Simulation Description

1. The objective of this simulation is to learn how a bill becomes a law. What better

way then have YOU improve upon new “bill” suggestions for our school!

2. You have already submitted suggestions, proposals, or additions to bills already

in existence. We are going to use these suggestions to improve the school for

THIS school year!

3. This will be a graded assignment, but I also want you to have fun with this! The

more you engage and cooperate with one another, the better this will be for all of

us!

4. I, Ms. Progar, have the right to stop any proposed bills that may be objectionable,

of poor taste, or unworthy of being considered.


Simulation Timeline

____ 5 Minutes: ​Each group will assign roles and report to the teacher who has been assigned

what. Each of you will be graded on your ability to participate fully in your role!

____ 10 Minutes​: Committees will have 10 minutes to complete final edits to the bill. This is a time

to come together and make sure your WHOLE committee is on track!

____ 20 Minutes: ​Each committee will read their bill to the class ​(​COMMITTEE LEADER 1 & 2​)

* THE CLASS WILL VOTE ON WHICH BILL THEY WOULD LIKE TO DEBATE FIRST *

____ 15 Minutes: ​The committees will discuss what they like/don’t like about the bill . . . What part

would you like to take out? What would you like to add on?

____ 20 Minutes: ​The floor is open for debate ​(BILL DEBATER 1 & 2)​. The debate will begin

with the Committee whose bill was chosen by the class. Then, the ​BILL DEBATERS​ in each group

will be able to offer their viewpoints on the bill. Each group MUST speak a minimum of two times but

cannot speak more than three times each.

____ ​5 Minutes: ​The President of the Senate convenes a vote

● With a simple majority, it will move to the Senate

● With no majority, the bill dies

____ ​10 Minutes: ​Individual simulation reflection

Grading Rubric (40 points summative):

10 points:​ Average of group member ratings

10 points:​ Participation throughout simulation (includes: fulfilling your committee role, not being

disrespectful to other groups or group members, staying engaged in the committee discussions)

10 points: ​Submission of edited bill that was completed during the prior 2 class work periods.
