Abstract

ATAL BIHARI VAJPAYEE is an Indian politician who was the 10th Prime Minister of India. He

has served three terms as prime minister of the nation. Firstly, first for 13 days in 1996 and then

from 1998 to 2004.One of the finest orator, poet, parliamentarian in the Indian political history. He

is one of the founding fathers of BhartiyaJanta Party. He was also a member of

RashtriyaSwayamsevakSangh in his early days, he has also edited various magazines and

newspaper. He is the first Prime Minister from outside the Indian National Congress party to serve

a full five-year term. During his tenure India achieved many laureates internationally and

domestically

Early life and educations

ATAL BIHARI VAJPAYEE was born to Krishna Devi and Krishna Bihari Vajpayee on 25

December 1924 in Gwalior. His father was a school teacher and a poet. He did his schooling from

the Saraswati Shishu Mandir, Gorkhi, Bara, Gwalior. Vajpayee attended Gwalior's Victoria College

and graduated with distinction in Hindi, English and Sanskrit. He completed his post-graduation

with an M.A. in Political Science from DAV College, Kanpur.

His activism started when he joined AryaKumar Sabha,right wing of arya samaj. In 1939 he

became a pracharak of rashtriya swayamsevak sangh. He also worked as journalist for Panchjanya,

veer arjun, Swadesh, Rashtradharma.

Early political days

Atal Bihari Vajpayee was sent to work in newly formed bhartiya jansangh along by the rashtriya

swayamsevak sangh. He along with Pt. Deendayal Upadhaya and Dr. Shyama Prasad Mukherjee

were founding fathers of jansangh. In 1954 He was appointed as a national secretary of the party in charge

of the Northern region. He soon became a close associate of dr. mukherjee. He was with dr mukherjee during his

fast upto death against perceived inferior treatment of non-Kashmiri Indian visitors to the state. In the 1957

general election he contested from balrampur and Mathura. He lost from Mathura but won from Balrampur. Due

to his excellent oratory skills he soon came in the notice of public.

Emergency and Janta government

During 1970’s when india was ruled by congress government led by Indira Gandhi,Vajpayee was

one of the top faces of the opposition. Though he was a member of opposition still his participation

in parliament was admirable. When internal emergency was declared by Indira Gandhi,he along

with all the major leaders of opposition were arrested

Establishment of B.J.P

After the fall of janta government ,Atal bihari Vajpayee joined many of his Bharatiya Jana Sangh

and Rashtriya Swayamsewak Sangh colleagues, particularly his long-time friends L. K. Advani and

Bhairon Singh Shekhawat, to form the Bharatiya Janata Party (BJP) in 1980. He was elected the

founding president of bhartiya janta party. He strongly opposed militancy in punjab. After 1984

general election debacle of bjp,vajpayee remained in the center stage of the party politics.

B.J.P found his political fuel during 1990’s by entering into ram janmbhoomi andolan . In

September 1990, BJP leader L. K. Advani began a rath yatra (pilgrimage procession) to Ayodhya in

order to generate support for the movement though the bjp faced a lot of criticism for communal

politics still vajpayee was able to maintain his secular image in the public. Though liberhan

commision accused him to instigate the karsevaks for demolition of babri masjid but the allegations

were never proven. During a BJP conference in Mumbai in November 1995, BJP President L. K.

Advani declared that Vajpayee would be the Prime Minister of bjp. The BJP emerged as the largest

party in the May 1996 parliamentary elections

Prime ministrial days


Atal bihari Vajpayee served three terms as the prime minister of the nation. firstly for 13 days in

1996,then for 13 months in 1998 to 1999,and finally from 1999 to 2004. His term is often

considered one of the finest tenure by a prime minister. According some political thinkers the

biggest achievement of his term is considered to provide a stable government in a time of

instability. During his tenure Indian foreign policy met a great success. His view on Indian foreign

policy was clear and was appreciated on global. During the tenure of NDA government the

infrastructural development saw new heights. the Prandhan mantri gram sadak yojna and the

national highway development project were pioneer in roadways development project. During his

second term testing of nuclear warheads in pokran was done. It was a major step in defence sector.

During his second term, there was invasion in the kargil by the Pakistani soldiers. the invasion was

soon after the famous Lahore summit of 1998.the kargil war is often considered to be the backstab

to Vajpayee foreign policy.

Like any other prime minister his term is also not controversy free. One of the major failure of his

term is considered to be the khandar plane hijack. the infamous parliament attack also happened

during his term. He had constant clashes with RSS over the issue of ram janambhoomi, repealing of

article 370 and establishment of uniform civil code. It is also considered that RSS was not happy

with his methods.

Achievements in his tenure


During the second term of the Vajpayee government, the famous POKRAN-II test was performed.

though this test led to imposition of various sanction on india by the United States, Canada, Japan,

Britain and the European Union. these sanctions were imposed on information, resources and

technology supply to India. The Lahore bus service is often considered as the diplomatic master

stroke by him. With the historic inauguration of the Delhi-Lahore bus service in February 1999,

Vajpayee initiated a new peace process aimed towards permanently resolving the Kashmir dispute

and other conflicts with Pakistan. the win in the kargil war is also considered as a great achievement

of his term. it was reveal by the reports that there was invasion in the town of kargil by the

Pakistani soldier. Around 500 indian soldier died in the war but india was able to recapture 70% of

its territory. His term saw many economic reform, his policy to disinvest in the loss making

government body helped GDP to grow. The state visit by the US president bill Clinton is also

considered his major achievement. it was the first state visit by a US president after 28 years. He

also recognized Tibet as the integral part of china which led to improvement of india china

relationship

During his latter years the GDP touched the mark of increasing at 6-7%.Increasing foreign

investment, modernisation of public and industrial infrastructure, the creation of jobs, a rising high-

tech and IT industry and urban modernisation and expansion improved the nation's international

image. Good crop harvests and strong industrial expansion also helped the economy.

Controversies during his term


A national crisis emerged in December 1999, when Indian Airlines flight IC

814 from Kathmandu to New Delhi was hijacked by five terrorists and flown to Taliban-

ruled Afghanistan. The hijackers made several demands including the release of certain terrorists

like Masood Azhar from prison. Under extreme pressure, the government ultimately caved

in. Jaswant Singh, the Minister for External Affairs at the time, flew with the terrorists to

Afghanistan and exchanged them for the passengers.It is often considered as a failure of Vajpayee

government as they missed a chance to capture terrorist while they were planning to stop at

Amritsar for refueling of the aircraft. His term saw some corruption allegations also. The Defence

Minister George Fernandes was forced to resign following the Barak Missile scandal, another

scandal involving the botched supplies of coffins for the soldiers killed in Kargil was highlighted,

and the findings of an inquiry commission that the Government could have prevented the Kargil

invasion also brought a a lot criticsm. His term also saw the infamous parliament attack,the

parliament attack of 2001 raised a strong question on country’s security. his term has also faced

allegations for saffronization of the education system. His government came under the scrutiny

during tehleka tape release. He was also critized for the of agra summit and passing of Prevention of

Terrorism Act (POTA).After the Gujarat riots in 2002,he was thinking to resign from the post of

prime minister but he was convinced not to resign by his close associates.
