Dear JFC Vendors,

Good day!

To promote and sustain the implementation of food safety and quality management system, JFC Quality Management and
Quality Assurance will strengthen compliance to applicable regulations through the continuous implementation of the
Product Compliance Testing.

This Product Compliance Testing Program aims to validate vendors’ compliance with JFC specifications and regulatory
requirements through independent laboratory testing at a defined frequency. This covers all incoming food and food
packaging materials supplied to JFC Commissaries, Distribution Centers, and Stores.
In line with this, we are requiring you to submit the following at a defined interval:

a. 3rd party testing results of all microbiological and regulatory requirements, as stated in the item specifications, of
the JFC-supplied food and food packaging materials;
b. Letter of Guarantee, Certification of use of approved veterinary drugs or pesticides, or Food Grade Certification of
Raw Materials, as required;
c. Allergen declaration based on specifications (product and facility)

Compliance is effective by end of January 2019. Deadline of submission of the required documents will be on April 30,
2019.
Communication pertaining to the Product Compliance Testing as specified in the guidelines shall be forwarded to the

A Corrective Action Request shall be issued if there is failure to submit the required documents within the deadline.
Consequently, this will have an impact on the scorecard performance for 2019 if not corrected. Furthermore, depending on
the criticality of failed parameter, JFC has the right to put the items delivered on hold for further disposition.

I. Guidelines

A. Parameters

Parameters to be subjected to 3rd Party Testing are based on references as described in the following table:

Notes:
i. This also applies to Global vendors supplying items to the Philippines.
ii. Reference standard may be superseded upon availability of updated references issued by
regulatory, Codex, or JFC R&D.

JFC may request certification and letter of guarantee for the materials. However, the vendor is required to submit a new
certification or letter of guarantee when significant changes to the material is made (i.e. change in raw material, process,
specification, additives, etc.) or when there are amendments to the regulatory requirements that necessitates
reassurance of vendor’s compliance to the new requirements.

Certification or letter of guarantee may be required for the following material categories:

B. Laboratory and Sampling Details

It is recommended that the third-party laboratory to conduct the tests must be recognized / accredited by Philippine
FDA. Vendors with in-house laboratory should provide certificate of compliance to ISO 17025 or equivalent.

All samples should be properly identified in the Third-Party Results or certificates for product traceability. The following
information are required to be indicated in the laboratory test result:

• Batch Number

C. Schedule

The 3rd Party Testing is done at a predefined frequency. The table below shows the summary of frequency and schedule
of submission:

Frequency can increase to quarterly or semi-annually depending on the food safety and/or quality performance of the
item. Any changes shall be duly communicated.

JFC Commissary and Distribution Center QA can request adjustment of the frequency of 3 rd Party Testing but should
be communicated to QM and SBU R&D prior effectivity of the adjustment.

D. Handling of Non-conformity

In case of non-submission or failed test results, a Corrective Action Request shall be issued to the vendor. The vendor
shall perform the following:
i. Submit Corrective and Preventive Action Plans to QA and QM.
ii. Implement action plans based on timelines.
iii. Perform 3rd party analysis of the material produced after implementation of action plans, using the resampling
mode as basis for sampling plan. Material should pass the analysis.

Note: Depending on the criticality of failed parameter, JFC has the right to put the items delivered on hold for further
disposition.
