Obulavaripalle to Nethavaripalle in South Central Railway”

2. The quantities given in the Bill of Quantities are estimated and provisional, and are given to
provide a common basis for bidding. The basis of payment will be the actual quantities of
work ordered and carried out, as measured by the Contractor and verified by the Engineer
and valued at the rates and prices tendered in the priced Bill of Quantities, where applicable,
and otherwise at such rates and prices as the Engineer may fix within the terms of the
Contract.
3. In the Bill of Quantities, quantity and unit rates and thereby the amount against each item
have been indicated. From this, the estimated price of each bill has been worked out and
indicated in the summary sheet in BOQ. The Bidder shall quote rates as percentage
above/below/at par for each schedule in the summary sheet. If no percentage as above,
below or par is indicated for any particular bill, the same will be considered as percentage at
par.
4. The rates for each bill shall be written in indelible ink or type written in the summary sheet
against each bill in words and figures as percentage above /below/at par with RVNL’s cost.
Thereby, quoted price for each bill shall be calculated and written against each bill. The total
price, as sum of quoted price for all the bills shall be shown at the bottom of the summary
sheet. The total price shall also be written in words and figures.
5. General directions and descriptions of work and materials are not necessarily repeated or
detailed in the Bill of Quantities. References to the relevant specifications and sections of
the contract documentation should be made before quoting rates in the Bill of Quantities.
6. The rates and prices Bid in the priced Bill of Quantities shall, except as otherwise provided
under the Contract, include all construction equipment, plant, labour, supervision, materials,
erection, maintenance, insurance, profit, royalty, octroi, taxes and duties, together with all
general risks, liabilities and obligations set out or implied in the Contract.
7. The rates are deemed to be inclusive of all lead (except as otherwise specifically provided in
the description of the particular item), lifts, ascend, descend, handling, rehandling crossing
of nallah/streams/tracks any other obstructions.
8. All enabling works for executing the work e.g. approach road to site, launching
arrangements, procuring right of way, arrangement of water and electricity etc is to be
arranged by the contractor at his own cost and deemed to be included in the quoted rates.
9. Storage of Material: All the material at site will have to be properly stacked & stored so as to
facilitate inspection. The material should be properly protected from the detrimental effects
of nature and fire, theft etc. The contractor shall be responsible for watch & ward and any
loss or deterioration on account of above shall lead to rejection of material and contractor
has to replace the same at his own cost.
12.2.5 The following items of work are to be done as pre‐cast in addition to PSC girder for
major/minor bridge:
(a) CC blocks for pitching on quadrants of the bridges –2785 cum (approx.).
(b) CC slabs for providing on slopes of bank – 4230 cum (approx.).
(c) CC slabs for inspection steps – 50 cum (approx.).
(d) CC slabs for Key men’s inspection path – 55 cum (approx.)
(e) CC coping slabs for bridges – 38 cum (approx.)
12.2.6 The Contractor has to cast CC slabs/blocks at suitable location where sufficient space for
casting with adequate availability of water & materials. Thereafter, these have to be
transported to the required location and to be laid. Payment for these items will be made
under items No. 2005 of Bill No. 2. Transportation cost is included in the cost of the items
and no separate payment shall be made for any transportation. The Contractor is advised to
cater for this cost while bidding for the work.
12.3 BILL NO.4: (PERMANENT WAY SUPPLY)
12.3.1 All P. Way materials shall be procured only from suppliers included in part I list of
RDSO approved suppliers for the particular item. Where, such a list is not maintained
by RDSO, prior approval of source of supply shall be obtained from the employer.
12.3.2 All P. Way materials shall be inspected by the inspecting authority as prevalent over
zonal railway for the particular material. However, employer reserves the right to
nominate any authority or its own representative to inspect the material.
12.3.3 Payment of inspection charges shall be borne by the employer.
12.3.4 If the rails required for manufacture of the finished material are to be issued free of
cost by the Employer, as specified in the description of item, the employer shall
issue such rails either in project area or from Bhilai. The quoted rates include cost of
handling and transportation of rails to the manufacturers workshop and finished
materials from the manufacturers workshop to the site of work.
12.3.5 All P. Way material shall be neatly stacked and stored in the project area and
protected against loss/ deterioration by proper watch and ward staff, insurance, etc,
the cost of which is deemed to be included in the rates.
2.4. The plinth area rates for construction of buildings includes cost of all design,
drawings, materials, labour, tools & plants, equipments, taxes, ascent, descent, lead
and lift, cement and steel etc. Nothing will be paid extra and buildings have to be
handed over complete in all respect to house the Signaling/Electrical/Operating
equipments and machines including provision of ducts, trenches, ramps etc.
complete in all respect required to make it functional. This also includes cost of all
architectural features and preparation of detailed drawings and designs thereof.
RVNL reserves the right to ask the contractor to adopt available drawings of
RVNL/Railways, without making any deductions or extra payments on this account.
2.5. If any activity of the work is essential for completion of the building but is not
mentioned specifically in these specifications or elsewhere in the bidding
documents, the same shall be deemed to be included in the rates and shall be
executed by the Contractor as per specifications decided by the Engineer and the
building shall be handed over in functional manner, complete in all respects.
2.6. Water & electricity shall be arranged by the Contractor at his own cost for execution
of works.
2.7. Contractor has to make arrangements for approach to site, stacking of materials and
all temporary works necessary for the execution of work at his own cost.
2.8. Contractor will have to make arrangements for required tests (as directed by the
Engineer) for testing the soundness of the work or any of the materials at
Contractor’s own cost.
2.9. Sampling and testing of work/material at site/laboratory shall be as per the RVNL
Standard Specification for materials and works and relevant Indian Standard
Specifications, with up to date corrections.
2.10. If any work is found unsatisfactory or under specification the same will have to be
redone by the Contractor at Contractor’s own cost. In case, the Contractor fails to do
so, the same will be got done by Engineer at the Contractor’s cost.
2.11. The Engineer will be at liberty to get any work or material dismantled/removed by
any other means at Contractor’s cost if it is found unsatisfactory or under
specification, and the contractor fails to rectify the same within specified time.
2.17. Anti‐termite treatment: Anti‐termite treatment shall be provided as per para 2901 of
RVNL Standard Specifications for materials & works, cost of which is deemed to be
included in plinth area rates. The chemical shall be approved by the Engineer and
used as per the manufacturer’s instructions/ specifications.
2.18. Plinth protection – If not mentioned otherwise in the detailed drawings, plinth
protection of one meter width all around the building shall be provided as per para
2902 of RVNL Standard Specifications for materials & works
2.19. Damp Proof Course (DPC) – Unless otherwise mentioned in the drawings, DPC will
consist of 40mm thick 1:2:4 PCC with two coats of bitumen over it.
2.20. Masonry work – Masonry work has to be in well burnt clay bricks of class designation
75, as approved by the Engineer. All outer and load bearing walls shall be of
minimum 230 mm thickness or more as per design, in cement mortar 1:6, all
partition walls shall be 115 mm thick in cement mortar 1:4. Fly ash bricks or cement
concrete blocks (hollow/ solid) confirming to the BIS or stone masonry can be used
as per local availability in lieu of clay bricks, but nothing shall be paid extra on this
account.
2.23. Sanitary fittings/sewerage system:
2.23.1. Manholes and junction chambers to be constructed by Contractor as per the design
by the Contractor & approved by the Engineer and to be connected with RCC pipes
of 150/200 mm dia. with each other and to septic tank or to existing sewerage
arrangement (up to 15m from extreme outer wall of building in the direction of
source to be connected, including obtaining necessary clearance from concerned
authorities required for the same. In case sewerage system is not to be connected to
trunk sewer as stipulated, contractor will furnish appropriate design of septic tank to
be approved by Engineer and will construct the septic tank accordingly.
2.23.2. Rain water pipes: Adequate number of rain water pipes of min 100 mm dia, PVC of
approved quality and make as approved by the Engineer to be provided. Inlet of the
rain water pipe to be provided with shoe and CI gratings and at the outlets necessary
protection to be done to prevent erosion of soil.
2.23.3. Soil and vent pipes: PVC pipes of min 100 mm dia to be provided for soil and vent
pipes including all branches of required degree, access door and other accessories as
necessary for laying the pipes of approved quality and make as approved by the
Engineer to be provided. Before embedding the pipes under the floor the same will
have to be tested against any leakage. Necessary floor traps, gully traps as essential
will be provided. Storm water drain of suitable size to be provided as approved by
the Engineer.
2.23.4. Wash Basins and Sink: Wash basins (Ceramic) of approved size, colour and make to
be provided in ladies and gents toilet with shelf, looking glass and towel rails (CP
Brass). Urinals/Squatting pans (ceramic) of approved size and make to be provided
with ceramic flushing systems as per requirement. Stainless steel/Ceramic sinks of
approved size and makes to be provided in battery rooms, Kitchen of Rest room. All
water services and sinks will be connected through bottle traps to concealed outlet
pipe.
2.24. Water supply: Necessary layout for water supply distribution in the Kitchen, toilets &
baths to be designed by the Contractor and submitted for approval of Engineer and
to be connected with GI pipe of designed dia to the existing main water line (up to
15m from extreme outer wall of building in the direction of source to be connected,
including obtaining necessary clearance from concerned authorities required for the
same. All internal pipes will be laid concealed in walls and tested for leakages for
3.3. Flooring:
3.3.1. Cable entry and Exchange Room , Equipment Room and Electrical panel room, IPS,
Data logger room, traffic store and other store rooms: 40 mm thick, cement concrete
flooring 1:2:4 (1 cement, 2 coarse sand and 4 stone aggregate 20 mm and down
size) laid in one layer finished with cement slurry to a true smooth surface with
proper joints duly provided with glass strips of 4mm thick to form panels not
exceeding 1200x1200mm , laid over 100 mm thick CC 1:4:8 over 100 mm thick sand
filling over well rammed and consolidated earth filling.
3.3.2. Battery Room: Acid proof tiles conforming to IS 4457‐1967 as approved by the
Engineer over 20m thick cement sand mortar 1:4, over 100 mm thick CC 1:4:8 over
100 mm thick sand filling over well rammed consolidated earth filling. Acid proof
tiles also to be provided in dado as per requirement up to 1M height.
3.3.3. Stair Case: Chequerred terrazzo tile 22 mm thick with graded marble chips size up to
6 mm to be provided in risers, treads and landings of steps laid on with neat cement
slurry mixed with pigment to match the shade of tile including rubbing polishing
complete on 20mm thick cement and sand mortar 1:3.
3.3.6. Relay Rooms, Axle counter room ,booking , Panel Room and other S&T structures
etc. 1st quality 600 x 600 mm vitrified floor tiles conforming to IS 13630‐1993 of
Kajaria, Nitco or similar make and shade as approved by Engineer laid over 20 mm
thick bed of cement and sand mortar 1:4 with neat cement slurry mixed with
pigment to match the shades of tiles between joints and over the base in floors over
100 mm thick CC 1:4:8 over 100 mm thick sand filling on well rammed and
consolidated earth filling for ground floor. On subsequent floors tiles shall be laid
directly on mortar bed .5 mm thick glazed tiles of suitable size confirming to IS
13630‐1993 of Kajaria, Nitco or similar make, quality and shade as approved by the
Engineer to be provided on walls in dado up to 90 cm height from floor level or up to
the window sill. All the tiles to be laid with zero gap between them.
3.4. Door Frames: The door frame shall be of MS Tee 40mmx40mmx6mm.
3.4.1. Door Shutters: 35 mm thick flush door shutter, commercial type thermosetting,
synthetic resin bound core of block board construction with lipping of 1st class
commercial quality timber, such as elm or its equivalent, battens on all edges and
well matched commercial ply veneering with vertical grains on both faces of
shutters. Veneer and board shall be as per BIS specifications with brass fittings of
approved size and make as per requirement.
3.4.2. Windows/Ventilators: Steel windows of standard rolled steel sections as approved
by the Engineer. Glass panes 4 mm thick with glazing clips and special metal sash
putty, of approved make with brass fittings of approved size and make as per
requirement.
3.4.4. MS grill of approved design shall be provided in the windows and ventilators.
3.5. Necessary exhaust fan opening to be provided as required.
3.6. Railings in balcony – RCC Design to be submitted for approval and to be constructed
as per approved design. Railing in staircase – Suitable design to be prepared by the
Contractor and submitted for the approval of Engineer and railing to be provided
with PVC covering as per approved design.
4. Technical specifications specific to Station Buildings:
4.1. Exterior Doors:
4.1.1. Main entrance from circulating area to the station building shall be provided with
fully glazed Aluminium Door. Remaining portion of entrance shall be provided with
fixed glazing with aluminium frames as per approved drawing. The frames shall be
manufactured from extruded aluminium alloy sections of standard sizes and designs
as per IS 1948 and IS 1949 or as manufactured by Indian Aluminium Co. Ltd or
approved equivalent. The alloy used shall conform to IS designation HE9‐WP of
IS:733. Para 2310 of RVNL Standard Specification for material and works shall be
followed for execution.
4.1.2. Door frames of office of Station Master/SS/Dy.SS/Waiting Rooms/Booking Office
shall be of well seasoned steam beech/ 2nd class of teak wood of minimum section of
65mm x 100mm
4.1.3. Door Shutters: The door shutters shall be of 35mm thick flush door shutter,
commercial type thermosetting, synthetic resin bound core of block board
construction with lipping of 1st class commercial quality timber, such as elm or its
equivalent, battens on all edges and well matched commercial ply veneering with
vertical grains on both faces of shutters. Veneer and board shall be of BIS
specifications. These door shutters may be partially glazed as per requirement, as
per drawing approved by the Engineer. Glazing shall be of glass pane of 6mm
thickness. Doors shall be finished with duco painted of desired shade and colour or
melamine polished complete with all fittings including door closures.
4.1.4. Windows/Ventilators Shutters: The frames of windows and ventilators in the station
building shall be same as mentioned in item 4.1.2 above with fully glazed shutters
made of teak 2nd class of 30mm thickness and 4mm thick glass panes. The design of
the ventilators may be top or central hung as decided by the Engineer and suitably
designed.
4.1.5. Door/Window fittings: These shall be chromium plated brass, of size and make as
approved by the Engineer.
4.2. Interior finish: Two coats of 1st quality oil bound distemper of approved shade over
POP coating to make the surface smooth. 3rd coat may be done before handing
over of assets
4.3. Exterior finish – Two coats of 1st quality cement paint of approved shade over POP
coating to make the surface smooth. 3rd coat shall be done before handing over of
assets.
4.4. Flooring and Dado:
4.4.1. 1st quality 600 x 600 mm vitrified floor tiles conforming to IS 13630‐1993 of Kajaria,
Nitco or similar make and shade as approved by Engineer laid over 20 mm thick bed
of cement and sand mortar 1:4 with neat cement slurry mixed with pigment to
match the shades of tiles between joints and over the base in floors over 100 mm
thick CC 1:4:8 over 100 mm thick sand filling on well rammed and consolidated earth
filling. On subsequent floors tiles shall be laid directly on mortar bed .5 mm thick
glazed tiles of suitable size confirming to IS 13630‐1993 of Kajaria ,Nitco or similar
make, quality and shade as approved by the Engineer to be provided on walls in
dado up to 90 cm height from floor level or up to the window sill. All the tiles to be
laid with zero gap between them.
4.4.2. Chequered terrazzo tile 22 mm thick with graded marble chips size up to 6 mm to be
provided in risers, treads and landings of steps laid on with neat cement slurry mixed
with pigment to match the shade of tile including rubbing polishing complete on
20mm thick cement and sand mortar 1:3.
4.4.3. Toilets: Finished floor to be kept 25 mm below the normal floor of the building. 300
x300 mm ceramic floor tiles conforming to IS 13630‐1993 of Kajaria or similar make
and shade as approved by Engineer laid over 20 mm thick bed of cement and sand
mortar 1:4 with neat cement slurry mixed with pigment to match the shade of tiles
between joints and over the base in floors laid over 100 mm thick CC 1:4:8 over 100
mm thick sand filling on well rammed and consolidated earth filling. 5 mm thick 200
x 200 mm glazed tiles conforming to IS 13630‐1993 of Kajaria or similar make, quality
and shade as approved by the Engineer to be provided on walls for full height up to
ceilings over 13 mm thick cement mortar 1:2. Tiles shall be laid with zero gaps
between them.
4.5. Booking Counter:
5.2 Interior finish – In type‐I, type‐II and type‐III quarters, two coats of white wash of
over priming coat. 3rd coat may be done before handing over of assets. In type‐IV
and type‐V quarters Two coats of 1st quality oil bound distemper of approved shade
over POP coating to make the surface smooth.
5.3 Exterior finish –In type I, Type II and type III quarters Two coats of colour wash over
a priming coat and in type‐IV and type‐V, 1st quality cement paint of approved shade
over POP coating to make the surface smooth. 3rd coat shall be done before handing
over of assets.
5.4 Flooring:
5.4.1 40 mm thick, cement concrete flooring 1:2:4 (1 cement, 2 coarse sand and 4 stone
aggregate 20 mm and down size) laid in one layer finished with cement slurry to a
true smooth surface with proper joints duly provided with glass strips of 4mm thick
to form panels not exceeding 1200x1200mm, laid over 100 mm thick CC 1:4:8 over
100 mm thick sand filling over well rammed and consolidated earth filling, in Type‐I,
II & III. In Type IV & V flooring to be done with 1st quality Vitrified tiles (600 x 600
mm) laid over average 20 mm thick base of cement and sand mortar 1:4 and jointed
with grey cement slurry mixed with pigment to match the shade of stone slab,
including rubbing and polishing complete over 100 mm thick CC 1:4:8 over 100 mm
thick sand filling on well rammed and consolidated earth filling. On subsequent
floors, flooring shall be done without under layer of CC 148.
5.4.2 Toilets and Bathrooms ‐ Finished floor to be kept 25 mm below the normal floor of
the building. 300 x 300 mm ceramic antiskid floor tiles confirming to IS 13630‐1993
of Kajaria, Nitco or similar make and shade and approved by Engineer laid over 20
mm thick bed of cement and sand mortar 1:4 with neat cement slurry mixed with
5.4.3 Door and Window Frames: The door frame shall be of MS Tee 40mmx40mmx6mm in
type I, II & III quarters. In type IV & V frames shall be of well seasoned steam
beech/2nd class teak of minimum section of 65mm x 100mm with single rebate and
of section 65mmx125mm with double rebate (For fixing double shutters).
5.4.4 Door Shutters: Flush Door 30mm thick, if the width of the shutter is less than 750mm
and of 35mm thick, if the width of the shutter is equal to or more than 750 mm,
commercial type thermosetting, synthetic resin bound core of block board
construction with tipping of 1st class commercial quality timber, such as elm or its
equivalent, battens on all edges and well matched commercial ply veneering with
vertical grains on both faces of shutters. Kitchen and main entrance door also to be
provided with double shutters, one flush door and another with mosquito proof GI
wire netting.
5.4.5 Window/Ventilator Shutters: For type I, II & III shall be of standard rolled steel
sections (as approved by Engineer), window shutters shall be glazed with glass panes
4 mm thick. These glazed shutters shall be fixed with projected hinges suitable for
180 degree rotation. These shutters have to open towards inside. Mosquito proof
GI wire netting to be provided on the outer side of window openings which is to be
fixed with suitable MS flat and screws.
For type IV & V shutters shall be of 30mm thick of 2nd class teak wood/steam beech.
Double shutters to be provided in the windows. Inside shutters shall be fixed with GI
wire netting and outside shutters to be fully glazed with glazing of 4mm thick glass.
5.4.6 Windows and ventilators to be provided with MS Grill of approved design.
5.4.7 Doors, Windows/Ventilator fittings: Oxidized MS fittings of approved size and make
as per requirement in type I, II & III. In type IV & V chromium plated brass fittings of
approved size and make shall be provided.
5.5 Railings in balcony: Design of suitable M.S. railing to be got approved from the
Engineer and work to be done accordingly

3.0 Scope of Work :
1. Supply and erection of D.P. structure with M.S. Channel Cross arms
complete.
2. Supply, laying, testing and commissioning of HTUG/ LTUG cables including
termination.
3. Cutting and removal of existing OH spans with terminal structures.
4. Supply and fixing of PVC / GI /CI/ RCC pipes
5. Supply and fixing of LA/Insulator/Danger Board/Anti‐climbing device
6. Supply and provision of LT/ HT earthing arrangements.
7. Provision of Mass concrete.
8. Supply and fixing Cable route indicator
9. Supply and provision of electrical installation including wiring
10. Supply and provision of light fittings of sorts & fans/switches /Danger

11. Supply and fixing of MCB/MCCB/RCCB /FSU/COS / Contactors/Timers.
12. Supply and fixing of M.T. Panel, MCB type TPN/SPN DB complete with all
accessories.
13. Testing and commissioning of the entire electrical installations, duly
keeping close liaison with State Electricity Board & concerned Railway
authorities.
4.0 TECHNICAL AND PARTICULAR SPECIFICATIONS FOR VARIOUS WORKS IN TENDER
SCHEDULE: POWER LINE CROSSING
NOTE: The particulars and specifications are in respect of different items
indicated in the various items of works as applicable, with reference to context
of the work.
4.1 ERECTION OF DP STRUCTURE: Erection of MS Beam pole shall be as per IS:5613
Pt.1/sec. 1&2 (Latest Version). The portion of pole to be planted in ground,
shall be as per IS 2713/part 1 to 3/1980 (Latest Version). Size of base plate shall
not be less than 300x300x10 mm A suitable pad of cement, stone or steel shall be
provided at the bottom of the pit before pole is erected. After erection, pole shall
be treated with two coats of anti‐corrosion red oxide primer and thereafter final
two coats of superior quality Aluminium Paint (ISI marked). Black paint shall be
applied up to 1.5 m. above muffing and remaining portion shall be made with
mixture of cement, sand & concrete ballast in ratio 1:3:6 and shall not less than
200 mm from edge of pole. Muffing shall be plastered and finished.
4.2 ERECTION OF STRUT: The strut post which is made of MS Beam shall be erected
in a pit of 1.2 M long X 0.6 M with and 1.5 M depth with base plate of

1 The earth work in formation and blanketing has to be executed as per latest RDSO guidelines
for earthwork in railway projects with up to date correction slips. If naturally available material
in the project area is not suitable for using as blanketing material directly then the blanketing
material conforming to RDSO specification has to be produced by blending various naturally
available materials in required proportion in a pug mill.
2 Obtaining prior permission for felling of trees including payment of royalty and taxes etc shall
be contractor’s responsibility and deemed to be included in the rates.
3 Joining of new formation with existing embankment has to be done with benching of 30 cm
(V), 60 cm (H) in the existing bank slope. The rate of earthwork includes the cost of benching.
4 Locations where blasting is warranted, prior permission of the employer must be obtained to
ascertain whether blasting is permitted or prohibited. Rate of rock cutting includes the cost of
all precautionary measures necessary for safety during blasting of rock.
