Good Evening Your honor

opposing counsel, ladies, and gentlemen. My name is Shanza Nawaz and with me are
my co-council Ethan Murphy and Jordi Perez and together we represent Gotham City
Department of Housing and Preservation Development - the DHPD.

This case is about taking reasonable action. It's about a group of people doing their job
and coming to make a reasonable conclusion.

We represent the defense of this case.​ Plaintiff has the burden of proof. They have to
prove beyond a preponderance of the evidence that the actions that were taken by DHPD were
not reasonable. Your honor the plaintiff cannot prove this because the actions taken by DHPD
to evict Harley Davison were reasonable and were not arbitrary and capricious because it was
based on fact and proper Investigation.​ These facts were that Harley Davidson had faked living
with his aunt so he could get a cheaper apartment. WHile he SAID he was living with his aunt, in
fact he was living with his fiancee. He provided not evidence and not proof that he ever lived
with his aunt.

My co-council and I don’t have to prove anything to you but we will show the facts of the
case that DHPD acted reasonably.

We will present to you the case of Blake Wards who is a senior investigator for the city
of Gotham's department of housing preservation for the past 10 years. He does his job well, and
when Harley Davison sent an application for her aunt Barbara stone’s apartment, Wards
investigated. Harley filled the application on the basis that he is a family member to Ms.stone
and he knew that he can take over the apartment. But we, the DHPD denied Harleys application
on the basis of evidence and facts that show Harley did not live in Ms.stones apartment for two
consecutive years. Harley was just a visitor in Ms.stone apartment. He was out for weeks and
month with his fiance sage Wisner, he never changed his mailing address and never lived in the
apartment.
Harley is an artist he doesn’t make enough money for an expensive apartment. Sage’s
apartment cost them too much so they now want to take advantage of Ms. Stone’s
rent-controlled apartment to save money.

We will call our 3 witnesses who are just trying to do there job. Our first witness Blake
ward. He will tell you how he did a lengthy investigation into Harley and it revealed that Davison
had not resided in her aunt’s apartment for a continuous two-year period prior to the aunt death.

We will present evidence and call witnesses to show you the people Detective Wards
interviewed and the documents he examined to come to his conclusion.

Your honor, you will know from our second witness the Probation officer Tatum Neal that
he received information from Harley Davison that Harley was living with his fiance Sage. Harley
gave his mailing address as sage’s permanent address to his probation officer.

And our last witness, Ms.stones visiting nurse Rivers Ebb, will tell you that Harley never lived
permanently with Ms.stone. They had fights with each other and Harley always asks Ms.stone
for money. .He was out for weeks and months and was taking advantage of her poor old aunt in
order to get a place to stay

Your honor, The evidence and the facts of this case will prove that Harley was just a
visitor and the action that was taken By DHPD was reasonable. I will ask you to do this return
