CPM SEMINAR 2019

CPM seminar was held on May 03, 2019 at the library of Isabela State University – Ilagan Campus with
the theme “Set the Goal, Have a Plan, Hit the Critical Path”. The seminar was all about bidding
procedures for the procurement of goods and services, guidelines on what to do and what to bring. This
was discussed by Engr. Taguba and Engr. Concepcion.

Procurement is done through competitive bidding which is a method of procurement which is open to
participation by any interested party. The first process is pre-procurement conference. The purpose of
this stage is for the readiness of procurement. Competitive bidders will attend with their eligibility to bid
which is their license as contractor and will submit their proposal prior to the advertisement that was
posted. This was attended by BAC, BAC secretariat, TWG (Technical Working Group), Consultants and
other officials. Second is advertisement or posting of the invitation to bid. This signals the start of the
bidding process. The advertisement can be on newspaper and posted in PhilGEPS for seven calendar
days.

The next process is the pre-bid conference. It is a forum where PE’s representatives and bidders discuss
the different aspects of the project. It is held at least 12 calendar days before the deadline for bid
submission. Queries pertaining to the matters that may be discussed during this stage must be raised at
least ten calendar days before the set of submission and receipt of bids. Bidders who have submitted
bids before issuance of bid bulletin must be informed in writing and allowed to modify or withdraw their
respective bids. All revise statement by the procuring entity in the bidding documents must be posted in
the PhilGEPS and at the PE’s website, in order to address the aspects of competition and for
transparency. After pre-bid conference is the submission of bid. The deadline for submission of bid
including the time must be followed punctually. Late submission of bid can disqualify the bidder. The
next one is opening of the two envelopes. The first envelope consists of the technical proposal and the
second envelope consists of financial proposal. First envelope must be opened first before the second
envelope. Technical proposal must consist of complete requirements such as: eligibility requirements
which consist of class A and class B documents, bid security, technical specifications and omnibus sworn
statement.

After opening all the proposals of the bidders is the bid evaluation and ranking. No contact rule until
award of the contract is applied to the bidders that’s being evaluated by the BAC after passing the
preliminary examination. For the financial proposal placing no price is considered as non- responsive and
specifying “0” or “-“ means it’s offered for free. In case the bidder has discrepancies in the prices the
following shall prevail: words over figures, unit prices over total prices, actual sum of prices over total
price and bill of quantities over detailed estimates. Bid evaluation shall not be more than seven calendar
days. The next stage is post-qualification. Pass or fail criterion should be used to verify, validate and
ascertain all statements and documents. This should be accomplished not more than 7 days from the
determination of lowest calculated bid. BAC will notify lowest calculated responsive bidder and shall
submit the following within 3 days upon the receipt of notice: latest income and business tax returns,
certificate of PhilGEPS registration and other appropriate licenses and permits required by the law and
stated in the bidding documents. Notice of award is issued by the HOPE. Procurement process should be
made within three months starting from posting and advertisement until awarding of contract.
