POLICE OFFICERS PRIMARY RESPONSIBILITY IS TO SERVE THE PUBLIC AND

PROTECT LIFE AND PROPERTY. – Rule 1, para 1.1 of the 2013 PNP Operational
Procedures Manual states that “it is the responsibility of every police officer to serve the public
and protect life and property. Securing the sovereignty of the State and the national territory is
the primary responsibility of the Armed Forces of the Philippines (AFP).

Police personnel participating in police operation should ALWAYS respect the human rights and
dignity of the suspects during police operations. Rule 1, para 1.2 of the 2013 PNP Operational
Procedures Manual states that “All PNP personnel shall respect the human rights and dignity of
the suspect/s during police operations.”

When police officers are engaged in police operations, the existing operational procedures and
practices requires them that they ALWAYS WEAR AN APPROPRIATE AGENCY
PRESCRIBED UNIFORM. Because Rule 2, para 2.1 the 2013 PNP Operational Procedures
Manual states that “a police officer shall always wear the agency prescribed uniform which is
appropriate for the kind of police operation to be undertaken.”

While performing patrol duties, PO1 Orario and PO1 Egina in full Field Service Uniform
decided to eat along the sidewalks of Boracay. Their conduct was IMPROPER BECAUSE
RULE 2 PARA 2.2 PROHIBIT THEM FROM EATING ALONG SIDEWALKS WHILE ON
ACTUAL PATROL DUTIES because Rule 2.2 the 2013 PNP Operational Procedures Manual
states that “When wearing the police uniform, a police officer shall, at all times, appear
presentable, smart and well-groomed. While on actual patrol duties, he shall refrain from eating
along the sidewalks, smoking and reading newspapers.”

As a police officer, PO1 Villa is the most visible element of the government on the street. It is
therefore mandatory on his part that when he is in public especially performing his patrol duties,
he is ALWAYS APPEAR PRESENTABLE, SMART AND WELL-GROOMED because
Rule 2.2 of the 2013 PNP Operational Procedures Manual states that “When wearing the police
uniform, a police officer shall, at all times, appear presentable, smart and well-groomed. While
on actual patrol duties, he shall refrain from eating along the sidewalks, smoking and reading
newspapers.”

PO1 Cantong and PO1 Salvador of Third Platoon, TU-Public Order should always carry with
them while on patrol duty a PEN, POLICE NOTEBOOK, MIRANDA/ANTI-TORTURE
WARNING CARD AND SERVICE FIREARM because Rule 2 Para 2.3 of the 2013 PNP
Operational Procedures Manual states that “Every police officer on patrol, whether on board a
vehicle or on foot patrol, must always carry with him a police notebook, a pen and the Miranda
Warning Card. The notebook, which is approximately pocket-sized, will be used to inscribe
important events that transpire during his tour of duty.”
