States that the DepEd is mandated to undertake “National Educational Research and Studies”
from which it can become part of the basis for necessary reforms and policy inputs. The Basic
Education Governance Act of 2001 underscored the role of research in the management and
administration of basic education system. With this mandate, DepEd has striven to strengthen research
in Department.

ADOPTION OF THE BASIC EDUCATION RESEARCH AGENDA
1. The Department of Education adopts the enclosed Basic Education Research Agenda which
provides guidance to DepEd and its stakeholders in the conduct of education research and in the
utilization of research results to inform the Departments Planning, policy and program development
aligned with its vision, mission and core values.
2. The Research Agenda shall build on gains from existing research, generate new knowledge
on priority research focus DepEd’s attention on relevant to education issues and maximize the available
resources for research within and outside the Department.
3. All the DepEd Orders and other related issuances, rules and regulations and provisions which
are inconsistent with this policy are hereby repealed, rescinded or modifies accordingly.
4. Immediate dissemination of and strict compliance with this order is directed.
STATUS OF RESEARCH AND DEVELOPMENT IN THE PHILIPPINES
1. Lack of budget being given or underinvestment of resources to R & D.
2. The public sector (government and higher education institution had been the predominant R & D
spender since then but in 2002, the private sector (private business enterprise, private non- profit
institution) has now become the biggest R & D spender replacing the public sector amounting to 64% of
the national R & D expenditure.
3. 3. Lack of adequate and technically capable R & D manpower where majority of R & D personnel are
with the public sector.
4. 4. The lack of funds impinges upon the quantity and quality of R & D (The number of R & D outputs has
a correlation with a country’s economic standing.
5. There is also unfocused projects of R &D where an examination of the work and financial plans and
projects accomplished indicate that research projects are highly disjoined and short term in nature and
that research findings and outputs are neither carried over to prospective researchers nor used
additionally to benefit the clientele.
PURPOSE OF EDUCATONAL RESEARCH
• Educational research attempts to solve a problem.
• Research involves gathering new data from primary or first-hand sources or using existing data for new
purpose.
• Research is based upon observable experience or empirical evidences.
• Research demands accurate observation and description.
• Research generally employs carefully designed procedures and rigorous analysis.
• Research emphasizes the development of generalization, principles or theories that will help in
understanding predictions and/or control.
• Research requires expertise- familiarity with the field, competence in in methodology, technical skills in
collecting and analyzing the data.
• Research is carefully recorded ad reported to the persons interested in the problem.
