    The performance appraisal systems used by Pakistan Civil Aviation Authority have evolved over time, starting with Annual Confidential Reports from 1982-2006 which evaluated employees based on personal characteristics. In 2007, the Performance Appraisal Report was introduced which revised the evaluation methodology. This was further updated in 2008 and then from 2009-2014, changing the performance appraisal process over the years as the organization refined its employee evaluation system.

    Performance Appraisal Challenge at Pakistan Civil Aviation Authority (CAA)

    1. Discuss the evolution of the performance appraisal system in CAA. Do a comparative


    analysis of ACR, PAR 2007, PAR II 2008, and PAR 2009–2014.

    The Annual Confidential Reports (ACRs) were used by the CAA from 1982-2006 as a
    performance appraisal system for the employees of the company. The methodology and the
    system itself were copied from Pakistan Air Force and the company was assisted by PAF in the
    beginning to set itself up. This ACR evaluated on the basis of personal characteristics.
