all the standard parts included in the sub assembly drawings
and major/ critical standards as listed in Table 1. These standard parts are to be
procured by vendor and need to be assembled as shown in the assembly drawings
adhering to the manufacturer’s guideline given in their respective manuals / catalogue
of the parts. Other standard parts and accessories which are not part of assembly shall
be supplies as accessories along with FBF-1000 Kg class delivery.

6.3 Wiring diagram, Integration, Testing and Supply of Electric Control Panel for
Four Bar Fixture (FBF)-1000 Kg class:
Vendor should prepare the Electrical Control Circuit diagram for control of geared
motors, limit switches, proximity switches, brake release, hooter etc of the FBF-1000
Kg class as per the basic inputs, specifications and scope of work. The exact quantum
and details shall be supplied during tender enquiry.
Vendor shall fabricate and supply 01 nos. of Test mass of approx.4500 kgs mass. The
test mass shall be modular mass construction with a basic test mass of approx. 1500
Kg and 13 nos. individual test plates of 250 Kg each having mounting interfaces to
mount over the basic test mass.. The Test mass assembly is a Mild steel (IS-2062B or
equivalent) welded construction have the interfaces to mount on spacecraft adaptor.
The drawing of test mass shall be supplied during tender enquiry.
6.5.1 Other miscellaneous work like stickers printing and pasting/fixing of ISRO Logo,
handling point, lifting points, earthing points, jack movement directions etc shall be
provided by the vendor.
6.5.2 The vendor shall provide the proper mounting interface on FBF-1000 Kg to mount
the Control panel, junction box, limit switches and other control circuit elements.
6.5.3 The control panel design and layout will be reviewed and cleared by ISRO
engineers before implementation)
6.5.4 Fabrication and supply of Coupler handles to suit the different motor screw jack
and shafts shall be done by the vendor.
6.5.5 Vendor shall also provide the proper mounting provisions of bellows on LM guide,
ball screw, screw jacks etc.
6.5.6 Corrections due to fabrication, machining, welding, assembly and minor deviation
in components necessary for the performance of the system should be implemented by
the vendor after ISRO Engineer’s approval.
The exact quantum of work and details shall be supplied during tender enquiry.
The execution of the project depends on the expertise of the vendor in the following
areas:
Large size Quality structural fabrication to withstand the heavy working loads.
Precise machining over a large surface with accurate geometric tolerance
Proper assembly techniques and expertise for Linear motion guides, ball screw,
geared motors, large size slew ring bearings, gear drives, screw jacks are primary
requirements for proper functioning of the Four Bar Fixture (FBF)-1000 Kg class.
Expertise with required in-house facilities to perform static load test and performance
test with proper safety environment.
Leak proof & flawless welded joints.
Maintaining accurate dimensional and geometric accuracy as per the drawings for
the proper performance of integrated system.
Strict compliance to quality during every process such as adapting fixtures for
machining, testing & use of proper facilities during Heat Treatment and Stress
Relieving processes.
Expertise in selection and usage of proper measurement techniques & instruments
during stage and final inspection.
c) Vendor shall submit process planning for the major activities, such as structural
fabrications, large machining, surface treatment and finishing of large surface, standard
parts procurement, integration of sub-assemblies and testing etc., along with technical
offer during tender enquiry. The planning shall comprise TYPE OF TOOLING,
SOURCE OF SUCH TOOLING facilities, TIME SCHEDULE for all such major activities
c) Inspection in tag welded condition: All the structural parts will be inspected in
tag welded conditions by the ISRO engineer. After obtaining the clearance from
ISRO engineer only, full welding shall be started.
d) Inspection after Welding: All the welded structures should be checked for
proper weld and compliance to standards. NDT test should be done at required
places wherever doubted for defects during visual check. Ultrasonic weld
inspection will be done for the critical weld locations Vendor shall arrange for a
portable ultrasonic/ X-ray weld inspection machine for this purpose wherever
required. The weld inspection should be done as per BS EN 970: 1997 (for
visual inspection), BS EN1289: 1998 (For NDT-penetrant testing), BS EN
12062: 1998 (NDT general rules) or equivalent applicable standards.
e) Fabricated Part inspection: The fabricated part should be inspected as per
drawings confirming to geometric and dimensional deviations within specified
tolerance limits. The inspection report shall contain the dimensions and
geometric relations as per drawing compared with the measured value,
deviations observed, etc submitted for auditing by ISRO engineers.
f) Standard Parts inspection: All the standard parts given in Table-1 are to be
inspected and inspection compliance report is to be submitted for the audit by
ISRO Engineers before starting assembly. Following checks should be done by
the party:
8.6 Assembly:
a) Proper assembly sequence (as per standard part manufacture catalogue
guidelines and ISRO engineers guidelines) should be adopted to meet the
functional requirement of the fixture. Any minor corrections (in fabrication
assembly and testing) required during the assembly should be carried out
without change in the quoted price.
b) Apart from dimensional inspection and conventional checks, the following
qualification tests are to be executed by the party in the given sequence. A
dimensional inspection report should be provided for the details as well as the
assembly before the load test of the fixture.
Following are the critical assemblies which needs a high level of accuracy both on
mounting surface and also assembly skills:
9.2.1 Operation test of Bare Four Bar Fixture (With no load condition):
This is the operational test done on fully integrated Four Bar Fixture (FBF) with control
panel to check the performance of the different drive elements like slewing ring
bearings, ball screw, LM guides etc. During this test there will be no test load on the
Four Bar Fixture.
(a) Up and down motion test of L-arm:
This test is done to test the performance of Up and Down geared Motor, LM guides,
Ball screw. During this test, up and down geared motor is switched on. This drives the
ball screw attached to the motor and Ball screw further transfers the motion to the LM
guides to the L-arm. This creates the translational motion to the L-arm in up or down
direction. During this test the performance (i.e. current drawn, running noise and
current drawn of motor) shall be monitored and to be compared with the rated current.
(b) Rotational motion test of L-arm:
This test is done to test the performance of drive axis geared Motor, slew ring
bearing. During this test drive axis geared Motor is switched on which drives the
slewing ring bearing. This further transfers the rotational motion to the L-arm directly
attached to the slewing ring bearing. During this test the performance, current drawn
shall be checked and to be compared with the rated current.
To perform this test, a final test mass of approx. 1500 kgs shall be fastened to spin axis
s/c mounting adopter and geared Motor for Up and Down motion is switched on. This
drives the ball screw attached to the motor. Ball screw further transfers the translational
motion to the LM guides to the L-arm in up or down direction. During this test the
performance of motor should be checked i.e. current drawn, running noise and current
drawn should be compared with the rated current.
This test is done to test the performance of drive axis geared Motor, slewing ring
bearing. To perform this test, a final test mass of approx. 1500 Kg with 1500 mm C.G
centre of gravity (C.G.) perpendicular to mounting plane shall be fastened to spin axis
s/c mounting adopter and drive axis geared Motor is switched on. This drives the
slewing ring bearing and further transfers the rotational motion to the L-arm directly
attached to the slewing ring bearing. During this test, the performance of drive geared
motor shall be checked i.e. current drawn, running noise and current drawn should be
compared with the rated current.
The empty fixture and fixture with the test mass shall be handled using a handling
slings with the attachment fitted at the designated places and satisfactory handling
shall be demonstrated. The fixture with test mass of 1500 Kg shall be moved on the
plane level surface to demonstrate free movement of castor wheels with load. Care
shall be taken to prevent damage to the wheels during the test.
Equipment / Facilities required for testing:
Simulation masses upto 4000 kg.
Crane capacity : upto 5000 kg
Dial Gauges, Vernier and other measuring instruments for dimensional
measurements and other inspection tools.

The entire exercise of selecting viable vendors is carried out in two stages i.e.
Expression of Interest (EOI) stage and Request for Proposal (RFP) Stage. The
following is the flow chart depicting the structure process flow that would be adopted in
the vendor selection process.
This EOI is for Fabrication, Assembly, Testing and Supply of Four Bar Fixture (FBF)-
1000Kg class does not have any relation with respect to the previous Tender floated
for similar activities.
13.2.9 The applicant, should not have, during the last three years, either failed to
perform on any agreement, or been expelled from any project or agreement or have
any agreement terminated for breach by the applicant.
13.2.10 Persons who are individually or institutionally, in any manner, involved with the
selection/screening process of the EOI, and employees of ISRO/URSC are ineligible
for applying.
13.2.11 An undertaking (self-attested) is to be submitted that there has been no
outstanding bankruptcy, judgment or pending legal action that could impair operating
as a going Concern. Also the Vendor must be solvent, in the Legal Court of Law.
13.3.9 Further, the vendor must not quote any of these works in any publications or to
any of their customers/public domain without explicit permission from URSC and
adhere to strict confidentiality.

The proposal should be submitted as an Expression of Interest (EOI) as a collation of Formatted: Space Before: 1.2 line, After: 1.2 line
the following table of contents as below, in the enclosed format, clearly providing the
details requested below with documentary proof/supporting documents as Annexure.
The vendor has to provide the information as per the formats as prescribed in chapter
14 Response Format. The overall compliance matrix as per section 14.2,14.3,14.4,
14.5 should also be submitted as per the EOI proposal. All these inputs shall also be
furnished in MS word document neatly typed in the said formats.
The proposal and all correspondence and documents shall be written in English.
