1.1 Scope
This document describes inter-radio access technology mobility load balancing (inter-RAT
MLB), including its technical principles, related features, network impact, and engineering
guidelines.

the software release delivered with this document. Any future updates will be described in the
product documentation delivered with future software releases.
This document applies only to LTE FDD. Any "LTE" in this document refers to LTE FDD,
and "eNodeB" refers to LTE FDD eNodeB.

2 Overview
2.1 Introduction
Inter-RAT MLB coordinates load distribution among inter-RAT cells. It performs preliminary
verification of the load status of cells, before completing the transfer of UEs from heavily to
lightly loaded inter-RAT cells.
2.2 Benefits
Inter-RAT MLB offers the following benefits:
l Relieves load imbalances among inter-RAT cells by transferring appropriate UEs to
inter-RAT neighboring cells.
l Improves user experience with telecommunication services and achieves better overall
resource utilization.
2.3 Architecture
Inter-RAT MLB supports categorical classification by triggering variables and specific UE
types to be transferred, as shown in Figure 2-1.

3 Related Concepts
NOTE

Average cell throughput = L.Thrp.bits.DL/L.Thrp.Time.DL, where L.Thrp.bits.DL indicates the total
downlink (DL) Packet Data Convergence Protocol (PDCP) traffic volume within a measurement period
in a cell and L.Thrp.Time.DL indicates the total DL PDCP transmission duration within the period in
the cell.
l A UL-sync UE has its RRC connection established with a cell served by an eNodeB and
maintains uplink (UL) synchronization with the eNodeB. The eNodeB allocates physical
uplink control channel (PUCCH) and sounding reference signal (SRS) resources to the
UE.
l An RRC_REL UE is a UE that an eNodeB is expected to release due to the expiration of
the UE inactivity timer specified by RrcConnStateTimer.UeInactiveTimer.
The transfer of RRC_REL UEs reduces the potential load (in terms of the number of UEs in
the source cell), without affecting user experience. The preceding two transfer methods are
implemented either separately or in conjunction.
This chapter describes the feature LOFD-001044 Inter-RAT Load Sharing to UTRAN,
referred to as MLB to UTRAN in this document.
l MLB to UTRAN transfers UL-sync UEs when the UtranMlbSwitch(UtranMlbSwitch)
option of the CellAlgoSwitch.MlbAlgoSwitch parameter is selected. MLB to UTRAN
by transferring UL-sync UEs can be triggered by different variables depending on the
setting of the CellMLB.InterRatMlbTriggerMode parameter.
– If this parameter is set to IRAT_PRB_ONLY(PRB Usage), the eNodeB initiates
MLB based on both the PRB usage and the number of UEs.
– If this parameter is set to IRAT_UE_NUMBER_ONLY(UE Number), the
eNodeB initiates MLB based on the number of UEs.
– If this parameter is set to IRAT_PRB_OR_UE_NUMBER(PRB Usage or UE
Number), the eNodeB initiates MLB based on either the PRB usage or the number
of UEs.
l MLB to UTRAN transfers RRC_REL UEs when the
UtranIdleMlbSwitch(UtranIdleMlbSwitch) option of the
CellAlgoSwitch.MlbAlgoSwitch parameter is selected.
If both MLB to UTRAN and MLB to GERAN are enabled, the two procedures work in
parallel. For details about MLB to GERAN, see 5 LOFD-001045 Inter-RAT Load Sharing
to GERAN.
The definitive value of the CellMLB.InterRatMlbUeNumThd is equal to the GUI value multiplied by
1% and then by a factor of 1000, except when the GUI value is 100 or 99. For example, when the GUI
value is 1, the definitive value is 10, provided by 1000 x 1%. When the GUI value is 10, the definitive
value is 100. There are two exceptions: When the GUI value is 100, the definitive value is 1. When the
GUI value is 99, the definitive value is 2.
The eNodeB terminates the MLB procedure when the cell meets one of the following
conditions throughout 5s:
l PRB usage of the cell < CellMLB.InterRatMlbThd
l Number of UL-sync UEs in the cell < CellMLB.InterRatMlbUeNumThd
User-Number-based MLB
The eNodeB initiates a procedure for "user-number-based MLB to UTRAN by transferring
UL-sync UEs" when a cell meets the following condition throughout 5s:
Number of UL-sync UEs in the cell ≥ CellMLB.InterRatMlbUeNumModeThd +
CellMLB.InterRatMlbUeNumOffset
The eNodeB terminates the MLB procedure when the cell meets the following condition
throughout 5s:
Number of UL-sync UEs in the cell < CellMLB.InterRatMlbUeNumModeThd

NOTE
In eCoordinator-based RIM procedures, the three NEs do not send RIM messages, or respond to RIM
messages sent from the core network.
If the MRFD-101401 UL Unified Video Steering feature is enabled, the eNodeB filters out
barred neighboring UTRAN cells. For the definition of a barred cell, see UL Unified Video
Steering Feature Parameter Description.
l The neighboring cells on the frequency are overlapping neighboring cells, and the load
status of these cells is light or invalid.
l None of the neighboring cells on the frequency are overlapping neighboring cells, and
the load status of any of these neighboring cells is light or invalid.
4.3 UE Selection
PRB-Usage-based MLB by Transferring UL-Sync UEs
In PRB-usage-based MLB, the eNodeB selects a number of UEs not in the penalty state based
on target cell information, PRB usage type that triggers MLB, and PRB usage of UEs in the
serving cell. The maximum number of UEs to be selected is specified by
CellMLB.InterRatMlbMaxUeNum. For details about UE penalty, see 4.4.1 UL-Sync UEs.
If the eNodeB is not a micro eNodeB, it preferentially selects non-CA UEs over CA UEs.
(Micro eNodeBs do not support CA and therefore not check UEs' CA capabilities.) For details
about the definition of CA UE, see Carrier Aggregation Feature Parameter Description.
When selecting non-CA UEs, the eNodeB may consider the QCIs of services running on UEs
as a primary criterion, depending on the CellMlbUeSel.UeSelectQciPrio parameter setting.
In this document, parameters in the CellQciPara MO are recognized only when the
GlobalProcSwitch.QciParaEffectFlag parameter is set to ON(On).
For UEs configured with subscriber profile IDs (SPIDs), the eNodeB selects UEs for which
the SpidCfg.InterRatMlbSwitch parameter is set to TRUE(TRUE).
l The cause of the RRC connection release is that the timer defined by
RrcConnStateTimer.UeInactiveTimer for the UE expires.
l The UE supports the selected target frequencies.
l The serving PLMN set of the UE and the home PLMNs of external cells on the target
frequencies intersect.
l If the UE is configured with SPID-specific dedicated cell-reselection priorities of
frequencies, the frequencies and target frequencies intersect.
Measurement-based Handover
The MLB algorithm requires that the received signal code power (RSCP) of target UTRAN
cells be greater than the InterRatHoUtranGroup.LdSvBasedHoUtranB1ThdRscp parameter
Based on measurement reports, the eNodeB performs inter-RAT handovers on UEs that meet
handover conditions. If a selected UE fails to be transferred to the target cell within the
current MLB period defined by CellMLB.InterRatLoadEvalPrd, the eNodeB imposes a
penalty on the UE. The eNodeB no longer selects the UE for MLB until the timer specified by
CellMLB.MlbUeSelectPunishTimer expires.
Blind Handover
Blind handovers work only if the InterRatMlbBlindHo(InterRatMlbBlindHo) option of the
CellAlgoSwitch.MlbHoMode parameter is selected. If UEs do not support inter-RAT
handovers, the eNodeB transfers the UEs by blind redirection.
The actual duration of MLB to UTRAN is calculated based on the initial duration specified by
CellMLB.InitValidPeriod and the number of UL-sync UEs. A larger value of this parameter
or a larger number of UL-sync UEs results in a longer actual duration. Within the actual
duration, RRC_REL UEs preferentially camp on neighboring UTRAN cells.
In MLB to UTRAN, the eNodeB delivers the priorities of certain frequencies to each target
UE as described in the following sections.
Selecting Frequencies
The eNodeB selects the E-UTRA and inter-RAT frequencies supported by the UE. The UTRA
frequencies are target UTRA frequencies selected as described in Target Frequencies for
MLB by Transferring RRC_REL UEs and other UTRA frequencies.
If more than one frequency exists within a category, the priorities of these frequencies are
dependent on the SPID-specific dedicated priorities, operator-specific dedicated priorities, or
common priorities for cell reselection. The eNodeB delivers an RRCConnectionRelease
message, which contains the IE IdleModeMobilityControlInfo to a UE. The IE contains the
target frequencies, relative dedicated priorities, and T320 timer length (specified by the
RrcConnStateTimer.T320ForLoadBalance parameter).
This chapter describes the feature LOFD-001045 Inter-RAT Load Sharing to GERAN,
referred to as MLB to GERAN in this document.
MLB to GERAN transfers UL-sync UEs when the GeranMlbSwitch(GeranMlbSwitch)
option of the CellAlgoSwitch.MlbAlgoSwitch parameter is selected.
MLB to GERAN is initiated by different variables dependent upon the setting of the
CellMLB.InterRatMlbTriggerMode parameter.
l If this parameter is set to IRAT_PRB_ONLY(PRB Usage), the eNodeB initiates MLB
based on both the PRB usage and the number of UEs.
l If this parameter is set to IRAT_UE_NUMBER_ONLY(UE Number), the eNodeB
initiates MLB based on the number of UEs.
l If this parameter is set to IRAT_PRB_OR_UE_NUMBER(PRB Usage or UE
Number), the eNodeB initiates MLB based on the PRB usage or the number of UEs.
If both MLB to UTRAN and MLB to GERAN are enabled, the two procedures operate in
parallel. For details about MLB to UTRAN, see 4 LOFD-001044 Inter-RAT Load Sharing
to UTRAN.
NOTE
If a GERAN cell in RAN sharing with common carrier mode complies with 3GPP Release 10 or earlier,
the cell is not regarded as a standard example cell. If such a cell exists in RAN sharing with common
carrier mode in E-UTRAN and GERAN, the GERAN broadcasts only one PLMN (the configured
primary PLMN). In this case, the target PLMN in the request messages such as handover or RIM request
messages sent from E-UTRAN to GERAN must be identical to the primary PLMN configured for
GERAN. This requires that the L2GPLMNChooseOptSwitch option of the
GlobalProcSwitch.ProtocolMsgOptSwitch parameter be selected. For details, see RAN Sharing Feature
Parameter Description.
6.3 UE Selection
The eNodeB selects UEs that are not in the penalty or CA state. The maximum number of
UEs for selection is specified by CellMLB.InterRatMlbMaxUeNum.
The UE selection principles are as follows:
l The eNodeB selects UEs who have MCS indexes in the DL lower than a specified
threshold. The initial value of the threshold is 10, and its value range is 0 to 28.
– If the number of UEs selected is less than CellMLB.InterRatMlbMaxUeNum, the
threshold value increases by 3.
– If the total number of UEs selected within 10 consecutive MLB periods specified by
CellMLB.InterRatLoadEvalPrd is equal to CellMLB.InterRatMlbMaxUeNum,
the threshold value decreases by 3.
l The CellMlbUeSel.UeSelectQciPrio parameter specifies whether the eNodeB considers
the UEs' QCI as a criterion for MLB-oriented UE selection.
– If the CellMlbUeSel.UeSelectQciPrio parameter is set to 255, an eNodeB selects a
type of UE when the
INTER_RAT_MLB_ALLOWED(INTER_RAT_MLB_ALLOWED) option of
the CellQciPara.QciAlgoSwitch parameter is selected for all standardized QCIs of
a UE. In addition, if the
INTER_RAT_MLB_LOW_PRIO_IND(INTER_RAT_MLB_LOW_PRIO_IN
D) option is deselected for the UE, an eNodeB preferentially selects this type of
UE.
– If the CellMlbUeSel.UeSelectQciPrio parameter is set to a value from 0 to 254, an
eNodeB does not consider the UEs' QCI as a criterion for MLB-oriented UE
selection.
l (Optional) For UEs configured with subscriber profile IDs (SPIDs), the eNodeB selects
UEs for which the SpidCfg.InterRatMlbSwitch parameter is set to TRUE(TRUE).

8 Network Impact
Network Performance
The Inter-RAT Load Sharing to UTRAN feature increases the number of inter-RAT handovers
from E-UTRAN to UTRAN and the L.RRC.ConnReq.Att.MoSig counter value.
This produces a decrease in the E-UTRAN load and improves the user experience of UEs in
the E-UTRAN. However, this feature increases the GERAN load and negatively affects the
user experience of UEs in the GERAN.
Network Performance
The Inter-RAT Load Sharing to GERAN feature increases the number of inter-RAT handovers
from E-UTRAN to GERAN and the L.RRC.ConnReq.Att.MoSig counter value.
Network Performance
This feature increases the total number of EUTRAN-to-UTRAN handovers.
9 Engineering Guidelines
l The serving cell has no inter-frequency neighboring cells but overlapping neighboring
UTRAN cells.
l The serving cell has both overlapping neighboring E-UTRAN cells and overlapping
neighboring UTRAN cells, and the load of the serving cell is high.
l Multi-mode base stations are used, or base stations of different RATs provide contiguous
coverage.
l The PRB usage of E-UTRAN cells is high, and the number of UL-sync UEs in the cells
is large.
l The number of UEs in a cell is large but the PRB usage of the cell is not high. In this
case, user-number-based MLB to UTRAN is recommended.
l If an operator deploys Huawei devices in its UTRAN network and activates service- or
load-based UTRAN-to-EUTRAN PS redirection or handover in the UTRAN, it is
possible that MLB to UTRAN causes ping-pong load transfer between the UTRAN and
E-UTRAN, affecting MLB performance.
To improve performance of MLB to UTRAN, it is recommended that the eNodeB
impose a penalty on target cells to which handover preparations fail. This prevents the E-
UTRAN from still sending handover requests to the UTRAN, decreasing the number of
handover preparation failures.
In the UTRAN, it is recommended that:
– The UTRAN delivers dedicated cell-reselection priorities to UEs that are handed
over from the E-UTRAN for MLB. This prevents the UEs from being transferred to
the E-UTRAN through cell reselection within a short time.
– The UTRAN does not select the UEs to perform handovers or redirections to E-
UTRANs. This prevents inter-RAT ping-pong UE transfer.
– When redirections to the E-UTRAN are triggered, the UTRAN contains a blacklist
of highly loaded E-UTRAN cells in the RRC Connection Release messages. This
prevents increase in the loads of E-UTRAN cells after UEs access them.
– For details about the functions mentioned above, see Interoperability Between GSM

l Information about each neighboring cell of the cells served by the local eNodeB
– Whether information about the neighboring cell is complete
– Whether the neighboring cell has been blacklisted

There are no requirements for the operating system and transmission networking. Before
deploying LOFD-001044 Inter-RAT Load Sharing to UTRAN, the operator must purchase
and activate the license for the feature listed in the following table.

in the upper left corner, and click Inter-RAT Handover Statistics in the Custom list under
Event Name. Then click Query to query SON logs. This MLB function has been activated if
the following information is displayed in the event description:
l Load status of the serving cell: inter-RAT MLB threshold, UL PRB usage, and DL PRB
usage
l Information about inter-RAT neighboring cells: MCC, MNC, RNC ID, UTRAN cell ID,
and RAT
l Handover information: number of UEs that have been successfully handed over from the
serving cell

To use signaling tracing to verify whether this MLB function has been activated, perform the
following steps:
Step 1 On the U2000 client, start a Uu interface tracing task, S1 interface tracing task, and a PRB
usage monitoring task.

You can also observe performance counters to evaluate whether this MLB function has been
activated. For the counters, see 9.1.9 Performance Monitoring.
Step 2 On the Query SON Log tab page, click LTE MLB Log on the Log Category drop-down list
in the upper left corner, and click Inter-RAT Handover Statistics in the Custom list under
Event Name. Then click Query to query SON logs. This MLB function has been activated if
the following information is displayed in the event description:
l Load status of the serving cell: inter-RAT user-number-based MLB threshold and
number of UL-sync UEs
l Information about inter-RAT neighboring cells: MCC, MNC, RNC ID, UTRAN cell ID,
and RAT
l Handover information: number of UEs that have been successfully handed over from the
serving cell

You can also observe performance counters to evaluate whether this MLB function has been

Step 1 In the navigation tree on the left of the Signaling Trace Management tab page, double-click
Uu Interface Trace under LTE > Application Layer. The Uu Interface Trace dialog box is
displayed, as shown in Figure 9-2.
Step 2 Set the task name, select the eNodeB, and click Next. The Uu Interface Trace dialog box as
shown in Figure 9-3 is displayed. Then, click Finish.
Step 3 After the Uu interface tracing task starts, view the tracing result, as shown in Figure 9-4.
This MLB function has been activated if the cell-reselection priority contained in the
RRC_CONN_REL message in the Uu interface tracing result meets the requirements and the
UE is successfully transferred to the UTRAN cell by cell reselection.

9.1.7 Deactivation
The following table provides the parameter used to deactivate this feature.
9.1.8 Reconfiguration
For measurement-based handovers, set the CellMLB.FreqSelectStrategy parameter to specify
the policy that an eNodeB uses to select target frequencies. If the parameter is set to

Use MRFD-111402 Inter-RAT Adaptive Traffic Offload when one of the following conditions
is met:
l The serving cell has no inter-frequency neighboring cells but overlapping neighboring
UTRAN cells.
l The serving cell has both overlapping neighboring E-UTRAN cells and overlapping
neighboring UTRAN cells, and the load of the serving cell is high.
l The average throughput of the serving cell is small.
If an operator deploys Huawei devices in its UTRAN network and activates service- or load-
based UTRAN-to-EUTRAN PS redirection or handover in the UTRAN, it is possible that
inter-RAT adaptive traffic offload causes ping-pong load transfer between the UTRAN and E-
UTRAN, affecting MLB performance. To improve performance of MLB to UTRAN, it is
recommended that the eNodeB impose a penalty on target cells to which handover
preparations fail. This prevents the E-UTRAN from still sending handover requests to the
UTRAN, decreasing the number of handover preparation failures. In the UTRAN, it is
recommended that the UTRAN delivers dedicated cell-reselection priorities to UEs that are
handed over from the E-UTRAN for MLB. This prevents the UEs from being transferred to
the E-UTRAN through cell reselection within a short time. The UTRAN does not select the
UEs to perform handovers or redirections to E-UTRANs. This prevents inter-RAT ping-pong
UE transfer. When redirections to the E-UTRAN are triggered, the UTRAN contains a
blacklist of highly loaded E-UTRAN cells in the RRC Connection Release messages. This
prevents the UEs from accessing the E-UTRAN cells and increasing the E-UTRAN cells'
